How to use this document

This information is written in an easy to read way.

We use pictures to explain some ideas.

This document has been written by the National

Disability Insurance Scheme (NDIS). When you

see the word ‘we’, it means the NDIS.

Some words are written in bold. We explain what

these words mean. There is a list of these words

on page 20.

This Easy Read document is a summary of

another document.

You can find the longer document on our website

You can ask for help to read this document.

A friend, family member or support person may

What is this document about?

The NDIS provides support to people with

disability and their families.

The amount of support that people receive can

depend on how much help they need.

An important part of the support the NDIS

provides has to do with help from the

community, families and carers.

We would like to make sure that all of these

people have access to the information they

need.

We also want to create better connections and

networks between people with disability and the

community.

We would also like to help people gain the skills

and types of knowledge that are needed to help

support people with disability.

We call this level of support Information, Linkages and Capacity Building, or ILC.

This document will explain how the ILC will work

and who it will be good for.

How will the ILC work?

The ILC will help the community include people

with disability by providing information, training

and support.

This will include helping to improve

mainstream services for people with

disability.

These are services such as healthcare,

education, transport and housing.

It will make sure that people can access the

support they need.

It may reduce the chance that a person using

support services will rely on them for a long

time.

It will give people with disability more choice

and control of their supports.

And it will support families and carers.

We think that support that meets the needs of

lots of people will help more people with

disability take part in the community.

The ILC will have 5 parts to it, we call these

Streams.

We explain each of these streams in more detail, starting on page 10.

Who will the ILC benefit?

The ILC will benefit:

• people with disability

• family and carers of people with disability

• mainstream and community service

providers.

The ILC aims to meet the needs of a wide group

of people with disability.

We will focus on making sure people with

disability, their family and carers are included and

supported by the community.

It will offer the same levels of support to people

all around Australia, instead of being different in

all the states and territories.

Examples of support that could be offered by ILC

Some examples of support that the ILC could

provide include:

• Bulk payments for groups of people who

want to support each other. This is

called peer-to-peer support.

• A contract for support with a service

provider to help people through a

diagnosis of a disability.

• Grants or payments to an organisation

to help sporting clubs include people

with disability.

• staff employed by the NDIS help to

connect people with disability and their

communities.

These people are called Local Area Coordinators.

Stream 1

Stream 1 is about providing information and

connecting people with each other and other

services.

We want to create better connections between

communities and people with disability, and

their families and carers.

This will include providing information about:

• the impact of disability on a person’s life

• supports available to the person and their

family and carers

• the type of disability they have.

We will also provide information that meets the

needs of Aboriginal and Torres Strait Islander

peoples and people from different cultures.

We want to help connect people with the right

services and supports.

From there, sharing this information with others

will help build connections with more people.

We will support resources for the public to

access this information.

These can be online or face-to-face services.

Some of this support may be through disability-

specific organisations.

These are organisations that provide support

that meets the needs of people with a certain

type of disability.

Stream 2

Stream 2 is about making sure mainstream

services meet the needs of people with disability

more effectively.

It is important to the NDIS that people with

disability can use mainstream services and

supports.

We’d like people who are providing mainstream

services to learn more about supporting people

with disability.

This is part of the National Disability Strategy.

This is a 10 year plan that the governments

around Australia has written. It will help people

with disability, their family and carers to live good

lives and achieve their goals.

Stream 3

Stream 3 is about building understanding in the

wider community.

This will make sure that more people with

disability can be included in the day-to-day life

of our community.

Local businesses, councils and organisations

play an important role in making sure this can

happen. We can provide funding to help them

do this.

We’d like to make the community more aware

of disability, and have more understanding

about people’s needs.

The community can help by providing

opportunities for people with disability, such as

jobs or training.

This is an important part of making sure people

are included in the community.

We also understand that having a community

that supports people with disability reduces the

cost of disability supports in the long run.

Stream 4

Stream 4 is about creating support that builds

the capacity of people with disability.

People with disability should be supported to

have a say about what matters to them.

The ILC will help people with disability have

more choice and control over the supports they

receive.

We also think it is important to support people

who care for people with disability.

For example, there could be courses for people

who care for someone with a disability to

improve their skills and confidence.

This stream can provide money for courses,

groups and organisations that people with

disability are involved in.

For example, groups where people with the

same disability can meet and support each

other.

We can also support people with disability to

become more active in organising their own

supports.

Stream 5

Stream 5 is about strengthening the connection

between people with disability, the NDIS, their

family and their carers.

We want to make sure people with disability and

the people that care for them can get full use of

mainstream services and supports.

We also want them to be able to use the NDIS in

the best way they can.

This part of ILC will make sure people with

disability can use support that is provided locally

in their community.

We want to combine the support we provide with

support from the community.

By doing this, we can create a network of

support for people with disability.

The ILC in practice

Over time, the support provided under the ILC

can reduce the amount of support an individual

may need over their life.

The ILC is good for people who might need

support only sometimes.

The ILC helps mainstream services to consider

the needs of people with disability when

providing services.

The ILC will also work for people who receive

Individual Funded Packages (IFP).

Individual Funding Packages are funding plans

that have been created for one person rather

than a group of people.

People who have a funded package can still

use the ILC to develop their support network.

The ILC will also work with people who receive

support from other services. It will be worked

around their current supports.

We will make sure that someone who is

receiving support from a mainstream service

can still receive support from the NDIS and that

the support doesn’t clash.

Word list

Individual Funded Packages

Funding plans that have been created for an

individual.

Linkages and Capacity Building

A level of support provided by the NDIS that is

focused on helping people understand disability

and linking people to services.

Local Area Coordinator

People who link people to their communities and

who manage small amounts of funding for one-off

or low-cost supports.

Mainstream services

Services like healthcare, education, transport and

housing.

National Disability Strategy

This is a 10 year plan that the governments around

Australia has written. It will help people with

disability, their family and carers to live good lives

and achieve their goals.

Peer-to-peer support

This is support provided by a group of people for

each other.
