4
NESDIS ITAT Status (Continued)
Redefined ITAT Goals Serve the mission and goals of NESDIS, NOAA, and
DOC Improve the utilization of resources
Personnel and Funds Execute the Terms of Reference as defined Leave things better than we found them
Technically Organizationally Process-wise
5
ITAT Issues
Push of software onto NESDIS from the NOAA and DOC level w/o “requirements’ review w/o consultation or partnering
NESDIS Management Commitment to ITAT IT Resource Constraints
All efforts ‘out-of-hide’ All efforts ‘other duties as assigned’
Need for tools to support processes
6
ITAT Overarching Mission
Formulate and Maintain the NESDIS IT architecture
Develop and Recommend IT policies, guidelines, and standards
Coordinate education for NESDIS IT
7
ITAT Responsibility
Carry out regular in-depth reviews of IT matters
Present recommendations to the CIO, and also to the NEB
The OCIO and NEB relies on the ITAT to formulate and maintain the NESDIS architecture, and to develop and recommend IT policies, guidelines and standards
8
ITAT Tasks
Develop and Maintain Capital Asset Plans (OMB Exhibit 300) and related financial summaries (OMB Exhibit 53)
Formulate and Review the five year Capital Asset Plan for IT
Develop the NESDIS-wide Enterprise IT Architecture and Planning Process
• Maintain the Technical Reference Model (TRM)
Review and endorse the five-year Ground Systems PAC Budget Plan
Form subgroups to Oversee and Address specific focus areas (e.g., Web, Telecommunications, Security, Office Support, Metadata, …)
9
ITAT Tasks (Continued)
Plan and Implement processes for repeatable, consistent software development Formulate and Review the five year Capital Asset Plan for IT
Standardize platforms, operating systems, configuration, and software for Administrative, Operational, and Research systems
Oversee NESDIS’ IT to promote the improvement of the agency’s practices in modernization, use, sharing, and performance measures
Address and plan for evolving user requirements - connectivity and interoperability
10
ITAT Tasks (Continued)
Recommend and establish policy for desktops, networking, security, web services and other areas as deemed necessary
Identify opportunities for cross-cutting cooperation using IT to support common functions
Support the DoC and NOAA Strategic, Budget and Operations planning efforts
Develop information systems management and security policies
Respond to “Data Calls”
11
Tool Set Assessment Team
Concept – develop operational system tool kit - non Office Support Team areas focus on dictated IT requirements
auditing & reporting tools patch management & reporting tools network monitoring & reporting tools
focus on best practices configuration management tools network management tools inventory management tools software QC and version control
12
Toolset Requirements Definition & Analysis
Identify requirements in terms of:
functionality in diverse environments
internal and external drivers
operational system constraints
ENTERPRISE ARCHITECTURE!
13
Toolset Initial Priority
Patch management & reporting in the operational environment: determine NOAA requirement drivers & constraints determine NOAA progress to date identify functional requirements & constraints perform market survey determine does one size fit all? perform business case analysis; advise ITAT perform demonstration and evaluation
14
Draft Terms of Reference (TOR)
The purpose of the ITAT Tool Set Assessment Team:
Serve as the NESDIS technical focal point for IT solutions to operational system issues. The Tool Set Assessment Team will address these issues from a requirements, a business case, operational implementation, and a NESDIS enterprise architecture perspective. The Tool Set Assessment Team will recommend standards and draft policies pertaining to supporting operational capability and best practices for consideration by the ITAT.
15
Current Telecommunications Challenges
Input from ALL offices for databases, diagrams, growth requirements, local issues.
Active participation in Telecom Team monthly VTC’s. Identify a budget analysis process. Representation on NAC, ENTA.
Government alternate for Telecom Team.
16
Current Telecommunications Challenges (Continued)
Data circuit documentation Continuous update of circuit listing & diagrams. Identify a planning process for mission growth, new
technologies and network requirements. Document mission & application requirements Establish centralized budget views.
17
Current Telecommunications Challenges (Continued)
Integration of future technologies Identify 3-5 year NESDIS/NOAA technology plans Growth requirements (users, BW, new technology) Technology refresh and upgrades Robust network to meet customer requirements Security and COOP considerations Consolidations & synergy savings Collaborative efforts
18
TelecommunicationsTechnology Opportunities
IPv6NAC project participation. Current, HPCC
funding.Knowledge base, training required. IP addresses, multicast, Security and QOS. IPO interest and project with Silver Spring
NOC.Possible site at Suitland.
19
Telecommunications Technology Opportunities(Continued)
Internet2 or Abeline. VPN’s, VTC & VOIP?
What has been successful, what is planned? Feedback on technologies Process to share information (Telecom Team, site) Outside organizations - collaboration Future sharing of tools, resources and development Issues with format, distribution & control.
20
NOAA Administrative Order 212-15
Policy: NOAA environmental and geospatial data will be maintained in accordance with applicable OMB regulations, …, FGDC Standards
Responsibilities: NOAA National Data Centers and Centers of Data shall maintain an environmental data and information metadata catalog.
21
Dense Metadata
Sparse Metadata
Identification, Spatial / TemporalExtent, User Guides, Entity & Attribute,
Mission, Platform, Quality, Lineage,Distribution
Standards Compliant
Data Discovery ToolThe first step in the data discovery
process usually involves searching acollection of sparse metadata. Once
an appropriate data collection islocated, a dense metadata may be
required to locate a particular granule.
Inventory Information, Orbit Information,Granule Metadata, Parameter Ranges
Generally Includes Some CustomContent
Sparse metadata can be harvested tosupport centralized data discovery tools(i.e., NASA Global Change masterDirectory) or the data discovery tool maydo a distributed search of multiple sparsemetadata collections (Federal GeographicData Committee Clearinghouse).
Queries /Handoffs
MetadataSubset /Update
Harvest
Search
Dense metadata collections provide subsets or updates of theirmetadata to sparse metadata collections either as complete filesor as programmatic updates. Data discovery tools send queries todense metadata collections or handoff users for detailedsearches.

ITAT-Web Team
All NESDIS Line-offices are represented Responsible for design and maintenance of the NESDIS
home Web 34 NESDIS Office Web sites under purview of the ITAT-
Web Team Important venue for exchange of ideas and building
common solutions – essential since NESDIS’ offices are geographically dispersed
29
Web TeamActivities Update
Changes to NESDIS Web Addition of breadcrumb navigation - FY04 milestone Updated NESDIS satellite page – added data boxes for each
satellite including altitude, location, and status - completed
Changes to extended Web (i.e. new osdpd, ncdc…) LOs maintain NESDIS Web banner and styles with redesigns
Status of NOAA Web Policy 5 NGDC continues to work with the NOAA GC to create a
maximum 2-page plain English template for Internet hosting agreements. Template approval hoped for by late spring.
