A total of 975 houses (50 Totally / 925 Partially) were damaged in Region I, II, VI,and CAR: (18 totally / 73 partially in Region I ; 10 totally / 746 partially in Region II;10 totally in Region VI; and 12 totally /106 partially in CAR)

The initial cost of damages to infrastructure (roads and bridges, schools) andagriculture (crops, HVCC, livestock, fisheries, and Agri-infra) amounted toPhP1,009,953,299.54:

E. EMERGENCY INCIDENTS MONITORED (Tab E)

Moderate to occasionally heavy rains and strong winds brought about by TyphoonMina triggered the occurrence of 42 emergency incidents such as: 13flashfloods/floodings, 7 landslides, 9 tornadoes, 5 sea mishaps, 1 vehicular

accident, 6 collapsed structures, and 1 soil erosion in various areas of Regions I,II, III, VI, VII, VIII, IX, CAR and NCR

Barangays along riverside in Dingras, Ilocos Norte is still isolated due tounderwater

F. DAM / RIVERS MONITORING Dams status as of 4:00 PM, 29 August 2011 - La Mesa, Angat, San Roque, Ipo,

Pantabangan and Caliraya, are still below critical level; Ambuklao (five (5) gatesopened @ 3 meters); Binga (five (5) gates opened @ 4.5 meters); and Magat (1gate opened at 2 meters (620 cms)

Rivers as of 4:00 PM, 29 August 2011: Montalban, Nangka, Marikina, San Juan,Fort Santiago, Pandacan and Angono are still below critical level

G. STATUS OF LIFELINES

1. STATUS OF ROADS AND BRIDGES (Tab F) As of 6:00 PM, 29 August 2011, a total of 11 bridges and 31 road sections

remain closed to traffic due to a series of major and minor slides, scoured slopeprotections, eroded shoulders, and floodwaters (11 roads in Region I; 7 bridges and1 road in Region II; 2 bridges and 1 road in Region VI; 1 bridge in NCR; and 19roads in CAR)

2. STATUS OF POWER, WATER AND COMMUNICATION LINES

NGCP reported that 3 major transmission lines (La Trinidad-Bulalacao 69 kv line,Solana-Tabuk 69 kv line, and Tuguegarao-Magapit-Camalanuigan-Sta. Ana 69 kvline) tripped on the morning of 27 August 2011

Water supply in Ilocos Norte (provincial wide) has been interrupted Power, communication, telephone lines, and transportation in Ilocos Norte are still

Region II The province of Cagayan has no electricity since 26 August 2011 and some areas

in Isabela particularly from Santiago City to San Pablo and Basco, Batanes are stillexperiencing power outage. (Power in Isabela was restored last 28 August 2011)

Water and Communication lines are still functional except for some PLDT lines(OCD R2 internet is not operational since 27 August 2011)

Region III Several areas in Northern Luzon are experiencing power failures after transmission

lines tripped due to Typhoon Mina As of 6:00 AM 28 August 2011, Dilasag,Aurora has still no power due to damaged electric post/power lines of local electriccooperatives

CAR

Power interruptions were experienced in Kalinga province (Tabuk area) since 11:00PM, 26 August 2011; some areas in Baguio City, Atok and Mankayan in Benguetdue to damaged lines and fallen electric posts; a wide brown-out in Mt. Provincesince 10:00 AM, 27 August 2011; Flora, Sta. Marcela and Luna in Apayao haveelectrical problem.

Power in some areas in Baguio City Lower Apayao are not yet restored as repairby BENECO is ongoing; Kalinga, Mt Province and Abra (power restored)

III.EMERGENCY MANAGEMENT

A. NATIONAL RESPONSE AND PREPAREDNESS

NDRRMC OpCen was activated to Blue Alert status effective 8:00 AM, 22 August2011 to ensure continuous dissemination of weather bulletins and general floodadvisories to all Regional Centers and RDRRMCs, PDRRMCs and OCDRCs inRegions I, II, III, IV-A, IV-B, V, VI, VII, VIII, IX, X, XI, XII, CAR, CARAGA, NCR andARMM; and to closely monitor the preparedness measures being undertaken byNDRRMC and concerned RDRRMCs member agencies relative to Typhoon Mina

Effective 5:00 PM, 25 August 2011, NDRRMC OpCen was upgraded toRED ALERT status in view of the intensification of Typhoon Mina into atyphoon. NDRRMC member agencies such as: AFP, PNP, PCG, BFP,DOH, DSWD and DPWH were directed by USEC BENITO RAMOS toreport at the Emergency Operations Center at Camp Aguinaldo to closelymonitor the possible effects of Typhoon Mina

USEC BENITO T. RAMOS directed all OCD Regional Directors withreported dead casualties in their AORs to provide PhP10,000.00 each deadvictims for the bereaved families

PAGASA representative is rendering duty at OpCen to closely monitor themovement and development of Typhoon Mina and continuously monitoring thestatus of dam water levels particularly Ipo, Magat and Binga

DA activated all its Regional Command Centers to closely monitor any possibleeffects in the agricultural sector

PIA ensured the timely information dissemination of bulletins/advisories and assistedthe RDRRMCs in disseminating weather updates to the public through PIA news textblasting

PRC is on a 24-hour alert status and placed on stand-by its WASAR teams, CISDteams, and PRC Volunteer response augmentation; prepositioned stockpiled foodpacks, first-aid kits and spine boards, four (4) rubber boats, three (3) ambulances,one (1) Toyota Land Cruiser, and one (1) mobile water treatment equipmentequipped with a generator and water pump; and five (5) boxes of biscuits and packsof noodles good for 3-40 families for Aringay Amphitheater Community Kitchen

DSWD-DROMIC alerted its Field Offices (FOs) along the typhoon path; advisedFOs to closely monitor the situation particularly those flashflood and landslideproneareas within their jurisdictions and the status of their standby funds and stockpile;closely coordinate with various field offices for any report of affected population; andpre-positioned PhP26.207,379.95 brokendown as follows: stand-by funds(PhP2,769,108.37) and worth of relief goods (PhP23,438,271.58), readily availablefor augmentation to LGUs affected:

DSWD I pre-positioned 1,500 food packs for the entire region andprepositioned 500 family packs in Ilocos Norte; provided PhP277,972.50worth of relief assistance to the affected families; continuously implementthe cash for work program (canal de-clogging) as flood mitigation activity inflood prone areas in the provinces of Ilocos Sur, Pangasinan and La Union,and activated their SWAD team (pro-active stance in the province of IlocosNorte and Ilocos Sur) for any eventualities

PhP500,000 is available; and identified evacuation centers and location ofcommunity kitchen; provided 100 family food packs to the affected familiesamounting to PhP25,000.00; provided bottled mineral water for theresponders of vehicular accident in Tublay, Benguet; and providedPhP74,754.00 worth of relief assistance to the affected families. Repackingof family packs is ongoing

DSWD NCR alerted and activated its Quick Action Response Teams

(QUART) to continuously monitor the LGUs in 17 municipalities and citiesin Metro Manila and coordinated with MMDA Flood Control Unit

Philippine Coast Guard Action Center directed all Coast Guard Districts (CGD) toensure high state of preparedness of their respective stations, detachments,operational control units and disaster response assets in preparations for TS Mina;reminded CGDs to always make sure that their stations and detachments promptlyinitiate and/or encourage aggressive public information dissemination through wideuse of the tri-media and LGUs in warning the coastal residents and local fishermen;advised CGDs to closely coordinate with PCG Auxiliary and LGUs, local DRRMCsand media in information dissemination (warning/recalling fishermen; and remindedall Shipping Lines to strictly follow HPCG Memo 01-09 (Guidelines on the movement

of motorboat/vessels in the absence of weather bulletin) and HPCG SOP No.002-09(Guidelines on PCG Alert Condition/levels)

CGDNL activated all District Operations Centers and alerted all WASARTeams in their AORs for any possible response mobilization. Each WASARteam is equipped with rubber boats: one (1) in Pangasinan; four (4) in LaUnion; one (1) in Ilocos Sur; and One (1) in Ilocos Norte

PCG Station Aparri under SCPO Ernesto Renon and PCG Detachment SanVicente under PO1 Anthony Estoesta both of Cagayan are placed on alertstatus

CG Northern Luzon through the CG Detachment San Vicente, responded tothe maritime incidents involving MV Eagle Ferry, MB 4 Brothers con Queenand 2 other motorbancas in Sta Ana, Cagayan

Coast Guard Station San Fernando City immediately dispatched three (3)SOG and two (2) personnel which conducted SAR operations but it wastemporarily terminated with negative result. SAR resumed using water vesselDF-325 as soon as sea condition improves

PCG Aurora and Bantay Dagat fully implemented the prevention of fisherfolks and other small vessels from venturing out into the sea

DPWH CO through the Bureau of Maintenance, instructed all DPWH RegionalDirectors concerned to activate their District Disaster Action Team and monitorstatus of national roads and bridges within their area of jurisdiction

DPWH I activated its District Disaster Action Teams; deployedmaintenance crew to perform clearing works/provision of turn outs, installedinformative/warning signs to inform motorists about the situation, deployed

road grader to the affected areas to clear slides; continuously monitor thestatus of road in the AOR; and placed on standby resources at thefollowing provinces: Ilocos Norte four (4) dump trucks, two (2) payloaders, one (1)

payloader-dozer, two (2) road graders, 14 service vehicles, 16maintenance crews, eight (8) engineers, ten (10) maintenance capataz

Ilocos Sur one (1) payloader, one (1) road grader, two (2) dumptrucks, two (2) Toyota Hi-Lux, and one Mitsubishi Canter

La Union one (1) dump truck, one (1) road grader, one (1) backhoe,one (1) payloader-dozer, service vehicles, and 63 manpower

DPWH La Union conducted sandbagging operations to restore theeroded shoulder and scored slope protection in Agoo-BaguioRoad. Hence, Damosil Bridge is already passable to all types ofvehicles

DPWH II deployed all District Disaster Teams, equipment and crew to thecritical road section. Clearing and removal of debris along the nationalroads on the northern part of Cagayan is ongoing

DPWH III pre-positioned resources for possible emergency and clearingoperations (2 payloaders, 1 bulldozer, 1 grader, and 1 dump truck weredeployed in Brgys. Puncan and Putian, Carranglan, Nueva Ecija, and 1grader in Dalton Pass) and closely monitors possible landslides in AuroraProvince and Dalton Pass, Maharlika Highway, Carranglan, Nueva Ecija

DPWH CAR pre-positioned 76 heavy equipment (government and private)with manpower at the landslide prone areas and districts and maintenancecrew are on standby

DPWH District Antique conducted clearing operations in the affectedareas and provided assistance to the affected barangays

BFP-NHQ issued memorandum to all Regional Directors in regions likely to beaffected and directed all BFP units personnel to be on standby

BFP CAR, I, II and III directed all its emergency response teams andoperating units to be on alert status for possible mobilization and to takeprecautionary measures in case there is an abrupt increase in water levelin low-lying areas

BFP I pre-positioned one (1) rubber boat in each of the following areas:Vigan City, Ilocos Sur; Naguilian, La Union; Rosales, Pangasinan; and

PNP Region II Provincial and Municipal Fire Marshalls coordinated withtheir respective P/MDRRMCs for possible evacuation or rescue assistance

BFP 6 EMS-ORD, Oton Fire Station Personnel, together with Oton Searchand Rescue Team, Bantay Karagatan, and MDRRMC Oton rescued andevacuated 87 persons to Oton National High School and Oton ElementarySchool

DILG issued memorandum to all its regional centers on the implementation of pre-emptive evacuation in high risk areas if situation demands and disseminatesweather advisories to LGUs concerned, and to continuously monitor the situationand coordinate with Local Chief Executives (LCEs) in areas with typhoon signals

NTC alerted all accredited Civic Communications Group to assist the NTC oncommunication concerns as emergency communication back-up in casecommunication system failed

C. SUMMARY OF REGIONAL PREPAREDNESS

RDRRMCs/OCDRCs I, II, III, IV-A, IV-B, V, VI, VII, IX, NCR and CAR immediatelyinitiated their preparedness activities as early as 21 August 2011 when the LPA eastof Visayas developed into a tropical depression. The preparedness measuresundertaken by the above RDRRMCs were the following:

Activation of respective disaster operations centers to ensure promptdissemination of warning information such as general flood advisories, galewarnings and weather bulletin of Typhoon Mina to the local disaster riskreduction management councils from the provincial down to the municipal/cityand barangay levels, media and general public in the community

Alerting of local Disaster Risk Reduction Officers (DRROs), emergencyresponders, Task Forces and SAR and relief teams of various RDRRMCs

member agencies, actions officers and provincial coordinators Prepositioning of local resources on hand in terms of relief supplies, equipmentand logistics for immediate deployment if need arises

Close monitoring of the situation and status of dams, river systems andtributaries in respective areas of responsibility

Possible implementation of pre-emptive evacuation of residents in high riskareas if needed

RDRRMCs / PDRRMCs RESPONSES

Region I RDRRMC/OCDRC I continuously disseminates warning information to RDRRMC

Members, LGUs, association of fisher folks, communities and local radio stations;recommended the activation of local DRRMCs and response teams; strictimplementation of pre-emptive evacuation in high risk areas if situation demands;emergency meetings; and coordinated with PDRRMCs for possible assistancefrom the Regional Council

PDRRMC Ilocos Norte distributed relief goods to the flooded Barangays in Piddig,Ilocos Norte

LGUs Piddig and Sarrat, Ilocos Norte provided PhP28,662.00 worth of reliefassistance to their affected constituents: Sarrat (PhP17,612.00) and Piddig(PhP11,050.00)

Region II PDRRMC Cagayan closely coordinated with the MDRRMCs in the northern tip of

Cagayan including Sta.
