Each year the number of participating agencies grows, which means more citizens are exposed to and educated on the value of public works in their lives. This year the Public Works Department will continue efforts throughout the week and beyond to reinforce our mission and purpose and we will take every opportunity available to educate and inform the public on the services that we provide. In addition, we will once again focus heavily on recognizing our dedicated and hardworking employees who continually strive to improve the quality of life for our community. We have met and exceeded our goal from last year to expand our educational and community outreach programs beyond NPWW and we have participated in several events over the last year including career fairs, STEM related events, the Black Expo, MUSC Earth Day and Library outreach events.

Public Works Week (NPWW). Each year the number of participating

agencies grows, which means more citizens are exposed to and educated

on the value of public works in their lives.

This year the Public Works Department will continue efforts throughout

the week and beyond to reinforce our mission and purpose and we will

take every opportunity available to educate and inform the public on the

services that we provide. In addition, we will once again focus heavily on

recognizing our dedicated and hardworking employees who continually

strive to improve the quality of life for our community.

We have met and exceeded our goal from last year to expand our

educational and community outreach programs beyond NPWW and we

have participated in several events over the last year including career fairs,

STEM related events, the Black Expo, MUSC Earth Day and Library

outreach events.

National Public Works Week Continued Planned activities:

Monday, May 21: To kick of the week: informational/educational table and display in the PSB rotunda from 1:00 p.m. to 3:00

p.m. We will have pamphlets and other literature as well as "swag" to distribute to the public and perhaps a treat or two. We

will have activities/games and we will allow citizens (and employees) visiting an opportunity to don a hard hat and vest and

take a picture as a show of support for Public Works. It will be a fun and educational afternoon for all!

Thursday, May 24: The 13th Annual Public Works Department Backhoe Competition Champion, Kevin

Brown, as well as the 2nd and 3rd place winners, Matthew Bishop and Marvin Green, will compete in

Georgetown to see who will be the Regional Backhoe Champion. We plan to be there to cheer them

on!

Kevin Brown said he’s pretty excited about the competition in Georgetown. “I like challenges, I like to

see different skills, operators and see how they compete,” said Brown. “You have to be pretty

accurate to do some of these events because one wrong movement, if it was a gas line or

something, so you got to be pretty accurate and precise on what you do.”

Friday, May 25:Liberty Hill STEM Literacy Reading Carnival at North Charleston Elementary School from 8:00 a.m. to 12:00 p.m.

This interactive based event is for kindergarten through grade 5 students.

Employee appreciation celebration/field day event at our Field Operations compound on Azalea from 1:00 p.m. to 3:00 p.m. to

end our week on a high note. We will have hot dogs, chips, drinks, and a cake in support of all our hardworking, dedicated

employees do throughout the year in service to the citizens of Charleston County. We will have competitive games/events to

make the afternoon fun for all!

Throughout NPWW week, we will have:

Display cases in the PSB to showcase our Department and employees

Equipment/Machinery and a NPWW banner displayed outside the PSB

TV/IPad video and picture presentation highlighting the employees

Field visits to our crews and maintenance camps to distribute treats/goodies

Join us in celebrating the Public Works Department’s accomplishments and service to the citizens of the County during

Charleston County Deputies Save a Toddler and Puppy from a Burning Car Deputies Stephanie Hood and Peter Reuter were honored at Charleston County Council

On Tuesday, May 15, Charleston County Council honored two Charleston County Deputies who rescued a man, toddler and puppy from a burning car. It happening on Wednesday, May 9, after Charleston County Deputies chased a vehicle that ended up crashing into a tree and catching fire. The crash happened near Steed Creek Road in McClellanville. According to the Charleston County Sheriff’s Office, after arresting the driver, the car caught fire. Deputies were not able to access the driver’s side door due to trees, and the rear passenger door was jammed shut. They attempted to shatter the rear windows but were not able to break the glass and were forced to climb into the burning car to rescue the passenger, toddler and puppy. The child and passenger were not hurt, and the puppy was taken to an emergency vet with an injured leg. Deputies Stephanie Hood, and Peter Reuter were honored for their actions.

3. FINANCIAL INCENTIVES FOR FRONTIER LOGISTICS, LP – Council held 3rd reading and authorized (1) the execution and delivery

of a fee in lieu of tax and incentive agreement by and among Charleston County, South Carolina (the “county”), Frontier Logistics,

lp, and flsc properties, llc, each acting for itself, one or more affiliates or other project sponsors (collectively, the companies”), pur-

suant to which the county shall covenant to accept certain negotiated fees in lieu of ad valorem taxes with respect to the estab-

lishment and/or expansion of certain facilities in the county (the “project”); (2) the benefits of a multi-county industrial or business

park to be made available to the companies and the project; (3) providing for the allocation of fees in lieu of ad valorem taxes paid

with respect to the project; and (4) other matters relating thereto.

4. ST. JOHN’S FIRE DISTRICT BONDS Council voted to approve and give 2nd reading an ordinance finding that the St. John’s fire

district, South Carolina, may issue not exceeding $5,250,000 of general obligation bonds and to provide for the publication of no-

tice of the said finding and authorization.

5. CURBSIDE COLLECTION FOR UNINCORPORATED CHARLESTON COUNTY – Council held 2nd reading and approved an ordinance

amending ordinance number 1772, authorizing an exclusive franchise for the collection of solid waste from households in unin-

corporated areas of the County and other matters related thereto.

6. MEDIATION SETTLEMENT FOR SEAFOOD ROAD - Council voted to approve the mediation settlement agreement between Cata-lyst Builders, Inc. and Charleston County in regards to Seafood Road. 7. SC PUBLIC SAFETY—BODY-WORN CAMERAS GRANT (PUBLIC DEFENDER) - Council voted to approve the Charleston County

Public Defender’s Office request to accept $2,788.41 from the South Carolina Public Safety Coordinating Council (SCPSCC) and

South Carolina Department of Public Safety (SCDPS) under the SCDPS’s Body-Worn Cameras program with the understanding

that:

This award will be used by the Public Defender’s Office to acquire electronic hardware needed for storing body-worn camera

videos that are associated with many of its cases.

The funds may be applied to such items purchased on or after July 1, 2012, with no stated expiration date.

No FTEs or matching funds are associated with this request.

8. HAZARDOUS MATERIALS EMERGENCY PREPAREDNESS GRANT (EMD) - Council voted to approve the Emergency Management

Department’s request to receive grant funding in the amount of $60,473 through the 2018-2019 Hazardous Materials Emergency

Preparedness Grant Program (HMEP) with the understanding that:

The grant performance period is October 1, 2018 through September 30, 2019.

An in-kind or “soft” match on behalf of the Emergency Management Department is required. Salaries of Emergency Manage-

ment Department personnel associated with the completion of the projects identified in the grant scope of work will satisfy the

match requirement.

There are no FTE’s or vehicles associated with the above-referenced grant program.

9. BZA APPOINTEE (JOHNSON) - Council voted to appoint Ronald Ladson to the Charleston County Board of Zoning Appeals for a

term to expire December 31, 2018.

10. CK CROSS POINT VI LLC FINANCIAL INCENTIVES - Council voted to:

A. adopt an inducement resolution authorizing the execution and delivery of a fee-in-lieu-of-taxes (FILOT) to support the

construction of an industrial building in Palmetto Commerce Park by CK Cross Point VI, LLC for “Project Sunshine.” FILOT terms to

include: 6% assessment rate; millage fixed at the current level of 291.1 over a twenty-year term. Charleston County also pledges

to include the property in its Charleston-Colleton Multi-County Industrial Park (MCIP) by taking legislative action at a date later in

2018.

B. approve and give first reading to an ordinance authorizing the same. The ordinance title is:

Authorize the execution and delivery of a fee-in-lieu of tax agreement by and between CK Crosspoint vi, LLC (the “company”) and

Charleston County, whereby Charleston County will enter into a fee-in-lieu of tax agreement with the company and providing for

payment by the company of certain fees-in-lieu of ad valorem taxes; providing for the allocation of fees-in-lieu of taxes payable

under the agreement for the establishment of a multi-county industrial/business park; and other matters relating thereto.

11. MAIN ROAD IMPROVEMENTS (SEGMENTING) - Council voted to approve segmenting the project into three segments and pri-

oritizing as follows:

1. Segment A - US 17 and Main Road Intersection Improvements and Main Road Improvements from Bees Ferry Road to River

Road

2. Segment C - Bohicket Road Improvements from Maybank Highway to Betsy Kerrison Parkway

3. Segment B- Main Road from River Road to Maybank Highway

Street Renamed in Honor of Fallen County Patrolman

On Friday, May 11, an intersection in downtown Charleston was renamed in honor of Charleston County Patrolman James Owens Jr. He was shot and killed on Calhoun Street on May 11, 1968 while driving a suspect to the jail. Owens was one of the first African Americans to serve on the Charleston County Police Department which is now the Sheriff’s Office. The intersection of Calhoun and Rutledge Avenue is now named after him.

Mini Food Truck Rodeo a Huge Success

On Thursday, May 17, the Charleston County Diversity and Wellness Committees hosted a food truck event at the W.O. Thomas

Boat Landing at the end of Bridge View Drive. Charleston County Employees and those who work at surrounding businesses were

encouraged to walk out to the boat landing and enjoy lunch. It was a nice breezy day and the rain held off for the event. A big

thanks to the Diversity and Wellness Committees, Charleston County Facilities for helping with set up and clean up, Environmental

Management for the trash and recycling bins, Public Works for the cones, the Charleston County Animal Society for bringing the

puppies, and to Kara Beldon, Sasha Vargas-Fimiani, Tra and Sunshine Trakas for organizing and running this event!
