For the City and County of San Francisco to recover from a major hazard in an expedited manner, as well as have as many pre-event residents, and communities, as part of the re-constituted City populous as possible.

• Issue is by nature - “negative”• There is no hard event “window”• San Francisco has a unique situation• Unstable social capital environment• Acquiring complete skill set is difficult
