Regional Administrative Guidelines
A. Responsibilities of the Regional Officers and an explanation of how the region is governed.
Region Coordinator
1. The Regional Coordinator shall be elected by a vote of the regional athletic directors. The coordinator shall serve a three year term.
2. Duties include: a. Publicize, administer, and moderate annual regional meetings
and any special meetings. b. Concurrently with each sport chair, oversee the operation of each
regional tournament. c. Serve as liaison to the National Office and Board of Directors
(includes annual report). d. Supply awards (championship banners, All-Region & Coach of
the Year plaques and certificates). e. Assist with accumulation of regional sports information. f. Chair the Executive Committee. g. Appoint members to the Executive Committee. h. Assist Director of Member Relations:
Shall screen applications from prospective Regional colleges for membership purposes.
Shall send to the Director of Member Relations copies of all membership applications.
Shall help with on-site visits of prospective-member schools.
Shall serve on the National Administrative Council.
Shall develop unity among member institutions within the region.
Shall work with other Regional Chairs in regional playoffs.
Shall represent the region at the annual NCCAA National Convention.
j. Expense Reimbursement is provided by the NCCAA National Office for expenses, including meals and lodging, incurred in attending the NCCAA National Convention. Each region shall cover travel and administrative expenses incurred for NCCAA business.
Region Assistant Coordinator 1. The Regional Assistant Coordinator shall be elected by a vote of the
regional athletic directors. The Assistant shall serve a three year term and then succeed the Regional Coordinator for a three year term.
2. Duties include: a. Assist the Regional Coordinator in overall operation of Regional
business. b. Perform the duties of the Regional Coordinator in his/her
absence. c. Assist the Regional Coordinator in regional meetings.
Treasurer
1. Maintain regional treasury. 2. Collect dues from member schools.
Regional Sports Chair 1. The Sport Chair shall be elected by a vote of the respective coaches
of each sport. The Sport Chair shall serve a three year term. 2. Duties include:
a. Oversee and administer regional tournament. Approve a five year calendar.
b. Concurrently work with National Sports Chair to communicate with regional coaches. Encourage participation at both the regional and national levels.
c. Serve as a representative at the national tournament. d. Arrange conference-call seeding meeting or coordinate seeding
for tournaments. e. Serve on All-American and Scholar-Athlete Selection Committee
and National Sports Committee at national meeting. f. Provide a written report of the regional tournament to the
Regional Chair for inclusion into the annual report. g. Be responsible for writing and updating the Region Handbook in
relation to their particular sport. B. Region Dues:
1. Amount is $250. 2. Purpose of dues is to pay for Region Championship Banners, Plaques
etc. 3. Due date is October 1 of each year. 4. Checks should be sent to Chris Lahm (Ozark Christian College)
C. Member Attendance: 1. All Athletic Directors and Region Sport Chairs are expected to
participate in the regional meeting.
2. Purpose and institutional responsibility of voting. D. Eligibility Issues:
1. Eligibility is handled by the National Office. 2. Eligibility Certificates are due to the National Eligibility Chair prior to the
first scrimmage or contest in that sport. 3. Each student-athlete who participates in a scrimmage or contest must
be listed on the eligibility certificate. A player is not eligible until the form is on file on cleared by the National Eligibility Chair. Teams that play with ineligible student-athletes must forfeit the contest/s in which ineligible players were used. Furthermore, the team and/or school may face further disciplinary action from the NCCAA.
4. Transfer Rule- a. Any player wanting to transfer to another region school,
must sit one year of competition unless the Head Coach from the first institution releases the player.
b. Exceptions would be if the Head Coach leaves the program or if the institution closes.
c. Will be in effect starting Spring 2018 E. Convening of Special Regional Sessions. F. Region Sport Chair’s agenda for each coach’s meeting.
II. Sports Information Guidelines:
A. Statistical Reporting Forms are due to the NCCAA National Statistician, Gabe
Wallis, and to each school in the region on a weekly basis. B. Awards:

D. Ethics and Behavior: 1. Players, Coaches and fans. 2. Guidelines for presenting grievances. 3. Consequences
E. Region Awards 1. The Region will provide the All-Region Awards for all sports that conduct Regional playoffs. 2. Plaques will be awarded to First Team and MVP in all sports that conduct Regional Playoffs. a. VB – 6 plus MVP b. Soccer – 11 plus MVP c. M/W BB – 5 plus MVP 3. Certificates will be awarded to 2nd Team.
4. Each sport will decide how Region Teams are selected.
III. Individual Sport Guidelines:
A. Playoff Plans.
1. If you plan on participating in regional tournaments, please remember to
complete the “Declaration of Intent to Participate” form which is found on p.297 of the NCCAA II Handbook. The deadline for submission of this September 15th and it may be amended on January 15th and March 1st each year if necessary

B. Sport Policies for regional governance: 1. Region games that count toward record for seeding purposes will be
designated by region scheduler. 2. Coaches vote will determine final seedings if schools have not been
able to play everyone in the region. 3. Tie-Breaker Procedure:

1. Assume financial obligations for officials. 2. Provide game balls. 3. Provide programs with each participating team’s roster. 4. Provide list of local lodging options. 5. Secure meeting room for coaches meeting. 6. Staff the table, run clock and provide stats (if needed) 7. Responsible to work with Sport Chair and Region Coordinator to get
plaques and certificates. BASKETBALL 1. Facility must seat 300, surface cannot be carpet or sport court, glass
rectangular backboards, 94 x 50 court size 2. Officials must be 3 man crews for both men and women 3. The All-Region Team will be voted on by the coaches prior to the
Regional Tournament. These votes will be made public. 4. Those who do not participate in the tournament (men or women, if you
have both programs) you forfeit your right to host the next time for your rotation
5. You must participate in the regional tournament three years in succession to be eligible to host the tournament.

Regional Play & Stat Requirements
Each school is expected to play every other school in the Region each year. This will be accomplished with a schedule produced by the Regional Leadership.
Seeding for the Regional Tournament will be based on the Regional Standings.
Each school needs to submit current weekly stat reports to every school in the Region that are due the same time the NCCAA National Report is due.
Region Tournament Expecations:
Facility: Minimum of 110 x 75 yd field
Officials: Licensed College Officials
Host School Required to line up fields and officials
If you don’t participate in the tournament, you forfeit your right to host the next time for your rotation.
You must participate for three years in the regional to be eligible to host the tournament.
All-Region teams
The All-Region Team shall consist of 12 players (three forwards, three mid-fielders, three defenders, one goalkeeper, and two alternate players). The alternate players can be used at any position. There must be at least three players named at each of the field (mid-fielders, defenders, forwards) positions.
The vote for the All-Region team shall be conducted by email prior to the Regional Tournament by the Men’s Soccer Region Sport Chair
Schools may vote for their own players, however the highest and lowest vote for each player shall be eliminated

I.Regional Sport Chair
i. Regional Sport Chair will be voted on by the coaches.
ii. 2018 Regional Chair – Kristi McDaniel – Arlington

iii. Responsibilities –
i. Contact person for the National Office for communication
to the Southwest Region.
ii. Communicate with coaches within the region of important
information within Division II volleyball.
iii. Collect results, vote and submit National Top Ten
Rankings each week.
iv. Coordinate the seeding vote for the Regional Tournament
and coordinate All-Region Team voting.
v. Communicate to the National Office results from the
Regional Tournament.
vi. Submit Regional winner and any At-Large submissions
from the Southwest Region to the National Chair.
vii. Participate in the National Seeding call on the Sunday
evening of the weekend of the Regional Tournament.
viii. Attend the Coaches meetings at the National Tournament.
(All Coaches Meeting and All-American meeting)
1.If the Regional Chair cannot attend, the coach of the team
representing the Southwest region must attend the
meetings.
II.Championship Site and Date
a. Site
i. 2018 – Barclay College
ii. Future rotation will be determined by the
Regional Coordinator
1. Host schools must be in good
standing for 3 years prior to hosting
the Regional Tournament.
iii. Site must meet court specifications as
followed in the NCAA volleyball rules.
b. Date
i. The deadline for the Regional Tournament
is the Friday/Saturday two week prior to the
National Tournament.
1. 2018 – November 1-3
2. In the year that Ozark Christian
College hosts the regional the dates
will be the weekend prior to the first
full weekend of November.
III.Eligibility
a.Institutions must pay national and regional dues in
accordance to the deadlines.
b.Declaration of Intent must be submitted to the
Regional Chair as determined by the national deadlines
published by the National Office.
IV.Conduct of the Regional Tournament
a.Format – Single elimination Bracket
b.Regional rules shall follow the NCCAA DII

ii. Restrictions
1. Tournament shall not exceed three
days.
c. Tournament Host Responsibilities
i. Program
1. Include team rosters and a schedule,
plus any other information deemed
important by the host school.
ii. Officials
1. NCAA rating for college officials is
required
2. Host should have 3 college rated
officials for the tournament as well
as line judges that have been proved
efficient for the task.
iii. Christian Service Project
1. Host site is responsible for
organizing and carrying out the CSP.
2. Financial donations are discouraged.
d. Balls
i. Host schools should provide enough warm
up balls for all teams. If the school cannot
provide this, please inform teams early of
the need to bring their own volleyball.
ii. Official game ball with be the preferred ball
of the NCCAA National Office.
e. Coaches Meeting
i. Location should be determined prior to the
tournament.
ii. If deemed necessary, coaches meeting will
be immediately following the last match
Friday evening or communicated via email.
iii. Coaches will discuss issues within the
Southwest Region and National issues, as
well as determine the All-Region Team,
Regional MVP and Coach of the Year.
iv. The agenda and minutes will be the
responsibility of the host tournament
director and the region chair.
1. Agenda should be sent to all coaches
prior to the tournament. Meeting
minutes should be send to all
coaches within two weeks of the
tournament.
f. Charge for admission to Regional Tournament –
i. To be determined by the host site. If a gate
is collected, proceeds will go to winning
team to offset costs of travel to national
tournament.
g. Awards –
i. All-Region Team
1. 1st Team – MVP and 5 players
2. 2nd Team – 6 players
3. Tie at 6/7 will be awarded 1st Team,
tie at 12/13 will be 2nd Team.
4. Regional nominations are as follows:
a. 1st and 2nd place have an
unlimited number of
nominations.
b. 3rd and 4th place can
nominate 4 players from each
team.
c. 5th – 8th place can nominate 2
players from each team.
5. Coaches must submit the All-
American voting form to nominate a
player. Forms must be submitted by
the Monday of the Regional
Tournament week.
6. Nomination forms must be sent to
the Host school so that copies of the
forms are available for the coaches
at the coaches meeting.
ii. The Region is responsible for providing
awards
1. MVP – 8x10 plaque – 1
2. 1st Team – 5x7 plaque – 5
3. 2nd Team – Certificate – provided by
Regional Sport Chair, host school
must be able to print names on
certificates prior to Championship
match.
iii. Banner for Regional Champion – provided
by Regional Sport Chair
iv. Coach of the Year
v. Regional honors are awarded after the
Championship Match.
h. Plan for Emergency Procedures
1. It is the host sites responsibility to
provide a trainer during the Regional
Tournament.

VB and Soccer are Nov. 1-3 give or take a day depending on Southwest Adventist status. VB
at Barclay and Soccer at Randall. Basketball is Feb. 20-23 once again small variance due to
SWAU. That is hosted by Arlington Baptist.
