Purchase a special M2M SIM-card from a mobile phone operator with public and fixed IP number.

The result

Some mobile phone operators do not offers public or fixed IP numbers. In countries like France & Holland you can not get a fixed IP number.

An M2M SIM card with fixed and public IP number is more expensive than a SIM card with dynamic IP number.

With a public IP number on the SIM card, anyone can ping the unit and generated data traffic since it is public.
