The End of an Era…Again by LCDR Chris Baxter

The recent disestablishment of HSC-84, one of the largest FTS squadrons, both in terms of manpower and aircraft, marks the end of one of the most decorated combat squadrons in modern naval aviation history.

With over 11,000 flight hours in Iraq supporting Operations Iraqi Freedom and New Dawn, HSC-84 routinely conducted kinetic Special Operations Forces (SOF) support operations such as troop insertion (INFIL), extraction (EXFIL), casualty evacuation (CASEVAC), Combat Search

and Rescue, and the provision of Combat Air Support (CAS) for joint special operators in an active war zone. RDML DANIEL V. MACINNIS

UNITED STATES NAVY

DIRECTOR, NAVY RESERVE PROGRAM

RDML Dan MacInnis was born in Akron, Ohio and graduated with distinction from the U.S. Naval Academy with a B.S. in Aerospace Engineering in May 1986. Upon graduation, he was commissioned an Ensign as an Engineering Duty Officer and completed an M.S. in Aerospace Engineering from the University of Maryland. He also holds a M.S. degree in Engineering and Management from the Massachusetts Institute of Technology.

Upon completion of Surface Warfare officer School, MacInnis reported aboard the USS Dixon (AS-37) in Pt. Loma, CA where he served as Division Officer for the Repair Quality, Repair Services, and Outside Machinery Repair Divisions. While onboard Dixon, MacInnis earned his Surface Warfare Officer designation and qualified as Officer of the Deck (in port and at sea), and Command Duty Officer. (continued on page 4.)

Between 2003 and 2014, forward-deployed US Navy Reserve JCAT assessors collected and assessed hundreds Battle Damage events in Iraq and Afghanistan, using the data for trend analysis and to identify weapons used, as well as enemy tactics, and procedures to help mitigate future events.

(RDML MacInnis bio)

MacInnis transitioned to Naval Aviation, where he received flight instruction in T-34C Mentor, T-2 Buckeye, and TA-4J

Skyhawk aircraft. Upon completion of active duty service, MacInnis joined the Navy Reserve, affiliating with the Naval Air Systems Command Reserve Program (NRP) in 1993 as an Aeronautical Engineering Duty Officer.

In 2006, MacInnis deployed as Officer in Charge of Tigershark Detachment 1 in Habbaniya, Iraq, where his detachment provided thousands of hours of Intelligence, Surveillance, and Reconnaissance (ISR) for Naval Special Warfare Command and Marine Forces in support of Operation Iraqi Freedom. MacInnis deployed again in 2013 to Afghanistan as Officer in Charge of the Persistent Ground Surveillance System, a network of over forty Aerostats providing force protection and ISR to forward operating bases throughout Afghanistan.

During MacInnis' command of NR NAVAIR SPECOPS RAF, he was instrumental in standing up the NRP Rapid Research and Development Mission Area. Under his leadership, the unit earned the RADM Hugh Smith Award NRP Reserve Unit of the Year in 2011. MacInnis most recently commanded NR NAWCWD, providing research, engineering and test & evaluation support to NAWCWD in China Lake, CA. He is currently serving as the NAVAIR Reserve Program Director, overseeing five units encompassing 240 officer and enlisted personnel.

OPERATION TOMODACHI was the humanitarian assistance/disaster relief effort to Japan in the wake of the 2011 Tohoku earthquake and tsunami. Aircraft from the USS REAGAN Carrier Strike Group and other in-country assets were contaminated by radiological fallout released from the catastrophic failure of the Fukushima-Daiichi nuclear power complex. As a result, Naval Air System Command (NAVAIR) urgently stood up a radiological reclamation capability for airframes, engines, and components at Level II and Level III maintenance facilities to inspect parts upon entering the continental United States.

NAVAIR Reserve Program (NRP) personnel have supported the OPERATION TOMODACHI effort since 2011 when they began collection of lessons learned and best practices from the contamination response at inspection facilities. In 2012, the OPERATION TOMODACHI Radiological Reclamation Lessons Learned Report was submitted to Commander, Fleet Readiness Centers. Recommendations from the report have

been incorporated into Naval Aviation doctrine, policy, processes and procedures for future occurrences and have laid the foundation for the long-term Reserve mission for Radiological Reclamation and Rapid Response.

From December 2011- September 2015, NRP reservists have served as the Deputy, Program Manager for this radiological reclamation effort reporting to NAVAIR 6.6. More than 250 aircraft, 800 engine modules and APUs, and 42,000 repairable components have been inspected and

released or disposed of per fleet direction saving the US Navy more than $66.7M in component cost and more than $2.4B in aircraft costs.

The NRP’s Maintenance Modification and Overhaul (NR-MMO) unit is currently working on formalizing and retaining this strategic capability. NR-MMO personnel will support FRC (Fleet Readiness Centers) radiological reclamation efforts planned at three major inspection facilities in FY16.

CDR(sel) John Bercey, U S N , 6335

Officer in Charge, Task Force Copperhead Tactical UAV Operations

CDR(sel) John Bercey hails from Queens,

NY, entering Naval active duty service

under the Advanced Electronics program.

As an Enlisted Avionics Technician he

worked on F-14 Tomcat aircraft, making

an extended Western Pacific deployment

with the VF-24 Fighting Renegades aboard

the aircraft carrier USS Constellation and

completed a tour with VX-4 Test and

Evaluation Squadron at Point Mugu, CA

on the early F/A-18A.

Upon completing 6 years of active duty he affiliated with the Navy Reserve with VA-305, one of the last A-7 squadrons in the Navy, and transitioned the squadron to VFA-305 with the F/A-18A Hornet. He later transferred to Naval Air Station Lemoore, CA for a tour at IMA Avionics specializing in the F-18 radar system. Following, he completed a five year tour with the VP-65 Tridents at Point Mugu, CA during which he was selected to Avionics Chief Petty Officer, then commissioned as an Avionics Chief Warrant Officer – all credited to the superior mentorship and relentless encouragement he received.

His current Reserve billet is the Aircraft Maintenance Officer for the VR-55 Minutemen, a C-130 squadron home based at Naval Air Station Point Mugu, CA where he leads a department of 159

maintenance technicians, Chiefs and Officers in worldwide operations supporting all branches of service in operational and humanitarian missions. He deploys annually to the CENTCOM, PACOM and EUCOM theaters of operation and has led numerous C-130 detachments.

He has served as a Naval Reserve Policy Board Member and completed multiple short staff assignments including the FY-15 Active/Reserve LDO/CWO Procurement board as a Board Member and two promotion boards as an Asst. Recorder.

CDR(sel) Bercey has just completed an 18 month voluntary mobilization as the Officer-In-Charge of Task Force Copperhead Tactical UAV Operations, serving a vital Counter-IED mission in Afghanistan. In an operational O-5 billet he led 90 Pilots, Mission Commanders, Intelligence Analysts, Radar Operators and Maintainers in an ISR mission supporting US and Coalition troops where success is measured in lives saved.

CDR(sel) Bercey holds an AS Degree in Engineering from El Camino College in Torrance, CA and a BS degree in Electrical Engineering from California State University at Long Beach. In the civilian sector he has worked as a radar design engineer at Hughes Aircraft Co and Raytheon, and following, as a Spacecraft Systems Engineer at Hughes Space and Communications. He is currently a Spacecraft Systems Engineering Manager at Boeing Satellite Systems in El Segundo, CA involved in all aspects of design and manufacture of geosynchronous satellites for both commercial and military use.

His personal awards include the Meritorious Service Medal, Navy Commendation Medal (3 Awards), Navy Achievement Medal (5 awards), Army Achievement Medal, Joint Meritorious Unit Award, Navy Unit Commendation (2 awards) and an unprecedented 13 Battle Efficiency Awards.

CDR(sel) Bercey resides in Redondo Beach, CA with his partner Fulvia Dorcey

and has 2 stepchildren in college. He is an avid snow skier and runs the Boeing Ski Club.

Congratulations to the “Nomads” of VR-62: The 2015

CFLSW Battle “E” and Commander Naval Air Forces Reserve McCampbell Trophy

Winner

VR-62 was recently awarded the 2015 McCampbell Trophy, given annually to the COMNAVAIRFORES squadron of the year. While each Battle "E" squadron should be justifiably proud of its accomplishments, the NOMADS of VR-62 can be doubly proud in light of their recognition as this year’s best of the best!! Congratulations NOMADS!!

VR-62’s banner year was attributed to the synergy of a well-trained and effective squadron. The Command was able to execute a record-breaking flight hour year significantly under budget,

while successfully dealing with the difficulties inherited due to a 13-month Airfield closure, which required the squadron to simultaneously operate out of 4 locations. Through the use of a ground-breaking Maintenance Detachment Team concept, VR-62 led the Fleet Logistics Support Wing (FLSW) in production while providing seamless support to Fleet and Combatant Commanders worldwide.

With five aircraft assigned, the VR-62 Maintenance Team accomplished a Wing-leading 84.84 aircraft utilization rate and a 4.1 maintenance man-hour per flight hour rate with a Maintenance Department that was manned for only three aircraft.

In FY15 the NOMADS continued a mishap free flight record of over 79,000 flight hours during the past Thirty years of service to the fleet.

The Navy is refining the distribution process for enlisted personnel with the addition of Billet Based Distribution (BBD) functionality to the Career Management System - Interactive Detailing (CMS-ID). BBD matches Sailors to specific billets based on rating, paygrade, and Navy Enlisted Classification (NEC) codes. BBD will enable the Navy to more efficiently assign personnel in support of warfighting readiness.

- Sailors will continue to use CMS-ID to apply for available jobs in the present manner. - Activity Manning Manager (AMM): Manages enlisted personnel and the Command's legacy Enlisted Distribution Verification Report (EDVR). - Activity Manning Manager (AMM): Manages enlisted personnel and the command's legacy Enlisted Distribution Verification Report (EDVR). AMMs will have access to view detailed information on command personnel and billets allowing for efficient management of the demand signal sent to NPC for distribution action based upon Manning Control Authority (MCA) prioritization. The AMM's role is critical in the automated BBD environment, as detailed information is shared across myriad users and personnel managers. It is the AMM's responsibility to ensure this information is accurate. - EDVR Replacement: The legacy EDVR will be replaced by an Enlisted Distribution Verification Process (EDVP). Instead of a published report, the process of validating enlisted manning will use on-line information provided in CMS-ID. This

change provides access to near real-time information for better distribution of enlisted Navy personnel.

- Requesting BBD Access: Fleet users may request access to the new system now. All users, with the exception of the Enlisted Sailor role used for orders negotiation in CMS-ID, must resubmit a System Authorization Access Request - Navy (SAAR-N)(OPNAV 5239/14) and submit a new Distribution Systems Request Form (NAVPERS 1330/3).

I can't emphasize this enough: Voluntary retirement and separation requests are tied to your PRD. The appropriate timeline for this voluntary request is 9 to 12 months prior to your PRD. The reason for this timeline is that these requests are voluntary...no one can make you send a letter. The 9 to 12 months prior timeline allows for a sufficient period to identify your relief and generate a FTS quota for a new accession. By the book definition, if you are within 6 months of your PRD you are considered "Needs of the Navy" and will receive PCS orders, which obligates you to a two-year minimum tour. AMDO Community Service. LCDRs Art Castro and Terence Martin are both aircrew volunteers with the Civil Air Patrol (CAP). The attached photo was taken during a Search and Rescue Exercise at St. Mary's Composite Squadron. CAP volunteer aircrew fly reconnaissance missions for homeland security, search and rescue, disaster relief, and even counterdrug operations at the request of government or law enforcement agencies. They sometimes transport medical personnel and supplies and blood and live tissue. In times of disaster, they assess damage and transport emergency personnel from site to site. When not flying traditional emergency missions, cadet orientation pilots fly orientation rides for cadets and teachers while also maintaining their own proficiency.

End of an Era con’t

Though this marks the end of an era for HSC-84, such post-war force-shaping in the Navy Helicopter Assault Force (HAF) is not new. The Red Wolves of HSC-84 and their sister squadron, the Firehawks of HSC-85 trace their lineage to the Seawolves of Helicopter Attack Light THREE (HAL-3) from the Vietnam War era.

The first ever Naval Special Warfare (NSW) squadron, HAL-3 was commissioned in 1967 out of a need to deliver Quick Response Forces (QRF) and provide Combat Air Support (CAS) in support of riverine forces and SEAL teams operating around the Mekong Delta in South Vietnam. However, HAL-3 was decommissioned just five years later in 1972 as part of postwar downsizing despite earning more combat awards and flying more missions than any other Navy squadron during the Vietnam conflict.

Similarly, despite being mobilized along with its sister squadron Helicopter Combat Support Special Squadron FOUR (HCS-4, the predecessor for HSC-84 Red Wolves) to support Operation Iraqi Freedom (OIF), the HCS-5 Firehawks were disestablished in 2006 at the height of the Iraq War. With the disestablishment of the Red Wolves, the Firehawks have assumed the mantle and are now set to deploy in support of NSW missions.

What I’ll miss the most

Of course the people and in particular the Heritage Days that brought together HAL-3 alumni from the Vietnam War era with current squadron personnel. This was a unique tradition that often made current generation Red Wolves tear up and appreciate the sacrifices made by their predecessors in service to our country when there were very few training missions and lives were placed on the line with every single flight.

RAM Community Impact

Over the past decade, HSC-84 provided unique opportunities for SELRES RAMs to deploy and operate independently in a joint environment while supporting Overseas Contingency Operations (OCO) and gaining valuable deployment experiences in their career fields. Mobilized SELRES RAMs were given one-of-a-kind opportunities to lead four aircraft OCONUS detachments with 0ver forty maintenance personnel where they often had to find innovative solutions to last-tactical mile logistics problems in order to sustain time-sensitive operations in support of the Joint Special Operations Air Component Commander (JSOACC).

Over the past decade, HSC-84 and HSC-85 were also the de facto training ground for a significant number of RAM’s. Although there are more than 20 squadrons under the CNAFR umbrella, more than one fourth of the FTS AMDO has served with either the Red Wolves or the Firehawks.

Upcoming Uniform Changes

NAVADMIN 236/15 Oct. 9, announced several key uniform changes including: * Unisex covers o Effective immediately, the Alternative Combination Cover (ACC) and current male combination cover for officers and CPOs can now be worn by both men and women in service dress uniforms. o The ACC is now available in Navy Exchange (NEX) Uniform Stores and through the call center. o All Officers and Chiefs will be required to wear either the ACC or current male Combination Cover Oct. 31, 2016. o The enlisted white hat, or Dixie Cup, must be worn in service dress whites (Oct. 31, 2016) and service dress blue (Jan. 1, 2020). * Redesigned E-6 & below Service Dress Blue (SDB) o Beginning Oct. 1, 2016, Recruit Training Command (RTC) will begin issuing the redesigned SDBs for E6 and below. o Jumper style for both men and women. o The jumper will incorporate a side zipper and the slacks will have a front zipper to help with changing in and out of uniform. o Both men's and women's uniform pants will have the traditional 13 buttons, though they will not be functional. o Beginning Jan. 1, 2020, the enlisted white hat, or Dixie Cup, must be worn by both men and women in the E-6 and below Service Dress Blue uniform. o The redesigned uniform for men will be added to existing stock until the old style inventory is gone. * Redesigned E-6 Service Dress White (SDW) with Navy Blue Piping o New SDW for E6 and below with navy blue piping will be issued at RTC beginning Oct 1, 2017. o Jumper style for both men and women.

Defense Continuous Evaluation Program (CEP)

What it is: DoD CEP will use ongoing automated data reviews to assess the continued eligibility of individuals with access to classified information. This includes regular credit monitoring so individuals may receive notifications from credit reporting agencies indicating that a credit check was performed by the Defense Manpower Data Center. Potential derogatory information discovered during periodic reviews will be provided via electronic report to Commanding Officers for a determination to suspend allow continued classified access.

What’s new: Over time, all eligible DoD personnel will be included in the program and reviews may occur at any point while the member maintains clearance eligibility. A printed copy of the report may not be provided to the subject. However, the member’s command may provide pertinent details and provide supporting documentation for DoD Central Adjudication Facility (DoD CAF) to make eligibility determinations.

Medical Retention Review Process Update

Per references (a) through (c), a Selected Reservist who has developed or had a material change in a medical condition(s) that limits them from being mobilized (e.g. deployment limiting condition) is assigned a Physical Risk Classification (PRC) by Navy Personnel Command (PERS-95), as the final outcome of the Medical Retention Review (MRR) process. Effective immediately, members assigned PRC B are no longer required to submit annual resubmissions. References (a) and (b) are being revised and will be officially promulgated later in FY16. In addition, submission of waiver requests to Navy Personnel Command (PERS-95), for members assigned PRC B, is rescinded. These changes are substantive and not only streamline medical readiness processes but maximize availability of all affected members to support Navy requirements. I am confident that strict adherence to existing medical readiness programs and policies (e.g. Periodic Health Assessment (PHA), Individual Augmentee (IA) medical suitability screening, etc.) is sufficient to ensure the Navy Reserve is medically ready to meet mission requirements.
