    SCOPE

    1. This Defence Standard (DEF STAN) 02179 defines the specific requirements for the design,production and fitting out of Magazine, Detonator and Readyuse Magazine Lockers.

    2. Included in this Defence Standard at Annex E is the existing range of Magazine, ReadyuseMagazine and Detonator Lockers fitted on HM Surface Ships and Royal Fleet Auxiliaries(RFA).

    FOREWORD

    Sponsorship

    1. This Defence Standard is sponsored by the Warship Support agency (WSA), Ministry ofDefence (MOD).

    2. Any user of this Standard either within MOD or in industry may propose an amendment toit. Proposals for amendments that are not directly applicable to a particular contract are tobe made to the publishing authority identified on Page (i), and those directly applicable to aparticular contract are to be dealt with using contract procedures.

    1. PERFORMANCE SPECIFICATION

    1.1 General

    a. Prior to the design of a new locker, consideration should be given to either usingan existing locker, or stowage of the explosive store in an appropriate magazine.

    b. Except where otherwise indicated, the design and construction requirementsfor Magazine Lockers, Readyuse (RU) Magazine Lockers and DetonatorLockers shall be as described in this Section 3.

    1.2 Environmental Conditions

    a. The following environmental conditions (in accordance with the requirementsof DEF STAN 08123) shall be met in the design of all weatherdeck lockers:

    (1) Sea States - The locker shall withstand, without failure, the maximumsea states the vessel will meet in its design role;

    (2) Green seas loading - The requirements of DEF STAN 02154 shall be metin full;

    (3) Solar radiation - The locker shall be designed to withstand the maximumthermal emission from solar radiation, which is equivalent to a heat fluxof 1120 W/m2 acting for a period of four hours. This will cause atemperature rise of approximately 20C on the exposed surfaces ofequipment;

    (4) Salt corrosion - Lockers exposed to a saltladen environment,e.g. weatherdeck lockers, shall be designed to prevent corrosion;

    (5) Wind effects - Lockers shall be designed to:

    (a) Remain safe and be capable of acceptable performance in a relativesteady windtoship speed of 28 m/s with gusts of 1 minute durationof 40 m/s;

    (b) Survive and remain safe in a relative steady windtoship speed of30 m/s and gusts of 1 minute duration of 54 m/s.

    3.1 General Requirements

    3.1.1 Distortion/Racking (due to flooding)

    a. Magazine Lockers shall be capable of withstanding full flooding from the Ship'sfiremain and maintain watertightness and structural integrity.

    3.1.2 Base/Legs

    a. Free standing lockers shall be provided with their own legs or base units(between 100 mm to 150 mm high). The legs shall be strong enough to take thefull weight of the locker when full and to be capable of being bolted directly on toShip's seatings. Considerations shall be given to methods that overcome anypossible distortion of the locker due to the forces caused by deck movement in aseaway being transmitted through the hold down bolts at the deck seating.

    3.1.3 Shock (Non-Contact Underwater Explosion)

    a. All lockers shall be designed to remain captive and not become a hazard, afterexperiencing shock up to 70 per cent of the maximum ship shock level.

    b. Explosive stores contained within Magazine Lockers shall remain safe andserviceable after experiencing noncontact underwater explosion up to 70 percent of the maximum ship shock level.

    c. Explosive stores contained within RU Magazine Lockers shall remain safe afterexperiencing noncontact underwater explosion up to 70 per cent of themaximum ship shock level.

    d. A figure of 70 per cent of the maximum ship shock level equates to a hull shockfactor of 0.91 for Destroyers and Frigates and of 1.2 for larger ships. Actualshock levels are derived by factoring the appropriate Grade Curve in BR 8470,normally Grade 1987D.

    e. For lockers limited to a specific ship class, the Warship Project Manager (WPM),shall be consulted to ensure that the shock levels in Clause 3.1.3d. areappropriate.

    3.1.4 Electrical Screening

    a. The need for Electromagnetic Pulse (EMP) and Radio Frequency (RF)screening shall be evaluated when designing new or replacement Magazine andRU Magazine Lockers.

    3.1.5 Response to Attack on Ammunition

    a. The need for Response to Attack on Ammunition (RATTAM) protection in thelocker structure shall be evaluated when designing new or replacementMagazine lockers.

    3.1.6 Insulation/Cladding Plates

    a. All Magazine and RU Magazine Lockers (excluding Detonator Lockers) that areexposed to direct sunlight (i.e. Upper Deck Lockers) shall be insulatedinternally to prevent condensation. All lockers manufactured from metallicmaterials and exposed to direct sunlight shall also be fitted with external solarcladding plates over the top and sides. Lockers sited close to a bulkhead do notrequire cladding plates on the side adjacent to the bulkhead.

    b. The internal insulation shall be made from 19 mm thick Phenolic Foam. It shallbe secured by adhesive bonding or studding on all faces, excluding the base.(A suitable insulation is available from MOD under NS No 0414/9679594).

    c. When fitted, the Solar Cladding plates shall stand off by 25 mm from the topand sides of the locker to allow a free passage of cooling air. (See Clause 4.3.1a.).

    3.1.7 Radar Cross Section (Radar Echo Area)

    a. Lockers sited on the weatherdeck are wherever practicable to be designed forthe reduction of Radar Cross Section (RCS).

    3.1.8 Radar Absorbent Material

    a. Radar Absorbent Material (RAM) shall be used only when the RCS cannot bereduced by shaping.

    3.1.9 Welding

    a. All welding practice shall conform to the requirements of DEF STAN 02706.

    3.1.10 Galvanizing

    a. All Mild Steel components shall be hot dip galvanized in accordance with therequirements of BS EN ISO 1461.

    3.1.11 Painting

    3.1.11.1 Surface Coatings for Detonator Lockers only

    a. External and internal surfaces shall be suitably prepared and painted with twocoats of High Gloss Signal Red (BS 381C No 537) to DEF STAN 8078.

    b. `DETONATORS' shall be marked in Fire Retardant white paint across thefront of the locker in accordance with DEF STAN 02183 Part 1 or Part 2 asapplicable.

    3.1.11.2 External Coatings

    a. Unless stated on the relevant locker SDN then the following shall apply:

    (1) Magazine Lockers and RU Magazine Lockers sited on the weatherdeckshall be prepared in accordance with the requirements ofDEF STAN 02759 and they shall be painted with two coats ofweatherwork grey undercoat to DEF STAN 80187, colour number 637followed by two coats of topcoat to DEF STAN 80165, colour number 676applied in accordance with the requirements of DEF STAN 02758. ForComposite Materials see Clause 4.3.3a.

    (2) Lockers fitted between decks shall be painted in a similar manner toadjacent structure.

    3.1.11.3 Internal Coatings

    a. Unless stated on the relevant locker SDN then the inside of all lockers(excluding the wood battens) shall be prepared in accordance with therequirements of DEF STAN 02759 and painted with two coats of FireRetardant white paint in accordance with the requirements ofDEF STAN 8078. One coat of white emulsion to DEF STAN 80125 shall beapplied to insulation prior to two coats of fire retardant white. For CompositeMaterials see Clause 4.3.3a.

    3.1.12 Locker Doors and Lids

    a. Locker doors and lids are required to be:

    (1) Rigid enough to withstand distortion/racking in operation;

    (2) Achieve a good watertight seal (except Detonator Lockers);

    (3) Provided with staying arrangements to allow doors/lids to be held in aposition that will allow free access to the contents and prevent prematureclosure due to the action of wind or ship motion.

    3.1.12.1 Door Seals

    a. Locker door seals shall be capable of making the doors/lids watertight withoutdegradation from environmental conditions; additionally they shall be readilyreplaceable.

    3.1.12.2 Hinges

    a. The material and number of hinges required by each locker type shall bedictated by the design requirements. The hinge pin shall be of the floating type`peened and clenched' over at each end to prevent the pin from being removed.

    3.1.12.3 Locking Arrangements

    a. The locking arrangements for all lockers provided shall be in accordance withthe requirements of DEF STAN 02183 Part 1 or Part 2, as applicable.

    3.1.12.4 Clips and Closing Arrangements

    a. Wedgetype or overcentre clips shall be manufactured from Stainless Steel.

    b. The clips are not to be able to rotate freely or spring open under the influence ofvessel motion, vibration or shock.

    c. In the design of large lockers, the fitting of a quickacting, watertight, centrallocking system shall be considered.

    3.1.13 Flooding Connection

    a. All magazine lockers shall be provided with one in number 1inch BSP femaleconnection in accordance with SDN 002 609 576. The connection (shall belinked to the firemain or other locker flooding source as required) shall be sitedbelow the venting arrangements when the vent is sited in any position otherthan the top of the locker.

    NOTE Detonator lockers are not to be floodable.

    3.1.14 Drainage Arrangements

    a. Magazine lockers shall be fitted with a minimum of two in number M12 or M20brass drain plugs (brass type CZ 112 complying with BS EN 12163,BS EN 12164 or BS EN 12167 as applicable). The drain plugs shall be sited atthe front of the locker.

    b. Readyuse lockers shall be fitted with two drain holes sited at the front of thelockers. The holes shall be fitted with antisabotage arrangements, consistingof a grille on the underside and a `Tophat' on the inside of the locker. On smallRU Lockers, antisabotage arrangements may be dispensed with due to spacerestrictions.

    3.1.15 Venting

    a. Air vent(s), complete with antisabotage arrangements, shall be fitted to allmagazine lockers (exact number dependent on layout). The vent(s) shall befitted on the uppermost part of the locker, ideally on the top or side to ensure thecomplete removal of air, when the locker is being flooded.

    3.1.16 Configuration

    a. Lockers and Magazines shall be subjected to configuration control to ensureinterchangability between Lockers and Magazine of the same type and pattern.

    3.1.17 Interchangeability

    a. Lockers built to the same size and design shall be interchangeable on vessels'seatings without modification.

    3.1.18 Stowage Arrangements

    a. Explosive stores shall be stowed in lockers in accordance with the requirementsof BR 862.

    3.1.19 Identification

    a. Where practicable, racks, sections and shelves within the locker shall be clearlymarked for instant recognition. Each item shall be provided with adequatesupports and restraints, consistent with rapid removal.

    3.1.20 Representative Inert Rounds/Ammunition Boxes

    a. Representative inert rounds/ammunition boxes may be made available byNaval Stores, to validate stowage arrangements.

    3.1.21 Fittings

    a. Internal and external fittings shall be constructed to be of sufficient strength tobe `fit for purpose' for the intended use and display high fire retardantcharacteristics.

    b. The use of wood shall be kept to a minimum. Only unpainted hardwood shall beused, which shall be fireproofed and scrubbed clean.

    c. Internal fittings shall be capable of being readily replaced in the event ofdamage, or for configuration changes. (See also Clause 3.16).

    3.1.22 Maximum/Minimum Thermometer Bracket

    a. Magazine lockers shall be fitted with a suitable hook or bracket within thelocker to hold a maximum/minimum thermometer (NS No 0253/5229203).

    3.1.23 Temperature Card Holder

    a. A temperature card holder fabricated from 1.6 mm thick Aluminium Alloy shallbe fixed in a prominent position on the inside of the magazine locker, sized totake an S285C record card (210 mm wide x 130 mm high). When thesedimensions cannot be achieved the largest board possible shall be provided.

    3.1.24 Magazine Designed Capacity List S285K

    a. A holder with a perspex cover shall be provided for the A4size `MagazineDesigned Capacity List', and fixed on the inside of the door.

    3.1.25 Noticeboard

    a. RU Magazine Lockers shall have a noticeboard fabricated (from either MildSteel or Aluminium) to the following dimensions 300 mm wide x 450 mm high x2 mm thick. It shall be painted weatherwork grey (see also Clause 3.1.11.2(1)),with the legend DANGER EXPLOSIVES in 50 mm high red letters printed on itin accordance with the requirements of DEF STAN 02183 Part 1. When theabove dimensions cannot be achieved, the largest board possible shall beprovided.

    NOTE The board shall be left loose within the locker.

    3.1.26 Tally/Marker Plates

    a. All lockers shall be identified by fitting a marker plate (in accordance with therequirements of DEF STAN 02723) indicating the manufacturer's name, dateof manufacture and Naval Store Catalogue Number (NS Cat No). The plate,shall be fabricated in accordance with the requirements of SDN 003 545 289 (orMOD approved equivalent) and shall be sited within the locker in a prominentposition.

    3.1.27 Warning Notices

    a. Ammunition lockers shall have warning notices supplied in accordance withthe requirements of DEF STAN 02183 Part 1 or Part 2, as applicable.

    3.1.28 Detonator Lockers

    3.1.28.1 Deck Mounted

    a. Detonator lockers shall be manufactured from Mild Steel. Lockers shall besubdivided into a pigeon hole layout fabricated from 7 mm Mild Steel. Thelocker carcass shall be of a lesser thickness material. See DEF STAN 02183Part 1 for provision of Detonator lockers/Detonator stowages.

    3.1.28.2 Bulkhead Mounted

    a. Bulkhead mounted detonator lockers may be fabricated from eitherAluminium Alloy or Mild Steel. The locker size will be defined by the total netexplosive quantity as defined in BR 862.

    3.2 Test and Trials

    a. The following tests shall be carried out on selected lockers as defined in thecontract action:

    (1) Magazine Lockers, minus their contents and with their doors/lids clippedand locked shall be capable of holding a predetermined static head of freshwater (defined in the contract);

    (2) The locker carcass, doors/lids and external fittings shall be visuallyexamined, after the test, for distortion, racking and breakages whichwould render the unit inoperable;

    (3) Weatherdeck Lockers shall be subjected to the full range of environmentalconditions laid down in Clause 1.2a.;

    (4) Lockers shall be chalk/light tested to validate watertightness. (Lighttesting is only carried out where practicable);

    (5) RU Magazine Lockers, minus their contents and with their doors/lidsclipped and/or locked shall be subjected to a Garden Hose Water Test for10 minutes to ascertain watertightness.

    NOTE The Magazine Safety Committee may wish to sponsor lockertrials in accordance with the requirements of BR 862.

    4. DESIGN REQUIREMENTS/GUIDANCE

    4.1 Construction

    a. All Magazine Lockers shall be designed to be capable of being used for readyusestowage of explosive stores with the minimum of conversion.

    b. The criteria detailed in this standard shall be considered in the design tof a newlocker. Additionally the requirements of the applicable parts of BR 862 shall bemet in full.

    4.2 Material

    a. In the development of new lockers, consideration shall be given to the latestmaterial research, both within the MOD and in industry.

    b. The material type and thickness shall be such that the mass of the locker is keptto a minimum, consistent with adequate strength. The effect of a saltladenatmosphere and the range of solid and chemical constituents in salt water shallbe taken into account.

    4.3 Composite Material

    a. Consideration shall be given to the use of materials which will preclude thenecessity for the physical shaping of lockers to reduce RCS. (See also Clauses3.1.8a., 3.1.9a. and Section 3).

    b. The following Clauses define the methods of construction of compositemanufactured lockers.

    4.3.1 General Construction

    a. The use of composite materials in the locker carcass obviates the requirementfor solar cladding.

    b. The use of a polyester laminating resin system in accordance with DEF STAN02 167 shall be employed.

    c. Where required, a linear PVC thermoplastic foam shall be used as the coreinsulation material in composite lockers.

    d. Where required, a Radar Absorbant Material (RAM) material shall be bondedinto the outer skin of the locker carcass.

    4.3.2 Locker Carcass

    a. The carcass shall preferably be produced in one piece.

    b. The carcass shall be constructed by first laying in the external skin of the lockerand curing it.

    c. The external faces of the locker shall be moulded on a former.

    4.3.3 Locker Coatings

    a. The surfaces of lockers manufactured from composite materials may bepainting or self coloured as follows:

    (1) Painting: Surfaces shall be suitably prepared and painted withundercoat and a finish topcoat as stated in Clauses 3.1.11.2(1), 3.1.11.2(2)and 3.1.11.3a.

    (2) Self Colouring: Internal and external surfaces shall be coloured by theintroduction of pigment into the Laminate/Gel coat to achieve the desiredcolour. The amount of pigment used shall be the minimum required toachieve the required colour and shall be no greater than 5 per cent of theresin/pigment mix by mass.

    HazardClassification Code

    A UN system by which explosive stores may be grouped forstowage purposes by Hazard Division and Compatibility Group,amalgamated together as Hazard Class Code BR 862, Chapter 5,Annex A refers.

    Locker The suffix `locker' indicates that it is a free standing structuresurrounded by an air gap on all sides and that it is capable ofbeing bolted on to the ship's seating or on to deck pads. A lockerdoes not have an adjacent compartment because of this air gap. Afree standing locker may be recessed into the ship's structure butits boundaries are not part of the ship's structure. A locker is ofsuch a shape or size that it does not permit `walkin' access andthe contents are handled while standing outside the locker.

    Magazine Locker Is a selfcontained freestanding locker designed to be safe for thepermanent stowage of the whole or part of the ship's outfit of thedesignated explosive store(s).

    Readyuse MagazineLocker

    Is a selfcontained freestanding locker designed to be safe for thetemporary stowage of small amounts of boxed or unboxedexplosive stores. It is to be sited near the weapon it serves, tofacilitate supply when the relevant armament is required to be ina `state of readiness'.

The escutcheon operatesfreely (where fitted). Locker keys are not interchangeable withother lockers and are to be correctly titled and tallied to each locker.

    Door(s)/Lid(s) arresting arrangement (where provided) hold it inthe open position without tripping.

    Door(s)/Lid(s) seals have been properly affixed and the corners arebutted or mitred without gaps; the seal is clean and free from dirtand paint and is generally in good condition.

    The locker has been painted and the colours are as specified. Thepaint is in good condition and is free from serious defects.
