CYP PARENT FEES STANDARDS: The CYP Parent Fees Standards prescribe the policies and

operating procedures for calculating, collecting, and documenting parent fees for Child

Military Payday Rate (MPR) payments are due on the 1st and 15th of each month, or Mondays for

weekly billings. Parents may pay on CYP Online Services or in person with a credit card for hourly

DoD CONTRACTORS AND SPACE AVAILABLE FEES: Based on the Department of Defense’s

annual review of child care fees, it was determined that DoD contractors and specified space

available patrons are not eligible for subsidized fees within a CYP. Specified space available

patrons include military retirees and other federal employees in all categories as indicated in the

MCC Family Type and Priorities handout. DoD contractors and specified space available

patrons enrolling will pay the unsubsidized Category IXA contractor child care fee;

therefore, TFI will not be required. TFI must be entered as 888,888.88 on the CYMS Financial

screen.

Non-Specified Space A includes active duty military service members with non-working

spouses, DoD civilian employees paid from APF and NAF with non-working spouses, surviving spouses (Combat Related-Not Working), or Guard/Reserve members on orders with non- working spouses. Fees for non-specified Space Available families are based on TFI.

CDC FULL-TIME PARENT FEES: The Department of Defense has set fees for all CDCs, 24/7

Centers, and contract operations. All installations must use the MPR per income category shown

in Table 2. Weekly rates are also shown should a program need to pro-rate fees. Fees for FY20

are required to be implemented beginning November 1, 2019.

HIGH COST FEE AREAS: High cost fees are authorized for use only in areas where it is necessary

to pay higher wages to compete with local labor or at those installations where wages are affected

by non-foreign cost of living allowances (COLA), post differential, or locality pay. CNIC (N9) has

authorized the following installations to use high cost fees: 1) NNMC Bethesda, 2) JB Pearl

Harbor/Hickam, 3) PMRF Barking Sands, 4) Joint Base Anacostia-Bolling (JBAB), 5) EURAFSWA,

6) SW Region, and 7) Joint Region Marianas. To lessen the impact on families using JBAB,

EURAFSWA, SW Region, and Joint Region Marianas programs who are transitioning to the high

cost fees due to caregiver recruitment/retention/compensation increases, these location’s rates are

incrementally increased. Table 3 (Basic High Cost),

Table 4 (JBAB CDC), Table 5 (for EURAFSWA, SW Region, and Joint Region Marianas CDC),

and Tables 12-21 (for SAC) shown below provide the authorized high cost fees by TFI Category.

Table 13 is for Bahrain, Naples, SW – Murphy Canyon, Coronado, Point Loma (Chesterton,

Gateway, and Hartman only), El Centro, Lemoore, Ventura County, and Guam Andersen; Table 14

is for Rota, SW – Point Loma (Serra Mesa only), Fallon, and Guam Navy; Table 15 is for Sigonella,

and SW - Monterey; Table 16 is for SW – China Lake; and Table 17 is for JBAB.

LOW COST FEE AREAS: Low cost fees are authorized for use only in areas where costs for

comparable care within the installation catchment area are significantly lower. CNIC (N9) has

authorized the following installation to use low cost fees: Kings Bay School Age Care (SAC)

Program. Table 22 provides the authorized low cost fees by TFI Category for SAC Before

School Only Care, Afterschool Only Care, Before & Afterschool Care, and Summer Camp.

CDC PART-TIME PARENT FEES: CDCs may accommodate parents who work part-time schedules

provided (1) space is available, (2) all working family care needs have been met, and (3) existing

programs do not have (and do not anticipate future) waitlists that cannot be filled within 90 days for

Priority One sponsors. Part-time care is especially important for dual-working parents who work

alternate shifts and for wrap around care. These rates do not apply to part-day enrichment or

recreational programs. Parents are required to pay for part-time services whether the hours are used

or not. Part-time program fees for working parents are based on TFI rates and are calculated based on

potential usage and the hourly MPR. Programs should refer to the Part-Time Program Fees

Calculator—CNICCYP 1700/75 on the CYP E-library for assistance calculating part-time fees.

CDH FULL-TIME PARENT FEES: Parents using CDH full-time will pay the fees shown in Table

6. Navy CYP not authorized to apply a 20-percent discount on fees from those charged in CDCs. To

lessen the impact for families using CDH, the rates are incrementally increased until they align with

CDC full time care rates.

Contractors and Specified Space Available patrons using CDH are not authorized to

receive a subsidy, but Providers may enter into private pay agreements with these families.

CDH fees are typically charged on a weekly basis.

If a CDH Provider provides part-time care (e.g., before or afterschool) for a school-age child in a

subsidized space, the fees should include a 10 percent discount on SAC parent fees charged at

the installation (shown in Tables 7-11) for enrolled children to reflect the incremental increase. A

high-cost option is not available. FY20 CDH fees will be implemented beginning on November

4, 2019. The 20% multi rate discount still applies.

CDH SUBSIDIES: In order to support mission requirements, CNIC (N9) has established standard

core subsidies for all Providers. Core subsidies are divided into the core rate and the accredited

rate (available to Providers who have achieved and who maintain accreditation through the

National Association for Family Child Care [NAFCC]). Subsidies at the core and accredited rates

have been established for both basic cost and high cost geographical areas. Installations located in

the following areas are authorized to use the high cost subsidies: California, Maryland, New York,

Hawaii, Washington, and Washington, D.C. Providers receive the applicable subsidy as explained

in the CYP Parent Fees Standards.

Additionally, CNIC (N9) has established standard need-based subsidies to support mission- based

and child-specific requirements including caring for children with special needs; offering

infant/pretoddler spaces; offering extended care hours; offering Ombudsman care, respite care, or

care for children of Wounded Warriors; and accepting credit cards for parent fee payments. Refer

to Chapter 7 in the CYP Parent Fees Standards for description of requirements and additional

information on CDH need-based subsidies.

SAC PARENT FEES: CNIC (N9) has established standard fees for all YPs, 24/7 Centers, and

contract operations that provide services to school-age children. Standardized School Year (SY)

half-day kindergarten programs, which are annualized to reflect all holiday/school breaks,

seasonal camps and school closure days (i.e. no extra fees are charged for school closure days or

full- day camps operating during the school year). Families who choose not to attend week- long

seasonal camps must take their authorized vacation discount or be charged the normal MPR parent

fees.

An incremental fee increase is established at specific installations where rates were lower than

standardized rates. These installations are shown in the following tables, grouped by FY 20 rates.

Programs must look for their own table, or their installation name below in the following tables to

determine their FY 20 SAC fees; if a program’s installation is not listed in any group or does not

have their own table, the program must charge the standard fees for each type of care. All

installations must use the fees per income category shown in Tables 7-11 (Basic), Tables 12-21

(High Cost) or Table 22 (Low Cost). FY20 SAC fees are required to be implemented beginning on

November 1, 2019.

SCHOOL YEAR DAILY RATE: School Year Daily Rates are not authorized. Parents using SAC for

school closures during the school year whose children are not enrolled in a School Year program

(i.e., Before school, Afterschool, or Before & Afterschool) will pay the hourly rate of $5.00. Families

who are not enrolled in a SAC school year option and require care during a school year seasonal

camp will pay the SAC full time weekly rate (by location) according to the family’s TFI.

YOUTH RECREATION FEES: Youth recreation program and activities are required to be offered at

a reasonable cost or free when possible. The CYP Parent Fees Standards defines “at a

reasonable cost or free” and gives guidance for each YP business line. Annual membership or

registration fees are not authorized.

YOUTH SPORTS FEES: All parents enrolling in an on-base Youth Sports and Fitness (YSF)

program will pay $60 per youth per league based sports program. This includes enrollment in a

sports season, a T-shirt or jersey, and an end-of-season award. There is no standard fee at this

time for sports offered in camps or clinic format, but programs may not exceed $60 per youth per

camp or clinic.

CYPs authorized an YSF Coordinator and/or Teen/YSF Coordinators are required to offer Start

Smart sessions. CYPs without a dedicated YSF Coordinator and/or Teen/Sports Coordinator are

no longer required to offer Start Smart. CYPs offering Start Smart must charge families $25/child

per session.

Fees for instructional community classes (e.g., ballet, karate) may not exceed the cost of

instruction per youth. The goal of an instructional class is not to make a profit; however, programs

should cover the costs of the instruction to include both labor and all non-labor costs (materials

and equipment) required for the class.

HOURLY CARE RATE: CDCs, 24/7 Centers, and SAC programs must offer hourly care. All

parents are charged $5 per child per hour (or any portion of an hour) for hourly care, regardless of

TFI category. As with full time care, families must pay for hourly care services in advance of care

being provided. CDH Providers should be encouraged to offer hourly care. Providers offering hourly

care may enter into private pay agreements with families based on agreed-upon fees; CDH

Providers are not required to charge the rates set in this policy letter.

SUPPLEMENTAL PART-DAY ENRICHMENT PROGRAMS: Supplemental Care programs within

facility based CYPs can be a vital component of programs as it provides programs with the ability to maximize capacity, generate additional revenue as well as support community needs. Supplemental programs should only operate when (1) space is available, (2) all working family care needs have been met, and (3) existing programs do not have (and do not anticipate future) waitlist that cannot be filled within 90 days for Priority One sponsors. Supplemental programs include part- day enrichment programs which enroll on a first come, first served basis and do not follow priority consideration. Decisions to operate supplemental programs shall be evaluated at the beginning of each year to determine if the needs for full time care are being met. Fees are not based on TFI and are paid on a semi-monthly basis. Part-day enrichment fees are based on the hourly rate of $5 per hour. More information on how to calculate these fees can be found in the CYP Parent Fees Standards.

CDH programs may offer part-day enrichment to families, but CDH Providers are not required to

charge the prescribed hourly rate. Providers set their own hourly rates and enter into private pay

agreements with families.

REQUIRED PARENT FEE DISCOUNTS: Programs must offer and track through CYMS the

discounts listed below. For some discounts, programs must use the CYP Discount Fee

Calculator to determine correct discount amounts when applying those discounts to household

accounts. Refer to the CYP Parent Fees Standards for additional information and requirements for

each discount listed below.

IMMUNIZATION WAIVERS AND PARENT FEES: In the event there is an illness or disease outbreak, the CYP must follow the guidance of installation medical professionals regarding all child exclusions resulting from the illness or disease outbreak.

Parent fees are still required for immunization waivers due to religious beliefs during the time exclusion is required. Programs should notify families during re-verification of eligibility using the updated Immunization Waiver CNIC CYP 1700/46B form.

Parent fees are not required for immunization waivers due to a bonafide medical condition during the time exclusion is required.

CYP INSERVICE TRAINING DAYS: Installations are authorized to close programs (2) two days

per calendar year in order to conduct needed in-service training days. Two half-days will be

considered the two-day maximum authorization. Requests are required to be made in advance,

coordinated and approved by the Command. Programs are also required to provide email

notification to CNIC of planned in-service days. The approved in-service training days must be

communicated to families in the installation's annual CYP Parent Fee Letter. Sufficient notice to

families is required to include communication reminders of a pending closure due to an in-service

training day. Additionally, programs may NOT charge parent fees during the scheduled program

closures and are required to prorate the fees for that specific billing cycle by using the “Prorate

Process” in CYMS for all program enrollments. For programs who elect implementing two half-day

in-service days, fees should be prorated by using the LAST half-day as an entire day using the

prorate process. Programs should contact Silvia Sawyer at [email protected] for any

PARENT FEE REVENUE AND SPACE UTILIZATION: The most common source of income are

parent fees, and the easiest way to maximize NAF revenue is to maximize enrollment by

minimizing the time a child space is vacant and by maximizing the use of hourly care when

available. Child and Youth Programs are required to maximize program capacity so that the

greatest number of children and families can be served. No CYP program offering custodial care

should have excess capacity and a waitlist with closed classrooms. CYP Directors must take

active steps to ensure all classrooms are fully enrolled and CYP spaces are maximized as part of

ongoing space management practices. This includes accurately reflecting the requirements in the

Enterprise Modeling System (EMS) and requesting capacity and utilization deviations using the

process identified in the CYP Operational Review Request and Exception Process.

Programs are required to ensure program capacity is accurately documented, regardless of

whether or not the space is actively used to provide care. This ensures consistent, effective, and

efficient cost per space information to accurately support overall staffing authorizations. Programs

are required to submit a request for an exception to policy if utilization is impacted by the

following factors:

a) Closure of a functioning classroom for temporary basis due to staffing shortages or other

reasons (e.g., room flooding, etc.);

b) Reducing classroom capacity below maximum age-group allowances due to updated fire

capacity requirements;

c) Repurposing classrooms that could otherwise be used for care (e.g., training room),

including those that have never been used as a classroom;

d) Utilizing capacity to support supplemental programs such as part-day enrichment and wrap

around care when there is a waiting list;

e) Offering programs that restrict use of classroom space for a specified or contracted period of

time (e.g., State-funded Pre-K programs);

Programs shall accurately document room capacity in the EMS as the capacity for the specified age

group of the classroom. If this is unknown, then capacity for the most logical age of children who

could use the room should be listed as the capacity. Programs shall list enrollment for repurposed

classrooms as “0” and the room number AND “name” shall reflect what the room is currently being

used for (e.g., Training Room, Office Space, Storage Room, etc.). Programs shall ensure the

documentation requirements, outlined above, are implemented within 30 days of receiving this letter.

Request and Exception Process, which can be found on the E-Library.

PARENT FEE COMMUNICATION: The following documents are available to assist programs

with communicating fee policy information to parents. All documents related to CYP parent fees

are available on the CYP E-Library.

CYP Parent Fee Letter Template: CNIC (N926) releases the CYP Parent Fee Letter Template

annually, available on the CYP E-Library. The template includes fee information for CDC, SAC,

24/7 Centers and subsidized CDH programs for children birth through age 12. The template is

designed to allow installations to tailor the information to reflect the fees at their locations. The

template provided reflects the standardized basic fees, programs are required to update the

template based on the fees and programs offered at their respective installations.

Parent Fee Policy Frequently Asked Questions (FAQs): CNIC releases the Parent Fee

Policy FAQs annually, available on the CYP E-Library. This document must be provided to

parents along with the annual Parent Fee Letter.

Notification for Civilian Sponsors: The Notification for Civilian Sponsors Utilizing Department of

Defense Subsidized Child Development Programs During Tax Year 2019, available on the CYP E-

Library, must be provided to all civilians using CYP services. DoD civilian employee sponsors with

children enrolled in DoD subsidized child care programs are subject to the requirements of Internal

Revenue Code (IRC), Title 26, United States Code, Section 61 and Title 26, Code of Federal

Regulations, section 1.61-1. The IRC requires that child care subsidies generally be treated as cash

income in addition to normal earnings.

Each civilian sponsor must register with the Third Party Administrator (TPA) contracted by DoD to

administer the Defense civilian child care subsidy program. This notification does not apply to and

should not be given to active duty service members; they receive an exclusion from taxes for

benefits under dependent care assistance programs in the Military Family Tax Relief Act.

2019 BAH RC/T Chart: Since the BAH RC/T chart is based on the calendar year, programs will use

the 2019 BAH RC/T Chart for enrollments until December 31, 2019. The 2020 BAH RC/T chart shall

be used for families enrolling on or after January 1, 2020. More information can be obtained on BAH
