WELCOME

For more than 70 years, the Naval SurfaceWarfare Center (NAVSWC) and its commu-nity neighbors in Virginia's Northern Neckand southern Maryland have prospered in amuch-treasured partnership that is secured bythe common bonds of friendship, patriotism,national defense, and economics. Together, wehave a lot to be proud of-this community'smilitary and civilians have emulated thehighest standard of outstanding achievementto safeguard America's technological edge.

The history of the past seven decades hasbeen punctuated by certain and steady pro-gress for both the installation and its commu-nity neighbors as NAVSWC grew from a smallproving ground for testing naval guns to one ofthe largest research and development (R&D)centers in the United States. The history of thefuture is certain to be punctuated by the hopesand dreams of even more steady progress asNAVSWC excels to its missions to be the prin-cipal Navy RDT&E Center for surface shipcombat systems, ordnance, mines, and strategicsystems support.

NAVSWC (formerly the Naval SurfaceWeapons Center) was established in 1974 withthe merger of the Naval Ordnance Laboratory(NOL) at White Oak, Maryland and the NavalWeapons Laboratory (NWL) at Dahlgren, Vir-ginia. This consolidation of human resources,facilities, and research, development, test, andevaluation (RDT&E) in support of the Fleetenhances the tradition of excellence at eachlaboratory.

Dahlgren, the Center's headquarters, has aland area of 4300 acres that includes Potomacshoreline and a 25-mile downriver range for

projectile testing. White Oak encompasses 730acres. The two sites offer unique test facilities(e.g., anechoic chamber, hydroballistics tank,magnetic ships facilities, etc.). NAVSWC oper-ates major field activities (Ft. Lauderdale,Florida, Wallops Island, Virginia; and Ft.Monroe, Virginia) where hardware is testedand evaluated under conditions that simulatethose encountered at sea.

The industrially funded Center performstechnical support for customers in the Navyand other defense activities that need technicalproducts and services for ship combat systems,ordnance, naval mines, and strategic systems.NAVSWC, with its primary mission in surfacewarfare, complements other Navy facilitiesthat have primary missions in air warfare,underwater warfare, naval vehicles, etc.

NAVSWC has the diverse and complex mixof facilities required to support R&D projects:chemistry, plastics, metallurgy, and explosiveslaboratories; hydroballistic, hydroacoustic, andaerodynamic facilities; electromagnetic andenvironmental simulation facilities; and com-bat/weapon systems integration and evalua-tion facilities.

The Center is responsible for Navy-wideleadership in the following areas: surface shipcombat systems engineering and integration;surface warfare analysis; surface ship elec-tromagnetic/electro-optic reconnaissance andsearch systems; surface ship gun and missilesystems; mine, torpedo, projectile, and missilewarheads; surface ship electronic warfare;Navy strategic systems targeting, fire control,and reentry systems; mines, nuclear weaponseffects, and surface ship biological and chemi-cal warfare systems; directed energy weaponsystems; explosives (principally research); andmine, torpedo, and projectile fuzes.

Under the joint leadership of a militaryCommander and a civilian Technical Director,NAVSWC's work draws on many disciplines tohelp advance the technologies and innovationsthat will be required for the future.

CAPT ROBERT P. FUSCALDO, USNCOMMANDERNAVSWC

CAPT Robert P. Fuscaldo assumed commandof NAVSWC on 30 June 1988 following a touras Deputy Program Manager for the AEGISShipbuilding Program, Naval Sea SystemsCommand (NAVSEA). A native of Tuckahoe,New York, he entered the U.S. Navy throughthe NROTC program at the University ofNotre Dame, where he earned a Bachelor ofScience degree in chemical engineering in1961. He is also a graduate of the U.S. NavalPostgraduate School (ordnance engineering) inMonterey, California and the IndustrialCollege of the Armed Services at NationalDefense University.

CAPT Fuscaldo's early Navy experienceincluded tours aboard amphibious ships anddestroyers where he participated in wargam-ing and Antisubmarine Warfare operationswith Hunter-Killer Group Alpha. He also serv-ed in the Bureau of Naval Personnel TrainingDirectorate. In 1967 and 1968, CAPT Fuscaldo

commanded a river patrol boat squadron inVietnam that operated primarily on the riversand canals of II and IV corps. He later servedfor 27 months as Damage Control Officeraboard USS KITTY HAWK (CV 63), whichwas deployed during much of that time toYankee Station off the coast of Vietnam.

In 1972, he reported to the Naval WeaponsSupport Center (NWSC), Crane, Indiana asDirector of Ordnance, responsible for weaponsproduction. CAPT Fuscaldo then returned tosea, commanding USS KISKA (AE 35), whichwas the Navy's newest ammunition ship.

Following his first tour of duty at NAV-SWC, Dahlgren as Assistant for Military Ap-plications in the Weapons Systems Depart-ment, he served as Assistant Chief of Staff forOperations to Commander, Surface Group,Western Pacific (CTF 73 and 75) in the Philip-pines. There he was responsible for the opera-tions of 77 ships and coordinated activitiesconcerned with Fleet exercises, battle readi-ness, logistics, and training. These operationsextended from the Persian Gulf to the Inter-national Dateline and from the Sea of Okhotskto Australia. In 1983, as Executive Assistantto Commander, Naval Sea Systems Command,he took part in getting the new DDG 51ARLEIGH BURKE class approved.

CAPT Fuscaldo's decorations include theBronze Star with Combat V; the MeritoriousService Medal (three awards); the Navy Com-mendation Medal with gold star; CombatAction Ribbon, Presidential Unit Citation;Navy Unit Citation (three awards); and vari-ous service and campaign ribbons.

CAPT Fuscaldo and his wife, the formerBarbara Bond of Fond du Lac, Wisconsin, re-side in Dahlgren, Virginia with their children,Jason, Elizabeth, Jared, and Robert Joseph.

DR. THOMAS A. CLARETECHNICAL DIRECTORNA VSWC

Dr. Thomas A. Clare was named TechnicalDirector of NAVSWC on 27 February 1989.Previously, Dr. Clare headed the Center's En-gineering and Information Systems Depart-ment and chaired the Finance and BusinessSystems Resource Board.

A native of New York, Dr. Clare began hiscareer as an aeroballistics engineer at theNaval Weapons Laboratory (NWL), Dahlgren,Virginia (now NAVSWC) in 1967. He holdsbachelor's and master's degrees in aerospaceengineering from the University of NotreDame and completed his doctorate there in1970.

Dr. Clare was selected to head the Center'sAeromechanics Branch in 1973. Two yearslater, he was named Head of the Exterior Bal-listics Division. From 1975 to 1976, Dr. Clareserved as Science Advisor to Commander,

Naval Surface Force Atlantic in Norfolk,Virginia.

Upon returning to NAVSWC, Dr. Clareheaded the AEGIS Ship Combat SystemsDivision until he was named Deputy Head ofthe Center's Electronics Systems Departmentin 1979. Subsequently, he headed the CombatSystems and the Strategic Systems Depart-ments before moving to the Engineering andInformation Systems Department.

Dr. Clare has received numerous awardsand commendations during his career. He re-ceived the Department of the Navy SuperiorCivilian Service Award in 1986 and thePresidential Rank of Meritorious Executive in1990. He has published more than 30 papers inrefereed journals or at national symposia.

Dr. Clare resides in Fredericksburg, Vir-ginia with his wife, Rose Mary, and son, Todd,a high school student., Son Tom is a student atthe University of Notre Dame.

Combat Systems

* Development and Fleet introduction of amajor upgrade of the AEGIS CombatSystem for cruisers CG 52 - CG 55, systemdesign for the next-generation AEGISCombat System for cruisers CG 47 - CG 51,and a definition, design, and engineeringdevelopment plan for an Advanced AEGISWeapon System Simulation have beencompleted. The AEGIS Display Systemmap-generation capability has been up-graded.

es significant issues in the design and engi-neering of large-scale, complex, computer-intensive systems. The program structureincludes theory, critical prototypes, appli-cation prototypes, and transition opportu-nities for major programs (e.g., AEGIS,TRIDENT, TOMAHAWK, and SQQ-89).

* An IED project for a High-Speed parallelBackplane (HSPB) that investigated anovel approach to parallel backplane de-sign was completed. This design effort hasresulted in the development of a cylindricalbackplane prototype and experimental ver-ification of its superior performance char-acteristics. The HSPB project was selectedby ONT for their published list of the mostsignificant accomplishments within thetech base that they manage.

AEGIS engagement sequence

* Land-based testing at Wallops Island todefine the current state of performance ofthe NAVSWC-developed RAIDS prototypewhen integrated with actual terminaldefense systems and exposed to realisticthreat environments has been successfullycompleted. The large quantity of test dataextracted formed the basis for RAIDS pro-totype evaluation and provides realistictactical data for future hardkill/softkilldevelopment and analyses.

* The Office of Naval Technology (ONT)established a NAVSWC-proposed 6.2 BlockProgram entitled Engineering of ComplexSystems. This futuristic program address- TOMAHAWK Cruise Missile

* The development of Block IIA TOMA-HAWK Weapon Control System (TWCS)software for the Block II TOMAHAWKMissile test firings was completed; supportfor Fleet introduction of the TWCS Block IIUpgrade was provided; software mainte-nance build for TWCS Block I was devel-oped; and the Long-Range ConventionalStandoff Weapon (LRCSW) advanced de-velopment program was supported.

Electronic Systems

* An upgraded AN/SLQ-32(V) software loadrequired for Persian Gulf operations wasdesigned, developed, tested, and deliveredin record time (less than one month).

* A personal computer (PC)-based threatlibrary generation system for the AN/SLQ-32(V) was developed. This system allowsclassified threat data transfer betweenNAVSWC and Fleet ELINT Centers viaSTU III telecommunications and enablesautomatic threat library building. Thetime required to reprogram threat librariesin the Fleet during crisis situations is re-duced from days and weeks to hours usingthis system.

* A Preliminary Design Review (PDR) wasconducted for the NULKA Fire ControlSystem (NFCS). The NFCS design wasjointly reviewed by NAVSEA and RoyalAustralian Navy representatives. NFCS,which will control deployment of theNULKA decoy, is being developed in-houseusing Ada programming language.

* A concept for an infrared sensor of unpre-cedented sensitivity that would providedetection of low-signature Antiship MissileDefenses (ASMDs) at the horizon has beendeveloped.

* High-energy switch technologies that willaid the development of rep-rated pulsed-power systems needed to power CPB wea-

pons have been developed and demon-strated.

* Infrared (IR) and television (TV) trackwith the PHALANX Close-In Weapon Sys-tem (CIWS) was demonstrated when anAN/KAS-1 Forward-Looking Infrared(FLIR) sensor and a Charge-Coupled De-vice (CCD) TV were integrated with theCIWS radar.

Engineering

* In support of NASA and the PresidentialCommission's recommendation to removethe external tank destruct system (investi-gation of the Challenger accident), a RangeSafety Destruct Analysis of Space ShuttleSolid Rocket Boosters was conducted. Datafor Range Safety destruct criteria and riskanalyses for Space Shuttle nuclear pay-loads were provided.

* Continued automation of the TechnicalLibrary, photographic processing (IlfordCibacopier), video, Xerox 6085 system (up-grade), and Autographix color graphics hasresulted in improved quality and turna-round of products accompanied by lowercosts and reduced staffing requirements.

Technology Underwater Systems

* The world's first revolutionary automatedreinforced lead-acid submarine batterygrid-casting machine was successfully de-veloped. Reinforced grids will extend thelife of batteries used aboard submarinesfrom the current five years to ten years andwill increase the fracture toughness of thegrid.

* Based on in-house and field testing experi-ments, a new conductive caulk to preventcorrosion in SPY-1A arrays was recom-mended for AEGIS ships. The cost savingsassociated with preventing corrosion isestimated to be $50M.

* The control of chaos in a magnetoelasticbuckling ribbon experiment was success-fully demonstrated. This method, whichrequires no a priori knowledge of thedynamics, has potential for control of cha-otic vibrations in a wide variety of systems.

* A new understanding of the relationshipbetween graphite fiber surface and graph-ite composite material strength was formu-lated, which could lead to the manufactureof graphite composites with very hightransverse strengths.

* Underwater explosion testing of experi-mental explosive compositions for advanc-ed bulk charge warheads has revealedgains of 20 percent in Relative BubbleEffectiveness (RBE) over currently usedexplosives.

* An alternate synthesis step for the newexplosive CL-20 has been identified thatwill reduce the cost to produce it. In addi-tion, the compatibility of CL-20 with state-of-the-art explosive binders has been deter-mined, which indicates that formulation ofa CL-20 -based explosive is feasible.

* A functional design baseline for AN/SQQ-89 was developed; the AN/SQQ-89 wasintegrated and tested for use aboard thenaval combatants CG 57 - CG 65 and DDG51. Two formal software releases of thespecial test equipment (STE) to provideexternal test drivers to AN/SQQ-89 werecompleted.

* The preparations for assuming Life-CycleEngineering Support of the Mk 116/Mod 7Antisubmarine Warfare (ASW) ControlSystem was completed.

* Operational Evaluation (OPEVAL) for theMk 16 Tail was passed and approval forlimited production was received . The Mk16 Tail provides high-speed low-altitudedelivery for Mk 36 DESTRUCTOR and Mk62 QUICKSTRIKE Mines.

* The Computer-Assisted Test and Evalua-tion System (CATES), which allows auto-mated Class A testing of QUICKSTRIKETarget Detection Devices, was developed.It performs testing in several hours thatpreviously required a day and a half at themanufacturer.

* The torpedo Mk 50 warhead system EX122 passed the Critical Design Review(CDR) and OPEVAL and is scheduled toenter the Fleet in 91. Its effectiveness hasbeen conclusively demonstrated by a com-prehensive series of full-scale tests thatsimulate a wide variety of targets understatic and dynamic conditions.

* In May 90, NAVSWC established the War-fare Systems Department to support theDirector of Naval Warfare in master planefforts, future naval warfare requirementsanalysis, the establishment of conceptualwarfare initiatives with respect to poten-tial warfare scenarios, and the definition ofplatform and weapon requirements thatmust be satisfied within those scenarios.

Weapon Systems

* Qualification of the STANDARD Missile(SM) Mk 115 Mod i Warhead for serviceuse was completed. This Mod provides areplacement explosive for the Mod 0 thatused explosive ingredients that are nolonger available; it will be used in the EX125 Warhead.

* DT III for TOMAHAWK/VLS was com-pleted, which permits deployment of theVLS 581A to the Fleet. This software inte-gration test demonstrated compatibilitybetween VLS and the TOMAHAWK Wea-pons Control System.

* Mk 34 AEGIS Gun Weapon System withcertified software was delivered to DDG 51and DDG 52.

* CDRs for the EX 125 Advanced Warheadand the AN/DKT-71 Encryption Telemeterwere successfully completed. They providegreatly improved capabilities for the SM.

* The CDR for the VLS changes for imple-menting the SM Block IV Missile wascompleted.

AEGIS

The AEGIS Combat System is an inte-grated array of weapons and sensors that en-ables an AEGIS ship to handle any enemythreat from air, on sea, and under sea. At thecore of the combat system is the AEGISWeapon System Mk 7 that provides primarydefense against missiles and aircraft. Thesystem is based upon the SPY radar that auto-matically detects and tracks virtually every-thing that is flying out to beyond 200 miles.

NAVSWC has two primary roles relatingto AEGIS:

* Technicai Direction Agent-Responsibili-ties in Combat System Engineering

* Lifetime Support Engineering Agent-Computer program development for thesystem and several components and a vari-ety of other acquisition and engineeringsupport functions

Throughout the DESERT SHIELD andDESERT STORM operations, NAVSWC hascarried out a number of tasks aimed primarilyat fine tuning the AEGIS ships for the parti-cular set of enemy threats found in the PersianGulf area. This fine tuning also involved ad-justment for the peculiarities of the PersianGulf environment. These efforts have involvedseveral trips to that area by NAVSWC andcontractor personnel to gather data, installcomputer programs, brief crews, and performvarious other tasks.

Chemical/Biological WarfareDefense

NAVSWC is the Navy's lead laboratory forwork in the area of defense against chemicaland biological warfare. Since Iraq has (and isknown to have used) this type of weapon, wehave played a major and very important role inthe Navy and Marine Corps operations in thePersian Gulf area.

NAVSWC has assisted our forces in ana-lyzing and understanding the nature of thethreat and in understanding and predictingthe nature of possible attacks. In some cases,we have provided special equipment and train-ing to SEAL, EOD, and other Navy and MarineCorps special units. We have provided decon-tamination and casualty handling training toFleet medical personnel. Also, we have madesure that our civilians going to the PersianGulf have been properly trained and equipped.

NAVSWC is frequently called upon forconsultation and advice and to represent theNavy in joint efforts in this area.

Electromagnetic Compatibility

Modern military operations rely heavily ona vast array of electromagnetic equipment,transmitters, and receivers. If not carefully de-signed and protected, these electromagneticdevices can interfere with each other, whichcreates severe safety and operability problems.NAVSWC is widely recognized for its expertiseand specialized equipment for detecting, iden-tifying, and solving electromagnetic compati-bility problems.

NAVSWC assisted several ships operatingin the Persian Gulf that were experiencingproblems (or potential problems) of an electro-magnetic compatibility nature: USS THEO-DORE ROOSEVELT, USS MOOSBRUGGER,and USS LASALLE. Support has also beenprovided for certain aircraft systems andcertain land-based equipment.

Electronic Warfare

NAVSWC provides research, development,testing, and operational support for the elec-tronic warfare systems onboard surface Navyships. These systems provide protection for ourships against antiship missiles and providecountermeasures to deny missile launch infor-mation to the missile launching platforms.The Center is the primary Navy Laboratory inthis important element of naval warfare.

Electronic warfare equipment and techni-ques have been heavily employed in DESERTSTORM. NAVSWC has played a major role inassisting the U.S. Fleet, the Marine Corps, andsome of the allied forces; e.g., we upgraded cer-tain software to enhance the electromagneticcountermeasures capability and delivered it toships in the Persian Gulf area, developed anddelivered certain software to the Atlantic In-telligence Command, developed and deliveredspecial decoy systems to support the MarineCorps, and provided updated threat informa-tion to the Saudis.

Explosives/Warheads

NAVSWC has a major leadership role inEnergetic Materials R&D and Undersea Wea-pons Warhead Technology. We have extensiveexplosives chemistry laboratories and facilitiesthat include a 50-pound explosive test cham-ber. NAVSWC developed most of the NavyPlastic Bonded Explosives (PBXs) currently inuse.

Virtually all of the weapons being used bythe Navy in the DESERT STORM operationand some of the weapons used by the otherservices contain explosives developed byNAVSWC.

Guns

NAVSWC has Navy-wide leadership onsurface ship gun systems. Our recent work hasincluded developing an Extended-Range Pro-jectile, Gunfire Control System, and other sup-port services for the 16-Inch Guns that havebeen used so successfully by the battleshipsWISCONSIN and MISSOURI in the DESERTSTORM operation. We have also providedlethality and effectiveness information to helpdefeat Iraqi patrol boats and other equipment.

Mines

NAVSWC is the Navy's principal technicalagent for mine systems. Since the founding ofthe White Oak site in 1918 (Mine Laboratory),we have been the Design Agent or TechnicalDevelopment Agent for all of the mines in theNavy's inventory.

In a related program area, we also developcertain weapons and equipment for theSEALS.

In the DESERT STORM operation, NAV-SWC helped improve the Fleet's ability to dealwith enemy mines and provided certain assis-tance to the SEALS, which included informa-tion on how to defeat the guided missile patrolboats Iraq captured from Kuwait.

Missiles

NAVSWC is the principal Navy activityfor research, concept definition, development,integration, test, and evaluation of surfaceship-launched missile systems. This leads to avariety of roles on several missile systems; e.g.,we are the Principal Support Laboratory forTOMAHAWK Cruise Missile Weapon Systemswith primary emphasis on software develop-ment and systems engineering for WeaponsControl Systems.

The major contribution made by TOMA-HAWK to DESERT STORM has been widelyreported by the television and print media.NAVSWC and its contractors have playedimportant roles in the success of this system.

NAVAL SPACE COMMAND(NAVSPACECOM)

Exploiting the High Ground

As the first U.S. Carrier Battle Groups con-verged on the Middle East in response to Iraq'sinvasion of Kuwait on 2 August 90, NAV-SPACECOM had already begun mobilizing awide array of space-based resources to supportwhat would come to be known as operationDESERT SHIELD and, later, operation DE-SERT STORM.

With direction from NAVSPACECOM,critical communications satellite systems werereconfigured to improve command and control.Using tactical intelligence derived from anumber of space resources, NAVSPACECOMbegan transmitting up-to-the-minute reportson the changing threat directly to the BattleGroup commanders.

Components of the 2nd Marine AircraftWing deployed to the Persian Gulf area workedwith NAVSPACECOM to become the first U.S.military forces to use a new class of light-weight communications satellites for dedicatedoperational support.

To provide Navy and Marine Corps forcesin the theater with an up-to-date tactical pict-ure of the region's desert topography, beach-heads, and force deployments, NAVSPACE-COM assisted U. S. Central Command in col-lecting and distributing critical environmentaldata from earth-imaging satellites.

The Naval Space Operations Center, located withinNAVSPACECOMs headquarters facility at Dahlgren, isstaffed around the clock to enable the command to provideeffective space support to naval forces

Before USS DWIGHT D. EISENHOWERand USS INDEPENDENCE and elements oftheir Battle Groups arrived in the theater,NAVSPACECOM had ensured that the highground of space was offering a complete spec-trum of operational support to deployed tac-tical commanders.

Established by the Secretary of the Navyin 1983, NAVSPACECOM is today the center-point of Navy and Marine Corps operationalefforts to provide responsive tactical space sys-tems support to deployed naval forces. Thecommand operates as both the naval com-ponent of the United States Space Commandand as a second-echelon command reporting tothe Chief of Naval Operations and the Com-mandant of the Marine Corps.

Without a doubt, space is a vital highground to tactical elements of our naval forces.In it, we have deployed satellites that providecrucial intelligence, communications, naviga-tion, and environmental information to theFleet and Fleet Marine Force to make everyshot count. NAVSPACECOM is in place tostrengthen operational control, provide a cen-tral focal point for naval space matters, andmore effectively guide our future operationaluses of space.

NAVSPACECOM's mission, as the CINC-SPACE naval component, is to support day-to-day operations of the Fleet and Fleet MarineForces worldwide, whether for routine deploy-ments, exercises, or actions in response to acrisis situation. At the center of that support isthe headquarter's Naval Space OperationsCenter. Equipped with state-of-the-art com-munications and data-gathering equipment,this unique Navy facility is staffed 24 hours aday to enable the command to monitor spaceactivities in support of naval operationsaround the clock.

NAVSPACECOM's primary challenge forthe coming decade and beyond is to continue toprovide effective space support to the navalwarfighter. The command's initiatives willinclude identifying space system require-ments, developing operational concepts, andoperating space systems in a way that morefully integrates them into weapon systems tomake space a more effective tool for the navalwarfighter.

Space systems are among those that makeup the SEW commander's arsenal, which isvital to the Fleet's ability to fight and win. TheSEW commander will focus space support intothe Fleet in the form of space-based sensorsand as a conduit for information. NAVSPACE-COM will link with SEW commanders to focusglobal space capabilities on each SEW com-mander's tactical area of responsibility.

Focusing naval, DoD, and national spaceassets on each Battle Group's tactical situationwill greatly enhance and extend the Fleet'soffensive capabilities. NAVSPACECOM hasthe connectivity and trained staff to provideresponsible space support to the SEW com-mander to put crosshairs on target for the Fleetof today and of the future.

NAVSPACECOM occupies a critical rolein the Navy's newly promulgated Space andElectronic Warfare (SEW) area. RADM L. E.Allen, Jr., says that NAVSPACECOM is a keylink to the Fleet in providing space-related SEW

RADM L. E. ALLEN, JR., USNCOMMANDERNA VSPACECOM

RADM Ed Allen was born in Houston,Texas, on l9November 1943. After graduatingfrom the University of Texas in May 1965, hewas commissioned in March 1966 under theNAOC program and designated a Naval FlightOfficer in December 1966.

RADM Allen commanded Fighter Squad-ron VF- l from February 1980 to June 1982 andCarrier Air Wing TWO from December 1984 toNovember 1985. During his air wing com-mand, he flew in the F-14A, A-6E, SH-3, E-2C,S-3A, and EA-6B. He then commanded theamphibious assault ship USS VANCOUVER(LPD 2) from June 1986 to February 1988 andthe aircraft carrier USS CORAL SEA (CV 43),the Ageless Warrior, from June 1988 to itsdecommissioning in April 1990. fIe reportedas Commander, NAVSPACECOM, I)ahlgren,Virginia in May 1990.

RADM Allen's other operational assign-ments have included tours with fighter squad-rons VF-41 and VF-1. He made two deploy-ments with VF-41 in USS INDEPENDENCE(CV 62) as part of the Sixth Fleet in the Medi-terranean. He was assigned to VF-1 upon thesquadron's commissioning after serving withthe F-14 Fleet Introduction Team at NASMiramar in 1972. He made the first F-14 oper-ational deployment with VF-I in USS ENTER-PRISE (CVN 65), participated in OperationFrequent Wind, and led the development of F-14 Fleet tactics. In his second tour with VF-1,he qualified as OOD Underway, CommandDuty Officer, and Surface Warfare Officer.

Among his shore assignments, RADMAllen reported as Assistant Professor of NavalScience at the University of Texas NROTCunit in July 1970. He completed graduatestudies in International Relations, specializingin Soviet Military Affairs under Dr. Walt W.Rostow, and wrote a master's thesis onTwentieth Century Soviet Naval Strategy. Hehas served as the Administrative Assistant/Aide to the Deputy Chief of Naval Operations(Air Warfare) from May 1976 to June 1978 andas the CNO Air Warfare Analyst for the Officeof General Program Planning (OP-90) in 1984.He also attended the National War College,graduating in 1983.

During his aviation career, RADM Allenhas accumulated over 3300 flight hours and1200 landings in 19 different types of aircraft.His awards include the Legion of Merit, twoMeritorious Service Medals, Navy Commenda-tion Medal, Navy Achievement Medal, NavyExpeditionary Medal, Armed Forces Expedi-tionary Medal, and Humanitarian ServiceMedal.

RADM Allen also received the Navy Lea-gue's John Paul Jones Award for inspirationalleadership in 1990. In addition, he was namedas Tailhooker of the Year for 1990 by theTailhook Association.

RADM Allen is married to the formerMary Linda Bley of Milligan College, Ten-nessee. They have one daughter, AshleyElizabeth.

COL CHARLES R. GEIGER, USMCDEPUTY COMMANDERNA VSPACECOM

The son of COL and Mrs. A. B. Geiger,USMC, COL Geiger graduated from CampLejeune High School with his wife-to-be,Carole, in:June 1960. He attended GeorgiaTech for two years before enlisting in theMarine Corps in February 1962.

After Boot Camp at Parris Island, SouthCarolina and an initial assignment to whatwas then A School at NAS Jacksonville,Florida, he reported to Pensacola, Florida forflight training as a Marine Aviation Cadet(MARCAD). He earned his wings in February1964, was married, and embarked on a longand continuous career in Fighter Aviation.

Upon completion of his second combat tour,COL Geiger spent two years on exchange dutywith the Royal Air Force in Scotland. He re-turned to the United States to attend Amphib-ious Warfare School in January 1972 and then

returned to college on the Bootstrap Programwhere he earned a bachelor's degree in avi-ation management at Auburn University.

COL Geiger returned to WESTPAC a thirdtime as the Maintenance Officer of a FighterSquadron. He then attended the Air Commandand Staff College and, at the same time,completed work on a master's degree in busi-ness administration at Auburn University.Subsequently, he resumed flying as the XO,.and ultimately the CO, of his own FighterSquadron. While CO, he completed his fourthtour in WESTPAC.

In the summer of 1980, COL Geiger re-ported to HQMC to serve as the first head ofthe Aviation Safety and NATOPS Branch. Hewent on to attend the Naval War Collegewhere he graduated with distinction. Back inWashington, D.C., he served two years withthe Office of the Secretary of Defense, workingin Tactical Aviation for Program Analysis andEvaluation.

He returned to WESTPAC for a fifth timeas the Commanding Officer of a Marine Fight-er Group. Following that tour, he served fortwo years as the Force Marine for the Com-mander Naval Air Forces, Atlantic Fleetbefore reporting to Dahlgren as Deputy Com-mander for Naval Space Command in July1989.

COL Geiger's decorations include twoLegions of Merit, Distinguished Flying Cross,Bronze Star w/combat V, Defense MeritoriousServe Medal, Meritorious Service Medal, AirMedal with numeral 22, and the CombatAction Ribbon. He has over 2000 hours in theF-4 Phantom and more than 350 combatmissions. His most recent flying is in the F/A-18 Hornet and several types of helicopters.

NAVAL SPACE SURVEILLANCECENTER (NAVSPASUR)

NAVSPASUR was established 1 February1961. Since that time, it has developed into aspace surveillance radar system with multipletransmitters and receivers that span the U. S.NAVSPASUR also receives information from25 U.S. space sensors worldwide that assist inmaintaining a dynamic catalog of over 7000space objects and their orbits.

As NAVSPASUR grew, so did its missions.NAVSPASUR functions as the AlternateSpace Surveillance Center (ASSC) and oper-ates the Tactical Event Reporting System. Itsnewest mission is to perform the duties of theAlternate Space Defense Operations Center(ASPADOC).

NAVSPASUR is an Echelon 3 commandunder Commander, Naval Space Command(COMNAVSPACECOM). NAVSPASUR pro-vides space systems information support to themaritime forces of the U.S. and is allies. Avariety of data products are provided to theFleet and to shore commands to counter spacethreats and to better utilize space-associatedtactical information.

NAVSPASUR reports to the Commander-in-Chief, U.S. Space Command via COMNAV-SPACECOM. Acting as a sensor for the SpaceSurveillance Network (SSN), NAVSPASURprovides satellite observations, orbital ele-ments and look-angles to the U.S. SpaceCommand Space Surveillance Center locatedin Cheyenne Mountain, Colorado Springs,Colorado. Since December 1984, NAVSPA-SUR has functioned as the ASSC, exercisingbackup command and control of the SSN. Thisrequires the receipt, processing, analysis, anddistribution of data from the SSN.

COMNAVSPACECOM was assigned oper-ational control of the Tactical Event ReportingSystem in October 1985 and the day-to-dayadministration and operations were delegatedto NAVSPASUR. NAVSPASUR then estab-lished communications and processing capa-bilities and was operational in that capacity byJune 1986.

Space Surveillance Watch Officer, a CommandDuty Officer, and a watch team. OperationsCenter personnel continually monitor a cata-log of 6600 space objects and process alllaunches, maneuvers, breakups, and deorbitsof foreign and domestic satellites. It is respon-sible for training personnel to ensure sufficientmanpower to assume the ASSC and theASPADOC functions normally conducted bythe Cheyenne Mountain Complex, ColoradoSprings, Colorado.

Analysts in the department maintain anup-to-date catalog of all space objects. Theykeep an accurate database on all foreignlaunches, which enables them to predict futuresatellite positions and impact points for decay-ing satellites.

The Intelligence Division maintains allincoming intelligence data, briefs personnel ona need-to-know basis, and establishes liaisonswith other intelligence agencies.

Resources and Administration Ser-vices (Department Head: David A. Lepard)-Responsible for the administrative and finan-cial support of NAVSPASUR and its remotedetachments. The Administration Services Di-vision assures compliance with command secu-rity programs, provides management analysisservices, and directs all phases of civilian andmilitary personnel management programs andthe Manpower Management Program.

The Fiscal Management Division developsaccounting and budgeting operating proce-dures for the command, advises managers onfiscal policy and procedures, and is responsiblefor the Command Expense Operating Budget.

Systems, Plans, and Projects (Depart-ment Head: W. Leroy Shelton)-Working tokeep NAVSPASUR moving forward; they lookto the future-develop new systems to allowthe Center to progress with the needs of theincreasing missions and responsibilities ofNAVSPASUR. Researching cost, site loca-tions, necessary manpower and equipment,support from other commands and agencies,and future needs are only a few of the many

facets of this department. It is currently work-ing on preparing the Center to move to theirnew building (expected move is FY93), up-grading to a new computer system, installingsensor upgrades, and improving connectivitywith the SSN.

NAVSPASUR'S FIELD STATIONS

The six receiver stations and three trans-mitter stations located across the U.S. makeupthe NAVSPASUR fence. The transmitter sta-tions emit electromagnetic energy in a fan-shaped pattern that spans the continent andextends into the atmosphere to a height of15,000 miles. As a satellite crosses the fence,energy is reflected back to the receiver stationsand is picked up by specifically configured an-tenna. This energy is transferred into data andis transmitted via leased landlines to the ADPfacility in Dahlgren. Currently, the day-to-dayoperation, maintenance, and staffing of thefield stations are under contract to FKW, Inc.,Oklahoma City, Oklahoma.

CAPT HORATIO W. TURNER IV, USNCOMMANDING OFFICERNA VSPASUR

CAPT Turner entered the Navy throughthe NROTC program at Princeton University.He was commissioned upon graduation in June1967. He completed flight training and wasdesignated a Naval Aviator in August 1968.

CAPT Turner began his aviation careerflying the SH-3 Sea King helicopter in HS-4and HS-8, with two WESTPAC deployments.Next came shore duty in HS-10, with tempo-rary assignment to HS-8 for a 1972 WESTPACdeployment, followed by temporary assign-ment to COMFAIRWESTPAC for 10 months toestablish a Naval Air Facility at Misawa,Japan.

In 1974, CAPT Turner transitioned to theSH-2 Sea Sprite helicopter. He assisted in theestablishment of HSL-37 at Barbers Point,Hawaii, first as squadron Operations Officerand then as Officer-in-Charge, HSL-37 Detach-

ment ONE, deploying to WESTPAC and theIndian Ocean in 1976. He then served Com-mander, Naval Surface Group Mid-Pacific asAir and ASW Officer.

In 1977, CAPT Turner attended the NavalWar College Command and General Staffcourse; he graduated with highest distinction.He was next assigned to HSL-34, NAS Norfolk,Virginia as Safety Officer and MaintenanceOfficer.

In August 1981, CAPT Turner reported tothe Deputy Chief of Naval Operations forPlans, Policy, and Operations (OP-06) inWashington, D.C., where he served as AirWarfare Officer and as primary action officerfor Communications, Electronic Warfare, Out-er Space, Arctic Warfare, and JCS and Navywargaming.

CAPT Turner reported for duty as Exec-utive Officer, helicopter Training SquadronEIGHT in January 1984 and, in March 1985,assumed the duties of squadron CommandingOfficer. During his tour as CommandingOfficer, HT-8 won the CNO Safety Award andthe Chief of Naval Air Training Award fortraining efficiency.

CAPT Turner was next assigned as Exec-utive Assistant to the Director of Operations,U.S. Space Command, in July 1986. In March1988, he was assigned as Deputy Director ofPlans for Space Systems, where he directedUSSPACECOM planning for new system re-quirements and current system upgrades.

During his aviation career, CAPT Turnerhas accumulated more than 3500 flight hours.His awards include the Defense Superior Ser-vice Medal, the Meritorious Service Medal, andthe Navy Commendation Medal (two awards).He holds subspecialties in Space Operations,Political Military Affairs, and AntisubmarineWarfare and is a proven joint specialist.

CAPT Turner is married to the formerPenelope McCord Watson of San Antonio, Tex-as. The Turners and their children, Alexandraand Ridge, reside in Dahlgren, Virginia.

CDR ROBERT C. KING, USNEXECUTIVE OFFICERNA VSPAS UR

CDR Robert C. King entered the Navythrough the NROTC Program at the Uni-versity of South Carolina. He was commis-sioned upon graduation in June 1970 andentered the Surface Fleet.

CDR King began his career as a DeckOfficer and, later, Auxiliaries Officer on USSRALEIGH (LPD 1), homeported Norfolk, Vir-ginia with operational deployments to theMediterranean and Northern Europe. Hisnext assignment was as Gunnery Officeraboard USS WAINWRIGHT (DLG 28), home-ported Charleston, South Carolina with opera-tional deployments to the Mediterranean,Northern Europe, and Arctic Circle.

In January 1974, CDR King entered thesix-month Mine Warfare Staff Planner curri-culum at the Fleet Mine Warfare TrainingCenter, Charleston followed by assignment asExecutive Officer of USS ILLUSIVE (MSO448).

In October 1976, CDR King entered thesix-month Surface Warfare Department Headcurriculum at SWOS School, Newport, RhodeIsland. At completion, he was assigned asOperations Officer, USS VALDEX (FF 1096),homeported Charleston with operational de-ployments to West Africa, South America, andNorthern Europe.

In June 1979, CDR King reported to Com-mander, Destroyer Squadron TWO, homeport-ed Norfolk as Combat Systems Officer and,later, Administration/Personnel Officer. Hewas next assigned to the staff of Commander,Operational Test and Evaluation Force, Nor-folk for the T&E of Gun Weapons Systems (5-Inch Semiactive Laser-Guided Projectile,76mm Ammunition, CIWS, 16-Inch ImprovedCargo Munitions, 25mm Chain Gun, and theSeafire Laser Director). He served as the Navyrepresentative for the Joint Service SmallArms Program and as a member of the JointTechnical Coordinating Group for munitionseffectiveness.

In October 1983, CDR King attended theSenior Officer curriculum at the U.S. ArmyWar College, Carlisle Barracks, Pennsylvania.Upon graduation in June 1986, he reported tothe Staff of Commander, Naval Space Com-mand, Dahlgren, Virginia.

CDR King holds a BS from the Universityof South Carolina and an MA from CentralMichigan University. His awards include theNavy Commendation, Navy Unit Commenda-tion, National Defense Service Medal withBronze Star, Sea Service Deployment Ribbon,and Permanent Expert Rifle and PistolMedals. He holds four Pistol Excellence-in-Competition Badges, four Rifle Excellence-in-Competition Badges, and is designated a U.S.Navy Distinguished Pistol Shot. CDR Kingholds subspecialties in Space Operations andWeapon Systems Technology and is designatedSurface Command Qualified.

He is married to the former PriscillaLouise Kimball of New Orleans, Louisiana.The Kings and their children, Emily andCharlotte, reside in King George, Virginia.

DR. STEPHEN H. KNOWLESTECHNICAL DIRECTORNA VSPASUR

Dr. Stephen H. Knowles, a native of NewYork City, graduated from Amherst Collegecum laude in 1961. After graduation, he beganhis government career at the Naval ResearchLaboratory (NRL). Dr. Knowles studied for hisdoctorate while employed at NRL and receivedhis Ph.D. in astronomy from Yale Universityin 1968 with a specialization in celestialmechanics.

His career includes 25 years spent at NRLin' the Space Science Division, where hisresearch included investigations in the fields ofradar astronomy, radio astronomy, and signalprocessing. He devoted two years (1974 to1976) to related research in Sydney, Australia.

Dr. Knowles reported to NAVSPASUR inSeptember 1986. He resides in Woodbridge,Virginia.

AEGIS TRAINING CENTER (ATC)

The mission of ATC is to train Naval per-sonnel in the maintenance and operation of thehighly sophisticated AEGIS Combat System.ATC, which is a tenant command of NSWC atDahlgren, was commissioned in November1985. It includes subordinate training units atMoorestown, New Jersey; Wallops Island onthe eastern shore of Virginia; Norfolk, Virgin-ia; San Diego, California; Bath, Maine; St.Inigoes, Maryland; Mayport, Florida; Pasca-goula, Mississippi; Pearl Harbor, Hawaii; LongBeach, California; and Yokosuka, Japan.

We currently have over 170 active dutyNavy instructors, staff, and support personneland average about 134 Navy students. Both of

these numbers are steadily increasing. Wealso employ 42 civil service and many civiliancontract personnel. By the end of the year, thenaval instructional staff is expected to reach245 and the average daily student populationwill be about 140. We expect that in 1991alone, some 590 students will pass through ourschool.

Our existing facility has more than dou-bled in size. A ribbon-cutting ceremony on ournew multimillion dollar, 78,000-square-footbuilding was conducted in July 1990 and thebuilding is now fully supporting training.

The AEGIS Combat System represents theNavy's state of the art-radars and other sen-sors, computers, displays, weapons, and, aboveall, people woven to support a ship's missionand that of the Navy and the nation. Aftercompleting intensive and lengthy hands-ontraining, each student becomes a vital part ofhis ship's Combat System Team.

Students are here from 4 to 27 weeks, de-pending on their specific instructional require-ments. Most long-term students have alreadyhad a year of intense naval technical schoolingbefore they arrive; they represent the cream-of-the-crop in terms of intelligence and motiva-tion.

At week's end, these students often seekoff-base recreation in the area or in nearbycommunities. About one-third of them aremarried and bring their families with them;therefore, they need short-term rental housing.Another third are also married but for avariety of reasons (e.g., children in school)choose to leave their families elsewhere.

The instructional staff members are typi-cally senior enlisted personnel or junior offi-cers who serve a three-year tour-of-duty atATC. They generally become more involved inthe activities of the community (e.g., athleticcoaches, volunteer firemen, etc.).

USS ARLEIGH BURKE was named forADM Arleigh A. Thirty-One Knot Burke, USN(Ret), who commanded Destroyer Squadron 23during World War II. It was launched on 16September 1989 and is the first of 29 AEGISGuided Missile Destroyers requested by theU.S. Navy (13 have been contracted). The shipis fitted with the AEGIS Combat System and isdesigned to provide Antiair Warfare (AAW),Antisurface Warfare (ASUW), and Antisub-marine Warfare (ASW) support utilizing anarray of the latest computer-guided sensoryand attack systems.

A'T`C is responsible for the training of thehighly specialized technicians and operatorsneeded to maintain and operate the AEGISCombat System. The new destroyer is sched-uled for completion in January 1991 andcommissioning on 4 July 1991. It will have acomplement of 26 officers and 315 enlistedmen-

CAPT SHELDON L. MARGOLIS, USNCOMMANDING OFFICERATC

CAPT Sheldon L. Margolis, CommandingOfficer of ATC, is originally from Baltimore,Maryland. He assumed command on 27 Jan-uary 1987 after serving at the Naval SeaSystems Command, Washington, D.C.

After graduation from Rensselaer Poly-technic Institute under the Naval ReserveOfficer Training Corps program, he served inseveral ships and technical shore assignments.He received his master's degree in ElectricalEngineering from the Naval PostgraduateSchool, Monterey, California. CAPT Margolishad command of USS LYNDE MCCORMACK.(DDG 8) from August 1983 through 1986.

CAPT Margolis holds the Bronze Star withCombat V, the Purple Heart, the MeritoriousService Medal, the Navy CommendationMedal, the Combat Action Ribbon, and variouscampaign and service medals.

He is married to the former ElizabethKoeber of Pitman, New Jersey. They have twochildren, Samantha Dyan and Scott Harrison.

MR. LUKE H. MILLERTECHNICAL DIRECTORATC

Mr. Miller was born in San Angelo, Texas.Ile graduated from The University of Texas atAustin, earning a B.S. degree and a com-mission in the U.S. Navy. He later received anM.S. degree in Computer Science from theNaval Postgraduate School.

He served in a variety of afloat billets dur-ing his naval career and was designated aProven Subspecialist in Command, Control,and Communications. Mr. Miller was the U.S.representative to NATO for Navy TacticalData System (NTDS) data extraction/datareduction and Program Manager for the NTDSModel 4 system development effort. Later, hebecame Project Officer for Restructured NTDS.He then directed operation of the nation'slargest space surveillance radar system andwas awarded the Navy Meritorious ServiceMedal.

After completing his naval career, Mr.Miller joined private industry. He authored adocument for CNO (OP-943) that identifiednear-term and out-year requirements for spacesurveillance system capability. He was aProject Engineer in the Ocean SurveillanceInformation System Baseline Upgrade (OBU)program and later became the OBU supportservices Project Manager to the Naval Spaceand Warfare Systems Command. Mr. Millerfurnished engineering services to NAVSWCand the AEGIS Training Center, supportingthe planning and engineering of the CombatSystems Laboratory, AEGIS Combat SystemsCenter, and AEGIS Education Center.

Mr. Miller was selected as Technical Di-rector, ATC, in 1987. He and his wife, Cindy,make their home in King George.
