Currentstatelawlimitstheabilityofcitiesandtownstosetmaximumspeedsto20milesperhouronnon-arterialstreets(defacto25mphstreets)byrequiringanengineeringandtrafficstudywhichrequiresstafftimeandmoneytoconduct.
TheNeighborhoodSafeStreetsBillgivescitiesandtownstheauthoritytosetspeedlimitsto20milesperhouronnon-arterialstreets
somethingtheyalreadyhavetheauthoritytodobysimplyremovingtherequirementforthestudy.Itdoesnotmandateanychange,itsimplyprovidescitiesandtownsthelocalcontroltoreduceregulationandimproveefficiencyastheycreatesaferstreets.

Providesmorelocalcontrol
Thisbillisfundamentallyaneighborhoodstreetsafetybillthatputslocalgovernmentsinchargeofnon-arterialspeedsafetyandtakesthestateoutofthebusinessofsettingspeedlimits.LettinglocalgovernmentsdecidesafermaximumspeedsisanapproachthatIdahoandBritishColumbiabothtake.
Offersasafetytoolinthelocal
governmenttoolboxTheNeighborhoodSafeStreetsbilloffersanimportanttoolforpublicandroadwaysafety.Itcanbeaccompaniedwithadditionalengineeringanddesigntocreatesaferneighborhoodstreetsforallresidents,particularlychildrenandtheelderly.
Removesadditionalstudycostsand
redtapecurrentlyrequiredbythestateInatimeoftightbudgettimes,thisbillremovesatrafficandengineeringhurdlethatcostscitiesmoneyandtakesscarcestafftimetoadminister.
Promotesreductionofchronic
diseaseandthegrowingobesitycrisisPublicandprivatemedicalcostsofobesityforourstatearenowestimatedinexcessof$3
billion.TheNeighborhoodSafeStreetsbillcanhelpensurethatneighborhoodsprovidespacesforsafephysicalactivityandactivetransportationbothofwhichareonthedeclinecomparedtopreviousgenerations.

ReducedspeedssavelivesThechanceofdyingfromacollisionwithamotorvehicleat20milesperhouris5%comparedtothe45%chanceofdeathinasimilarimpactat30milesperhour.Slowerspeedscanbeparticularlyimportantonnon-arterialstreetswhereweliveandplay.
EconomicbenefitstoneighborhoodbusinessdistrictsSmallbusinessdistrictslocatedonneighborhoodstreetsinsmalltownsandlargecitiescouldusethislegislationtoremovehurdlesincreatingsaferandmoreattractivebusinessdistrictsfortouristsandpeopleofallages.
Anoptionaltooltoopenthedoorforneighborhood
safetyimprovementsThislegislationcanbeusedinconjunctionwithseveralcost-effectiveengineeringtreatmentstoreducespeeds.Itisanoptionalbuteffectivetooltobeusedwiththeprioritiesandplanningcontainedinacityortownstransportationplantohelpimprovesafetyonselectedneighborhoodstreetsorcorridors.
Strictguidelines,equalenforcementThisbillappliesonlytonon-arterialstreets,whichareclearly
outlinedinstreetclassificationhierarchiesusedbylocalgovernmentsnationwide.Additionally,whenusedwithcost-effectiveengineeringtreatments,italsoassumesthatenforcementwillapplytoallmodesoftravelequallyjustasenforcementoccursonstreetsthroughouttheUnitedStates.
