REPUBLIC OF THE PHILIPPINES NATIONAL STATISTICS OFFICE BIDS AND AWARDS COMMITTEE RESOLUTION NO. 2013 - 22 RECOMMENDING APO PRODUCTION UNIT, INC. AS THE RECOGNIZED GOVERNMENT PRINTER FOR THE PRINTING OF 2013 NDHS QUESTIONNAIRES June 26, 2013 WHEREAS, the BAC received approved Purchase Requests from the Administrative Services Division for the printing of 2013 National Demographic and Health Survey questionnaires amounting to P3,881 ,347; WHEREAS, the NDHS is the main source of data on fertility, family planning, and health which include among others total fertility rate, under-five mortality rate, contraceptive prevalence rate, births attended by health professionals, and prevalence of spousal violence; WHEREAS, the 2013 NDHS results are needed in tracking the country's progress in achieving the Millennium Development G6als (MDGs) with regard to under-five mortality and maternal mortality; WHEREAS, the training and field operations of the 2013 NDHS nationwide will commence in July 2013; WHEREAS, survey and census forms are identified as accountable forms by the NSO since these forms have survey approval number and validity period; WHEREAS, the requirement for NDHS questionnaires is high quality and efficient delivery to the different NSO field offices nationwide; WHEREAS, Items 1.2 of the Guidelines on the Procurement of Printing Services which took effect on January 8, 2011 provides that, " However, printing of accountable forms and sensitive high quality/volume requirements shall only be undertaken by the recognized government printers (RGP), namely: Bangko Sentral ng Pilipinas, National Printing Office and APO Production Unit, Inc."; WHEREAS, Item 4.5 of the Procedure in the Annex of GPPB Resolution No. 05-2010 provides that, "The procuring entity shall then engage the services of the appropriate RGP through the Agency-to-Agency Agreement pursuant to Section 53. 5 of the IRR of RA 9184; WHEREAS, APO Production Unit, Inc. has proven its technical and financial capabilities with the numerous census and survey questionnaires and municipal forms it printed for the NSO; CENSUS >~PI '\olt 2012 ~l Itltre and f\fo Solicarel Bldg. 1, R. NOW, THEREFORE, RESOLVES AS IT IS HEREBY RESOLVED, that the BACrecommends Agency-to-Agency Agreement in the printing of 2013 NDHSquestionnaires to the NSO Administrator. It is further recommended that the NSO.directly negotiates a contract with APO Production Unit, Inc.
