The Swedish Inventory System• The system is air emissions inventory and includes emission estimates for a
wide range of air pollutants and was first introduced in 2006.
• Two main reports are generated every year:
Sweden’ GHG emissions report (NIR): CO2, CH4, N2O, HFCs, PFCs and SF6
- 300 pages- 8 annexes (132 pages)- 3 appendices and - CRF tables (1990-2008)
Sweden’s air pollutants emissions report (IIR): NOx, SOx, NH3, NMVOCs, CO, POPs, PAH, dioxins, heavy metals and PM.- 132 pages- 8 annexes (83 pages)- 2 appendices and - NFR tables (1980-2008)

Methods for data collection
• Yearly environmental reports from i.a. Industrial plants
• Energy statistics combined with emission fastors
• Models for emissions from road traffic combined with amounts of sold fuel
• Agricultural statistics combined with emission factors
• Chemical products register
• Special inventory projects

Communication & Documentation
• SMED was formed as part of the national inventroy system.
• The EPA meets SMED regularly (at least 10 times a year), plus small meetings on sectoral and technical levels.
• All docummentations are organised and saved with the help of the Projectplace.com, in away that all parties and concerned people can work on the same document so missing updating is avioded and any document, table etc can be easly retreived.

Annual Cycle and reporting commitments
• Core activity: Compiling a detailed inventory report is time consuming!
- April to August: Data Collections
- June to November: Emission calculation, QA/QC work and preparation of the inventory report, IIR
- December: Database entry/output of NFR tables
• Reporting key deadlines:
- December 31: Reporting to the NEC Directive/EU
- February 15: Reporting to CLRTAP/EMEP

Database for Emissions to Air - TPS
• Approved database system for handling emission data.
• Implemented for the first time in 2007
• It supports data input from Microsoft Excel sheets
• Provides different types of quality gateways (map, plot or download tables, comparisons between different years and submissions).
• The system is also a data analysis tool for use in national reviews and QA/QC by the EPA and other agencies.
• Can store greenhouse gases inventories.
• Allows for different types of data output, e.g. to generate NFR-tables and CRF-tables.

Quality System
• The aim of the QA/QC is to provide routine technical checks to measure and control the quality of the inventory.
• The Swedish EPA coordinates an overall quality control to the national inventroy system
• All authorities and consultants have their own quality systems.
• Checks and reviews have to be performed by external reviewers not directly involved in the preparation of the emission estimates to ensure the best possible estimates of the emissions.
• The QA/QC procedures are performed irrespective of conventions. This means that reporting of GHG to UNCFFF and air pollutants to CLRTAP are treated in the same way.
