In reference to BSNL HQ letter 7-1/2014/NWO-CFA/MSE dated 31.7.2014 and in continuation

to BSNL HQ letter No. 7-1/2013/NWO-CFA/MSE/Ch III dated 27.7.2015 ( Copies attached ) vide

which procedure for calculating requirement of Batteries for replacement and development was

conveyed by BSNL Corporate Office. In this regard, it is requested to send the below noted

information in the prescribed proforma as under to enable this office for arriving at figure i.e. 1 / 6th

of

battery capacity which is to be procured for the year 2016-17.

This is regarding the Battery sets requirement for FY 2015-16 in respect of NWP- CFA

vertical BSNL sites.

1. This office has asked from SSAs the battery requirement for FY 2015-16 on BSNL

sites (CFA vertical only) copy of the letter placed at 2/c along with Excel format in

which field units advised to submitted their requirement with consideration of

following points :

a. The battery shall be taken in to the requirement whose life will be expired

on/before 31.03.2017.

b. The requirement shall be submitted in prescribed excel format with approval of

SSA Heads.

c. SSAs are advised to check the balance battery in store/battery in pipeline. The

same shall be deduct from final requirement.

2. After the consideration of above points, the requirement submitted by the SSAs is

3. BSNL HQ asked the information regarding the installed capacity of Batteries related to

NWO-CFA cell for FY 2015-16 vide letter placed at 20/c and refer the previous letter

placed at 20-1/c to 20-5/c.

4. In reference to point no 3, this office has asked the information of installed capacity of

Batteries related to NWO-CFA cell for FY 2015-16 vide letter placed at 21/c from SSAs

and the summary of information received as under (detail placed at 29/c) :

5. The above detail is to be send BSNL HQ in reference to letter 20/c for procurement process

as “ The battery sets requirement for FY 2015-16 is the 1/6th

of the total installed capacity of

Batteries related to NWO-CFA cell.

6. In the mean time, BSNL HQ revised the guidelines as under

a. “Decentralised of Procurement of Batteries & Power Plants” instead of NWO-CM cell at

BSNL HQ.

b. Back time for VRLA Batteries capt as

i. Urabn area or critical location like Zonal center = 4 Hours

ii. SDCA (Block HQ) = 6 Hours

iii. Rural areas = 10 Hours

iv. Priority should be given to higher node (like Zonal center, MSC, TAX, MSU,

BSC etc) for replacement of batteries. Minutes of HPPC for vetting the requirement of SMF VRLA Battery sets for the FY 2015-16.

Meeting of HPPC of Haryana Telecom Circle was convened on dated ...06.2015 in the

chamber of SrGM(CFA). Network planning cell of Circle Office has submitted the final

requirement of SMF VRLA Battery sets under development and maintenance activities as detailed

in table below, in accordance to the requirement raised by SSAs & final requirement proposed by

network planning section of Haryana Telecomm Circle for the financial year 2015-16. Is given

below in tabular form.

While working out the requirement of battery sets under development and maintenance

activities following points have been kept in view.

1. Battery sets in pipeline. 2. All the recovered battery sets in working condition will be re-utilized and adjusted in

demand. 3. Back up time for VRLA Batteries

a) in Urban areas and at Critical locations like Zonal Centres(From Where service of multiple circles are affected), it may be kept as 4 Hours.

b) At Block head quarters (SDCA),It may be kept as 6 Hours. c) In Rural areas (Where AC is not available for long period), it may be kept as 10 Hours.

4. While making Procurement of batteries, charging capacity of power plant must be ensured and required energy audit must be done.

5. Priority should be given to higher node(like Zonal Centre,MSC,TAX,MSU,BSC etc) for replacement of batteries. The other nodes (BTSs,RSUs etc.) should be considered thereafter.

6. The requirement of battery sets under maintenance has been taken into account in respect of battery whose life will expire up to 31-03-2016 due to the reason that procurement in each year is processed nearby in the m/o July-August.

RECOMMENDATIONS

After examining the various reports and information put forth by the planning section, the HPPC

is of the opinion that quantity of battery sets shown in above table is reasonable and

recommended for procurement after observing usual departmental formalities.

8. It means, 299 battery sets can be consider under CFA vertical for FY 2015-16. 9. The 162 battery sets (HPPC approved) are already rest with MM cell of Haryana for

11. The second level scrutinize on the basis of i. Urabn area or critical location like Zonal center = 4 Hours

per guideline for planning of VRLA BATTERIES vide GL No GL/BAT-04/02

MAR 2007 and sample calculation for switch system (placed at 33/c).

vi. Battery life of 6 years (battery life expired on/before 31-Mar-2016) is

considered.

15. The above list of 90 nos of battery sets follows the following norms

i. Urabn area or critical location like Zonal center = 4 Hours

Note: This office has also collected the actual requirement from SSAs and on

the basis of that following adjustment is to be needed to meet the total 1/6th of installed battery sets i.e. 305. a. The battery sets of 300AH=1 & 400AH=6 considered in the 200 AH (7 nos)

due to no requirement of 300AH & 400AH battery sets received from SSA. b. The battery sets for 1000AH=11, 1500AH=1, 2000AH=3, 3000AH=5 &

4000AH=1 (TOTAL 21) are considered in 600AH due to 1/6th battery sets more than actual requirement.

5. As per above calculation, now only 305 battery sets may be procured under

CFA vertical for FY 2015-16.

6. 162 Battery sets under CFA vertical (HPCC approved) are pending against the FY 2014-15 at the level of MM cell.

7. Requirement of remaining (305-162 = 143) 143 nos of battery sets against

the FY 2015-16 is as under please.

This is regarding the Installation of new Batteries at sites where LVD is available in power

plants so that New Battery may remain healthy during their life time. In case of missing/ faulty LVDs

chances of healthy battery going faulty may increase.

It becomes the responsibility of the SSA to keep the batteries in healthy environment and in

case of non compliance of the instructions as stated above, the responsibility of concerned person may

Reminder letter

the FY 2016-17.

Kindly refer to this office letter of even no. dated 21.06.2016 (Copy Enclosed) vide which it

was requested to submit the requirement of Battery Sets in r/o CFA segment under Development and

Maintenance for the FY 2016-17 latest by 28.06.2016 but till date only Sonipat & Jind SSAs have

submitted the requirement (though detail of scrapping memo number is incomplete from both of

SSAs Jind & Sonipat. It is noted that without scrapping memo number, requirement of Battery

sets not be considered).

Therefore, it is once again requested to submit the requirement as per prescribed Performa latest

20.07.2016 for assessing the requirement for Batteries under CFA Vertical is already delayed.

Kindly arrange to submit the requirement of Battery Sets under Development and Maintenance

for the FY 2016-17 in r/o NWP-CFA as per Annexure 1 & 2 (Enclosed) to [email protected].

BSNL HQ already issued guideline for calculating Battery Capacity requirement for

replacement vide letter No. 7-1-2014-NWO-CFA/MSE dated 31-7-2014 and Revision of back up time

and policy for procurement of VRLA batteries contained in BSNL Hq letter No. 7-1-2013-NWO-

CFA/MSE (Ch.II) dated 14-3-2014 (Copies enclosed) should be followed for submission of

requirement.

While furnishing the requirement following points should be ensured:-

1. The format of Excel file is not to be changed.

2. The quantity submitted under maintenance, has been worked out only against Battery sets which

are expired & going to be life expire before 31.03.2017.

3. Requirement should be submitted with the approval of SSA Head.

4. Requirement should be submitted in the format enclosed as Annexure 1, &2

5. Requirement should be submitted latest by 28-6-2016, failure of which no reminder will be

issued and requirement will be treated as Nil at your own risk and responsibility.

6. The batteries may be listed only CFA vertical.

7. Estimate numbers should be provided for battery requirement under replacement &

development.

8. A certificate is to be given that all batteries already received have been fully utilized and at

present no battery is lying with SSA Store.

(i) The procedure for calculating requirement of Batteries for replacement contained in

BSNL Hq letter No. 7-1-2014-NWO-CFA/MSE dated 31-7-2014 and Revision of back

up time and policy for procurement of VRLA batteries contained in BSNL Hq letter No.

7-1-2013-NWO-CFA/MSE (Ch.II) dated 14-3-2014 have been followed.

NWP-CFA vertical.

(vi) The above requirement has duly approved by IFA of SSA & SSA Head.
