Rollout Update

• Since implementation of the national rollout began on January 4, 2002 there have been 101 First Implementation Meetings (FIMs) for 152 NPAs (including overlays and splits in permissive dialing).

• The FIMs for the 7th Quarter of the rollout schedule began on June 18. The last FIM will be held on July 30.

• A revised rollout schedule for the 7th Quarter reflecting MSA changes resulting from the FCC 4th NRO Order was posted to the website on June 25.

• There are 7 NPAs and 5 FIMs remaining in the national rollout schedule.

4th NRO Order

On June 19, the FCC issued the Fourth Report and Order in CC Docket 99-200 and CC Docket 95-166 (4th NRO).

• On a going-forward basis, any NPAs that have not yet implemented pooling will be handled according to the provisions of the order.

• Changes to NPAs already implemented will be effected once the order is final.

1. Change order #19 was approved by the FCC on May 15. • Submission of Thousands Block Forecast Report using Excel

Change Orders Filed

1. Change Order #20 was filed with FCC on May 29.• LNPA Issue #387 - Change Non-Pooled NXX to Pooled NXX.

2. Change Order #21 was filed with FCC on June 16. Add Part 1A report to PAS

3. Change Order #22 was filed with FCC on June 19. LNPA Issues # 335 & 414 – AOCNs performing initial TB entries into BIRRDS (replaces CO #17)

and Revisit Minimum Expedite Effective Date for TB

4. Change Order #23 was filed with the FCC on July 2 LNPA WG PIM 24 – Enable PA to Check Donated Blocks For Contamination

The PA and NOWG have met several times to discuss clarifying questions on change orders. .

UNP Trial Update

• The Modified UNP trial began in the Connecticut 203 and 860 NPAs on November 1, 2002.

• The last technical meeting was held by conference call on June 3, 2003. As no tens-blocks had been assigned and no service providers expressed a need for numbering resources, the trial was concluded by consensus.

• A report on the trial will be sent to the FCC by the

Connecticut Department of Utility Control.

Additional Issues

PAS Tip of the Month

Each month we will send out a Tip of the Month via email to our distribution list, which provides helpful tips for carriers regarding the pooling process.

On July 2nd, we sent out our 1st Tip of the Month which read as follows:

As a reminder, evidence of certification and evidence documenting your readiness to provide service within 60 days of the thousands-block effective date must be submitted the same day the initial thousands-block request is submitted in PAS. In addition, written approval from the state must be submitted the same day the state waiver request is submitted in PAS.

Forecast Report in Excel FormatThe PA is currently testing the submission of the forecast report in Excel format with Verizon.
