E.O.I NOTICE

National Law School of India University (NLSIU) is a premier law college founded in 1986, to reform legal education and to establish a centre of excellence for legal education and

research in India. NLSIU is a fully residential law school with a 23 acre campus at Nagarbhavi, Bangalore.

NLSIU proposes to construct a Multi-Purpose Auditorium and Sports Center in their campus at Nagarbhavi, Bangalore with seating capacity of 1200 and built up area of 50,000 sft. Applications are invited from reputed Architectural firms for “Expression of Interest” for providing Comprehensive Architectural Design Services. Firms shortlisted by the Selection Committee shall only be invited to make a design presentation, which would be evaluated in the process of selection of Architectural Consultant. Pre-qualification Criteria: Architects/ Firms who will fulfil the following criteria shall be considered for participation:

a. Architects registered with the Council of Architecture b. Have experience in the field not less than 10 years as on 01/11/15 c. Have completed similar consultancy assignment during the last five years as on

01/11/15 as listed below: i. At least one similar project having built up area of 50,000 Sft, or

ii. At least on auditorium having a seating capacity of 1000 d. Have completed at least one project of 15 crore value, in the last five years as on

01/11/15 for an Academic Institute or University e. Similar assignment means providing Architectural/ Engineering consultancy for

planning and designing of Architectural, Civil, Public Health, Electrical, Air Conditioning, Fire & Safety, Acoustic and Interior Design Services.

Eligible and interested firms may submit their written Expression of Interest, in sealed envelope (thro courier or hand delivery) superscribing the envelope ‘ INVITATION FOR EXPRESSION OF INTEREST FROM ARCHITECTS’ so as to reach the office of the Vice Chancellor, National Law School of India University, Nagarbhavi, Bangalore 560242 (Old Pin – 560072), latest by 12th December 2015, before 3.00 PM, in the format specified, duly signed and stamped. INVITATION FOR EXPRESSION OF INTEREST – DOCUMENT FOR PRE-QUALIFICATON OF ARCHITECTS/ ARCHITECTURAL FIRMS

PREAMBLE The NATIONAL LAW SCHOOL OF INDIA UNIVERSITY came into existence through a Notification under the NATIONAL LAW SCHOOL OF INDIA UNIVERSITY Act (Karnataka Act 22 of 1986). It signified the culmination of efforts by the Judiciary, the Bar Council of India, the Karnataka Bar Council, the Bangalore University and the Government of Karnataka to reform legal education and to establish a centre of excellence for legal education and research in India. NLSIU functions out of a 23 acres campus at Nagarbhavi, Bangalore, having administrative buildings, academic block, student hostels, staff quarters, guesthouse and library occupying a plinth area of 1,20,000 sft. Out of a total of 23 acres, the existing structures are distributed on 18 acres of land and 5 acres of land set aside for a football ground and athletic track.

REQUIREMENT NLSIU proposes to construct a multi-purpose Auditorium on its campus at Nagarbhavi, Bangalore. This project has been envisaged not only to fulfil the functional requirement, but also as a prestigious and iconic landmark which would become a defining architectural feature of the campus. The auditorium shall comprise of the following facilities:

a. Multi-purpose Auditorium with a seating capacity of 1200 b. Stage area that can accommodate seating for minimum 70 dignitaries, but not

limited by it c. Dining Hall/ Semi Covered/Open space for 1000 persons d. Lobby, Green Rooms, Rest rooms and other associated facilities befitting the

auditorium e. Indoor Sporting facilities like Table tennis, fitness center, yoga/ aerobics hall and

gymnasium shall be integrated into the building design f. Half Olympic size Swimming pool with related facilities like change rooms, showers,

filtration plant and viewers gallery. g. Parking space/ parking plan for around 700 cars (not necessarily covered) h. Aesthetic treatment of surrounding hardscape and landscape

NLSIU would like to engage the services of reputed Architects/ Architectural Firms for providing comprehensive Architectural Consultancy Services in the following disciplines:

a. Architectural design and detailing b. Structural, Public Health, Electrical, Mechanical, HVAC services and fire safety c. Building automation, Internal acoustic design and Interior design d. Video, Communication, Audio and PA system e. Landscape design f. Approval drawings for obtaining permissions from concerned authorities



NLSIU campus is spread over a total of 23 acres. Out of this, the existing structures are distributed on 18 acres of land and 5 acres of land set aside for a football ground and athletic track. The architect may preferably choose to integrate the auditorium into the existing built structures, in which case, they will not use any virgin land, OR they may use approximately 1.5 acres of virgin land, in which case, the entire football and athletics field shall be kept intact. The green cover and peripheral plantations shall be disturbed to a minimal level. The design shall make maximum use of green building techniques. After commencement of construction, the building shall be completed in all respects within a time period of 2 years or earlier. Earliest completion will be given due weightage.

AIM & OBJECTIVE The aim is to shortlist reputed Architects/ Architectural Firms and invite them to make an Architectural concept and design presentation for the Auditorium and Sports Center. The Architect/ Architectural Firm whose Architectural concept and design is selected by the Selection Committee shall be retained as Architectural Consultants for providing comprehensive Architectural Design Consultancy Services.

ROLE OF THE SELECTED ARCHITECTURAL CONSULTANT The role of the selected firm is to provide a complete and comprehensive Architectural design concepts, drawings and details, for all services required for construction of the Auditorium and Sports Center, from the stage of data collection to completion of the building, but not limited to the following:

a. Space requirements and space planning b. Service requirements and planning c. Structural systems and other engineering services d. Locating the building in the master plan and making detailed plan for parking,

landscaping, etc. e. Internal Acoustic design, seating arrangements, stage engineering, Audio and Video

systems and interior design f. Building drawings containing the following:

i. All floor plans and details for Architectural, Structural, PHE, Electrical, HVAC, Landscape works, etc.

ii. Sections and Elevations iii. Report indicating design philosophy, detailed cost estimates,

proposals for execution, etc. iv. Interior layouts and details v. 3D views and walkthrough



vi. Scaled model of the building vii. External and Internal finishing details

viii. Fully dimensioned and all minute detail drawings required for construction

ix. Periodic Inspection during construction x. Complete set of As Built Drawings and Handing over report

QUALIFYING REQUIREMENTS Architectural Concept and Design is the prime consideration. Weightage will be given for innovation in design, efficient use of virgin land and maximum use of green building techniques. Reputed Architects/ Architectural Firms with exposure to architectural works of similar nature will be considered. Architectural Consultancy Firms shall have adequate in-house expertise and experience in planning, detailing of architectural concepts, structural, civil, PHE, electrical, HVAC, elevators, firefighting and safety, building automation, acoustic design, interior design, landscaping, etc. required for construction and finishing the Auditorium and Sports Center in all respects complete. The Architects may also form a consortium of firms/ sub consultants for providing total support and expertise to fulfil the requirements of NLSIU. However, in such a case, consortiums will need to bid through a single Architectural Consultancy firm which is appointed as the leader of the consortium. NLSIU will deal with this single consultancy firm at all times. This firm will be held responsible for delivering on all aspects of the project, and extracting results form, as well as providing leadership to all consortium members. This firm will be the one and sole point of responsibility and single window of communication for NLSIU. This firm will plan, manage and co-ordinate work across all consortium members, including any dispute resolution, staffing, pricing, project execution, prioritization and planning of inter-dependent activities, delivery of reports and presentations to NLSIU. This firm will pay out the consortium members from its total contracted fee. A member in any one consortium cannot be a member of another consortium applying for this project. Bangalore based Architectural firms may be preferred. However, interested Architectural firms form other states/ cities may also apply, provided they have a fully staffed branch office in Bangalore.



ORGANISATION Architectural Design Consultancy firms that follow the eligibility criteria laid down by the Council of Architecture (India) are eligible for participation. The onus of the Architectural firm’s eligibility as per the Council of Architecture (India) guidelines shall rest with the firm itself.

Constitution of the organisation and year of incorporation: Architectural Design Consultancy firms having experience in the field not less than 10 years as on 1st Nov 2015. Information about the organisation along with names and details of various services in-house or participant Associates to whom the job is proposed to be assigned and names of key personnel to be associated with their qualifications and experience to be furnished along with EOI, in relevant format indicated in the document.

Experience: The applicant should have satisfactorily completed similar consultancy assignment during the last five years as on 01/11/15 as listed below:

i. At least one similar project having built up area of 50,000 Sft, or ii. At least on auditorium having a seating capacity of 1000

iii. Have completed at least one project of 15 crore value, in the last five years as on 01/11/15 for an Academic Institute or University

iv. Similar assignment means providing Architectural/ Engineering consultancy for planning and designing of Architectural, Civil, Public Health, Electrical, Air Conditioning, Fire & Safety, Acoustic and Interior Design Services.

Information regarding work experience to be furnished along with the EOI, relevant formats indicated in this document.

Financial Capability:

a. The applicant should have had average annual financial turnover (gross) of Rs. 1 Crore consultancy fees during the last three years ending 31st March 2015. This should be duly audited by a Charted Accountant. Year in which no turnover is shown would also be considered for working out the average.

b. The applicant should not have incurred any loss in more than one year during the last five years ending 31st March 2015 duly certified by a Charted Accountant.



c. The applicant should not be under liquidation, court receivership or similar proceedings.

d. The applicant should have a minimum solvency of 75 Lakhs certified by their bankers.

e. The applicant should furnish their annual financial statement for the last 5 years in

the format prescribed in this document.

EVALUATION CRITERIA FOR SHORTLISTING OF CONSULTANTS For the purpose of shortlisting, applicants will be evaluated in the following manner:

a. The initial criteria prescribed above, in respect of experience of similar class of works completed will be first scrutinized and the applicant’s eligibility for the shortlist will be determined.

b. The applicants qualifying the above initial criteria will be evaluated for the following criteria by scoring method on the basis of details furnished by them.

For shortlist, the applicant must secure at least 60% points in criteria (c) & (d) above, and 50% points in criteria (e).



Even though an applicant may satisfy the above requirements, they would be liable to be disqualified if they have:

i. Made misleading or false representation or deliberately suppressed information in forms, statements and enclosures required in the pre-qualification document.

ii. Record of poor performance such as abandoning work, not properly completing contract, or financial failures, etc.

Shortlisting of the consultants shall be subject to thorough verification of their credentials and inspecting of similar works carried out/ in progress by them, through the Selection Committee constituted by NLSIU.

LETTER OF TRANSMITTAL Interested Architectural Design Consultancy Firms of repute, having similar exposure in designing and execution of auditoriums are hereby invited to submit their ‘Expression of Interest’ (EOI) for providing Comprehensive Architectural Design Consultancy Services, for initial pre-qualification and shortlist of Architectural Consultants for construction of Auditorium and Sports Center at Nagarbhavi, Bangalore for National Law School of India University. The application should submit the letter of transmittal in the given format and all other forms, certificates, documents, photographs along with Expression of Interest document, in a sealed envelope (thro courier or hand delivery) super scribing the envelope ‘ INVITATION FOR EXPRESSION OF INTEREST FROM ARCHITECTS’ so as to reach the office of the Vice Chancellor, National Law School of India University, Nagarbhavi, Bangalore 560242 (Old Pin – 560072), latest by 12th December 2015, before 3:00 PM, duly signed and stamped.

AWARD CRITERIA After evaluation of pre-qualification applications, a list of qualified Consultants will be prepared. Shortlisting of the consultants shall be subject to thorough verification of their credentials and inspecting of similar works carried out/ in progress by them, through the Selection Committee constituted by NLSIU. Thereafter, short listed consultants only will be invited to prepare a conceptual design and plan and present it to the Selection Committee, which would be evaluated in the process of selection of Architectural Consultant for the work. Without being liable for any damages or obligations or assigning any reason to the applicant, NLSIU reserves the right to –

i. Amend the scope and value of work. ii. Restrict the short listing of firms to any number deemed suitable by it.

iii. Reject any or all of the applicants.



PROFESSIONAL FEE

Selected Architectural Consultancy Firm for the project shall be entitled to professional fee for providing the various Consultancy Services as mentioned under ‘Role of the Selected Architectural Consultant’. The selected Architectural Consultancy Firm shall enter into a contract with NLSIU for providing comprehensive design consultancy services. The scale of professional charges shall be 3% (Three Percent) of the total project cost. Service Tax shall be paid as applicable. The fee shall be inclusive of Consultancy Services for Architectural, Structural, PHE, Electrical, HVAC, Landscape, Acoustic, Interior Design, Fire and Safety and Building Automation or any other services required for the full completion of the project. In case of a consortium of firms or Sub Consultants engaged by the Architectural Firm, no separate fee shall be paid by NLSIU to various consortium members or to the Sub Consultants. NLSIU will deal with only the main Architectural Firm that has bid for the project. The stages of payment of fee shall be as follows:

a. 5% of the total fee shall be paid on submission of survey, contour level plans indicating outlines of existing buildings and locating the proposed building in the overall site map, preliminary architectural drawings and 3D views sufficient to explain the overall concept, space planning, exterior and interior views along with proposed finishes and budgetary estimate.

b. 10% of total fee payable on finalisation of Architecural Design and on submission of final architectural drawings, site development plan, final 3D views, 3D walkthrough, Architectural design report and Preliminary Estimate.

c. 20% of total fee payable on Submission of Approval Drawings for obtaining permissions, Architectural Working drawings, approval of PHE, Electrical, HVAC, Landscape, Interior Design, Acoustic, Fire and Safety, Automation and related drawings and on submission of final detailed Estimate and Scaled Model of the building.

d. 10% of total fee payable on Submission of detailed Structural Drawings, Architectural Detailed Drawings, Working and Detailed Drawings for PHE, Electrical, HVAC, Landscape, Interior Design, Acoustic, Fire and Safety and Automation, and on submission of complete Tender Documents for invitation of bids from Contractors.

e. 45% of total fee payable in stages during the construction phase based on the progress of construction.

f. 10% of total fee shall be paid on completion of the entire work, handing over of building by the contractor, final inspection and verification of bills and after issue of Completion Certificate.




INFORMATION AND INSTRUCTIONS FOR APPLICANTS 1. GENERAL

1.1. Letter of transmittal, and forms ‘A’ to ‘F’ seeking information & documents are

given hereunder.

1.2. All information called for in the enclosed forms should be furnished against the relevant columns in the forms. If for any reason, information is furnished on a separate sheet, this fact should be mentioned against the relevant column. Even if no information is to be provided in a column, a ‘nil’ entry should be made in that column. If any particulars/ query if not applicable in case of the applicant, it should be stated as ‘not applicable’. The applicants are cautioned that not giving complete information called for in the application forms or not giving it in clear terms or making any changes in the prescribed forms or deliberately suppressing information shall result in the applicant being disqualified. Application received in a format not specified and those received late will not be entertained.

1.3. The application should be filled in block letters or type written. The Applicant should sign and affix their office seal on each page of the EOI document. Corrections, if any, should be made by neatly crossing out, initialling and rewriting. The applicant may furnish any additional information, which is deemed necessary to establish capability to successfully complete the project. Additional sheets shall be numbered and submitted in the same sealed envelope along with EOI document. No information shall be entertained after submission of EOI document unless specifically called for.

1.4. Any information furnished by the applicant found to be incorrect either immediately or at a later date, would render them liable to be debarred from taking up the project.

1.5. The EOI document in the prescribed form duly completed and signed should be submitted in a sealed cover. The sealed cover super scribed as, “INVITATION FOR EXPRESSION OF INTEREST FROM ARCHITECTS” shall be received at the office of the Vice Chancellor, NLSIU, Nagarbhavi, Bangalore – 560242 (Old Pin – 560072), Karnataka, up to 3:00 PM on 12th December 2015. The documents submitted in connection with EOI will be treated confidentially and will be property of NLSIU.

1.7. NLSIU Bangalore reserves the right not to respond to any question raised or provide clarification sought in its sole discretion.

1.8. The discretion and decision of the Registrar, NLSIU Bangalore, in respect of the EOI shall be final and shall not be open to any challenge in any court of law.

2. FINAL DECISION MAKING AUTHORITY The Registrar, NLSIU Bangalore, reserves the right to accept any application and/or reject any application and/or to annul the selection process and reject all applications at any time without assigning any reason or incurring any liability to the applicants.

3. PARTICULARS

The particulars of the project given in the EOI document are indicative and subject to change and may be considered only as advance information to assist the prospective applicant.

4. ORGANISATIONAL STRUCTURE

The applicant should have sufficient number of architects, structural engineers and other specialist professionals. The applicant shall submit a list of key professionals stating clearly how they would be deployed in the project. The in-house capability of the firm should be brought out clearly indicating the disciplines for which the firm would like to take consultancy from the consortium members/ sub consultants, if any. All such members, sub consultants shall also furnish the details required. Those applicants, who satisfy the above requirements, are liable to be disqualified if they have: a. Made misleading or false representation or deliberately suppressed the information

in the forms, statements and enclosures required in the EOI document. b. Record of poor performance such as abandoning of work, not properly completing

the assigned project, or financial failures, etc. 5. INFORMATION TO BE GIVEN IN THE REQUIRED FORMATS

Applicants should furnish the following: 5.1 ORGANISATION INFORMATION Applicant is required to submit the following information in respect of his organisation (FORM ‘A’ to ‘D’)

a. Name, postal address, telephone & fax number, mail id, etc.



b. Year of establishment and commencement of practice. c. Copies of original documents defining the legal status, place of registration and

principal places of business. d. Name and title of Directors and Principals concerned with the project, with

designation of individuals authorized to act for the organisation. e. Information on any litigation in which the applicant was involved during the last

five years including any current litigation f. Number of architects and other technical professionals, in present company,

indicating their deployment in the proposed work as in relevant formats enclosed in section III.

5.2 List of Projects

a. List of similar assignments/ projects successfully completed/ ongoing during the last five years as in formats enclosed in Form ‘E’.

No applicant shall have any cause of action or claim against NLSIU or its employees, advisors, agents, successors or assignees for rejection of this EOI.

l. Failure to provide information that is essential to evaluate the applicants qualifications or substantiation of the information supplied, shall result in disqualification of the applicant.

m. It shall not be assumed that there shall be no deviation or change in any of the herein mentioned information. While this document has been prepared in good faith, neither NLSIU, Bangalore nor any of its employees or advisors or agents make any representation or shall have any responsibility or liability whatsoever in respect of any statements or omissions here from.
