General Information

Parking Entry to the school is from Cranberry Road. All mini-buses are to be parked in the Sports Hall car park; cars

to be parked in the main car park. There will be an overflow car park at the Rugby club opposite

Camborne Academy on Cranberry Road. There will be signs and volunteers to assist.

Time of Arrival and Registration All Team Managers must report to the Registration Desk in the Sports Hall to sign in and collect team packs

between 09:15 and 09:40. Please bring with you -

Proof of age

Match Ball Size 5 – named and inflated

Playing Bibs – 2 sets (different colours)

After registration teams can make their way towards the courts.

Appropriate teams must be changed and ready on court for the first round to start promptly.

Pre Event Meetings: For Team Managers or Coach Representative at 9.40am in Sports Hall

For Umpires and Scorers at 9.50am. in Sports Hall

Bad Weather and Emergency Plans In the event of severe weather conditions i.e. snow, ice or flooding, a decision will be taken at midday on

Friday 29th January as to whether the tournament will be postponed. The reserve date is Saturday 6th

February. If in doubt Team Managers to phone Lesley Thomas on 07773 634254 or 07739 819866.

Competition Officials Netball South West has appointed Competition Referees and Umpires for this event.

Netball South West has appointed the Court Managers and they will have responsibility for monitoring

safety aspects courtside which includes the appropriate use of the Team Bench and stoppages for

whatever reason during play.

All Umpires must register between 09:15 and 09:40 in the Registration Area.

The appointment of Scorers has been made by each participating team. They must register in and

collect their pack of score cards from the Registration Desk when the teams register.

A team of Young Leaders from Camborne Academy will assist with registration and recording of

scores.

Supervision All teams will be held responsible for the behaviour, demeanour and actions of their players, officials and

spectators, please refer to the Code of Conduct section for more information.

Changing Facilities Changing and showering facilities are available adjacent to the Sports Hall, but all teams are expected to

come changed and ready to play.

Litter Please ensure that you keep the courts tidy by placing your litter in the plastic bags and bins provided. A

bin liner will be provided for you in your registration pack.

Valuables Please do not leave valuables unattended; Netball South West and Camborne Academy accept no

responsibility for loss or damage to personal property at this event.

Close Range Photography The England Netball Duty of Care guidelines require that any person wishing to use a video, zoom or close

range photography or mobile phone camera must register their details in the Registration Area before the

start of play or during the day before taking photographs. Photography accreditation must be worn and

visible at all times. Any persons taking images without the correct accreditation will be asked to stop.

Lost Property Lost Property should be taken to the Registration Desk.

Closing Ceremony and Presentations Courts for the finals are stated on the Playing Schedule but will be confirmed during the tournament. The

Closing Ceremony and Presentations will be held in the Sports Hall.

Trophies and medals will be presented to the winners in each age group. Medals will be presented to the

runners up and 3rd place in each age group,

Gazebos Gazebos can be pitched in the grassed area outside of the netball courts.

Programmes Souvenir programmes will be on sale for £1 each – all proceeds will go to the Carly Taylor Fund.

Carly is a local young netballer who was paralysed from the neck down in a freak accident in 2011.

The fund helps to support her ongoing care and physiotherapy. We would like as many people as

possible to purchase a souvenir programme and support Carly.

Netball South West Shop Souvenir T-shirts and netball kit will be on sale near the Multi-Use Games Area (MUGA). Proceeds will

go towards netball development in the region.

Refreshments These will be on sale in the classroom outside of the MUGA on the corner – there will be tea, coffee,

water, hot chocolate and Cornish pasties for sale.

First Aid St John’s Ambulance and trained first aiders from Camborne Academy will be on site throughout the

event. Each team shall bring their own first aid kit, and it is the responsibility of the team officials to have

first aid dressings available at the side of the court.

Health and Safety Spectators will NOT be allowed inside the playing area at any time.

Participants are asked not to walk between the courts during matches.

To assist with the easy flow of players, umpires and officials to and from the courts, spectators are

asked not to congregate around the entrance and Exit points. For Health and Safety reasons, exits are

to be kept clear at all times.

To ensure that Health and Safety regulations are not contravened, the above MUST be adhered to at

all times.

NATIONAL SCHOOLS REGULATIONS

South West Round

It is the responsibility of all Team Managers, Coaches and Captains to ensure that all players are conversant with the following regulations.

1. ORGANISATION AND ADMINISTRATION 1.1 It is the responsibility of all Team Managers, Coaches, Captains, Officials and all other

participants within National Schools to ensure that they are conversant with the Competition Rules and Regulations.

1.2 All Schools will be held responsible for the Overall Conduct of their players, officials and spectators.

2. QUALIFICATIONS AND ELIGIBILITY 2.1 All players must be;

YEARS 7 & 8 & 9 (U14) = All players must be over 11 years of age and under 14 years of age YEARS 10 & 11 (U16) = All players must be over 14 years of age and under 16 years of age YEARS 12 &13 (U19) = All players must be over 14 years of age and under 19 years of age All players must play within their appropriate age group as at midnight on 31st August / 1st September immediately prior to the Competition unless an age banding form has been received by the organiser.

2.2 All players must carry with them some form of proof of age (Proof of Age for each player at Tournament registration – copies of a birth certificate or passport, if these are not available then either a copy of a medical card, or a letter of authorisation signed by a school’s Head Teacher)

2.3 All players who have submit ted an age banding form must carry a copy with them. 2.4 Pregnant players may not take part in matches in the National Schools beyond the twelfth

week of pregnancy. Pregnancy, childbirth, miscarriage or any consequences thereof is a policy exclusion from England Netball’s Insurance.

2.5 All players must be in full time education and be registered with the School they are representing on the day of the Tournament. Should a pupil leave school on a Friday she is considered to be a registered member of that School only until the Monday immediately following her day of leaving. A player re-registering with another School then becomes eligible to represent that School from the date of her registration and is not considered to have played for any other team in the Championships.

3. REGISTRATION OF SQUAD MEMBERS 3.1 Squad registration sheets for each participating team must be completed fully for each

player and lodged with the England Netball’s organising committee(s) prior to the commencement of the National Schools round. (i.e. Area, County, Regional and National)

3.2 Teams may only use those players whose names appear on their squad registration list held by England Netball’s organising committee(s).

3.3 Any additions to the squad sheets must be lodged with England Netball’s organising committee(s), or Competition Referee, prior to the start of each round of the competition. Additional registrations of players will not be accepted once the competition round has commenced.

3.4 Once a player has been named on a squad sheet and has played she cannot transfer to

another National Schools team during the course of the relevant round. A player may only play in ONE age group, for which she is FIRST NOMINATED throughout all stages of the

Tournament (for each round ie area, county, regional, national). 3.5 Each team may declare up to twelve (12) players prior to the start of each round by

completing a National Schools team sheet 4. STRUCTURE OF THE COMPETITION

5 points for a win

3 points for a draw

1 point to the losing team if scoring over 50% of the goals scored by the winning team.

In the event of a tie on points, goal average will decide placing (goals for divided by goals against).

If goal average is tied then goal difference will be applied (the difference between goals for and goals against).

If goal difference is tied, the result of the group match between the two teams will be the decider.

In the event of a further draw the team with the greatest number of goals scored shall take precedence.

In the event of a further draw then the winner will be decided with extra time process between the two teams as outlined below for Semis and Finals

Where one of the teams has its Goal Average, Goal Difference or total number of goals scored affected by conceded match(s) as set out in 9.4 and 9.5 then all goals scored by and against conceding or disqualified team(s) in all matches shall be omitted from the calculations of both or more teams level on points.

Semi-finals and Finals – in the event of a draw at full time, extra time of 2 minutes each way will be played, changing over at half time without a break. Teams will toss for centre pass and change ends. In the event of a draw at full time, play will continue without a break, until the next goal is scored.

1st and 2nd place teams from each age group will qualify for the National Finals on Sat 19th March 2016 at Roedean School, Roedean Way, Brighton, East Sussex BN2 5RQ

5. RULES OF THE GAME 5.1 All games shall be played to the IFNA Rules of the Game currently in force in England at

the time of the Tournament, except where specific Tournament Regulations apply (new IFNA rules 2011).

6. MATCH TIMING

6.1 Central timing, normally sounded by a hooter, will be used, but matches will start and finish on the Umpires whistle. Matches will be 7 minutes each way, one minute at half time and two minutes between rounds.

6.2 Central timers will commence timing when the game is started by the ‘hooter’. 6.3 Central Timer will signal the end of each half to the Umpire (either by hooter or electronic

umpire device), whose whistle shall end each half. 6.4 Play will be stopped when instructed by the Umpire who shall blow the whistle to stop

play. To restart play the Umpire shall signal and blow the whistle for play to be resumed. 6.5 The hooter will sound at the beginning and end of an interval.

6.6 A warning will be given before play is due to commence 2 minutes prior to the start of the

competition day and then 30 seconds for the teams to take court before the start of the game.

7. SUBSTITUTES AND TEAM CHANGES

7.1 Play may be stopped if the umpire deems it necessary but, ONLY injured or ill players may be substituted during a game owing to the short games. No other changes can be made at this time by either side.

7.2 During the half time interval, substitutions/team changes may be made by both teams providing they take place immediately. The opposing team captain must be given adequate time to substitute, if she so wishes.

7.3 No extra time will be allowed for injury or illness. 7.4 Team Officials are requested to take great care in moving an injured player or ill player

from the court. 7.5 Should the Primary Career feel that a player’s injury is critical i.e. head, neck or back and

she will be better left on court for the medical staff, the Officials should note the time lost during treatment and report to the Competition Referees who will adjudicate. (England Netball accepts most Netball injuries i.e. knee, ankle etc. fall outside this exemption clause).

8. BALLS AND BIBS 8.1 Each team must provide a size five (5) netball, which must be clearly marked for

identification purposes. 8.2 All players must wear positional bibs and teams must have a spare set in a different

colour in case of a clash of colours. 8.3 In the event of a clash of colours, a toss of a coin between the two captains will decide

which team retains their original colours. 9. START OF PLAY AND LATE ARRIVALS 9.1 Captains should toss for centre pass well before the start of each game. 9.2 All teams must be on court, in position and ready to play, at the time and on the court

stated in the playing schedule.

9.3 No team may start a game with less than five (5) players. 9.4 Any team not on court as 9.2 above late on court will forfeit the match points. 9.5 The forfeited points will be awarded to the team on court, in position and ready to play at

the correct time. 9.6 The Umpires must record on the Score Card, the name and arrival time of the team who

arrived late.

10. MATCH OFFICIALS 10.1 UMPIRES 10.1.1 The minimum standard will be Netball Europe B Award– unless approved by their

County Umpire Secretary beforehand. Umpires will be allocated neutrally. 10.1.2 Umpires are not responsible for the score 10.1.3 Umpires need to be fully conversant with the Tournament Regulations and any of the

additional Officials Information which will be circulated prior to the event.

10.2 SCORERS

10.2.1 Each team must provide a competent scorer, either an umpire, qualified table official or a person with working knowledge of scoring.

10.2.2 Scorers need to be fully conversant with the Tournament Regulations and any additional Officials information which can be found in this document.

10.2.3 Scorers shall not be a registered squad member or a team official. 10.2.4 Protocols for scorers:

Score cards will be issued to scorers when they register in on arrival

All scorers will be issued with identification badges.

Scorers will score their own team throughout the tournament.

Scorers MUST NOT be involved with their team bench throughout the game

Scorers MUST NEITHER COACH OR ENCOURAGE THEIR TEAM DURING THE GAME

Both scorers will stand and work together at a place designated by the court manager.

Both scorers will record each goal scores on the issued score card. ONE scorer will call the score after each goal.

On the final whistle insert the final score , then ensure that both team captains have signed the score card, and the umpires have recorded their names on it.

If a team arrives late on court the name of the team and the time they arrived will be recorded on the card BY THE UMPIRES prior to the commencement of play.

11. RESULTS 11.1 Captains must check the scores with both Scorers and if satisfied must sign the Score

Card. It is the responsibility of the winning Team Captain to take both Score Cards to the recorders table.

11.2 The Score Card represents the official score of the match and once the score card has been signed, no dispute can be lodged.

11.3 If a Team Captain is not in agreement with the final score, or does not wish to sign the Score Card for any other reason, her Team Manager must advise their opponents. The Scorers and both Umpires (who must print their names on the reverse of the Score Card) should state reasons for their non-compliance with this regulation and report immediately to the Competition Referees.

11.4 In the event of a draw, each Team Captain will take responsibility for taking a card to the Recorders table.

11.5 In the event of a team being ‘non competitive’ for any reason, their results and those of their opponents will not be included on the master score sheet.

12. TEAM BENCH 12.1 Team Officials will consist of Coach, Assistant Coach, Manager, Captain and up to two

(2) Primary care personnel. 12.2 The Team Bench will be the area at the team’s defending end at the start of the game to

the right of the netball posts. Do not change ends at half time. 12.3 The Team Officials, in addition to the five players not on court, shall constitute the ‘Team

Bench’. 12.4 The Team Officials and bench players may not move up and down the side lines or along

the goal lines outside the court during play. 12.5 Coaching is only permitted from the Team Bench. PLEASE NOTE: IT IS THE RESPONSIBILITY OF THE TEAM OFFICIALS TO HAVE FIRST AID DRESSINGS AVAILABLE AT THE SIDE OF THE COURT.

13. COMPETITION REFEREES 13.1 Competition Referees will be appointed by Netball South West. 13.2 All queries should be directed to the Competition Referees in the first instance. 13.3 The Competition Referees reserve the right to alter or amend the playing schedule as

necessary. 13.4 Competition Referees may make decisions on any matters arising during the Tournament

and are authorised to adjudicate on any matter not covered by the Tournament Regulations.

13.5 The Competition Referees have the right to disqualify any individual or team that does not comply with any of the Tournament Regulations listed.

13.6 The Competition Referees decision is binding and final. 13.7 The Competition Referees will maintain and be responsible for a confidential Competition

Referee Log Book. 14. DISCIPLINE 14.1 If a player is suspended from a game, or ordered to leave the court and take no further

part in the game, that player will be required to appear in front of the Competition Referees immediately after the end of the game.

14.2 At the end of the game the Team Manager/Coach and the player concerned must report immediately to the Competition Referees, who will convene the disciplinary panel.

14.3 At the end of the game the Umpires from the match in which a player is suspended from the game, or ordered to leave court and take no further part must report immediately or as soon as possible to the Competition Referees, who will convene the disciplinary panel.

15. CLOSE RANGE PHOTOGRAPHY 15.1 The England Netball Safeguarding guidelines require that any person wishing to engage in

any video, zoom or close range photography should register their details with staff in the Registration area before carrying out such photography.

Codes of Conduct

Code of Conduct for Athletes

Our Codes of Conduct require the highest standards of conduct from everyone involved in netball to ensure

that their behavior and actions meet the values and standards expected at all times. Everyone must conduct

themselves in an honest, fair, impartial and transparent manner.

Our Codes of Conduct are applicable to all aspects of the Sport and are driven by England Netball’s Values

(Respect, Teamwork, Achievement and Fun) and the Guiding Principles (set out above).

I will Respect:

The rules, regulations and requirements of the Sport, including, but not limited to, any competitions in

which I participate either directly or indirectly

The rights, dignity and worth of all people involved in netball, regardless of gender, marital status, race,

colour, disability, sexuality, age, occupation, religion or political opinion

The rights, dignity and worth of Children, Young People and Adults at Risk and ensure that I am aware of

the Safeguarding best practice guidelines and procedures when interacting with them.

Confidentiality and the sensitivities of information I hold on other individuals.

Netball and the individual’s reputation and not take any action or make inappropriate comments about

a fellow participant, coach, official, volunteer or member of England Netball’s staff that will bring the

Sport or those associated with delivering the Sport into disrepute, including making comments on social

media technology. I will respect EN’s guidance and policies on social media technology.

The position I hold within Netball and always conduct and dress myself in an appropriate manner.

The result of the game and will not attempt to offer, offer or accept either directly or indirectly any

consideration whatsoever in return for influencing or attempting to influence the result or seek to achieve

personal gain on a result which I can influence by betting on any match or event where I am

participating, either by playing, coaching or officiating, or through direct or indirect involvement.

Netball is based on Teamwork, therefore I will:

Not abuse or misuse any relationship of trust or position of power or influence held by me in my team, be

that my playing team, Club, County, Regional or England Netball

Be on time, dressed appropriately and ready to give my full attention to the role I am carrying out within

Netball

Recognise that individuals bring different qualities and attributes but “together we will excel”.

Welcome new members, volunteers, and connected participation and cooperate with Members,

Connected Participants, colleagues, coaches, officials and administrators already in the Sport.

I recognise individuals participate in Netball to achieve and have fun, therefore I will:

Recognise the achievements of others and applaud their successes

Endeavor to ensure that all involved in the Sport optimise their potential by promoting the positive

aspects of the sport and never condoning the use of inappropriate or abusive language,

inappropriate relationships, bullying, harassment, discrimination or physical violence.

Not impinge on others enjoyment of the Sport or my performance by consuming alcoholic drinks or

smoke immediately prior to or while participating in the sport, or while safeguarding children, young

people or vulnerable adults

Ensure that everyone has the opportunity to participant in a fair, honest environment by rejecting

cheating, abiding by the Anti-Doping policies and not taking illegal substances immediately prior

to or while participating in the Sport.

Display modesty in victory and graciousness in defeat; be sporting – whether I win or lose; always

acknowledge the other team and the umpires at the end of the game with a hand shake or three

cheers.

Never argue with an official or participant during a game and listen to and cooperate with

officials’ decisions

Control my temper; I understand that verbal, emotional and physical abuse of officials, coaches,

spectators or participants, or deliberately distracting or provoking a participant, coach or official is

not acceptable or permitted behaviour in netball

Enjoy the game and ensure other can also enjoy it.

I will endeavour to abide by this code of conduct and promote it to others. I understand that if I fail to follow

the code, the England Netball, the Regional Association or the County Association may take action against me

Code of Conduct for Athletes

EN has Codes of Conduct across all aspects of the sport, which is driven by its’ core values of

leadership, integrity, teamwork and excellence. Our codes require the highest standards of conduct from

everyone involved in Netball to ensure that their behaviour and actions meet the values and standards

expected of them at all times.

Code of Conduct for Coaches, Umpires, Table Officials, Team Managers, Teachers, Assessors, Testers, Trainers,

Verifiers, Mentors and Volunteers

The Code of Conduct state the values and standards expected at all time. In addition to these, when in my

capacity as a coach, umpire, table official, team manager, teacher, tutor, assessor, tester, trainer, verifier,

mentor or volunteer, I will also:

Be a positive role model for netball by acting in a way that projects a positive image of my role within

netball and being fair, considerate and honest with participants and officials

Display high standards in my language, manner, punctuality, preparation and presentation to ensure

that all time spent with me by participants or colleagues is a positive experience

Exercise reasonable care and skill when carrying out my duties, including but not limited to keeping up to

date with the latest practices and developments by taking up further education and other personal and

professional development opportunities

Be consistent, independent and demonstrate complete impartiality through exercising reasonable care

and skill to enforce the rules of the game by applying them fairly and to effect control of the game

As a coach, seek to inspire and motivate in accordance with an individual’s abilities to enable them to

play to the best of their ability and realise their potential

As a coach, provide athletes with planned and structured training programmes appropriate to their

abilities and goals by ensuring that equal attention and opportunities are available to all, including those

requiring a modified plan due to sickness or injury

As a tutor, assessor, tester, trainer, verifier or mentor, provide candidates with the appropriate

information, planned and structured programmes appropriate to their needs and goals, ensuring that

equal attention is applied, and to provide appropriate feedback following observation of a session

Be mentally and physically fit to carry out my role within netball

Ensure that the training and/or competition environment is safe and appropriate for the age, physical

and emotional maturity, experience and ability of the athletes

Ensure that I follow instructions and comply with all health and safety regulations that apply to the role I

am undertaking.

I will endeavour to abide by this code of conduct and promote it to others. I understand that if I fail to follow

the code, the England Netball, the Regional Association or the County Association may take action against me

under the Disciplinary Regulations which may result in Sanctions including fines and suspension.

Code of Conduct for Parents/Carers

The enjoyment and safety of your child when involved in a netball activity is of paramount importance to

England Netball. Every child will be encouraged and asked to ensure that their behaviour and actions meet the

values and standards expected of them at all times. As parents, you are asked to support our Codes of

Conduct and embrace the spirit of our game.

As a parent/carer, I will:

Encourage my child to play within the rules and respect officials’ and coaches’ decisions

Support my child’s efforts and performance, give positive comments that motivate and encourage

continued effort and learning

Understand that competition is about winning and losing, so results are always accepted without undue

disappointment

Be a positive role model to my child by helping them work towards skill improvement and good

sportsmanship

Remember that children learn best by example; I will applaud good play by both my child’s team and

their opponents

Thank the coaches, officials and other volunteers who give their time for my child and not interfere with

their decisions

Help when asked by a coach or official

Respect the rights, dignity and worth of all people involved in the game, regardless of gender, marital

status, race, colour, disability, sexuality, age, occupation, religion or political opinion

Read the rules of the sport to understand better what I am watching and discussing with my child

Promote this code of conduct to other parents, carers and supporters

Be aware of my child’s club safeguarding policy and ensure that any concerns are reported to the

club’s safeguarding officer or England Netball’s Lead Safeguarding Officer.

As a parent/carer, I will not:

Pressure my child in any way; I know that this is their sport not mine

Use inappropriate language, harass athletes, coaches, officials or other spectators

Criticise or ridicule my child for making a mistake or losing after the game

Force my child if they are unwilling to participate in the sport

Arrive at a netball activity under the influence of alcohol or drugs

Use Social Media technology to bring the game into disrepute or make an inappropriate comment

about an athlete, coach, official, volunteer or member of England Netball staff

Consume illegal substances either immediately prior to or while being at a netball activity where my child

is participating in the sport

Consume alcoholic drinks or smoke either immediately prior to or while being at a netball activity where

my child is participating.
