economic condition and are living in a specific geographical area. Normally, the
tribes reside in interior forests, remote and inaccessible areas or in the outskirts of
forests and hilly regions. According to Article 180 of the Constitution, the Scheduled
Tribes are the tribes or tribal communities or part of groups within these tribes
tribal communities, which have been declared as such by the President through a
public notification. As per the 2011 Census, the Schedule Tribes account for 10.42
million representing 8.6 percent of the country's population. The tribes are
characterized by distinct cultures, shyness of contact with other community’s at
large and economical backwardness.
Immediately after independence, Governments both at National and State level had
given much attention for the development and welfare of the tribes a
resulted in improving the living conditions of the tribes across the nation.

senior officers of MHA, CRPF, BSF, SSB, ITBP and NYKS it was decided to organize
9th Tribal Youth Exchange Programmes at ten venues. The venues

programme, Cultural Programmes etc, were organized. Apart from that, the
participants were also visited places of Historical and cultural importance of

The Tribal Youth Exchange Programme is organised
and funding from the Ministry of Home Affairs, Govt. of India. In this Programme,
selected tribal youth from districts affected by Left
Chhattisgarh, Jharkhand, Maharashtra, Bihar, Andhra Pr
Odisha are taken to other parts of the country.
The programme aims to sensitize them to rich cultural heritage of the country and to
enable them to appreciate the concept of unity in diversity, to expose them to
development activities and technological/ industrial advancement in other parts of
the country, to enable them to develop emotional linkage with the people in other
parts of the country and to develop their personality by enhancing their
understanding of the core life skills,

The Tribal Youth Exchange Programme is organised every year in collaboration with

selected tribal youth from districts affected by Left-wing extremist in the States of
Chhattisgarh, Jharkhand, Maharashtra, Bihar, Andhra Pradesh, Telangana and

The programme included interaction with VIPs, session
on Skill Development training programme, career guidance, counseling with
reference to different career opportunities available to youths especially on
hospitality and hospital management sectors. Training needs of participants under
various skill development programmes and opportunities for entrepreneurship
development were discussed. Session on Cashless Transaction and demonetization
were also organised. The group discussions, Yoga, physical exercises and cultural
programmes were the part of programme during entire period. The participants
were taken to IIT Training Centre where they got information on free training by
Raymond.
During the field visit, the participants got opportunity to visit important historical
place Bada Imambara. The Bara Imambara of Lucknow is one of the most famous
monuments. It is an important place of worship for the Muslims who come here
every year to celebrate the religious festival of Muharram.
A total of 207 participants including escorts participated the Tribal Youth Exchange
Programme at Lucknow (Uttar Pradesh).

participants about the programme followed
by Valediction function.
Unfortunately, one participant Ms. G. Sundramma of
Vishakhapatnam, Andhra Pradesh died due to
Hepatorenal Failure. She had earlier history of illness.
A total of 219 participants including escorts
participated in the Tribal Youth Exchange Programme
at Shimla (Himachal Pradesh).
In all the above mentioned venues, senior officers from Ministry of Home Affairs,
Govt. of India, district Administration and eminent persons graced the programme.

Youth Exchange programme organised with the cooperation of Ministry of
Home Affairs, Govt. of India. He also said that the tribal population of the
country, as per 2011 census is 10.43 crore, constituting 8.6% of the total
population. 89.97% of them live in rural areas and 10.03% in urban areas.

The participants were happy for getting opportunity to interact with Hon‘ble
Governor, Ministers, eminent personalities and senior officers of Govt. and local
communities to share their experiences and learn lessons for leading meaningful life.
First Time experience of Participants
There were many participants who travelled first time by train and metro, so they
got the experience of seeing the places and meeting with various people. This
helped them build confidence and interacting with people.
Getting update information on Development and National Integration
The participants got update information on Development issues, information on
tribal development programmes and schemes, flagship programmes of Govt., career
guidance, skill development, entrepreneurship development etc. This helped them
to inculcate the spirit behind National Integration, Development process,
understanding the issues and concerns of national development.
Developing Leadership Qualities
The participants were of the view that the programme provided ample opportunity
for developing their Leadership qualities as many participants of first time
opportunity to stand up and speak in front of officials and youth in the programme.
They also got opportunity to make presentation for the group and put their views on
Socio-Economic Development issues related to tribals.

The interaction of participants with CRPF officers and
visiting the CRPF camps provided them in depth knowledge and information on
various job opportunities available with Central Armed Police Forces, other govt.
organization and agencies etc. The exhibition on Armed and weapons by CRPF
encouraged them to join armed forces to serve the nation.
Skill Development and Entrepreneurship
The participants got opportunity to visit & interact officials of various Business
Companies like Wipro, Infosys, TCS, Cotton Industries, HP, Priya Gold Biscuit
Manufacturing Plant. Treat cold drink manufacturing plan, IIT training centre

• The programme helped in disseminating the
message of Sadbhavana, Peace, Development and Solidarity among the tribal
youth for displaying the cultural variety, uniqueness and integrity of the
country.
• The Tribal youths were given Information and Knowledge on Patriotism and
Nation Building, Flagship programme of Govt. of India, National Integration,
Communal Harmony, Indian Constitutions, Democracy, Rights and duties of
Citizens, Freedom Struggle, Personality Development, Health Awareness
Programme, Disaster preparedness & Management, Environment & Climate
change, Global warming, Language learning & Women Empowerment etc.
• The programme provided an opportunity to the participants to interact with
the local communities, Panchayati Raj Institutions and the youth affiliated
with the NYKS Youth Clubs so as to develop emotional and cultural ties with
the youth placed in similar life situation in different parts of the country &
provided a platform to the participants to interact with each other and share
their experiences for mutual benefit.
• The programme provided opportunity to tribal youth to enhance
entrepreneurship skills of and understand innovative business models for
their self employment.
• The programme tried to help tribal youth to actively participate in nation
development and join the mainstream for their sustainable development.
Analysis of the outcome of 9th Tribal Youth Exchange Programme
Exposure to Socio Cultural and Scientific Development
The 9th Tribal Youth Exchange Programme 2016-2017 was an inventive step as
well as a well chalked out intervention programme for providing exposure to
tribal youths of Left Wing Extremist affected states to the lifestyle, social and
cultural norms of visited places on the mainland viz Hyderabad (Andhra
Pradesh), Jaipur (Rajasthan), Delhi, Bengaluru (Karnataka), Vadodara (Gujarat),

Pune (Maharashtra), Chennai (Tamil Nadu), Jammu
(J&K), Lucknow (Uttar Pradesh) and Shimla (Himachal Pradesh). .
Development of National Integration and Patriotism
The Tribal youths were given Information and Knowledge on Patriotism and
Nation Building, Flagship programme of Govt. of India, National Integration,
Communal Harmony, Indian Constitutions, Democracy, Rights and duties of
Citizens, Freedom Struggle, Personality Development, Health Awareness
Programme, Disaster preparedness & Management, Environment & Climate
change, Global warming, Language learning & Women Empowerment, Skill
Development, Entrepreneurship etc.
Propagating message of sadbhawana, peace, development and solidarity
Through various sessions in the Tribal Youth Exchange Programme viz.
lectures, group discussion, role play, field visit, cultural programme,
interacting with VIPs, exposure to scientific and technological advancement
have thoroughly motivated the tribal youth to propagate the message of
development, peace, brotherhood, sadbhawana and solidarity among their
peer groups for displaying the cultural variety, uniqueness and integrity of
the country. These motivated them towards their firm determination to
motivate their peers and others to refrain from Naxalite activities and
cooperate with Para Military forces in the process of eradication of Extremist
activities in the naxal affected areas.
Initiating follow up activities
The participants were determined to disseminate the information on
development issues, propagating sadbhawana, peace, brotherhood and
fraternity among their peer groups in LWE affected districts in the states of

Numerous steps have been taken for quality enhancement of the conduct of 8th
Tribal Youth Exchange Programme from the year 2015

• ITBP and SSB from Central Armed Police Forces
were involved as new partners for the successful organization of the 8th Tribal
Youth Exchange Programme.
• It was ensured that the participants visit Para Military Forces base camps,
have exposure to bravery, Character Development, Discipline and National
Pride.
• Feedback from the participants in Questionnaire and Video form.
• The curriculum/schedule developed was a mixed balance of information,
knowledge, skill development, motivation, socio - economic and cultural
development, exposure visit and current issues including brain storming
sessions on local issues.
• Medical certificate of the participants should be made compulsory for
attending the programme.
Ministry of Home Affairs has been kept informed throughout.
