INVITATION TO TENDER
National Electric Power Company (NEPCO) of Jordan is a Power transmission company,
currently operates the electrical transmission network in Jordan. NEPCO National Control
Centre (NEPCO NCC), is responsible for the dispatching of load to the power stations and the
operation of power transmission and coordinating and managing power interconnections with
neighboring countries. Furthermore, NEPCO NCC is responsible, through a separate
organizational unit, for the operation of an electric power market currently operating in Single
Buyer Mode.
The principle objective of this contract is to provide the Employer with a Large Video Wall
system for the National Control Centre (NEPCO NCC), for monitoring the electricity
transmission/generation system in Jordan.
The National Electric Company now invites sealed Tenders from eligible Tenderers for the Design, Manufacture, Engineering, Packing for Export, Shipment, Insurance, DAP at National control center / south Amman, off-loading on site, Erection, Testing on site, Commissioning, Completion and warranty Period of 1,095 days (3 years from Taking Over
the work and clearing all pending/snag point) for the new video wall (Turnkey basis).

A complete set of Tender Documents may be purchased by interested eligible Tenderer on
application to the above and upon payment of a non-refundable fee of JD 100 (One Hundred
Jordan Dinars).
The enclosed Tender Acknowledgement should be returned to the National Electric Power
Company immediately after collection, as any further correspondence shall be addressed
accordingly.
Tenders must be delivered to The Tender Committee, National Electric Power Company at the
above address not later than 14.00, Amman time on XX,XX, 2020, the opening of the tenders
will be at the same mentioned time and date.
All Tenders must be accompanied by a Tender Security (Bid Guarantee) in amount of JD 6000
(Six Thousand Jordan Dinars) in the form of a Bank Guarantee issued by an approved Bank
located in Jordan, in the form provided in the Tender Documents.

1. INTRODUCTION
1.1 Description of Works
The Definite Work comprises the Design, Manufacture, and Engineering; DAP at
National Control Center, off-loading on site, Erection, testing on site, Completion,
Commissioning and warranty period of 3 year from Taking Over the work and
clearing all snags/punch list on turnkey basis.
Where specified, the Tenderer shall complete all Price, technical, and spare part
Schedule for work, and submit all associated supporting technical documentation.
This tender document is governing by regulation No (28) for the year 2019
Government Procurements Regulation.
1.2 Cost of Tendering
The Tenderer shall bear all costs associated with the preparation and submission of
his tender, and the Employer will in no case be responsible or liable for these costs,
regardless of the conduct or outcome of the Tender process.
1.3 Site visit
The Tenderer is advised to visit at National Control Center and examine the site of
the Works and obtain for himself on his own responsibility all information on that
may be necessary for preparing the Tender and entering into a contract.
Failure to investigate the Site shall not relieve the Tenderer from responsibility for
estimating properly the cost to successfully perform the Works.

2. THE TENDER DOCUMENTS
2.1 Content of Tender Documents
The Tenderer is expected to examine all instructions, forms, terms, specifications
and other information in the Tender Documents. Failure to furnish all information
required by the Tender Documents or submission of a Tender not substantially
responsive to the Tender Documents in every respect will be at the Tenderer's risk
and may result in rejection of its tender.
2.2 Clarification of Tender Documents
A prospective Tenderer requiring any clarification of the Tender Documents may
notify the Employer in writing or by telefax. The Employer will respond in writing to
all request for clarification of the Tender Documents, which it receives no later than
10 days prior to the closing date for submission of Tenders. Written copies of the
Employer's response (including an explanation of the query but without identifying its
source) will be sent to all prospective Tenderers who have purchased the Tender
Documents.
2.3 Amendment of Tender Documents
At any time prior to the closing date for submission of Tenders, the Employer may,
for any reason, whether at its own initiative, or in response to a clarification
requested by a prospective Tenderer, modify the Tender Documents by
amendment.
The amendment will be notified in writing or by telefax to all prospective Tenderers,
which have purchased the Tender Documents and will be binding on them.
Tenderers are required to immediately acknowledge receipt of any such amendment
and it will be deemed that the information contained therein will have been taken into
account by the Tenderer in its Tender.
In order to afford prospective Tenderers reasonable time in which to take the
amendment into account in preparing their Tender, the Employer may, at its
discretion, extend the deadline for the submission of Tenders.

3 Preparation of tenders
3.1 Documents comprising the Tender
The Tender prepared by the Tenderer shall be based on the Tender Documents.
4 Tenderers/Equipment eligibility and qualifications
4.1 Tenderers eligibility and qualifications
The Tenderer must satisfy the following eligibility criteria:
a. Has completed at least three similar Projects involving equipment rated as specified, or greater, of equivalent complexity, and on a similar Turnkey basis project in the last three (3) years .
Documentary evidence from the end users must be provided.
b. In the case that Tenderer is not manufacturer of the proposed Equipment, he must provide confirmation letter issued and certified by the proposed manufacturer that proposed Equipment shall be supplied in case the Tenderer is awarded this specific tender.
c. Manufacture authorization for the different equipment like (LED module, Controller, signaling device) to be submitted with the bid.
d. Manufacture Authorization letter to perform the warranty.
e. The Tenderer has the financial capability to carry out the project (financial statements for the last 3 years to be provided) supported with certified independent public account reports duly signed and stamped.
f. Company registration to be provided.
g. Commitment to the implementation of all obligations, including the payment of taxes and social security allowances
h. Legal capacity to enter into tender.
i. Qualified technical staff and experience to implement the scope of work. The list of proposed names of Key Personnel and the CV’s for Key Personnel shall include in bidder document defined for the activity part. These CV’s will be summarily assessed as part of the evaluation of

organization and staffing proposed. NEPCO has the right to reject unqualified individual.
j. Tenderers shall not be eligible for the biding if this would conflict with their prior or current obligations to other Clients, or may place them in a position of not being able to carry out the assignment in the best interest of the Client, or Not to have a conflicting interest affecting the conclusion of the procurement contract
i. Not to be of those who are banned from participation in procurement processes under the provisions of this regulation.
4.2 Equipment eligibility and qualifications
a. The Tenderer shall provide documentation, certified by the End User, to show
that the equipment (LED module, Controller, and signaling device) to be
supplied (having the specified function and the same place of manufacture),
meets the following condition:
- The equipment is in successful commercial service for a minimum of two years in three different countries within the last 3 years.
b. The Tenderer shall provide end user/performance certificates equipment
(LED module, controller, and signaling device). Minimum 3 end
user/performance certificates shall be provided for each equipment type.
End user/performance certificate should conform the following, otherwise, it may be rejected
- Certified and signed by the owner of the plant (end user);
- In English language, printed officially;
- Translation shall be in English language printed officially and legalized by the appointed governmental authority in the end user country.
End-user certificate/performance certificate shall clearly indicate the following:
- Name of customer/company and complete address where equipment is installed;
- Date of issuance of certificate;
- Date of put in operation;

c. Type test for offered equipment (LED module, Controller, Signaling device)
should be submitted with the offer. Type test certificate shall be issued from
recognized independent international laboratories
The experience and type test certificates should not be older than 3 years and should refer to the same manufacturing unit which is proposed to deliver equipment for this project. The Tenderers shall identify where the solution offered is a deviation from the specification requirement and mentioned it in schedule E
.
The Contractor shall provide type test for any equipment upon NEPCO request for approval without any additional cost.
5 Time for Completion
Tenderers are required to complete the all work within 10 weeks from date of awarding letter. 6 Tender prices
Tenderers shall quote for the entire Works on a "single responsibility" basis such
that the total Tender price covers all the Contractor's obligations mentioned in or
reasonably to be inferred from the Tender Documents including the acquisition of all
permits, approvals, licenses etc., operation, maintenance and training services and
such other items and services as may be specified in the Tender Documents, all in
accordance with the requirements of the Conditions of Contract.
Tenderers shall give a breakdown of the prices in the manner and detail called for in
the Price Schedule (Schedule C)
Prices quoted by the Tenderer shall be fixed during the Tenderer's performance of
the Contract and not subject to variation on any account. A Tender submitted with
an adjustable price quotation will be treated as non-responsive and rejected.
The Tender price shall not include the custom duties fees and sales tax

6.1 Term of payment
The Contractor has the right to choose the payment method (Documentary Letter of
credit, Cash against documents or direct telegraphic bank transfer at his cost
according to the following terms of payment, and he has to inform the Employer of
the chosen method through official letter tacking into consideration that For any
method of payment all bank charges; commissions and expenses inside and
outside Jordan are to be for the contractor’s account.
The terms and procedures of payment according to which the Employer will
reimburse the Contractor:
A. Materials Supplied:
The payment of the Materials supplied from abroad or from within the Employer
country shall be made to the Contractor upon application as below: -
1. Ten per cent (10 %) of the Materials Supplied value as advance payment within 42 days after issuing the Letter of Award or within 21 days after receiving the following documents whichever is later, against submitting of:
(a) Interim payment certificate issued and signed by the Employer upon receiving Contractor's Statement accompanied with supporting documents as mentioned below from (b) to (d)
(b) Receiving accepted Advance Payment Bank Guarantee in the form given
issued from local bank in Jordan for same advance payment value and same contract
currency such guarantee may be progressively reduced by the amount repaid by the
contractor as indicated in the interim payment certificates.
(c) Accepted Performance Security: Receiving accepted Performance
Guarantee as specified in clause 16 of Instruction to Tenderer.
(d) Commercial invoice in the correct amount in two originals plus four copies.
2. Forty per cent (40%) of the Materials Supplied value as interim payment for shipment of plant and/or materials, within fifty six (56) days upon receiving Contractor's STATEMENT accompanied with supporting certificates and Shipping documents as Follow:

(a) Interim payment certificate issued and signed by the Employer upon receiving Contractor's Statement accompanied with supporting shipping documents as mentioned below from (b) to (h)
(b) Commercial invoice in two originals and three copies, showing commodity description, quantity, unit price, total price and term of delivery, reference to items as per Schedule of Prices,
(c) Air Way Bill – in one negotiable copy plus three non-negotiable, In case of material supplied from within the Employer's country, just the Delivery Note in one original plus three copies is requested in this item.
(d) Packing list in one original plus three copies.
(e) Certificate of origin in one original plus three copies.
(f) Marine insurance certificate in one original plus three copies issued from Local Jordanian insurance Company.
(g) Inspection & satisfactory completion of factory Acceptance test certificate issued by the Contractor and countersigned by the Employer’s inspection Employer, or waiver of inspection certificate issued and signed by the Employer.
(h) Other documents required by the formalities of the loan agreement, if any.
3. Thirty per cent (30%) of the Materials Supplied - value as interim payment for receipt at site of plant and/or materials shipped from both abroad and from the Employer’s country, within fifty-six (56) days upon receiving Contractor's Statement accompanied with supporting documents as Follow:
(a) Interim payment certificate issued and signed by the Employer upon receiving Contractor's Statement accompanied with supporting documents as mentioned below from (b) to (c) :
(b) Material Receiving Report issued by the Employer, as evidence that the materials and/or equipment have been received at site or the Employer warehouse in satisfactory conditions.
(c) Contractor’s Application (payment request) in the correct value.

B. Installation, Commissioning:
Payment for Installation and commissioning for both Local and Foreign Currency Portion will be made as follows:
4. Eighty per cent (80%) as interim payment proportional to the progress of works at site, within fifty six (56) days upon receiving Contractor's Statement accompanied with the Following supporting documents:
(a) Interim payment certificate issued and signed by the Employer upon receiving Contractor's Statement accompanied with supporting documents as mentioned below from (b) to (c):
(b) Proportional progress Report issued by the contractor and countersigned by the Employer.
(c) Commercial invoice in the correct value.
C. Training and inspection:
Payment for Training and inspection for both Local and Foreign Currency Portion will be made as follows
5. Eighty per cent (80%) of Training and/ or inspection within fifty-six (56) days upon receiving Contractor's Statement accompanied with the Following supporting documents
(a) Interim payment certificate issued and signed by the Employer upon receiving Contractor's Statement accompanied with supporting documents as mentioned below from (b) to (c)
(b) Commercial invoice in the correct amount.
(c) Training and inspection Report issued and signed by the Employer as evidence that the Training and inspection has been done according to the Employer's instructions.
D. Release of Retentions Money:
D.1 Upon issuance of Taking over Certificate by the Employer and submitting of the Interim payment certificate issued and signed by the Employer and Contractor’s application (payment request) in the correct value, the following retentions will be certified for payment by the Employer:

▪ Ten per cent (10%) of the Materials Supplied shipped from both abroad and from within the Employer country.
▪ Ten per cent (10%) of the Installation, Commissioning, Inspection, and
Training value.
D.2 Ten percent (10%) of total contract value will be paid after expiration
maintenance period against receipt of contractor’s application for Final Taking over
certificate (Invoice) supplemented with the following documents: :
1- Interim payment certificate issued and singed by the employer upon
receiving the following supporting documents (2-8).
2- Contractor’s Application (payment Request) in the correct value.
3- Final taking over certificate issued and signed by the employer.
4- Release certificate from social security corporation.
5- Release certificate from Tax authorities.
6- Release certificate from Customs Dept.
7- Release certification from Jordan Construction contractor
association.
8- Release certification from Jordan engineering association
The contractor may request earlier payment of last 10% against providing Defect
liability bank guarantee (5% of the contract value). Approval such request is at
Employer’s discretion. The acceptable guarantee(s) must be issued in the required
currencies, where single guarantee with the equivalent amount shall not be
accepted. The guarantee(s) must be valid till the issuance of performance certificate
and submitting of release certificates as mentioned above.
7 Period of validity of Tenders
Tenders shall remain valid for 120 days after the closing date for the receipt of
Tenders

8 Deadline for submission of Tenders
Tenders must be received by the Employer no later than the time and date stated in
the Announcements.
The Employer may, at its discretion, extend this deadline for submission of Tenders
by amending the Tender.
9 Late Tenders
Any Tender received by the Employer after the deadline for submission of Tenders
prescribed by the Employer, will be rejected and returned unopened to the Tenderer.
10 Modification and withdrawal of Tenders
The Tenderer may modify or withdraw its Tender after submission, provided that
written notice of the modification or withdrawal is received by the Employer prior to
the deadline prescribed for submission of Tenders.
The Tenderer's modifications shall be prepared, sealed, marked and dispatched.
Modifications received after the deadline for submission of Tenders will be ignored.
11 Preliminary examinations of Tenders
The Employer will examine the Tenders to determine whether they are complete,
whether any errors have been made, whether required sureties have been
furnished, whether the documents have been properly signed, and whether the
Tenders are generally in order. If the Tender Security is not valid the Tender will be
returned unopened.
Prior to the detailed evaluation, the Employer will determine whether each Tender is
substantially responsive to the Tender Documents. For purposes of these Clauses,
a substantially responsive Tender is one, which conforms to all the terms and
conditions of the Tender Documents without material departures. The Employer's
determination of a Tender's responsiveness is to be based on the contents of the

Tender itself without recourse to extrinsic evidence. Failure to supply all required
qualification documentation (i.e. Equipment End User
Certificates/Performance Certificates, Manufacture authorization, Type Tests,
Tender’s Experience documentation, Subcontractor experience
documentation, Company registration and classification, company financial
statement ) to the satisfaction of the Employer will be considered to be a
material departure to the conditions of the Tender Documents and the tender
will be determined to be not substantially responsive
Departures from the requirements of the Technical Specification, Drawings,
Conditions of Contract and other commercial conditions on which the Tenderer has
based the Tender should be detailed in Schedule E .
A Tender determined as not substantially responsive will be rejected by the
Employer and can not subsequently be made responsive by the Tenderer by
correction of the nonconformity.
The Employer may waive any minor informality, nonconformity or irregularity in a
Tender which does not constitute a material departure, provided such a departure
has been identified by the Tenderer in Schedule E and does not prejudice or affect
the relative ranking of any Tenderer.
12 Evaluation of technical aspects
The Employer will carry out a detailed technical evaluation of the Tenders previously
determined to be substantially responsive in order to determine whether the
technical aspects are in accordance with the requirements set forth in the Tender
Documents. In order to reach such a determination, the Employer will examine and
compare the technical aspects of the Tenders based on the information supplied by
the Tenderers, taking into account the following factors:
a. Compliance with the Technical Specifications;
b. Departures from the Technical Specifications.
c. Completeness and quality of information supplied by the Tenderer in response to the Tender Documents;

d. Overall completeness and functional compatibility of the Video wall offered including achievement of specified performance criteria.
f. Compliance with the Time Schedules called for in the Tender Documents;
g. Long term availability of spare parts and maintenance services;
h. Experience and references in respect of the system, including compliance with requirements regarding qualifications; and
i. Any other relevant factors which the Employer deems necessary or prudent to take into consideration
13 Employer's right to accept any Tender and to reject any or all Tenders
The Employer reserves the right to accept or reject any Tender, and to annul the
Tender process and reject all Tenders at any time prior to award of Contract, without
thereby incurring any liability to the affected Tenderer or Tenderers or any obligation
to inform the affected Tenderer or Tenderers of the grounds for the Employer's
action.
14 Arithmetical errors
Provided that the Tender is substantially responsive, the Employer shall correct
arithmetical errors on the following basis:
a. Where there are errors between the total of the amounts given under
the column for the price breakdown and the amount given under the Total
Price, the former shall prevail and the latter will be corrected accordingly;
b. If there is a discrepancy between the unit price and the total price that
is obtained by multiplying the unit price and quantity, the unit price shall
prevail and the total price shall be corrected, unless in the opinion of the
Employer there is an obvious misplacement of the decimal point in the unit
price, in which case the total price as quoted shall govern and the unit price
shall be corrected accordingly;

c. If there is an error in a total corresponding to the addition or subtraction
of subtotals, the subtotals shall prevail and the total shall be corrected; and
d. If there is a discrepancy between words and figures, the amount in
words shall prevail, unless the amount expressed in words is related to an
arithmetic error, in which case the amount in figures shall prevail subject to
(a) and (b) above.
e. If the Tenderer has not priced one or more of the items, these
unquoted items shall be considered included in the total price.
If a Tenderer does not accept the correction of errors, its Tender shall be declared
non-responsive and rejected and its tender security shall be forfeited.
15 Stamp duty and award fees
Stamp duty and award fees are payable on Jordanian Contracts according to
Jordanian laws, it is the Contractor's responsibility to purchase legal stamps to the
requisite amount depending on the Contract Value, these fees should be paid within
10 days of the date of Letter of Award and before signing the contract to the Ministry
of Finance, otherwise penalties will be imposed according to laws and regulations.
If the final contract price is increased during or after completion of the works,
contractor shall pay extra stamp duty and award fees proportional to the amount of
increase also the performance bond will increase with 10% of the amount of
increase.
16 Performance security
Before signing the contract and within 28 days from date of Letter of Award, the
successful Tenderer shall furnish an irrevocable and unconditional Performance
Bond of 10% of the total contract price in the form given and in the same contract
currency, and you are required to extend the validity of the Bid Bond until the
Performance Bond has been established and accepted by NEPCO.

The Performance Bond shall be valid for a period expiring at least one month after
receipt of the last CONSIGNMENT at site or NEPCO warehouse and shall still
enforce until submission of the Defect Liability Guarantee for the Guarantee Period.
Failure of the successful Tenderer to comply with the requirements of above Sub-
Clause shall constitute sufficient grounds for the annulment of the award and
forfeiture of the tender security, in which event the Employer may make the award to
the next lowest evaluated Tenderer or call for new tenders.
If any variation order has been issued to increase the contract price during the
contract duration, the contractor must increase the performance bond to the value of
10% of the increased amount.
The contractor shall seek for releasing Performance Bond upon fully finalized all
contractual terms required and submit of Defect Liability Guarantee at the form
given in the value of 5% of total contract value valid for 3 years from the Taking Over
Certificate and clearing all pending point .
17 Delay damages
If the contractor fails to comply with the time of completion, the contractor shall
subject to pay delay damages to the employer. These delay damages shall not
relive the contractor from his obligation to complete the works, or from any other
duties, obligations or responsibilities which he may have under the contract.
These delay damages for such default shall be due without the Employer having to
demonstrate his actual loss.
Delay Damages sum for each Section shall equal Section value multiplied by 0.2%
for every day elapsed between the relevant Time for Completion and the date stated
in Taking Over Certificate; in the currency and proportions in which the Contract
value is payable.
Maximum sum of Delay Damages for each Section shall equal the Section value
multiplied by 10% in the currency and proportions in which the Contract value is
payable.

18 Contract Incoterms
18.1 For execution of this contract the chosen incoterm is as follows:
“DAP at National Control Center (NCC)- Amman – Jordan - Incoterms 2020"
18.2 Due to conditions of this contract and Employer requirements, the following
alteration are required into “DAP rule articles-Incoterms 2020 “as follows:
1. Article No. B7-b to be read as follows:
“Where applicable, the seller must carry out and pay for all formalities
required by the country of import, such as:
• Import licenses;
• Security clearance for import;
• Pre-shipment inspection; and
• Any other official authorization.
For avoiding of doubt regarding this alteration, the contractor must take into
consideration the following:
• An effect into article No B3-a, where no responsibility will be taken by the
employer since the article B7-b become contractor’s responsibility.
• The contractor must conduct and carry out all clearance process with all
requirements in the country of import.
• Airway bill document must be issued by the order of the contractor as a
Consignee party, and then mentioned the name of Employer and tender
number and description in any other party.
2. Article No B9-d to be read as follows:
“The seller must pay: where applicable, duties, taxes, and any other cost related
to import clearance under B7(b) “,

Notwithstanding this alteration, material, equipment and supplies, which are to be
incorporated in works, and which will become the property of the Employer are
exempted from customs duties and sales tax, but in case on non-exemption,
contractor shall pay these customs duties and sales tax for offshore shipping and
it shall be subject to claim, where the Employer will reimburse the contractor
upon submitting payment request (claim) attached with duly supporting
documents, and the contractor’s tender price must exclusive of these
custom duties and sales tax .
19 Currencies of Tender
The Tenderer may state the Tender Price in Jordan Dinars. If however, a portion of
the Tenderers expenditure under the Contract is expected to be made in countries
other than Jordan he may state a corresponding foreign currency portion of the
Tender Price in the currencies of those other countries.
20 Joint Venture
• In the case of a Tenderer offering to supply plant and equipment submitting
bids in the form of a Consortium or a Joint Venture. In such a case, the
solicitation documents or the prequalification documents should provide for
the following:
• Documentary evidence of the Tenderers qualification to perform the Contract
in which the qualifications of the bidders who grouped in the form of a
Consortium or a Joint Venture are assessed, including criteria that can be met
therefrom collectively, and the criteria to be met by each member of the
Consortium or a Joint Venture individually.
• Submission of a duly certified Consortium or a Joint Venture agreement or a
letter of intents from all members of the Consortium or a Joint Venture as part
of the bid submitted, prequalification application or expression of interest in
order to formally enter into the Consortium or a Joint Venture

3 INTRODUCTION
National Electric Power Company (NEPCO) of Jordan is a Power transmission
company, currently operates the electrical transmission network in Jordan. NEPCO
National Control Centre (NEPCO NCC), is responsible for the dispatching of load to the
power stations and the operation of power transmission and coordinating and managing
power interconnections with neighboring countries. Furthermore, NEPCO NCC is
responsible, through a separate organizational unit, for the operation of an electric power
market currently operating in Single Buyer Mode.
The principle objective of this contract is to provide the Employer with a Large Video
Wall system for the National Control Centre (NEPCO NCC), for monitoring the
electricity transmission/generation system in Jordan.
NEPCO is seeking tender for Replacement the existing Large Back projection Video
Wall system for the control room at the National Control Centre (NCC), in Amman.
The scope of work under this tender shall include in complete conformity with the all
section of this bid document the site Survey, Planning Design, Engineering, supply,
Materials Supplied delivery to NEPCO National Control Canter, Unloading, Insurance,
Handling, transportation to final Site, installation, testing and commissioning of a
complete new Large Video Wall System (hardware and software) including Screens &
Controllers & Cables accessories, Galvanized anticorrosion Supporting frame
Structures and integration with the existing SCADA/EMS System and associated
applications. The tender will be on Turnkey basis.
In addition, software licence, tools, Test Equipment, Documentation, Spare Parts,
Training, and Warranty Period are also part of the Scope of Work.
The new Video Wall System shall be communicating with the existing SCADA/EMS
load dispatching system via DVI connections to workstation that running Client
SCADA/EMS software.
Further detailed requirements relating to equipment and services are described in the
Technical Specifications.
3.1 DIVISION OF RESPONSIBILITIES
The contractor shall at all times work closely and shall co-ordinate his activities with
NEPCO. Certain tasks will be carried out by NEPCO staff as an integral part of this
project. Exhibit 1 presents a breakdown of the major responsibilities of the Contractor
and NEPCO.

3.2 EXISTING WALL DISPLAY SYSTEM
The NCC currently uses the existing Wall display system for monitoring the electrical
transmission network of Jordan.
The existing Wall display system in the Control room incorporates:
1. Back projection Video Wall System
2. Ten hard-wired displays
3.2.1 THE EXISTING BACK PROJECTION
The existing Back projection Video Wall display System presents displays of
SCADA/EMS system on the Large Screens. The SCADA displays include
Single line diagrams, event and alarm lists, sequence of events lists, historical
information, dynamic, historical trends, and power measurements; etc.
The system is manufactured by BARCO and has been delivered by ABB
Network Management through/under ABB SCADA/EMS Contract and handed
over the system in year 2009.
The existing SCADA / EMS is ABB Network Manager, Version 3.9.
BARCO system consists of 5x2 lamp based cubes 5 degree curve composed of:
▪ 10 back projectors (each composed by 1 projection unit (PU) and 1 illumination
unit (IU)).
▪ 10 screens
▪ 1 controller including all software (+ keyboard and mouse) is installed in a
cubicle located in the servers’ room.
▪ Metal support structures
▪ Cladding
▪ All interface cables and network cabling
ABB AB network manager software client is installed on the Controller.

Each existing Cube is having 02 nos of lamps.
The length of a single cube: 1400mm
The Height of a single cube: 1120mm
The Diagonal length of single cube: 70 inch
The Overall Length of the Large Screen is: 7 meters.
The Overall Height of the Large Screen is: 2.24 meters.
Total no of Cubes = 10 nos.
In order to improve the visibility for all operators the Video wall is curved with an angle
of 5 degrees between each module.
The Video Wall Controller is communicating with the SCADA System over redundant
Ethernet connections. The Controller is transferring the video signals to the Video Wall
via fiber patch panels installed in both control room and server room.
3.2.2 THE EXISTING HARD WIRED DISPLAYS
The existing Hard Wired displays are:
▪ Four hard-wired displays for presenting for 400kV and 132kV system
voltage, frequency and time,
▪ Six hard-wired displays for presenting analogue information derived
from the SCADA system,
▪ Two paperless recorders for recording of system voltage and frequency.
Seven Displays are installed on the right side of the Video Wall as seen from the
Operators and four displays are installed on the left side.
3.3 CONTROL CENTRE BUILDING AND LOCATION
The NCC is a vital centre from which NEPCO is operating and managing the electricity
transmission and dispatch systems. The NCC’s range of facilities is visited and
inspected by top management, board members and distinguished visitors. It has been
the experience of electrical authorities world-wide, always are seeking to present the
Control Centre as the flagship of the organisation. The New Large Video Wall at NCC
shall therefore be a high grade system coping with high standards.

The NCC is located in the general grounds of Amman South 400kV substation, on the
outskirts of Amman. The NCC building accommodates the Control Room, all dispatch,
telecommunications and ancillary equipment and those staff directly concerned with
day to day system operation of the NCC.
3.3.1 COORDINATION WORKS WITH NEPCO
NEPCO will provide a control room, complete with all air-conditioning.
The Contractor shall provide details of the proposed Video Wall Display design and
layout and shall liaise with the Employer regarding the installation.
The Contractor shall:
▪ Visit the site and make site survey to introduce the engineering solution that
suites the SCADA server, networking and consider the best dimension for the
operator to watch and supervise the system data shown on the video wall
▪ Take the correct measurement to fit the new Video wall with it’s frame support
inside the existing cladding.
▪ co-ordinate with NEPCO to finalise the design of the construction and
appearance of Video Wall System;
▪ review the building’s designs to ensure compatibility with the Video
system installation requirements;
▪ The Contractor shall, within the building and room dimensions provided by
NEPCO, prepare and submit plans for approval by NEPCO for the installation of
all equipment being delivered as part of this Request for proposal.
▪ install and commission all required equipment supplied under this
Request for proposal in the NCC building;

3.4 THE NEW VIDEO WALL SYSTEM
3.4.1 PROVISION OF NEW DIRECT VIEW LED LARGE VIDEO WALL DISPLAY SYSTEM
A New Video Wall Display System based on full high definition direct LED video wall
latest technology shall be proposed; LCD with LED backlight is not accepted.
The System shall have a very high level of redundancy, availability and resolution to
guarantee a comfortable visual acuity distance, and comfortable viewing distance from
all operator workstation in the control room.
The design of the system hardware, and in particular the number of panels and
specification of system required, shall be such as to meet the performance and
reliability requirements of the Specification. However, it is envisaged that the new
Video Wall Display system hardware shall meet the following requirement as minimum:
a. Direct curved LED Screen system, length 7 – 7.10 m x hight 2- 2.30 m.
b. The proposed Video wall shall use the same existing cladding structure .
c. Minimum life time for the proposed display shall be 5 years
d. Low noise, low heat rejection
e. Multi Source Controller complete with all necessary interface cards, Screen drivers
and software to allow them to be connected directly to the SCADA/EMS system
LAN, and Able to access, process, control and display multiple signals and
complex signals
f. Complete with all required cabling, connectors, interface cards, etc.
g. Metallic galvanized anticorrosion frames Supporting Structures.
h. Trunking and ducting to accommodate power, Video signals and communications
cabling provided.
The new Video Wall system shall support as a minimum, all of the functions currently
implemented in the existing Video Wall system.
The Contractor shall interface the New LED Display via Controller unit to the existing
SCADA/EMS system.
The new metallic frame/Supporting Structures shall be designed to incorporate the new
Video Wall inside the existing cladding and based on the manufacturer

recommendation. The design and layout of the new frame structure shall be submitted
with the tender.
The Contractor is responsible for providing any equipment and material required to
finish the work and interfacing with existing SCADA system to meet the specification
and not mentioned on the contract.
The Contractor shall Design and commission the communication links between the
SCADA/EMS and the New LED Displays.
Tender shall include a detailed description of the proposal and the new system
architecture shall be submitted with the tender.
3.4.2 VIDEO WALL DISPLAY SYSTEM SOFTWARE
The Contractor shall supply all necessary software and licence, to seamlessly interface
and integrate the new video system with the existing SCADA/EMS user interface.
The Contractor shall provide the complete suite of Management and Diagnostic and
maintenance software.
All software and hardware provided/installed with the video wall system shall be
delivered and licensed to the employer for unlimited time period, and independent from
the hardware can be reinstall in deferent device.
3.4.3 INTEGRATION OF THE VIDEO WALL SYSTEM INTO THE
EXISTING SCADA/EMS
The Contractor shall be fully responsible for integrating the new Video Wall System
with existing SCADA/EMS System and related running programs.
3.4.4 POWER SUPPLIES
A continuous, 230VAC uninterrupted power supply is available to supply the operation
of the Video Wall system.
3.4.4.1 AC POWER CABLES
The Contractorshall supply, install and commission the necessary power cables
between the Video Wall and AC Distribution Boards and equipment provided under this
contract.

3.5 TESTING
The scope of supply shall include extensive testing of all of the proposed system, as an
integrated system. The Contractor shall be solely responsible for demonstrating the
required reliability, maintainability, functionality and performance of all of the proposed
systems.
The full extent of testing shall include:
▪ site acceptance testing to demonstrate and confirm that the delivered and
installed system function according to the Specification,
▪ availability testing on site,
▪ testing of communications and switchover between the Video Wall and the
SCADA/EMS,
▪ 300 Hour traial period .
All of the above testing shall be included in the contract price.
3.6 TOOLS AND TEST EQUIPMENT
A complete set of test equipment shall be included in this tender. The Tenderer shall
provide a list of recommended test equipment which shall be sufficient to allow the
Employer to carry out first line fault identification and rectification of all equipment being
provided.
The tool shal be comprehensivly cover all troubleshooting and maintinance aspect of the
system .
3.7 SUBMISSIONS, DOCUMENTATION
The Contractor shall make technical submissions of all designs and equipment proposed
for the Employer’s approval as required in the Technical Specification. Installation, testing
,as built drawing and commissioning documentation shall be provided for all proposed
equipment.
All submissions shall be in the form of one hardcopy plus an electronic machine-readable
form shall be provided in an industry standard format on a CD-ROM.
Following installation and commissioning, complete Operation and Maintenance manuals
shall be delivered for all equipment as described in the Specification, consisting of

standard equipment manuals and As-Built drawings on sutable paper size to allow the
employer to track any parts .This documentation shall be sufficient to allow the Employer
to operate, maintain and expand the supplied equipment and systems. Two complete
hardcopy sets of O&M Manuals shall be provided by the Contractor, plus an electronic
copy which the Employer may copy as required. These sets shall be in addition to any
documentation submitted at the Tender or design stages of the project.
3.8 WARRANTY
The Contractor shall provide complete Warranty ( Software and hardware) cover on all
equipment and systems for a period of Three years from the date of take-over of the
complete system and clearing all pending points. All defects and faults notified to the
Contractor within this time shall be repaired without charge for both replaced part and
service
The warranty for the proposed video wall system shall be provided by the system
manufacturer’s or autharized local company in Jordan without any delay,including all
preventive maintinance service and corrective interventions for a full functioning of the
equipment .
If any equipment gives a continus trouble, say three time in one month the tenderer shall
replace the same with new equipments without any additional cost to NEPCO .NEPCO
spare part shall not be used during warranty period .
No equipment or systems shall be offered for these items of supply which do not have
support from a local autharized company in Jordan.
3.9 SPARE PARTS
The Tenderer shall fill the required quantity of spare parts in schedule C,and subject to
employer approval . A detailed list of the spare parts and their prices .in schedule C
The level of spares holding shall be such as to enable the specified levels of availability
and performance to be met.
Tenderer shall recommend if others spare part is needed .

3.10 TRAINING
The Contractor shall provide training to the Employer’s staff at the at the Employer’s
premises .
In addition the Contractor shall provide to the Employer any available tools which may
assist in this training the Employer’s staff to carry out configuration and Set-up to work.
Training shall be Hands-on training given by the Contractor during the installation,
testing and commissioning phases of the project. This may take the form of either the
Contractor involving the Employer’s staff during these activities or the Contractor
providing advice and assistance where the Employer's staff carry out these tasks.
The training given shall be:
▪ Sufficiently detailed to allow the Employer's staff to maintain and
expand all of the equipment being offered under this Request for
proposal.
▪ Be carried out at the Employer’s premises.
▪ Be carried out by an instructor fluent in English and Arabic, with
documentation in the English language.
Tenderers shall provide training for 8 (eight ) trainees for 5 working days
The training be delivered at the commencement of the project so that the Employer’s
staff will gain sufficient expertise to allow them carry out the configuration and
miantenance activities.
Tenders shall provide a detailed schedule of the training courses that they propose,
showing the course duration, content and proposed location.

4 VIDEO WALL SYSTEM
4.1 INTRODUCTION
The Video Wall System Specification details the requirements for the
replacement of the existing Video Wall System and associated works. It
also describes the overall functional performance and general hardware
and software requirements for the new Video Wall System needed to
support the existing SCADA/EMS system, including details of necessary
survey work to be undertaken by the Contractor, installation
requirements and other project specific particulars. The Video Wall
System Specification is to be read in conjunction with other documents
containing the Technical Schedules and Drawings. The proposed Video
Wall system shall fully comply with the requirements stipulated in all
these documents.
The intention of these documents and drawings is to provide the basic
design concept, technical and functional requirements of the new Video
Wall System as a base for preparation of offer by the Tenderers.
Tenderers may propose alternative design solutions so long as these
match or exceed the specified functionality and performance.
The Tenderer shall complete and update schedule B Technical Schedule
Details and submit it with the tender document , taking on consedaration
that if the answer Yes/No it mean that the descripton is must to be
applied to the provided system and the tenderer need to confirm if he will
provide it or not .
4.1.1 Specification and Design Criteria
The equipment, including software,to be supplied to meet the
requirements set out in this tender shall be based on mature and well
proven products that have evolved and been field proven in comparable
projects. As far as possible these products shall be customised to meet
the specified functional requirements. The Tenderers shall identify where
the solution offered is a deviation from the requirement or an alternative
that meets the objectives of the specified requirement. It is also
recognised that such a system will have standard functional features not

implementation of a fully operational system. In this context it is
important to recognize that the system being provided are likely to be
expanded in the future and new facilities added. Such future flexibility
shall be borne in consentration in the detail design of the Video Wall
System.
Further to this the Contractor shall be responsible for supplying, within
the offer price, all software, hardware, documentation and miscellaneous
items required to implement a complete and fully operational system that
is fit for the intended purpose whether or not those items are specified
herein.Together, the Video Wall System and SCADA system shall be
fully integrated.
The Tenderers shall provide cross referencing for his Tender submission
identifying where the particular clauses of this Specification and the
associated General Technical Specifications are addressed.
In order to avoid any disruption to the Employer‘s power system operation, the
istallation and replacing works carried out by the Contractor shall be well planned
and co-ordinated with all parties involoved in this project.
For that the contractor shall provide a detalide time line showing the time
schedule and workship for material supply,instalation,testing, and put it in
service which shall not be more than 10 week from the time of contract
award .
4.1.2 Reference Documents and Standards
All equipment supplied under this Specification shall conform to the latest
editions of the International Electrotechnical Commission (IEC)
Specifications, ISO Standards, IEEE Standards, International
Telecommunication Union (ITU) Specifications and the General
Technical Specification. Equivalent national standards may be
acceptable subject to approval by the Employer.
The tenderer shall provide at least the follwing EMC certification FCC
class A ,ETL , EMC class B , and inveromental RoHS .

4.2 VIDEO WALL HARDWARE REQUIREMENTS
The Video Wall shall provide for a minimum resolution Full HD direct LED displays
with overall size of approximately length 7.0 – 7.10 m x high 2- 2.30 m, its
The pannels shall be mounted seamlessly into a single screen. The
construction shall provide for an aesthetic mounting and finish. The joints
between panels shall be seemless and the pixel pitch maximum
catogery P1.5 ( Less than 1.6 mm) .Each panel shall be set and be
capable of automatically maintaining equal levels of contrast and brightness
to each other in order to achieve an even and homogenous presentation of
displays and information. The design of the construction and appearance
shall be subjected to approval by The Employer.
The system shall include both digital and analogue inputs and allow easy
expansion to support additional inputs for compatibility and redundancy
purposes.. The system shall be capable of being controlled via external
computer via Ethernet
The equipment offered in this proposal shall be suitable for continuous 365
day per year 24 hour uninterrupted operation, with high stability and
reliability for the control room operation and have been proven by
satisfactory operating experience in similar enviromental conditions
elsewhere.
Tenderers shall provide the full Video Wall Specification and layout in their
proposal.

4.2.1 LED Display Units
Any necessary ventilation and cooling arrangement for the Video Wall System
shall be provided with the Video Wall System. The air-conditioned environment in
the control room will be provided by the Employer
The Video Wall System shall be designed to prevent dust ingress and clarity
visible in high ambient light.
4.2.2 Controller
Video wall controller shall be supplied for interfacing to the SCADA
system equipment. The Controller shall be dedicated server conedted to
existing SCADA system via DVI connection. This server in turn shall be
connected to the Video Wall via a suitable medium such as RGB Cables,
DVI/HDMI cables,digital cable, etc. The video wall controller shall be
equipped at least with the following interfaces as detailed in the technical
schedules:
a. 2 Fast Ethernet connections
b. 1 off Video/CCTV camera input ,support H264 via DVR .
c. 1 off Video/CCTV camera input ,support H265 via DVR .
c.1 of IP streaming camera input RJ45 connection .
d. 2 off DVI inputs .
e. 2 off HDMI input .
The Controller shall fully exploit the aspect ratio of the pannels display.
The controller shall be capable and equpied with the hardware and
software requierd to Display of important data, graphics coming from the
PC, Workstation, Video,SCADA, images from CCTV, IP camera etc in
real time.
The controller shall be extendable by adding new input / output ,and the
source card can be used in the management software directly
The video wall controller shall be resilient to single equipment failures;
e.g. through the provision of independently fed redundant power supplies
and RAID-1 as minimum for the harddrive. The tenderer shall describe
the resilience features of the equipment supplied.

The controller shall be installed in a cabinet in servers’ room ( located in
the basement of the NCC building ) if it noisy otherwise it may be
installed in rear of the vedio wall .
4.2.3 Construction
The minimum overall size of the video wall display area shall be as
stated in the technical schedules. In addition panels shall be located at
each side to house the Hard Wired Displays. These panels shall be sized
and constructed to house additional active video wall screens which may
be implemented at a later date.
The hight of the Video Wall and the lower edge of the display units above
the floor level shall be decided during detailed engineering based on the
layout of the control room and avialable clear hight.
The display units and associated equipment are to be installed in a
suitable enclosure for location in the control room.
The display units and their supporting structure shall be enclosed within
the existing Cladding .
Samples of the proposed finish shall be provided to the Employer for
agreement prior to manufacture. The Contractor shall be responsible for
the confirmation of actual enclosure dimensions prior to commencing
manufacture.
The installation of the display wall units shall be such that they appear as
an integral part of the overall enclosure.
The display units and its new frame structure shall be installed fully in
accordance with the manufacturers' instructions and in such a manner
that allows safe and easy access for maintenance.
Fixed access to the display shall be provided for maintenance of the
units as part of the video wall supporting structure. Outline details shall
be submitted in the Tender and agreed with the Employer prior to
manufacture.
The Tenderers shall specify the heat loads generated by the video wall
equipment.

4.2.4 Management
Management facilities for the control, backup, and monitoring of
performance shall be provided with the video wall controller. This shall
be from a dedicated workstation that provides control to all equipment
connected to the video walls.
Facilities shall be provided for the definition of up to number of indivisual
display video wall window layouts which can be recalled from the
management interface.
4.2.5 Mainatenance
The Video wall shall permit maintenance personal to easily perform the
diagonestic tests and adjust each display unit. The design shall provide
easy access to all display componant for cleaning, adjusting, replacing
and other maintenance tasks.
Furthermore, the design and the arrangement of the displays shall not
affect the whole system in case of loss or failures of single or multiple
LED module ( fail on module power supply,reciving card,cable
connection to controller) will not effect the working of the remaining
module , the rest of module can be arranged and configured easily to
form smaller wall display that can be used by the operator during
recovering, replacing or repairing the failed displays.
The faulty LED module shall be replaced without turning off all the vedio
wall .
4.3 VIDEO WALL SOFTWARE REQUIREMENTS
The entire video wall shall be available for presentation of a minimum of
number of input interface subsecreen containing graphical displays. It
shall be possible to move and resize these subsecreen to use any part of
the video wall area. It shall be possible to enlarge any single subsecreen
to use the whole display area.
Video wall software shall have full range scaling capability from finger
print size to full wall size

The video wall controller shall be capable of displaying information from
various sources simultaneously.
The video wall controller shall be capable of driving multiple display
units to form single large Screen.
The video wall controller shall be running on the Microsoft Window,or
Linux,or Unix operating system.
4.3.1 Video Wall Management Software
The Video Wall Management Software shall have the following features:
▪ The management software shall be able to pre-configure various display
layouts (arrangement of different windows) and access them at any time
with a simple mouse click. The window can be of different size and could
contain display from different applications/sources.
▪ The management software shall enable the users to see the desktop of
the Video wall remotely on any Windows based PC connected with the
Display Controller over the Ethernet and change the size and position of
the various windows being shown.
▪ The management software shall enable various operators to access the
display wall from local keyboard and mouse of their Windows Operator’s
workstation connected with the Video wall Controller over the LAN.
▪ The management software shall be able to push the screen content of a
Windows PC / workstation to be shown on the Display wall in scalable and
moveable windows in real time environment..
▪ The Wall Management software shall allow display of video/data windows
inside other graphic windows and it should be possible to configure the
video/data windows to always remain on top while the operator works on
the windows below.
4.3.2 Video Wall Diagonestic Software
The Diagnostic software shall perform health monitoring that allows timely
detection of faults and provide at least the following:

4.3.3 Video Wall Maintenance Software
The Video Wall maintenance Software shall allow commands on wall level or unit
level or a selection of units for at least the following:
▪ Switching the entire display wall or display unit or a selection of display
units ON or OFF.
▪ Provide manual adjustments to keep the wall picture uniform over time.
The auto adjusting of color and brightness shall not require downtime or
image loss at any time.
▪ Changing the active input.
▪ Fine tune color of each unit.
The Video Wall shall allow easy removal of the components for maintenance.
