TENDER NOTICE 1. Sealed item rate two bid Tenders are invited from Empanelled Electrical Contractor’s having

adequate resources and experiences in the execution of similar works of comparable magnitude:

Name and nature of works: Electrical & L.V. Works

Location: Zonal Office, Navi Mumbai CBD, Belapur

Time for completion: 60 days.

Cost of tender papers: Rs. Nil.

2. Tender document shall be downloaded from the Banks’ website mentioned below

www.bankofindia.co.in from 06/05/2015

3. Three separate envelopes enclosed in one single large envelope shall be submitted by the Tenderer. Single large envelope to consist of - Envelope I - Technical Bid Envelope II - Financial Bid Envelope III - EMD.

4. Sealed Tenders documents shall be submitted latest by 05.00 p.m. on 15/05/2015 at Bank of

India, A & S Department, Navi Mumbai Zonal Office, Bank of India Building, 2nd Floor, CBD - Belapur, Navi-Mumbai.

5. Technical Bid shall be opened at Bank of India, A & S Department, Navi Mumbai Zonal

Office, Bank of India Building, 2nd Floor, CBD - Belapur, Navi-Mumbai on 16/05/2015

6. Financial bid of only those bidders will be opened which are prequalified after opening of

Technical Bids later. 7. The BANK reserves the right to reject any or all the tenders and accept the lowest or any

other tender or award the different parts of the tender by splitting them to different tenders without assigning any reason whatsoever.

8. Tender shall be valid for a period of 90 days from the date of opening. 9. Contractors having two or more projects on hand will not be considered eligible.

10. Bank of India discourages the stipulation of any condition by the tenderers. The conditional tenders are liable to be rejected.

INSTRUCTIONS TO TENDERERS

1. The Tender shall be submitted in accordance with these instructions and any Tender not

conforming thereto is liable to be rejected. These instructions form part of the Tender and the Contract.

2. No additions/alternations in the form of the Tender or in the Schedule of Quantities and no

additions in the shape of special stipulation etc. are permitted. Tender who do not fulfill any or all of the above conditions or are incomplete in any respect are liable to be summarily rejected.

3. The contractor should particularly note the units on which the rates are based. In case the

amount shown in the last column as worked out by the tenderer differs from that worked out from the quantity and quoted rate, the amount based on the rate and the quantity will be taken as correct. In case there is a difference between the rates in figures and words, the rate adopted by the contractor for working out the amount of the item will be taken as correct. In other cases, the final rates adopted will be the lower of the two. No change in units shall be allowed.

4. Acceptance of the Tender will rest with the competent authority (from the bank) that reserves

the right to reject any or all Tenders without assigning any reason therefore. 5. The tenderer whose tender is accepted will have to enter into regular agreement within 7

days from date of receipt of intimations of acceptance of the Tender and abide by all rules and regulations mentioned therein. The amount of Earnest Money shall be forfeited if after acceptance of the Tender, the Contractor fails to execute the agreement within 7 days of the date of work order.

6. The tenderer shall have assumed to have carefully examined the site, conditions and

specifications of the contract, and to have fully acquaint him-self with all details of site location, site conditions and in general all necessary information and data pertaining to the work prior to tendering for the work.

7. Tenderer should abide by all the formalities and rules & regulations of Richardson & Cruddas

Management Team. 8. If a firm or company is submitting the tender, it should mention in its forwarding letter the

names of all partners, directors, etc. The Tender shall be filled in, signed with all particulars complete and submitted by one duly authorized to do so.

9. Conditional Tenders are liable to be rejected. Tenderer are advised to avoid putting

conditions that are at variance with the terms and conditions already stipulated in the tender or quote conditional rates for any of the items in the Schedule of Quantities.

10. Corrections, if made, shall be made neatly and clearly and duly attested by one authorized to

do so.

11. The Tenderer may in the forwarding letter mention any points which he may wish to make clear, but right is reserved by the BANK to reject the same if the tender becomes conditional.

12. The Tender will be liable to be rejected outright if:

a) The Tenderer proposes any alternations in the work specified in the Tender, in the time

allowed for execution and any other conditions. b) Any of the pages of the Tender are removed / replaced. c) All corrections and additions or pasted slips are not initialed by the Tenderer. d) The Tender is not complete in all respects.

13. The Tenderer shall complete and submit the following for his tender to be considered as

bonafide: a) Prequalification Criteria with Self attested copies of relevant documents b) Form of Tender and Appendix. c) Bill of quantities, each page duly signed. d) List of plant/equipment and personnel to be employed on the said works. e) Requirement of power, water and extent of storage space, etc. for the duration of the

works. f) List of previous similar works executed (last 3 years) citing location of works, their

magnitude, time for completion, name of Employer / Architect to whom reference may be made in regard thereto.

g) Details as above for works on hand.

14. The Tender documents duly completed in all respects along with other accompanying

documents shall be submitted in one envelope sealed any super scribed.

15. All the rates indicated in the tender shall be inclusive of all material charges, transportation, local levies as applicable, loading, unloading, lifting- shifting, erection, Scaffolding , testing, commissioning, VAT, Sales tax, any additional/special duties, excise, custom duty etc. as applicable.

16. The rates quoted shall also be inclusive of Local Authorities Permission / Handling of Municipal / Local problem is in contractor’s scope of work, including obtaining verbal local permissions for smooth functioning the project, Bank shall not pay any extra amount for the same.

PREQUALIFICATION CRITERIA

Following are the Prequalification Criteria

Joint ventures or consortiums shall not be permitted.

Contractor must have executed at least

One works of similar nature of value not less than Rs. 07 Lacs during the last 3 years

OR

Two works of similar nature of value not less than Rs. 04 Lacs during the last 3 years

The contractors should have PAN, VAT and Service Tax nos.

Contractor must have office at Mumbai

Contractor shall apply for prequalification strictly in the prescribed format only.

Contractors shall also authorize the Bank / Architect to approach his Employers, Clients,

Corporations, Organization, etc. to verify Contractor’s general reputation / competence.

The Bank / Architect reserve the rights to accept or reject any application.

The firm should have minimum average annual turnover of Rs.07 lacs during the last 3

years (Please attach copies of Turnover & balance sheet).

Clarifications, if any required, may be obtained from Bank / Architect

Applicants shall furnish documentary evidence / certificates in support of their claim of work

undertaken and work in hand, failing which the application will be liable for rejection.

Mere fulfilment of minimum eligibility criteria will not entitle for Pre-qualification as pre-

qualification will be done after taking into account various parameters such as inspection of

work by Clients and Architects carried out by them, receipt of satisfactory reports from

clients.

To, The Zonal Manager BANK OF INDIA A & S Department, Navi Mumbai Zonal Office, Bank of India Building, 2nd Floor, CBD - Belapur, Navi-Mumbai. Dear Sir, TENDER – ELECTRICAL & L.V. WORKS FOR ZONAL OFFICE, NAVI MUMBAI CBD, BELAPUR.

Having inspected the site and having examined the conditions of contract, Special Conditions of Contract, Specifications and Bill of Quantities for the above mentioned work, we the undersigned offer via financial Bid attached to execute and maintain the entire works Or such other sum may be ascertained in accordance with the said Conditions, Special Conditions of Contract, specifications, Bill of quantities and Appendix hereto.

Our tender is accompanied with Earnest Money as required in the instructions to tenderer. If our tender is accepted, the Earnest Money along with additional cheque to make the total 2% of tender value to constitute the Initial Security Deposit towards due and proper performance of the contract.

We undertake if our tender is accepted, to commence the works and complete the same within the time stipulated in the Appendix.

We agree to abide by this tender for a period specified in the Tender Notice. It shall remain binding on us and may be accepted at any time before the expiry of that period and / or before the expiry of any further period extended by mutual consent. GENERAL CONDITIONS OF CONTRACT 1. The works are to be carried out outside and inside the banks premises. The tenderer should

visit the site in order to ascertain the extent of work, difficulties at site, storage space available, and other site conditions.

2. The works include renovation of vital areas of the operational branch. Works will need to be so planned that minimum disturbance is caused to the bank staff & customers. Works plans shall be devised keeping this is mind and got approved by the Architect.

3. The contractor, whose tender is accepted, shall within 7 days of receipt of written acceptance of the tender enter into a written contract with the Bank for the due execution of the works by signing an agreement in accordance with the draft agreement, including special conditions, schedule of quantities and other conditions attached. Otherwise, the written acceptance (Work Order) by the Bank will constitute a binding agreement between the Bank and Contractor so tendering, whether such formal contract is or is not subsequently entered into.

4. Unless otherwise specified, the rates quoted in the tender shall include all charges for temporary partitions, counters, tables, materials, service charges, temporary plumbing, hire of any tools and plants, shed for materials if required by the contractor and such other general works mentioned in the specifications. The rates quoted by the tenderer in the schedule of rates shall be for finished work. The rates shall be inclusive of Sales tax, Works Contract tax, Octroi duty or any other duty levied by the Government or public bodies. The rates shall be firm and shall not be subject to any variation, labour condition, etc. and shall hold good till completion of the work.

5. Time shall be considered as essence of the contract and the Contractor shall within 7 days of receipt of Work Order submit to the Architect a bar chart / schedule program for the progress and completion of the work within the schedule time period. This progress shall be binding on the Contractor. Deviations in the program if any will be made only with prior approval of the bank and Architect.

6. Contractors shall arrange payment to the suppliers irrespective of banks clearance of bills. Where possible, the contractor shall be provided space in the stilts and / or garages for storage of materials for the duration of the works. Security of the materials shall be the contractor’s responsibility.

7. The materials purchased from outside by the contractor and brought to site shall, if the Architect / Bank so desire, be got tested and certified by a recognized testing laboratory to the satisfaction of the Architect / Bank before such materials are used on the work. The testing charges shall be borne entirely by the contractor.

8. The successful tenderer shall cooperate with the other agencies viz. Civil, A/c contractor etc. if engaged by the Bank for due and proper execution of the respective works.

9. In case extra items of work are required by the branch, rates for such items will be decided on the basis of similar items already existing in the tender or as per prevailing market rates for materials and labour with a mark-up of twenty percent for overheads and profits,

whichever is lower. The works will be executed only after Bank permits. Decision of the bank in this shall be final.

10. The bank shall provide the following free of cost to contractor:

a) Water supply for the works at one point of work site. Further storage tank and distribution shall be the Contractor’s responsibility.

b) Electric power supply at one point at site free of cost to the Contractor. The contractor shall provide his own distribution and ensure there is no misuse.

11. Contractor shall take all precautions to cover all computers, printers, monitors etc., glass and windowpanes to prevent damage. Damage, if any shall be made good at no extra cost to bank.

12. Unless otherwise specified, all relevant codes and standards published by the Indian Standards Institution shall apply and govern in respect of design, workmanship quality and properties of materials, testing and measurements.

13. Safety Measure: The Contractor shall organize his operations in a workman like manner and take all necessary precautions to provide safety and prevent accidents at site both to persons and property. The Architect shall have the power to require the Contractor to adopt such measures. Bank / Architect shall not be responsible for any cost & consequences resulting from non- compliance of safety requirements. Contractor shall indemnify the Bank against any breach and / or penal action.

14. All dismantling work shall be done with carefully. Chipping of RCC elements will not be allowed. Damage caused due to negligence on the part of the Contractor as determined by the Architect shall be the responsibility of the Contractor and he shall rectify the same at no extra cost to the Bank.

15. Problems arising out of site conditions, etc. should be immediately reported to the Architect for suitable precautionary / rectification measures. Exact repairs shall be decided at site by the Architect & Bank during the site inspection and carried out accordingly by the Contractor only after H. O. approval.

16. The Contractor shall comply with all rules and regulations of Workmen’s Compensation Act. The Contractor shall take necessary insurance to cover the risk under the said Act and shall keep the same in force during the currency of the Contract. The Bank will be entitled to recover all losses and damages on account of such claims. The Contractor shall indemnify the Bank against such claims.

17. The Contractor shall appoint a full time competent supervisor for the full duration of the works. The supervisor shall be preferably an interior designer with at least 3 years experience in similar works and approved by the Architect.

18. The Contractor shall employ requisite supervisors, skilled, semi – skilled and unskilled workmen for the works. As a security measure each shall be provided an identity card by the Contractor for easy identification.

19. A license holder with adequate experience shall carry out temporary electrical connection works.

20. The Contractor shall permit use of scaffolding or other access provided at site for use by other agencies that are appointed by the Bank for carrying out related works.

21. The entire works should be completed within the prescribed time. Damages will be imposed on the Contractor in case of persistent delay. This amount shall be deducted from pending Bills / dues to the Contractor. (Ref. Item no. 6 Appendix)

22. The overall work in value and contents may be increased or decreased without any increase in rates. Additional time shall however be allowed for additional works.

23. The Contractor shall submit detailed bills for complete works periodically. The value of each bill should not exceed the value mentioned in item no. 8 of Appendix to Tender.

24. The time period specified is including that required for the painting works. Painting shall be commenced along with other works.

25. RETENTION: An amount equal to 8 percent of each bill shall be deducted as retention amount. The Bank will retain this amount as a token guarantee against defects in the works. This amount will be released after the completion of the Defects Liability period.

26. SUB- CONTRACTING: Preference will be given to those who will not sub contract the works. In case the contractor wished to sub-contract specific works viz. Carpentry, flooring, false-ceiling, aluminum windows, painting etc., he shall obtain written consent from the Bank before commencing the works.

27. Proper scaffolding with all horizontal members above 6 ½ feet from G/L shall be used for the works of false ceiling.

28. The Contractor shall ensure proper cleaning of the work areas on a daily basis. All drains and pathways shall also be kept clean and operative at no extra cost to the Bank.

29. The following should be noted:

The Electrical installation work shall confirm to the following I.S. Standards (latest additions),

Local Supply Authorities Rules and Regulations, Indian Electricity Act & rules, National Building

code and Fire Safety Norms. All equipment including cables, wires & components thereof

DISTRUBUTION BOARDS This specification covers the design, manufacture, assembly, testing at works, supply, and installation and commissioning of distribution boards at site. The system and accessories shall be complete in all respects and any device not included specifically in this specification, but essential for proper operation of the equipment and also to meet statutory requirements shall deemed to be within the scope of the specification whether it is mentioned in the Technical Specification or not. If the vendor finds that it is required to undertake any work which is not sufficiently defined in this specification, or discovers that this specification conflicts with any other codes, standards and regulations which shall be required to comply, the same shall be clarified in writing from the Owner/Consultant before undertaking work involved for avoiding the delay. CONSTRUCTION The distribution boards shall be fabricated out of 16 SWG sheet steel metal, totally enclosed dusts damp and vermin proof IP52, dead front, and hinged door type of bolted/welded construction suitable for wall or floor mounting. The board frames shall be fabricated using suitable mild steel structural sections or pressed & shaped cold rolled sheet steel of thickness not less than 2.0mm.The frames shall be enclosed by cold rolled sheet steel of thickness not less than 1.65mm, smoothly finished, levelled & free from flaws. Doors & covers shall be made of cold rolled sheet steel of thickness not less than 1.65mm. Stiffeners shall be provided wherever necessary.

BUSBARS The busbar shall be air insulated and made up of high conductivity high strength aluminum or copper bus bars liberally sized with high safety factor for the required rating. The current density shall not exceed 0.8 Amps per sq.mm &1.25 Amps per sq.mm for copper & aluminum respectively. The neutral bus shall be rated for capacity of phase bus unless otherwise stated in schedule of quantities/drawings. However, the minimum size of bars shall be 25mm X 3mm. The neutral busbars shall have adequate number of terminals for all number of outgoing single phase circuits and the holes shall be suitable for multi-strand wires. In the same way suitable earth bus shall be provided inside each distribution board for earthing of the lighting/power circuits and also earthing of distribution board. In case of 3 Phase DB used for single phase outgoing, three independent neutral bars shall be provided. MINIATURE CIRCUIT BREAKERS Miniature circuit breakers (MCB) shall be of heat resistant, moulded type designed, manufactured and tested as per IS-8828. The MCBs shall have inverse tripping characteristic against overloads and instantaneous trip against short circuits. The MCB shall be of fault current limiting device also. The MCB shall be clip on type to the DIN rail. The ON & OFF positions of the switch handle shall be clearly marked. The MCB shall be suitable for operating in an ambient temperature of 45 deg C. without derating. The MCB shall be suitable for 415V, 3 phases, and 50 Hz systems with a fault level of 9-10 KA (RMS) symmetrical. The terminals of MCBs shall be suitable for use with eye lugs. The 4 pole, 3 pole and 2 poles MCBs knobs shall be trunked with adequate strength tandem pin. Each distribution board shall have individual hinged/bolted gasketed doors with suitable screws. Removable conduit entry plates shall be provided at top and bottom of the DB to facilitate drilling the conduit holes at site to suit individual requirements or knock out shall be provided. Protective insulated cover plate shall be provided inside the panel to shroud all the live parts. Only the operating handle of the switch and the operating knob of the miniature circuit breakers shall be projecting outside the cover plate in case of ordinary DB and shall be inside the front door in case of dust tight DB. The unused outgoing gap of DB shall be suitably blanked with PVC plates at no extra cost. The incoming switch terminal should be suitably shrouded to avoid accidental contact. Each outgoing in the MCB DB shall have shrouding between Phases. The distribution board shall be factory wired and assembled and local fabricated DB shall not be accepted. If the Distribution Board shall be triple pole and neutral, four pole isolator shall be provided as incomer and for single phase and neutral Distribution Board; double pole isolator shall be provided. Earth leakage circuit breaker to be provided wherever called for. Suitable label shall be provided to mark the circuit number of outgoings circuits. EARTHING The DB‟ s shall be provided with two numbers brass earthing terminals with suitable nuts, washers, etc., for connecting to earth bus outside the DB. In case of flush mounting DB, these shall be provided inside the DB. PAINTING The DB sheet steel surface shall be pre treated through seven tank process chemically cleaned to remove scale etc., rinsed dried and shall be finished with powder coated paint over two coats of red oxide primer.

TESTS Following factory routine tests shall be performed on the equipment before dispatch. The test results shall be sent along with the supply of DB.

Mechanical Operation

HV test for one minute

Insulation resistance at 500 volt DC before/after one minute HV test. INSTALLATION The board shall be fixed at accessible heights. The boards shall be solidly fixed to walls/partitions, concealed or open as directed. All connections inside the distribution board shall be neatly arranged and tied with PVC strings. The distribution boards shall be suitably earthed. Legend shall be written on D.B. with paint for identification of D.B. & Circuits. 2. CABLES

Cables shall confirm to latest IS 1554-1988. Cables shall be heavy duty, armoured, PVC insulated & PVC sheathed 1.1 KV grade aluminium or copper. Cable shall be fixed with G.I spacers & saddles at an interval of 45cms and on every side of bends. The bending radii of cables shall be as per manufacturer’s instructions and in no case it shall be less than 12 times the overall diameter of the cable. Cable shall be so installed that they are not subject to mechanical damage. If there is a bend in the cable enclosed in a conduit, care has to be taken to prevent undue compression of insulation. This applies also to the top of vertical runs of longer than 5 meters where there could be compression caused by the weight of unsupported vertical cables. Cables may rest without fixing in horizontal runs or ducts or trunking. The cables run in cable trays shall be fixed with cable ties at intervals of not more than 30cms. No joints in the cables shall be permitted unless the cables exceed the standard drum length. Joints if so necessary shall be located in accessible position. Termination of the cables shall be done with heavy duty copper/Aluminium lugs and brass cable glands. Cables laid underground shall be to a minimum depth of 750mm. It shall be ensured that cables laid underground are free of water lines, sewage lines etc. The trenches shall be at least 30cm wide & filled with 10cms thick of layer of dry sand on which the cable shall be laid. Further, 10cms thick river sand layer shall be put on the cable over which a brick layer shall be kept. The trench shall than be back filled with soft earth, rammed and consolidated to original level. Cable route indicators made up of CI shall be laid at intervals of 20 meters and at all change in directions. For cables laid on walls aluminum tags shall be fixed showing the size of the cable and the feeder number of the cable. These tags shall be at each end and at least one or two places at intermediate positions. The mode of measurement of the cables shall be as follows:

For top entry of the cable, the measurement shall be taken up to the bottom of that switch- gear.

For bottom entry of the cable, the measurement shall be taken up to the top of that switch board.

No wastage shall be allowed for measurements.

3. POINT WIRING

A point shall consist of the branch wiring from the distribution board together with a switch as required, including the ceiling rose or pendant holder or swan holder, or ceiling fan box or socket or suitable termination. A point shall include, in addition, the earth continuity conductor/wire from the distribution board to the earth pin/stud of the outlet/switch box and to the outlet points

Supply, installation, fixing of conduits with necessary accessories, junction/pull/inspection/switch boxes and outlet boxes

Supplying and drawing of wires of required size including earth continuity wire

Supply, installation and connection of flush type switches, sockets, cover plates, switch plates, and fixing fan regulator etc.

The point shall be complete with the branch wiring from the distribution board to the outlet point, through switch board, conduit with accessories, junction, pull, inspection boxes, control switch, socket, outlet boxes, ceiling roses, button/swan holder, connector etc.

The rate per point shall include supply, installation, connection, testing and commissioning of point as described under “point wiring”. The measurements of the points will be enumerated.

CONDUITS: Prior to laying of conduits, the contractor shall submit for approval, the shop drawing for conduit layout indicating the route of the conduits, number and size of the conduits, location of junction/inspection/pull/outlet boxes, size and location of switch boxes, number and size of wires pulled through each conduit and all other necessary relevant details. Only after the drawings are approved, the contractor shall proceed with the work of laying of conduits. PVC CONDUITS: All non-metallic PVC conduits shall conform to IS: 9537 (Part - 3). The conduit shall be planed and of type as specified in IS: 9537 and shall be used with the corresponding accessories (Refer IS: 3419 specification for fittings for rigid non-metallic conduits). PVC conduits shall be rigid un plasticised, heavy gauge having 2.0 mm. wall thickness up to 20 mm. diameter conduit and 2.5 mm. wall thickness for all sizes above 20 mm. diameter METAL CONDUITS: Conduits shall conform to IS: 9537 (Part - 2), finished with galvanized surface. No steel conduit less than 25 mm. in diameter shall be used. Conduits shall be solid drawn of lap welded type, with minimum wall thickness for conduits having 25 mm. and above diameter The conduits shall be delivered to the site of construction in original bundles and each length of conduit shall bear the label of manufacturers The conduit accessories such bends, coupling etc. shall be conforming to the relevant Indian Standard specification. 4. SWITCH FUSE UNITS

Switch Fuse Units shall be have sheet metal or iron clad with HRC fuses as described in schedule of quantities. SFU complies to IS: 4047. The unit shall be of robust construction of standard specified make, design to withstand adverse working conditions. It shall have quick break type mechanism with ON and OFF position indicators of the operating handle. The switch shall be interlocked so that the unit cannot be opened in ON condition. The interior shall be so arranged that clearance from live parts is adequate and shrouded. Manufacturer's instructions shall be followed for installation of switch fuse units. The switch shall be solidly earthed. The switch shall be mounted on walls on angle iron support grouted to wall. The supports shall be treated for rust treatment & painted with 2 coats of synthetic enamel paint. The height of the switch-board shall be such that it is accessible for operation & maintenance.

5. POWER PANELS The Power panels shall be fabricated from MS sheet steel 16 gauge and shall be of compartmental design. The main supporting framework shall be of angle iron or of heavier gauge sheet metal. The panel shall be self-supporting design, dust and vermin proof, dead front and fully inter locked with isolating switches. The panel-mounted switches shall have Interlock defeat for testing and inspection. The board frames shall be fabricated using suitable mild steel structural sections or pressed & shaped cold rolled sheet steel of thickness not less than 2.0mm.The frames shall be enclosed by cold rolled sheet steel of thickness not less than 1.65 mm, smoothly finished, levelled & free from flaws. Doors & covers shall be made of cold rolled sheet steel of thickness not less than 1.65 mm. Stiffeners shall be provided wherever necessary. The panel shall be powder coated comprising of seven tank pre treatment, degreasing and de-scaling in sulphuric acid etc & shall be finished with powder coated paint over two coats of red oxide primer powder coating synthetic enamel paint for smooth finish. The color of paint shall be battle-ship grey or as directed. The panel shall be designed so as to facilitate inspection, cleaning and repairs. The clearance between phase to phase and phase to earth or metal parts shall be as per relevant IS standards. The metering instruments like volt meter, ammeter etc. shall be flush mounted and shall be of 1.0 class accuracy and of standard design size shall be 96 mm x 96. All indication lamps shall be of LED type. The busbars shall be air insulated and made up of high conductivity, electrolytic aluminum complying with the requirement of IS 5082:1981 and shall have a fault withstand capacity of 50 KA/1 Sec. The current density shall not exceed 0.8 amps per sq.mm &1.25 amps per sq.mm for copper & aluminum respectively all busbars shall be fully screened by means of PVC sleeves in their own compartment running throughout the length of the Panel. Suitable allowance should be made for bus expansion. The panel shall have separate cable ally and a bus bar chamber. The bus bars shall be rigid hard drawn tinned electrolytic copper wherever specified & sleeved with heat shrinkable sleeves. The current density shall not exceed 1.25 Amps per Sq.mm and the neutral bus shall be rated for capacity of phase bus unless otherwise stated in schedule of quantities/drawings. However, the minimum size of bars shall be 25mm X 3mm. Minimum electrical clearance shall be maintained between phases, neutral and body as per IS 4237:1982.All Incoming / outgoing feeders shall have neutral link of appropriate capacity in the compartment of switching device. Wiring inside the switchgear shall be carried out with 1100 V grade, single core PVC insulated, stranded copper conductor wires.

Minimum size of conductor for power circuit is 4.0 Sq.mm.

Minimum size of conductor for control circuit is 1.5 Sq.mm.

The size for CT circuit wiring should be of 2.5 Sq.mm.

The Panel shall be tested at site before commissioning. The Panel drawings shall be got first approved from Consultants before taking up for fabrication. All wiring inside the panel shall be done with switchboard copper conductors/cables solid copper links. The insulators for supporting the Bus-Bars shall be epoxy based cast resin. All hinged doors shall be earthed with flexible braided copper earth. An earth bus of copper shall be fixed along the length of the panel at the lower section. Adequate ventilation for the panel shall be provided. Logic diagram of operation of switches shall be painted on the panel. The name plates for each feeder shall be of engraved design and pasted to the respective switch gear. The letters shall not be less than 10mm size for individual feeders and not less than 18 mm for the main feeders. All switchgear to be mounted in the panel shall be as per schedule of quantities. MCCBs MCCB shall in general conform to IS: 13947 part-II, All MCCB shall be of P2 duty. MCCB shall be flush mounted on the AC/DC distribution boards. MCCBs shall be provided with thermo-magnetic type release for over current and short circuit protection. The setting of the thermal release shall be adjustable between 75% to 100% of the rated current. The magnetic release setting shall be adjustable between 300% to 600% of the thermal release setting at site. MCCBs shall also have 2 NO and 2NC auxiliary contact either built-in or using auxiliary switch for purchaser’s use MCCBs shall be manually operated. The operating handle should give a clear trip indication. Miniature circuit breaker (MCB) shall conform to IEC: 898-1987 and IS: 8828. The MCCBs shall comprise single units of triple pole construction & shall be rated for 500 Volts AC. All live parts shall be totally enclosed in a heat resistant moulded insulating material housing. Operating mechanism shall be quick make, quick break & trip free type. INSTRUMENT TRANSFORMERS All CTs will be dry type. All current and voltage transformers shall be completely encapsulated cast resin insulated type suitable for continuous operation at the temperature prevailing inside the switchgear enclosure, when the switchboard is operating at its rated condition and the outside ambient temperature is 50C. All instrument transformers shall be able to withstand the thermal and mechanical stresses resulting from the maximum short circuit and momentary current ratings of the associated switchgear. All instrument transformers shall have clear indelible polarity markings. All secondary terminals shall be wired to a separate terminal on an

accessible terminal block where star-point formation and earthing shall be done. All CTs utilized in metering circuit will be of class 1.0 & burden of 10 VA minimum wherever not specified. All CTs utilized in protection circuit will be of class 5P10 & burden of 10 VA minimum wherever not

specified. All CTs shall be earthed through a separate earth link.

6. EARTH PITS

The Earthing station shall be done as per latest IS 3043 (1987) and as per drawing no. E1. The earth pit shall be at least 2.5 Mtrs. deep with GI Plate electrode. The GI plate electrode shall be hot dipped of 600mm X 600mm X 6mm thick. The size for copper electrode shall be 600 X 600 X 3mm thick, an alternate layer of salt and charcoal shall be filled up to 200mm above the top of the electrode. The electrode shall be connected with 25mm X 6mm thick GI Flat which shall be terminated with nuts and bolts into brick masonry chamber on top. The brick masonry chamber shall be of size 300mm X 300mm X 300mm deep which will carry the funnelling arrangement for watering. A GI Flat of 25mm X 3mm from brick masonry chamber to the switch gear inside the switch room shall be laid underground and/or fixed to walls and the rate for this shall be paid as a separate item.

7. EARTHING SYSTEM

All main earth conductors above the ground level shall be painted with two coats of enamel paint. The following colour code has to be followed: (a) Main body earth bus - Green colour (b) Main neutral earth bus - Black colour (c) Lightning protection earth bus - Red colour or as preferred by Owner/Consultant. Earthing system of equipment earthing, neutral earthing and lightning protection earthing should not be mixed together above the ground. These systems/connections shall be tested in accordance with IS 3043-1987. Earth resistance of the individual system shall be measured after connecting all the electrodes to the bus and the combined value shall be minimum of 1 ohm (One ohm).

8. ELECTRICAL FIXTURES

All lighting fittings shall be complete with accessories & fixtures necessary for installation whether so detailed under item description or not. Fixture housing, frame or canopy shall provide a suitable cover for the fixture outlet box or fixture opening. Fixtures shall be completely wired & constructed to comply with the regulations & standards for electrical lighting fixtures, unless otherwise specified. Fixtures shall bear manufacturer’s name & factory inspection label unless otherwise approved. Wiring within the fixtures & for connection to the branch circuit wiring shall be not less than 1.5 Sq.mm copper for 250 Volt applications. Wire insulation shall suit the temperature conditions inside. Metal used in lighting fixtures shall be not less than 22 SWG. Or heavier if so required to comply with specification of standards. Non-reflective surfaces & trim shall be finished in baked enamel paint. Fixtures with visible frames shall have concealed hinges & catches. Recessed fixtures shall be constructed as to fit into an Armstrong /Gypsum/POP false ceiling. Detail catalogue or ,if so required by the architects, sample fixtures

shall be submitted for approval to the Architect /Consultants. Shop drawings for non-standard fixtures shall be submitted for approval to the Architects. INSTALLATIONS Fixtures shall be installed at mounting heights as detailed on the drawings or as instructed on site by the Architect/Consultants. Fixtures or fixtures outlets boxes shall be provided with hangers to adequately support the complete weight of the fixture. Design of hangers & methods of fastening shall be submitted to the Architects for approval prior to execution at site. All fluorescent lighting fixtures shall be fixed with down rods or on round blocks as stated in schedule of quantities. The down rods shall be 20 mm dia and 1.6mm wall thickness of ERW black enamelled MS. The down rods shall be fixed with ball and socket joints check nuts etc. Lighting fixtures shall be mounted on round block in case of wall mounting. Fixtures like down lighter, spot lights etc. shall be fixed to the false ceilings as per manufacturer's recommendations.

9. POWER FACTOR CORRECTION PANEL The power factor correction panel shall be fabricated from sheet steel & powder coated. The panel shall be compartmentalized with tinned copper bus bars TPN as described for power panels. The capacitor housing should be well ventilated. The power capacitors shall be APP type, low loss, 3 phase, delta connected & self discharged type. The power factor control shall be done by automatic power factor control relay for controlling the power factor within the set limits by auto switching of required capacitor Banks. The required Capacity /P.F Banks shall be as per schedule of quantities. The P.F. shall be automatically corrected to near Unity. The C.T. ratio given in the Schedule/diagram is indicative. The same shall be matched for correct operation depending upon the operating load. The relay shall be totally microprocessor based for setting the desired target power factor band. The APFC relay shall have indications like power ON, low current etc & shall be of required stages as per schedule of quantities. The P.F Panel shall have Auto Manual switching facility. The general specification shall be as follows:

Systems supply voltage 415 volts.

C.T. secondary rating 5 A, 5 VA Burden.

Output switching capacity 5A at 230 V AC & 2A at 440 V AC, Operating temperature, 10 degree Centigrade to 50 degree Centigrade. Accuracy better than 1%.

10. TESTING OF ELECTRICAL INSULATION

The following tests shall be carried out after completion of the electrical insulation work. Insulation Resistance Test. The insulation resistance shall be measured by applying between earth and whole system of conductors or any section thereof with all fuses in place and all switches closed (except in earthed concentric wiring) all lamps in position & both poles electrically connected together, or direct current pressure of not less than twice the working pressure, provided that it need not exceed 500 volts for medium voltage circuits, be applied. Where the supply is derived from 3 wires DC or Poly phase A.C. System, the neutral pole of which is connected to the earth either direct or through added resistance, the working pressure shall be deemed to be that which is maintained between the phase conductor and the neutral. The insulation resistance measured in mega ohms between all conductors connected to one pole of phase conductor of the supply and all the other conductors and switches in off position its value shall be not less than as specified below: The insulation resistance measured in mega ohms shall not be less than 50 mega ohms divided by the number of outlets or when PVC insulated cables are used for wiring, 12.5 mega ohms divided by the outlet subject to a minimum value of 1 mega ohm. A preliminary and similar test may be made before lamps etc. are installed and in this event the insulation resistance to earth shall not be less than 100 mega ohms divided by the number of outlets or when PVC insulated cables are used 25 mega ohms divided by the number of outlets subject to a minimum of 1 mega ohm. Polarity Test of Switches. In a 2 wire system a test shall be made to verify that all switches in every circuit are fitted in the same conductor throughout and such conductors shall be labelled or marked for connection to the phase conductor or to the non earthed conductor of supply. In a 3 wire or 4 wires insulation a test shall be made to verify that every non linked single pole switch is fitted in a conductor which is labelled or marked to one of the phase conductor of supply. Earth Continuity Test. The Earth Continuity Conductor including metal conduits and metallic envelopes of cables in all cases shall be tested for electric continuity and electrical resistance of the same along with the earthing lead but excluding any added resistance or earth leakage circuit breaker measured from connection with earth electrode to any point in the earth continuity conductor in the completed insulation shall not exceed 1 ohm.

TESTING AND COMMISSIONING The scope of work for testing and commissioning of the total installation shall be for the capital equipments like transformers, switchgears, cables etc., and also for the associated equipments like relays CTs, PTs, etc.The scope of work for testing and commissioning of electrical equipment for the above shall include but not be limited to the following:

Providing sufficient number of experienced Engineers, Supervisors, Electricians so that the installation can be commissioned in stipulated time.

All the instruments, tools and tackles required for carrying out the testing and commissioning shall be provided by the bidder.

The testing of electrical equipment shall be carried out as per the relevant Indian Standards/Code or Practices/Manufacturer's instructions.

Cleaning of electrical equipment, contacts cleaning and greasing etc. All the equipment and material required for above shall be supplied by the bidder.

Correcting the panel/equipment wiring for proper functioning of the schemes required / called for.

Installation and wiring of additional equipment on panels like auxiliary contactors, timers, etc., which may be additionally required for proper functioning of the schemes.

Checking of equipment earthing and system earthing as a whole.

Testing of all the cables.

Co-ordination with other contractors for testing and commissioning of interface cables. TESTS TO BE CONDUCTED

All tests shall be performed in the presence of the bidder and customer/consultant. For all types of visual inspections, checking, pre-commissioning, commissioning test and acceptance tests, IS Code to be followed for the tests given therein in addition to the instructions in this technical specification. The intention of giving the few test procedures, described below, is to provide a guideline for the bidder. However, bidder shall not restrict themselves in carrying out only the tests described in this document.

Bidder shall submit their proposed test procedures for approval and shall not commence testing such approval is given.

Bidder shall check and test all electrical equipment and systems installed and supplied them, including equipment supplied by the Owner.

Bidder shall supply all necessary test equipment and personnel both craft and supervisory to carry out the work without danger to personnel or damage to equipment.

Bidder shall ensure that no tests are applied which may stress equipment above the limits for field testing recommended by the manufacturer. Bidder shall be responsible for any damage to personnel or equipment resulting from improper test procedure.

All defective materials furnished by the bidder and defects due to poor workmanship revealed through field testing, shall be corrected at bidder expense without affecting the completion of the project.

Client/Consultant reserves the right to interpret and approve all test results prior to energization of circuits or apparatus.

Bidder shall visually inspect all equipment for defects immediately upon arrival at site including those supplied by the Owner.

MECHANICAL CHECKOUT After installation, but before any power supply is connected, the contractor shall make a complete mechanical check of all installed electrical equipment and systems. This shall include but not being restricted to the following:

Check equipment numbers against drawings/documents.

Check name plates of transformers, switchgears, etc., for conformity with the data given in the drawings and specifications.

Check all equipment bus joints and connections for tightness.

Check all cable and wire connections for tightness.

Check phase sequence.

Check all bushings/insulators to ensure they are clean and un-chipped. Inspect tank cooling tubes and radiators for leaks.

Check silica gel for dryness where breathers are supplied. If the colour of the silica gel is pink, remove from the breather and dry out following manufacturer's recommended procedure, until a light blue colour is restored and replace it.

Check valve in the connecting pipe between the conservator and transformer tank to ensure that valve is in 'open' position.

Check interlocking on access doors for mechanical and electrical safety. Check that key and electrical interlocking system functional and accomplish their purpose.

Check all plugs in contacts for alignment and 'grip'.

Check all contactors for free manual operation.

Remove all locking devices installed for shipment.

Check all the coils for their continuity and proper voltages.

Check the arc chutes, arcing horns, main contacts of breakers are clean and undamaged. Check the carriages ride smoothly and reliably on their guide rails. Check for proper operation of circuit breaker operation mechanism, controls and adjustments.

Check the fuses are correctly rated and installed are clear, undamaged and fit for operation.

Check all relays and instruments are clean, correctly connected and undamaged. Check test plugs are installed in all protective relays. Check relays for free manual operation, if applicable.

Check instrument transformer ratings against drawings. Check for proper installation and connection.

Check interlock and auxiliary devices and the operation of the circuit breaker with the protection relay circuit.

Clean the equipment by vacuum cleaner before energizing. EARTHING

Bidder shall test the buried earth grid and shall record the values. Bidder shall inspect and test all earthing work carried out by him, including all

interconnections between ground loops, grounding of equipment and ensure all connections are permanent and that the earthing circuit is continuous.

Bidder shall measure and record earth resistance at various earth connection points. SWITCH GEAR

Switchgears rated 433 volts or more shall be tested with a 1000 volts megger.

Auxiliary wiring rated less than 415 volts shall be tested with a 500 volts megger.

All protective relays shall be tested at sufficient points to establish their proper functioning in accordance with the manufacturer's specification and curves.

Operation checks and functional checks on all switchgear panels.

For current transformers insulation test, polarity test, ratio test, secondary injection test, operating current check, service setting in consultation with Client/Consultant.

For potential transformers, ratio test, insulation test, etc.

Contact resistance for breaker contacts between male and female. WIRES AND CABLES

Continuity testing of all cables.

Wires and cables rated 433 volts or more shall be tested with a 1000 volts megger. Cables rated less than 433 volts shall be tested with a 500 volts megger.

No wires or cable having resistance between conductors or between conductors and ground of less than 100 Meg ohms shall be accepted.

FUNCTIONAL TESTING All circuit breakers, contactors, relays, remote devices, etc., shall be checked for its operations. PUBLIC ADDRESS SYSTEM

The scope of work under this head shall include designing supplying and installing of Public Address System. The work under this system shall consist of furnishing all materials, equipment’s and appliances and labour necessary to install the said system, complete with Speakers, Amplifiers, Mike and Zone selection Panel. The PA system is designed to serve the multipurpose of playing music, making general announcement or to transmit the fire tone under fire condition.

The Speakers shall be distributed in the entire floor and shall be configured in different zones. The announcement can be made in zone wise or to all the speakers simultaneously in ALL CALL mode. Fire Alarm shall be announced immediately on receipt of Fire signal from the panel to all zones.

AMPLIFIERS

All amplifiers shall be mixing type for combining speech and music. The power amplifiers shall have adequate continuous (RMS) power output to meet the requirement of the configuration. The unit shall be capable of delivering the rated output watts with less than 0.05% harmonic distortion in the design bandwidth. The amplifier shall have a broad band frequency response of 20 Hz to 20 KHz. The output voltage and impedance shall meet with the system requirements. Amplifiers shall be protected against over loads and output shorts and a special thermal overload on the heat sink.

The distributed audio amplifiers shall be magnetically coupled switch mode type with two input signal sources selectable manually or automatically by the fire alarm system. Output wattage shall be as shown in the schedule of work or as required to meet the needs of the PA system.

Power as well as audio amplifiers shall be mounted in suitable wall mounted/floor standing enclosures.

SPEAKERS

Speakers shall be especially designed for broadcasting high quality, integrated emergency fire alarm signals and voice communications and approved by an appropriate authority for use in such situations. Speakers shall be ceiling or Column mounted as shown in the schedule of work and shall be completed with mounting brackets accessories etc. Speakers shall be in wooden or metal enclosures. Speakers shall be of high efficiency yielding maximum output at minimum power across 200 – 12000 Hz frequency ranges. Speakers shall have a line-matching transformer for direct connection to amplifiers with multiple taps. Speakers shall be mounted in a rugged metal housing with vandal resistant grille if specified. Speakers shall be interconnected in the zone configuration.

WIRING

PA system wiring shall be done with cable in minimum 20 mm dia PVC conduit including termination complete as required. The speakers in each zone are connected in parallel and are connected to the respective output. The cables from each zone are separately routed and terminated in the Panel.

CCTV SYSTEM

The work under this system shall consist of design, supply, installation, testing, training & handing over of all materials, equipment’s and appliances and labor necessary to commission the said system. The CCTV System shall comprise of fixed dome Cameras, Fixed C-mount Cameras and Hi speed dome Cameras with Video encoder and power supply units, monitoring stations. All recording shall be done in Network video recorder through network switch available in control room. It shall also include laying of cabling, necessary for installation of the system as indicated in the specification and Bill of Quantities. Any openings/chasing in the wall/ceiling required for the installation shall be made good in appropriate manner. The software for Access control and CCTV system shall run on a single platform.

DOME CAMERA

The Fixed Dome camera unit shall be 1/3” interline Sony Super HAD CCD type Color with a sensor array of 752 x 582.It supports a frame rate of 25 fps. It shall be possible to use lenses of 3.5 - 9 mm. The complete unit shall be housed in a dome and base unit, both preferably made from injection moulded plastic. It shall be possible to adjust the camera head inside the dome in both the planes so that it can be wall or ceiling mounted. The camera shall operate on Power over Ethernet and as well as support 12 volts D.C.

FIXED C MOUNT CAMERA

The High-Resolution Day Night Camera shall be of 1/3”SONY Progressive Scan CCD type, compact of rugged design and shall employ solid state circuitry. The camera shall deliver clear, high resolution color picture without geometric distortion. The High-Resolution Day Night Camera shall have a minimum of 480 TV lines of resolution utilizing an effective pixel count of no less than 752 (H) x 582 (V) PAL. The Camera shall comply with the enclosed datasheet.

OUTDOOR HIGH SPEED DOME CAMERA

The Dome camera system would be consisting of a 1/4” image format, DSP color CCD camera with a 36X Optical zoom and 12X digital zoom auto-iris lens delivering the power of 432X zoom to ensure that the finest details are captured. The Unit shall have a camera with 480 TV lines and auto focus lens, a high-speed pan/tilt in a dome enclosure. The enclosure for outdoor pan

tilt dome camera shall be weatherproof and constructed from die cast aluminum. The High speed dome shall have an integral RS-485 communication channel for direct control via the Digital Video Recorder.

The auto dome shall contain an integral 360-degree pan/tilt device. This variable speed pan/tilt shall be capable of operating in the manual mode to speeds up to 300 degree per second (variable speed). The camera shall operate on 24 volts A.C. The auto dome system shall be compatible with the Network Video Recording software.

LENS

The Lenses shall be Fixed/ Varifocal Lens type. The lens should not be made from plastic. The lenses shall be auto iris type with internal spot filter

HOUSING

The Environmental Camera Housing shall include, as a minimum, the following features/ functions/ specifications:

ACCESS CONTROL SYSTEM

The work under this system shall consist of design, supply, installation, testing, training & handing over of all materials, equipment’s and appliances and labor necessary to commission the said system, complete with Door controller, Smart card reader, Electromagnetic locks, Magnetic contact and Emergency Release switch. It shall also include laying of cabling, necessary for installation of the system as indicated in the specification and Bill of Quantities.

The Environmental Camera Housing shall incorporate a side-hinged lid to provide easy access to the camera and lens for trouble-free installation and servicing.

The Environmental Camera Housing shall be purpose aluminum camera housing complete with anti-reflective ABS polymer sunshield‚ plexi-glass face-plate with polycarbonate front and rear.

The Environmental Camera Housing shall be totally protected from dust and strong jets of water, and must have an International Standards IP Protection Classification of sixty- six (IP66).

The Environmental Camera Housing shall utilize three (3) weatherproof cable entry glands on the rear of the housing to allow for easy installation of power, video and control cables.

The Environmental Camera Housing manufacturer shall offer the housing with factory installed sunshield, heater, and blower and prepackaged with a wall mount.

The Environmental Camera Housing shall have a removable camera sled that can be secured along any position in the housing.

DVR

DVR/NVR box shall be used to record the video streams which are viewed and monitored .The video streams shall be recorded based on the control setting assigned by the administrator using video surveillance control software. Control room and other clients shall be able to access the recorded video streams. The DVR shall support simultaneous play back and recording at full duplex operations. It shall provide the High quality recording storage and play back of images. It shall support integration with LAN to provide central management and shall operate on Window/Linux OS.

Any openings /chasing in the wall/ceiling required for the installation shall be made good in appropriate manner.

The Access Control System (ACS) as outlined in the tender document shall be used to control the flow of authorized personnel through the secured access area of the facility. Individual access cards shall be issued to all the employees. The system shall authorize entry only after the card read by the smart card reader is validated with respect to door, time & day of the week. For authorizing an exit, the system shall verify the validity of the card read by the reader and release the door lock. The document shall provide an outline of the various parameters that are specified, as minimum requirements, with respect to various hardware & software components required for the implementation of an integrated security & access control system. This document together with the detailed schedule of quantities for the site forms the basis for the tender issued.

SOFTWARE

The ACS Software Server shall be configured to be located at the Central integrated software. The ACS Software server shall operate on Windows 2000/XP/2003 Server Platforms. The Server shall consist of various managers that are assigned specific functionalities logically grouped together and shall control all access to the database. The ACS Software Server shall be designed for unattended execution and should not have any user interface.

CARD READER

The Smart card reader shall be suitable for both indoor and outdoor applications. The reader shall support wiegand format for communication. The reader shall be capable of reading the card without physical contact. The card reader shall only read the card data & pass it on to the controller for validation. The card reader, on its own shall not take any decisions. It shall have audio-visual indications, which shall be controlled by the node controller. The reader shall be compatible with the smart card quoted.

SMART CARD

The Smart Card shall mean contact less smart card. The card shall be read without a direct contact on the smart card reader. The smart card shall carry the facility code & the card number. The card numbers shall be unique to each card & the systems at each facility shall permit access only to select card numbers, based on the programming. The card data structure shall ensure unique facility code (not issued to any other facility anywhere in the world) and cards numbers shall be programmed from 1 to 100,000 expandable to 10, 00,000 if required.

ELECTROMAGNETIC LOCK

The Electro Magnetic Lock (EML) shall mean a locking mechanism that works on the principle of electromagnetic attraction. The EML shall be installed single swing flush doors. They shall be fail - safe, in case of failure, shall allow the door to be opened freely. The door controller shall control the EML.

PUSH BUTTONS

Fitted with one (1) normally open and one (1) normally closed contacts rated to carry and breaks 6 Amps at 415 Volts (10 A at 240 V AC). Push button station, suitable for indoor/outdoor installation and shall comprise two push buttons via 'START' and 'STOP' for control of non-reversible motors with on indicating lamp. FIRE ALARM SYSTEM

Supply, installation, testing & commissioning of Intelligent Analog Addressable Fire Alarm System in accordance with the specifications, drawings & schedule of quantities. Microprocessor based addressable and intelligent (analog), fire detection and alarm system complete with addressable, intelligent (analog) heat and smoke sensors, Addressable Manual call point and hooters. The distributed Intelligent Fire Alarm Control Panel (FACP) shall function as fully stand-alone panel. FACP shall have its own microprocessor, software and memory complying with BS5839 Part 4 (1995) and should bear CE mark.

FIRE ALARM PANEL

An Intelligent Analog Addressable Fire Alarm System (IFAS) shall be provided to effect total control over the life safety services required in the building. The IFAS shall be of the analog addressable, distributed processing, real time, multitasking & multi-user type. The system shall be provided with Addressable and Analog fire alarm initiating, annunciating and controlling devices. The addressable and intelligent system shall be such that smoke sensors, thermal sensors, manual call points, etc. can be identified with point address.

IFAS shall operate on 230 V AC supply & Smoke detectors shall be powered using the IFAS based smoke detection circuits. Devices shall receive power and communication from the same pair of conductors. IFAS shall provide for resetting smoke detectors, fault isolation and sensor loop operation. It shall be possible to mix different fire devices within the same loop to optimize field wiring.

Provide alarm indication of INDIVIDUAL sensors. Systems that provide alarm indication on a zone basis alone shall not be acceptable. Panels should provide for detector pre-maintenance alarm indication for dust accumulation. The panel should check each detector once every 24 hrs. Based on the site condition the user should have the discretion to either clean the detector immediately or manually change the alarm threshold level on the panel (by programming) after ascertaining that it is a pre-maintenance alarm and not a developing alarm condition at the site.

Setting smoke sensor sensitivity remotely (from the Intelligent Fire Alarm System) to either high sensitivity manually or on a pre-programmed sequence e.g. (Day / Night) period. The panel shall regularly supervise all the sensors and devices on the loop and initiates fire or trouble alarm whenever required.

The IFAS shall process the true continuous analog signal from the sensors. System using step setting to represent analog signal will not be accepted. Whenever the detector reaches the alarm threshold, the detector should send a dynamic analog value corresponding to the temperature / smoke density level for display in the panel. An alarm condition shall be sensed at the central panel when an analog sensor reports a value greater than the threshold value. Each thermal detector shall be individually accessed from the panel and asked to display the actual temperature sensed by it.

The pre-alarm level for thermal detector and smoke detector shall be user defined. When the pre-alarm level is reached the panel signals warning at which moment the actual temperature / analog value corresponding to the pre-alarm smoke density level shall be displayed.

When an alarm condition is sensed at the control panel from a smoke or heat detector, a delay time is started. If the sensor is still in alarm after the delay time expires, an alarm condition is reported. The delay time shall be adjustable from 0 to 990 secs.

Each detector shall use the minimum of power for economic circuits, so that it shall have capacity to connect 126 devices per loop. These devices can either be Smoke / Heat sensors or Monitor / control Modules. However only 100 devices are to be connected to one loop and the rest will be for future expansion.

Software zones shall be circuited and protected by Fault Isolation Modules such that in the event of a zone / loop short-circuit not more than twenty (20) devices shall be left non-functional. Monitor Modules shall be provided to monitor and address Manual Pull Stations and other contact type input devices.

The panel should have an 80 character backlit LCD display which shall display date, time & description for Analog Sensors to indicate alarms and trouble situations. This display is to be utilized by the panel to display various information as per design. LCD display at the IFAS shall be provided to indicate point in alarm or trouble. It shall be possible to command test, reset and alarm silence from the FACP. IFAS switches shall allow authorized personnel to accomplish the following independent of the central console.

The LCD display shall indicate the loss of AC power condition and the printer shall record the same. Following restoration to normal AC power, the fault indicator shall be reset, and the printer shall record the same. The LCD display shall indicate the loop in trouble and the printer shall record same. Fault isolation of fire zones shall be provided to enable part of a fault-tolerant loop to continue operating when a short occurs on the loop. Fault-isolation module shall have a LED that latches to indicate a short on the loop.

Perform a walk test function such that an operation can be periodically checked out for all initiating devices. As each device is placed into an alarm condition the IFAS shall print the condition and automatically reset the device. No audible signals shall be initiated from the zone to prevent disruption of building occupants. If a zone is inadvertently left in the walk test mode, it shall automatically reset to normal after the idle time is exceeded.

The memory data for panel configuration and operation shall reside in non-volatile memory (EEPROM). Removal of the board shall not cause loss of memory. IFAS shall provide general purpose inputs for monitoring such functions low battery or AC power failure. IFAS shall provide password protection and programmable outputs, which can operate relays or logic level devices. Each IFAS shall have a battery backup.

Programming functions shall include alarm / trouble type assignment, point descriptor assignment, alarm message assignment, etc. Data file for the LCD display and a printer shall be stored in EEPROM. Programming may be carried out from the panel key board or utilizing PC setup software via laptop / desktop computer.

DETECTORS

Each detector shall incorporate indicator “LED” at the detector which shall blink during normal condition and light up on actuation of the detector to locate the detector which is operated. The detector shall not be affected by a failure of the response indicator lamp.

All detectors shall be fitted with plug-in system type connections only, from the maintenance and compatibility point of view.

2. The detector shall so designed as to be resistant to environmental criteria such as air currents, humidity, temperature fluctuations, and pressure and shall not cause false alarm due to the above conditions in normal working atmosphere.

An alarm release shall not effect a detector’s good functioning. After resetting the alarm, the detector shall resume operations without readjustment of any kind.

Intelligent smoke sensors shall be of the photoelectric type. Smoke sensors should be of the solid state type, addressable, and capable of sensing smoke density of particles of combustion. Smoke sensor’s sensitivity shall be capable of being adjusted at the central console, to work in conjunction with the Fire Alarm Control Panel, for the appropriate purpose. Sensors shall be capable of performing the required transmission of analog smoke density values, alarm delay, pre-alarm maintenance condition and alarm condition at the fire alarm panel. Two LEDs shall be provided on opposite sides of sensor head for 360° viewing angle. The detector address shall be programmed by a hand held programmer or a decade switch. DIL switch or Punched cards are not acceptable.

Under fire condition, presence of smoke shall trigger the circuit of the detector and shall send a signal to the control panel. All fire sensors shall mount on a common base to facilitate the changing of sensor type if building conditions change. The base shall be incompatible with conventional detectors to preclude the mounting of a non-intelligent device.

Photoelectric smoke sensors shall contain an optical sensing chamber. Ionization smoke sensors shall contain a unipolar dual chamber.

Temperature sensor will provide temperature measurement when it reaches pre-alarm in normal course. However the operator has the option of calling up the temperature measured by the specific detector as and when required. Secondary response indicator shall be provided outside the closed room for indication through any of the detectors in the room. The fault isolator device shall detect and isolate a short-circuited segment of a fault tolerant loop. The devices shall automatically determine a return to normal condition of the loop and restore the isolated segment. Devices shall be placed every 20 detectors / modules / field devices to limit the number lost on the event of short-circuit.

MANUAL CALL POINT

Under normal conditions push button shall be in the depressed condition. In the case of fire when the glass cover is broken the push button shall be released by the spring action and shall actuate an alarm at the control panel through its switching contacts. In additions to this, there shall be a LED indicator on the monitor module for visual indication to locate the call point easily. The manual stations shall be the non-coded resettable key insert type general alarm devices, painted red and suitable for surface for surface or flush mounting. Manual stations shall be interfacial to a monitor module that is addressable. The manual station shall have normally open fire alarm and annunciator contacts and these contacts shall close on activation. Contacts shall remain closed until station is manually reset.

INTRUDER ALARM SYSTEM

The Intruder Alarm System should consist of a Control Panel, dual Tech Movement Detectors, Magnetic Contacts and Sounders meeting the following specifications.

CONTROL PANEL

The control panel shall be computerized with 30 input zones, 15 remote outputs, Analog Multiplexed Security Controller. The system shall be capable of handling 34 General Users, one Master User and one Engineer User with 4 digit codes. Each user is identified by his number and name.

The Analog Multiplexed Security Controller shall have a 20 character LED display for indicating system status, alert messages etc. The monitored zones shall be networked to the control panel via four zones and one output Line Encoder Modules. Facility is provided for enabling / disabling of zones. The controller shall have a provision for entering and displaying description of zones.

The controller shall be capable of connecting Remote Keypads display units for remote operation. The controller shall have a Walk Test facility to ensure that all zones and their associated detectors are working correctly. The controller shall also be capable of testing the sounders. The detectors, Line Encoder Modules, Remote Keypads and other Devices shall be connected to a system on a single Multi Core Cable Bus to avoid individual cabling of zones. The system shall have a Buffer memory of 300 events and log each event with exact date and time. The controller should have Serial Port for connecting to a computer.

A controller shall work on 220 / 240V AC power supply. The controller shall also have a built in battery backup. The memory inside the controller shall be backed up by a Ni Cad battery. The controller shall have 3 nos. of 2 A. 12V DC reply, 5 nos. of 250 mA. Drivers should work effectively from -10° c. to + 45° c. and 0 to 90% of humidity. The system shall be totally tamper proof and activate an alarm if the control panel is opened, the sensors tampered with or if the system cables are cut even in the disarmed state.

INFRARED DETECTORS

The detectors shall be of High quality, ultra-low noise dual-element pyro electric sensor for long term stability and maximum immunity to thermal disturbances. The detectors shall be sealed in PYRO electric chamber to protect against false alarms due to insects and air currents.

The detectors shall have switchable walk test LED. LED selector to disable walk-test LED after installation. Temperature- Compensation circuitry automatically stabilizes the detection range at all operating temperatures. The detectors shall have advanced RF filtering techniques to protect against RF interference up to 1000 Mhz. and visible light filter to protect ambient light variations.

The detectors shall have dual look down “creep zones” for extended protection directly under the detector and Programmable pulse counter protects against all types of environmental disturbances, making false alarms virtually obsolete. They shall have Anti-tamper switch and Calibrated vertical adjustment scale enables adjustment of vertical pattern coverage to 12 downward, allowing installation up to 12 ft. in height.

FIRE FIGHTING SYSTEM – WET SPRINKLER

The design and installation of a hydraulically calculated automatic wet Sprinkler system complete and ready for operation at mentioned premises. Installer Reliability: The installer shall possess a valid State of fire sprinkler & Contractor’s license. The installer shall have been

actively and successfully engaged in the installation of commercial automatic sprinkler systems for a minimum of three similar Projects. Materials and Equipment: All equipment and devices shall be of a make and type listed by UL, FM, or other nationally recognized testing laboratory for the specific purpose for which is used. All materials, devices, and equipment shall be approved by the Consultant / Client.

Submittals: Submit as one package in accordance with NFPA 13-2007, Sample and Shop Drawings. Prepare detailed working drawings that are signed by the PMC / Consultants. As Government review is for technical adequacy only, the installer remains responsible for correcting any conflicts with other trades and building construction that arise during installation. Partial submittals will not be accepted. Material submittals shall be approved prior to the purchase or delivery to the job site. Suitably bind submittals in notebooks or binders and provide index referencing the appropriate specification section.

PIPING FITTINGS

Sprinkler systems in accordance with NFPA 13-2007. The pipes used shall be galvanized heavy ERW Pipes as per IS 1239, with heavy duty G.I threaded or Socket Weld fitting used for pipe size up to 50 NB & below; and using butt welds for 65 NB & above. Supports used shall be of G.I materials clamps & full thread GI stud rods (Hi–Tech) Screwed type anchor fasteners only shall be used of approved quality, as shown in the layout drawings.

VALVES

Valves in accordance with NFPA 13-2007.Do not use quarter turn ball valves for 50 mm (2 inch) or larger drain valves. Alarm check valve shall be of variable pressure type with retarding chamber. Provide basic trimmings for alarm test by-pass, gauges, drain connections, mounting supports for retarding chamber, and drip funnel. Provide pressure sensitive alarm switch to actuate the fire alarm system. Automatic Ball Drips: Cast brass 20 mm (3/4 inch) in-line automatic ball drip with both ends threaded with iron pipe threads. All Butterfly valves and ball valves shall have tamper switch to monitored status on BMS system

SPRINKLER

Concealed / Pendent type 57 / 68 Deg, 5mm chrome plated. The same shall be protected by UL/FM approved Sprinkler Guard, as shown in the layout drawings. Sprinklers shall be UL Listed and/or FM Approved. No mixing of sprinkler brands shall be permitted.

SPRINKLER CABINET Provide sprinkler cabinet with the required number of sprinkler heads of all ratings and types installed, and a sprinkler wrench for each system. Locate adjacent to the riser. SWITCHES Contain in a weatherproof die cast/red baked enamel, oil resistant, aluminum housing with tamper resistant screws, 13 mm (1/2 inch) conduit entrance and necessary facilities for attachment to the valves. Provide two SPDT switches rated at 2.5 amps at 24 VDC.

INSTALLATION

Installation shall be accomplished by the licensed contractor. Provide a qualified technician,

experienced in the installation and operation of the type of system being installed, to

supervise the installation and testing of the system.

Installation of Piping: Accurately cut pipe to measurements established by the installer and

work into place without springing or forcing. In any situations where bending of the pipe is

required, use a standard pipe-bending template. Install concealed piping in spaces that

have finished ceilings. Where ceiling mounted equipment exists, such as in operating and

radiology rooms, install sprinklers so as not to obstruct the movement or operation of the

equipment. Sidewall heads may need to be utilized. Locate piping in stairways as near to

the ceiling as possible to prevent tampering by unauthorized personnel, and to provide a

minimum headroom clearance of 2250 mm (seven feet six inches). To prevent an

obstruction to egress, provide piping clearances in accordance with NFPA 101.

Welding: Conform to the requirements and recommendations of NFPA 13-2007.

Drains: Pipe drains to discharge at safe points outside of the building or to sight cones

attached to drains of adequate size to readily carry the full flow from each drain under

maximum pressure. Do not provide a direct drain connection to sewer system or discharge

into sinks. Install drips and drains where necessary and required by NFPA 13-2007.

Inspector's Test Connection: Install and supply in conformance with NFPA 13-2007, locate

in a secured area, and discharge to the exterior of the building.

Affix cutout disks, which are created by cutting holes in the walls of pipe for flow switches

and non-threaded pipe connections to the respective water flow switch or pipe connection

near to the pipe from where they were cut.

Sleeves: Provide for pipes passing through masonry or concrete. Provide space between

the pipe and the sleeve in accordance with NFPA 13-2007. Seal this space with a UL Listed

through penetration fire stop material where core drilling is used in lieu of sleeves, also seal

space. Seal penetrations of walls, floors and ceilings of other types of construction.

INSPECTION & TEST

Preliminary Testing: Hydrostatically test system, including the fire department connections, as specified in NFPA 13-2007, in the presence of the Contracting Officers & Technical Representative (CONSULTANT) or his designated representative. Test and flush underground water line prior to performing these hydrostatic tests.

Pressure test: Sprinkler piping network shall be hydraulic test at 10.5 Kg/Cm2 pressure for 24 Hours.

Final Inspection and Testing: Subject system to tests in accordance with NFPA 13- 2007,

and when all necessary corrections have been accomplished, advise consultant or client to

schedule a final inspection and test. Connection to the fire alarm system shall have been in

service for at least ten days prior to the final inspection, with adjustments made to prevent

false alarms. Furnish all instruments, labor and materials required for the tests and provide

the services of the installation foreman or other competent representative of the installer to

perform the tests. Correct deficiencies and retest system as necessary, prior to the final

acceptance. Include the operation of all features of the systems under normal operations in

test.

COMISSIONING

At final commissioning of each system the Contractor shall confirm that: Sprinkler piping shall be adequate water pressure. Commissioning shall be fully documented and the documentation submitted to the Engineer. Both the installation and the commissioning activities shall be undertaken as a single continuous operation. Upon completion of the installation activity, the contractor shall Test, Start-up, Commission and Handover the system to the customer.

The contractor shall make use of the following documents to record details of commissioning tests:

Sprinkler system Layout for all the floors.

Installation Check Report The contractor shall be responsible for inspecting and testing the complete system. The contractor shall present an Acceptance Certificate for signature by the customer.
