What is the National Control Board? The National Control Board is a national controlling body of AIESEC in Russia that arbitrates cases of exchange quality, Ethics, ER and Partnership Principles of AIESEC entities and physical AIESEC members in Russia. Role of the National Control Board is: The National Control Board arbitrates cases regarding Exchange quality of AESEC in Russia and has a final decision power in it; The NCB has decision making power on ER, Partnership and ethical cases, except when the decision could have direct financial or LC membership related consequences. In such cases NCB consults MC of AIESEC Russia and provides a joint decision; The NCB provides consultancy on its applicable documents’ interpretation and its implementation; The NCB reviews and provides recommendations to the National Plenary on program policies, if necessity appears. The NCB role can change in agreement with MC of AIESEC in Russia upon request from NCB chair or the National Plenary. The NCB team structure The NCB shall consist of a chair and minimum 3 members. The profile shall include current LCPs and LC VPs. Chair is selected by the MC of AIESEC in Russia from the applicants who fill the application and pass the selection process. Members are selected by the MC of AIESEC in Russia and the current Chair of the NCB from the candidates who filled the application and passed the virtual selection process. The standard NCB term is 6 months. By the end of the NCB term applications for the NCB chair and members are reopened. If members of the NCB resign, the board still remains effective and is able to arbitrate cases, as long as there are at least two active members remaining. If the chair resigns, the MC Russia shall select an interim chair from within the NCB membership and an application shall be reopened. If there are fewer than 3 active members remaining, applications for the vacant places will be opened. For the 2013 term the NCB will consist of 6 members working in 2 teams: case solving team and consulting and education team. Each team has a team leader chosen by the NCB chair and approved by MC of AIESEC in Russia from the NCB candidates. If a case-solving team needs to arbitrate more than one case at the same time or consulting and education team needs to fulfill more than one task at the same time, a case/task manager will be selected. Case/task managers will be selected by the NCB chair and the team leader. Members will be allocated to 2 teams according their personal preferences and capabilities by the NCB chair. Allocation will be approved by MC before the official announcement. Being allocated to their teams the NCB members can become task managers only in their area of responsibility, but they can become task team members in another area. If necessity for any other sub-team appears, it will be set directly under the NCB chair.

Members’ responsibilities

Case solving:

Contribute to that cases are closed before the end of the term and if cases overlap with the new term, then they are effectively transitioned to the new team members.

Contribute to that cases are solved in a timely manner according to the procedures outlined in the National Compendium and the XPP.

Following up with the entities involved in the case to gather the required information and evidence.

Innovate in improving the case solving procedure. Facilitate between entities that has disputes. Arbitrate cases and explain decisions of the NCB to the involved sides.

Consultancy and education:

Responding to entities for questions and clarifications regarding to the XPP, ER and Partnership Principles and Code of Ethics.

Provide facilitation and recommendation to entities on complaints submitted by other entities/ externals.

Creating educational materials about XPP, international and national compendium for AIESEC Russia.

Update NCB wiki for clear communication with the network. Create tools for XPP explanation and systems to share GCPs of its implementation. Searching for different/new ways to engage the network with XPP implementation.

Team management (for TeamLeader):

Cooperate with the chair for a team plan creation. Support communication of the NCB plan to the network. Reporting regularly to the chair of the plan tracking and evaluation. Managing and leading the virtual team. Have weekly update with the chair on progress of the team. Responsible and driver of discussions with the team member on to enable the effective

communication and the members’ team player attribute. Bridge between the chair and team member. Empowering team members to be able to perform at their best. Building the team and supporting them in gaining a powerful experience.

Members’ profile

Role of the NCB member:

Role of an NCB member is development of principles, support and control of the processes that are used in the organization to enhance our exchange performance. It requires not just good operational understanding of the Exchange Management subsystem but also a wide understanding of the organization.

Profile:

Current LC VP, LCP; Exchange experience / Living abroad experience (preferred); Project management experience (required).

At least 2 members are selected from the current LCPs.

Deliverables:

Depending on the team/project you are allocated to, the deliverables can be below:

All AIESEC Russia entities got support in solving exchange quality/ethical/ER issues; All cases started through the year are closed; Sufficient education on international and national compendium is given to the national network.

Time requirement:

NCB term lasts 6 months, since April, 20th 2013 until October, 20th 2013. You’re expected to dedicate on average 8-10 h/week to ICB work (excluding any physical

meetings). This time may vary depending on number of cases and other activities.

Individuals should provide evidence of experience and results in:

Understanding of AIESEC and AIESEC Russia; Good understanding of exchange and project management; Preferably had an exchange experience or living abroad experience; Preferably have legal background (not for everyone, but we are looking for someone with legal

background); Innovation and creativity – ability to find solutions in unfamiliar situations; MyAIESEC.net knowledge; Coaching experience (especially for team leaders); Good computer skills (MS office, basic HTML) preferable; Excellent communication skills (especially virtually); and Team management (physical and/or virtual) (for team leaders).

Personal skills and qualities:

Ability and interest in working in virtual team environment; Work well under pressure; Inter-personal and communication skills; Fast learning and results oriented; Ability to work interdependently while driving individual areas of focus; Objectiveness and fairness; Super self-driven; Experience in managing talent systems and leadership development (team leaders); Ability to manage physical and virtual teams/work groups (team leaders).
