    On or about 5:00 AM, 26 July 2011, MV Henrik with 15 crew members on

    board, was swept away while at the vicinity waters of Balesin Island,Polilio Island

    Region V

    PCG Action Center reported that MV Maria Concepcion with 17 officersand crew, skippered by Capt Jomer Nepomuceno and owned/operatedby Harmony Express Transport Corporation, ran aground at the vicinityof Barangay Duran, Balatan, Camarines Sur due to strong winds and bigwaves. Said vessel, departed from the Port of Pasacao on July 25, 2011at 10:00 PM to take shelter at San Pascual, Burias Island, Masbate due tounfavourable weather condition in the area. All officers and crew are

    safe and in good physical condition

    Region VI DRRMC IIoilo City reported that on or about 10:30 AM, 26 July 2011, a

    motor banca named NENE LINDA 3, with 28 passengers on boardsubmerged while enroute from Buenavista, Guimaras to Parola Wharf,Iloilo City. As a result, 22 passengers suffered minor injuries while five(5) others were brought to Western Visayas State University Hospital

    FLOODING and LANDSLIDE

    Region IV-A

    As a result of continuous rains, flooding affected the ricefields in the 8barangays of Lopez, Quezon, namely: Barangays Villa Hermosa;Magilayan; San Roque; Tan-ag; Ilaya; Bakungan; Lalaguna; and RizalBarrio

    A total of 171 families / 904 persons were affected in five (5) Barangaysof Mulanay, Quezon due to flooding. They evacuated to MulanaySession Hall and houses of friends/relatives

    Region V Flooding and landslides occurred in some municipalities in Albay and

    Catanduanes

    Flooding occurred along Barangay Belmonte - San Andres Road whichrendered road impassable due to fallen trees

    II. EMERGENCY MANAGEMENT

    NDRRMC

    Disseminated NDRRMC Advisories on Severe Weather Bulletins; GaleWarnings; and Flood Bulletins to all regions affected through SMS andfacsimile, uploaded the same at the NDRRMC Website, Facebook, andTwitter accounts for further dissemination to their respective local DisasterRisk Reduction and Management Councils (LDRRMCs) from the provincialdown to the municipal levels

    Directed RDRRMCs concerned through the OCD Regional Centers toundertake precautionary measures in their respective areas of responsibility(AOR) and subsequently advised local DRRMCs to initiate pre-emptiveevacuation of families in low-lying and mountainous areas if situation warrants

    MEMBER AGENCIES

    Department of Social Welfare and Development (DSWD)

    The Disaster Response Operations Monitoring and InformationCenter(DROMIC) is closely coordinating with DSWDField Offices (FOs)concerned for significant reports caused by this weather disturbance

    DSWD-FOs along the typhoon path were alerted and advised to closelymonitor the situation, particularly those flashflood and landslide prone areaswithin their jurisdictions, and to provide reports on any eventualities, status oftheir standby funds and stockpile

    DSWD Field Offices (FOs) are continuously coordinating with localDRRMCs from the regional down to the local level for necessaryresponse/intervention

    Pre-positioned PhP59.76 Million in all DSWD-FOs along the typhoonpath: PhP2.5M standby funds and PhP57.26M worth of relief supplies

    the provinces of Albay and Catanduanes, mobilized teams to be onstandby and activated CHDsOPCENs in the affected provinces

    CHD I organized medical response and health assessment teamscomposed of doctors and nurses and allied health professionals at theregional and provincial offices and established direct coordination withhealth clusters of four (4) PDRRMCs and three (3) DOH-RetainedHospitals (ITRMC San Fernando City, La Union, RIMC-Dagupan City,Pangasinan and MMMH- MC Batac City, Ilocos Norte)

    Department of Agriculture (DA) DA Region I activated its Regional Command Center and continuously

    monitor any possible effects on agricultural sector

    Department of Public Works and Highways (DPWH)

    DPWH Region I activated its District Disaster Action Teams andoperation center, monitor status of road conditions and placed itsmaintenance crew on standby

    Bureau of Fire Protection (BFP) BFP Region I placed its Emergency Response Teams on alert status;

    fire trucks and manpower; 4 rubber boats with OBM (1 in Vigan City,Ilocos Sur, 1 in Naguilian, La Union; Urdaneta City, Pangasinan, and 1in Rosales Pangasinan) for possible response mobilization andaugmentation

    PAGASA

    Issued a weather scenario of Tropical Storm Juaning and recommendedthe suspension of classes at all levels in Metro Manila

    Department of Education (DepEd)

    In view of Public Storm Warning Signal No. 1, issued Media Advisory on thesuspension of all classes today July 26, 2011 in the following regions: NCR:

    School (public and private) are automatically suspended in Abra,Apayao, Kalinga, Ifugao, Mt. Province, and Benguet

    Philippine Coast Guard (PCG)

    PCG Unit Commanders in various ports are closely monitoring and renderingassistance in coordination with local port authorities and shipping companiesto ensure the security and safety of stranded passengers and vessels

    Pursuant to Memorandum Circular No 01-09 (Guidelines on the Movements ofVessels during Inclement Weather) are as follows:

    PSWS No.1: Vessels of 1,000 gross tons or below shall not sail,

    except to take shelter, when the PSWS No.1 is hoisted within its pointof origin or route or point of destination.

    On the other hand, movement of vessels above 1,000 gross tons isleft to the discretion and responsibility of the ship owner and masterwhen PSWS No 1 is hoisted within its point of origin or route or point ofdestination

    Coast Guard District Bicol is presently conducting SAR operations on thereported missing fishermen in Baras, Catanduanes

    PCG Region I alerted its WASAR teams in all CG Stations and equippedthem with rubber boats with OBM for possible resource mobilization:Pangasinan (1), La Union (4), Ilocos Sur (1), and Ilocos Norte (1), andimplements the prevention of fisherfolks and other small sea vesselfrom venturing out into the sea due to big waves

    Philippine National Police (PNP)

    Activated its PNP Sub-Committee on Disaster Management (PNP SCDM)and National Disaster Operation Center (NDOC) to monitor TS Juaning andto coordinate with affected Regional Offices

    Directed its ground units particularly the areas affected by TS Juaning totake precautionary measures to address the possible landslides andflashfloods

    Alerted its Search and Rescue (SAR) personnel for possible deployment PNP Region I placed all its police stations on alert status and

    emergency rescue equipment on standby

    Department of Interior and Local Government (DILG)

    DILG I directed the local LGUs to implement pre-emptive evacuation ofresidents in high risk areas if situation warrants

    Armed Forces of the Philippine (AFP) The different DRTUs of NCRCOM, NOLCOM, and SOLCOM were placed

    on standby alert AFP Region I implemented OPLAN DAGLI, a tool in mobilizing AFP

    resources during disaster response

    REGIONAL PREPAREDNESS AND RESPONSE

    NCR

    Prepared and disseminated Severe Weather Bulletins and Gale WarningAdvisories to the Metro Manila DRRMCs and other National Offices in MetroManila thru SMS and facsimile transmission for information, appropriateaction and widest dissemination

    Task Force NCR was activated effective 0800H, 26 July 2011 to monitor theeffects of TS Juaning in NCR

    CAR

    OCD-CAR skeletal force is on alert status and OCD OpCen is continuouslymonitoring and coordinating with PAGASA Radar Station at Sto. Tomas,Baguio City and other weather websites; prepositioned its communication

    equipment specifically the Thuraya Emergency Telecommunication Kits; andthe DPWH CAR pre-positioned its heavy equipment and manpower in majorroads; and the CAR Regional Council members are on alert status for anypossible effects

    Region I

    OCDRC I OpCen is activated to ensure timely dissemination ofweather/flood advisories to all concerned local DRRMCs, PDRRMC memberagencies, tri-media thru facsimile, SMS and Association of Fishermen

    PDRRMCs Pangasinan, La Union, Ilocos Norte and Ilocos Sur activatedtheir respective CDRRMCs, MDRRMCs and BDRRMCs; continuouslydisseminate warning advisories to communities and local radiostations; and placed their respective emergency response equipmentand rescue teams on standby for response mobilization

    Region II

    OCDRC2 Operation Center disseminated latest Weather Bulletins to all localagencies, informed RDRRMC2 Vice-Chairperson for preparedness andresponse; alerted all LGUs, local media, radio stations and individuals thruSMS and facsimile; coordinated with the Local DRRMCs of PDRRMCsBatanes, Cagayan, Quirino, Isabela and Nueva Vizcaya to monitor thesituation and preparedness activities in their respective AOR including pre-emptive evacuation if necessary; alerted rescue groups from PNP, BFP, PA,PN and PCG for possible search, rescue and evacuation operations.; andalerted residents in the low-lying and mountainous areas against possibleflashfloods and landslides

    Region III OCDRC disseminated domestic bulletin and flood advisories to

    concerned RDRRMC 3 member agencies, local DRRMCs and broadcastmedia for widest information dissemination

    PDRRMC Aurora prepositioned military contingent from 48IB headedby Lt COL Kurt Decapia in Northern Aurora for possible evacuationoperation

    Region IV-A

    OCD IV-A is closely monitoring the situation in coordination withLDRRMCs concerned and disseminates NDRRMC advisories toconcerned PDRRMCs and MDRRMCs

    Region IV-B

    OCD IV-B coordinated with PNP MIMAROPA and PCG District SouthernTagalog on the status of vehicular traffic and vessels operations;continuously disseminates weather bulletin to the PDRRMCs memberagencies, LGUs, local radio stations through facsimile and SMS

    Region V OCD V OPCEN is on heightened alert and continuously disseminate TS

    Juaning bulletins, gale warnings and flood advisories to all RDRRMCMember Agencies, Action Officers, PDRRMCs, LGUs, and local media to

    effectively ensure public safety; and alerted disaster response units/teams forpossible deployment if need arises

    Coordinated with 901st BDE, PA TOG5-PAF, NAVFORSOL re the request ofHon Joey Salceda for the availability of M35 trucks with personnel andequipment to be on standby at PDRRMO Albay and relayed various requestsfor assistance from the LGUs for immediate actions of concerned agencies

    PDRRMC-Albay issued Advisory 2 for disaster avoidance which states thatall DRRMCs are hereby advised to closely monitor river systems and preventresidents from crossing swollen rivers and artificial pools of water

    PDRRMC-Catanduanes issued a no sailing policy and disseminated thesame to all coastal Barangays and municipalities in their AOR

    Region VIII

    Members of Lawaan, Eastern Samar Rescue Team conducted search andrescue operations for the six (6) missing fishermen

    LGU-Lawaan, through Mayor Candida Gabornes, coordinated with the LGU-Guiuan, Eastern Samar and the Pacific LGUs of Southern Leyte to help in theSAR operations of the said missing fishermen

    RDRRMC-VIII OpCen coordinated with Tacloban PCG for possible SARoperations of the said missing fishermen
