The Notification dated 31.10.2014 declaring the Kamatapur Liberation Organisation (KLO) operating in Assam and West Bengal as ‘terrorist organisation’ has been issued under the provisions of Unlawful Activities (Prevention) Act, 1967. 2. For expeditious implementation of recommendations made by the Bezbaruah Committee constituted to look into the various kinds of concerns of the persons hailing from the NE States, a meeting under the chairmanship of SS (IS) was organized in MHA on 3.11.2014 which was attended by the officers of the Central Ministries/Departments and the State Governments. Implementation of the recommendations has started. 3. The Notification dated 16.11.2014 declaring the Hynniewtrep National Liberation Council (HNLC) of Meghalaya as ‘Unlawful Association’ has been issued under the provisions of Unlawful Activities (Prevention) Act, 1967. 4. The 19 th National Level Meeting (HS Level Talks) on security related issues between India and Myanmar was held at Yangaon on 17 th – 18 th November, 2014. The Indian delegation was led by Shri Anil Goswami, Union Home Secretary and the Myanmar delegation was led by Brig. General Kyaw Zan Myint, Deputy Minister, Ministry of Home Affairs, Government of Republic of the Union of Myanmar. In the meeting, issues relating to security & border management dismantling of Indian Insurgent Groups (IIGs) camps in Myanmar, repatriation of Myanmar fisherman in A & N jails, mechanism for controlling drug trafficking and illegal smuggling of wild life parts etc. were discussed. 5. The Notification dated 23.11.2014 declaring the National Democratic Front of Bodoland (NDFB) of Assam as ‘Unlawful Association’ has been issued under the provisions of Unlawful Activities (Prevention) Act, 1967 for 5 years. 6. The Notification dated 27.11.2014 declaring the United Liberation Front of Asom (ULFA) as ‘Unlawful Association’ has been issued under the Provisions of Unlawful Activities (Prevention) Act, 1967 for 5 years. ThePresidentsaidthatasthegraduatingstudentsbidadieutotheiralmamater,theyshouldbeconfidentthattheireducationherehasprovidedthemtheimplementstoshinewherevertheygoandflourishinwhatevertheydo.QuotingDr.S.Radhakrishnan,thePresidentsaidthat“Alleducationis,ontheoneside,asearchfortruth;ontheotherside,itisapursuitofsocialbetterment.Youmaydiscovertruthbutyoushouldapplyittoimprovethestatusofsociety”.ThePresidentsaid thatwhile the students should try and fulfil their owndreams,theyshouldalsotrytofulfiltheexpectationsofthesocietyandcountrywhich is theirsandwhichhasnurturedthem.

The President emphasised that education has shapedthedestinyofnations innosmallmeasure.Our institutionslagininternationalrankingsbroughtoutbyreputedagencies.Few of our leading institutions deserve a better positionthough.Theyneedtoadoptaneffectivestrategytoprojecttheirachievements.

The President stated that Central Universities havea pioneering role to play in setting standards for highereducationacrossthecountry.Theyhavetobeacatalystforrejuvenating other institutions of higher learning in theirregiontherebyreducingregionalacademicimbalance.Moreimportantly, Central Universities have to become a vehicle

They have to elicitthe participation of talented local youth, increase theiremployabilityandusherinupwardmobilityofthedeprivedsectionsofthesociety.Theirworkmustresonatetheneedsandaspirationsofthepeople.

ThePresidentstatedthatrecentlytheGovernmenthasannouncedSaansadAdarshGramYojanawiththeobjectiveto develop model villages with improved basic amenities,enhanced human development, access to rights andentitlementsandwidersocialmobilization.Financialinclusion,creation of digital infrastructure and the Swachh BharatAbhiyaan have been dovetailed into this scheme. He saidthatintheConferenceofDirectorsofNITsheldinRashtrapatiBhavanlastmonth,hegaveacalltotheNITstostartworkingwithatleastfivevillageseachtotransformthemintomodelvillages. He said that he expected the Central Universitiestoo,includingTezpurUniversity,tofollowsuit.TheUniversitymustorganiseresourcepersonsandexperts, ifsorequired,from other Central institutions to provide solutions to thewiderangeofissuesconcerningtheadoptedvillages.Hewassure higher educational institutions in general and CentralUniversities in particular will actively involve themselves tomakeanIndiawhichisprogressiveandequal.

Healsohailed thecontributionof thestate towardssports and talked about skill development for solvingthe region’s woes. “In recognition of the talent thatexists inManipur, thegovernmenthasdecided to startaSportsUniversity.Manipurhashadabighand toplay inmaking India proud in the international sporting arena.Ourgovernmentwilldoeverythingpossible tomake thebestuseofthispowerthatManipurhasbecausesportsisinherentintheDNAofthepeoplehere”,hesaid.

In Nagaland capital Kohima, the Prime Ministerinaugurated theHornbill Festivalandgreeted thepeopleon the 51st Statehood Day. He announced scholarshipsfor 10,000 students from the Northeast and a packageof Rupees 28 thousand crores for the laying of 14 newrailwaylines intheNortheast.“HesaidthatNorth-East isthe best destination for tourists, but for that,we requireconnectivity. Unless and until we have road connectivity,railconnectivityandairconnectivity,itisquitedifficulttodeveloptourism.That iswhy for thedevelopmentof thisarea, and at the same time the development of tourism,Rs.28,000 crore have been provided for 14 railway lineprojects”,thePrimeMinistersaid.

The Prime Minister later went to Tripura where heinaugurated the2ndunitof the726MWPalatanaPowerPlant.Hestressedonthe'ActEastpolicy',statingthattheNorth-Eastisessentialforthestrategyandhisgovernment

is keen on building modern infrastructure to unlock thepotentialof the region that is thegateway toSouth-EastAsia.

ThePrimeMinistersaid,“TheNorth-Eastshouldfocuson a second green revolution through organic farming.It can share products all over the world. There is alsogreat scope here for themilk revolution and revolutionin animal husbandry”. The PrimeMinister also urged allchiefministersofNortheasternstatestohelponeanotherfor the all-round and long lasting development of theregion.

Union Home Minister Shri Rajnath Singh, whoinaugurated the conference, also addressedmany issuesincluding recent ethnic and socio-economic clashes andtheneedforpromotinginfrastructuraldevelopmentintheNortheast.He expressed concernover rising incidentsofextortionbyinsurgentoutfits.“Therearearound70to100insurgentoutfits in theNortheast.Wehavehadceasefireagreementswithsomegroupswhohaveagreedtogiveuparms and not cause any disturbance. Some other outfitshavesignedtheSuspensionofOperation(SoO)agreement.

I feel that in spite of this, some outfits are involved inextortion activities. This is amatter of great concern forus”,ShriSinghadded.

The Union HomeMinister also raised the issue ofthegrowinginfluenceoftheIslamicState(ISIS),callingitamajorsecuritythreattothecountry.“YouknowaboutISIS.ItwasborninIraqandSyria.DespiteitsemergenceinSyria,theIndiansubcontinentcannotignoreit.FewIndianyoutharegettingattractedtoit.Thisisamatterofdeepconcernforus“,ShriSinghsaid.

ItwasanexcellentexampleofNationalIntegrityandUnityasbikers fromallover theCountrygathered togetherwith the aimof spreading themessage of peace andharmony.

(c) 41-AssamRiflesorganisedaEducationTourfromUkhrulto Imphal for students of Orientation Naga ChristianHighSchool,Ukhrul,Manipurfrom2nd–6thNovember,2014. The tour comprised of 47 children includingteachershailingfromUkhrulandadjoiningareas.

(i) Assam Rifles contributes Rs 10 Lakhs to Chief Minister’s Relief Fund. All ranks of the Assam RiflescontributedRs10LakhstoChiefMinister’sRelieffundofMeghalayaforwelfareofthevictimsoftheTuraflood.DirectorGeneralAssamRifleshandedoverthechequetoDr.MukulSangma,ChiefMinisterofMeghalayaon28thNovember,2014.

(b) 28-AssamRiflesconductedavehiclemaintenancecourseforthelocalyouthsatLunglawnvillage,districtLunglei,Mizoram from 5th November, 2014 to 4th December,2014.Fifteenyouthsattendedthecourse.

(c) 39-Assam Rifles conducted a two weeks carpentrycourse for local youth at Aizwal,Mizoram from7th to 21stNovember,2014.Fiveyouthsjoinedthecourse.

(d) 14-AssamRiflesconductedtwoweekscomputercourseat Champhai district, Mizoram with effect from 17th November,2014.Eightyouthsattendedthecourse.

(e) 14-AssamRiflesconductedtwoweeksElectricianCourseatSerchhip,Mizoramwitheffect from20thNovember,2014.Tenyouthsattendedthecourse.

(b) Programmes undertaken by CRPF

CRPF organised cleanliness awareness at Bhotegaon (Kokrajhar), Assam.

129 BN, CRPF organised cleanliness awareness on 2nd October,2014atBhotegaon(Kokrajhar)AssamasapartofSwachBharatAbhiyanon theGandhi Jayanti.Officersandmen of the unit conducted mass cleanliness drive in thevicinityofthecampandBhotegaonBazar,Kokrajhar(Assam)during the occasion to create awareness among the localpeople.

During themonthofNovember, 2014, the RegionalDirectorates of North East Zone i.e. Guwahati, Tinsukia,Imphal and Siliguri have conducted 37 Programmes for1939workers.Highlightsoftheprogrammeareasunder:-

A 2-days Special Programme for ST workers wasorganised at Kanabari village, Mayong Block, Magigaondistrict, Assam on 17th & 18th November, 2014. Afterdiscussion on livestock forming, the Veterinary Doctorwent to various houses examining the ways how thevillagersrearpigs.Allparticipantswhoparticipatedinthetrainingprogrammeappreciatedtheexpertguidanceanddecidedtostartpig-rearingsothattheycanreapeconomicdevelopmentandalsodecidedtostartpig-rearing inthescientificwayasadvisedbythedoctor.

Self-reliance is being promoted, as could be seen bythe inaugurationofthefirstof itskindagrihubnurseryonhorticulturefarmintheAssamAgricultureUniversitycampusinJorhat.

Thenorth-eastisnotfarbehindtherestofthecountrywhenitcomestogrowthintherealestatesector.Guwahatiis fastemergingasan investmenthotspotwithagrowingdemandforrealestateresultinginhugeexpansioninbothcommercialandresidentialcomplexes.

Guwahati, like most of the other bigger cities in thecountry,has in the recentyearswitnesseda sharp increaseinthedemandforflats,bothforresidentialandcommercialpurposes.ShriVimal,aStateBankofIndia(SBI)officialheresaidthereisahugedemandforflatsinGuwahati“becauseoflimitedlandavailabilitywhereasinotherpartsofAssamthedemandisgreaterforprivatehousingconstruction.ThereisagreaterdemandinGuwahatibecauseitisthegatewayofthenorth-east,sopeoplefromeverypartcomehereandbuildhouses.So,thedemandisreallygood,”ShriVimalsaid.

While the climatic condition in the North East isconducive for agricultural activities and a large section inthe region is involved in agriculture, the lack of scientificapplicationinthefieldhaspreventedoptimumproduction.Recently, the Bhabha Atomic Research Center (BARC) inTrombay, gave its approval for the fundingof 20 researchprojects tobe takenupby scientistsofAssamAgricultureUniversity (AAU) mainly focusing on the development ofagriculturesectorintheNorthEast.

These initiatives are expected to give a boost toadvanced research in the field of agriculture and benefitfarmers. “It isdefinitelyaverygoodthingbecauseweareable to linkupwithBARCand it is just anopening. Ifwedo well, I am sure many more projects will flow in. Our

scientistswillalsogetanexposureinBARCandotherplaces.It will open up new avenues,” said KM Bujarbaruah, ViceChancellor,AssamAgriculturalUniversity(AAU).

There is a huge scope for development in theagriculturesectorinthenortheastthroughimplementationofadvancedtechnologies,whichbesidesbringingrevenuewilladdresstheemploymentproblem.
