Through a process known as Capability Set Management, the Army has adopted acquisition practices and is aligning pro- grams so that operational units receive bet- ter capabilities more quickly through inte- grated and sustainable network capability sets. The capability sets are made up of equipment that is scalable and tailorable to provide connectivity and situational aware- ness for any mission in any region. The capability sets enhance vertical and horizontal connectivity and provide an in- tegrated network baseline from the fixed tactical operations center (TOC) to the com- mander on-the-move to the dismounted soldier. Fielding the Network as an inte- grated capability set throughout a brigade, rather than fielding individual pieces of equipment, provides soldiers with the best capability gap solutions and dramatically reduces or eliminates the integration bur- den on deployed troops. The first capability set, Capability Set 13 (CS 13), is now fielding to select brigade combat teams preparing for deployment. CS 13 is a direct response to operational needs statements submitted by comman- ders in Iraq and Afghanistan over the last decade and reflects soldier feedback from the ongoing Network Integration Evalua- tions (NIE) at Fort Bliss, Texas, and White Sands Missile Range, N.M. CS 13 is arriving in Operation Enduring Freedom at a critical time. As U.S. forces continue to retrograde, they are turning over many of their forward operating bases and other infrastructure to local forces, gradually losing fixed network locations. CS 13 systems allow commanders and sol- diers to take the network with them in vehi- cles and while dismounted as they conduct security assistance and other missions. For the first time, the troops closest to the action will have real-time voice and data commu- nications. Those reach-back capabilities will be essential for U.S. forces as they work closely with and support the Afghan na- tional security forces, often in mobile opera- tions distributed over great distances and terrain obstructions. The centerpiece of CS 13 is Warfighter Information Network-Tactical (WIN-T) In- crement 2, a major upgrade to the Army’s tactical communications backbone that in- troduces Mission-Command-on-the-move and extends satellite communications to the company level. CS 13 also delivers unprecedented connectivity to the dis- mounted soldier through the Rifleman Ra- dio, which is carried by platoon-, squad- and team-level soldiers for voice communi- cations and also links with handheld de- vices to transmit text messages, global po- sitioning system (GPS) locations and other data. These devices, known as Nett Warrior (see Individual Equipment and Weapons listings), act as a smartphone-like Mission Command system that connects to the Ri- fleman Radio to provide dismounted lead- ers with position location information (PLI), text messaging and other applications. CS 13 also reflects the Army’s efforts to con- verge existing Mission Command software and introduce enhanced, Web-based capa- bilities that create the synergy necessary for a commander’s decision mak ing abili- ties and mission execution. Critical U.S. Army C4I capabilities are provided through U.S. Army offices includ- ing the Program Executive Office for Com- mand, Control, Communications-Tactical (PEO C3T), Program Executive Office for Intelligence, Electronic Warfare and Sen- sors (PEO IEW&S), and Program Execu- tive Office for Enterprise Information Sys- tems (PEO EIS). The PEO C3T provides soldiers with the networked Mission Command solutions they require to dominate now and in the fu- ture. PEO C3T supports more than 42 ac- quisition category programs at levels I, II and III, executing more than $3 billion an- nually across multiple appropriations. PEO C3T develops, acquires and fields a diverse range of products for the Army including communications networks, Mission Com- mand software applications, computers, satellite terminals, communications secu- rity devices, servers and the integrators that allow all the systems and components to function seamlessly. Headquartered at Aberdeen Proving Ground, Md., PEO C3T has a workforce of more than 1,600 employees with a total an- nual budget of more than $3 billion. Late in fiscal year (FY) 2012, following DoD’s deci- sion to disband the Joint Program Executive Office for the Joint Tactical Radio System (JPEO JTRS), PEO C3T was assigned man- agement for several former JTRS programs, including handheld, manpack, small form fit (HMS), airborne/maritime/fixed station (AMF) and midtier networking vehicular radio (MNVR). MNVR is the replacement for the JTRS ground mobile radio. The non- proprietary JTRS software waveforms are now overseen by the Joint Tactical Net- working Center (JTNC), which is under the executive management of PEO C3T and ensures interoperability across the services by allowing the continued development of open standards to which industry can build. PEO C3T also sustains the force with over-the-shoulder training and system troubleshooting so that soldiers can focus on their prime objective of engaging the enemy. Facing emerging fiscal constraints, PEO C3T is using innovative methods to cut costs, streamline processes and quickly adapt in rapidly delivering advanced net- work technology to soldiers. The following representative program sampling reflects how PEO C3T continues to improve and support current systems, while developing future systems to sup- port the Army’s vision of a networked, in- formation-enabled force. cision support functionality. AFATDS func-tions from firing platoons through echelonsabove corps and enhances dominant ma-neuver, survivability and continuity of op-erations for joint force commanders.

The AN/PRC-117G provides tactical andhomeland defense forces and emergencyoperations elements with stand-alone, ter-rain-independent, robust communicationsfor line-of-sight/beyond-line-of-sight se-cure voice and data communications. Italso provides long-distance, wide-area,gap-free, fixed or on-the-move, ground,maritime, and ground-to-air communica-tions.

The Army Key Management System(AKMS) consists of three subcomponents:local communications security manage-ment software, automated communicationsengineering software and a simple keyloader. Under the umbrella of the NationalSecurity Agency’s electronic key manage-ment system, AKMS provides tactical unitsand sustaining bases with an organic keygeneration capability and an efficient, se-cure means of distributing electronic keys.Command Post of the Future (CPOF)

provides the commander with a compre-hensive view of the common operating pic-ture for informed battlefield decision mak-ing. CPOF provides situational awarenessand collaborative tools for tactical decisionmaking, planning, rehearsal and execution

management from the corps to battalionlevels. It provides 2-D and 3-D map-centriccollaboration supported by voice over In-ternet protocol. Command Web is a Web-enabled envi-

ronment developed to meet the Army’s di-rection for a common operating environ-ment for the command post computingenvironment. With Command Web, usersaccess applications over the Internet in-stead of through software installed on acomputer to display warfighting functionson a common, geospatial map. Data Products are a collection of mission

data required to initialize Mission Com-mand and other Army command, control,communications, computers, intelligence,surveillance and reconnaissance (C4ISR)systems, enabling them to digitally sharesituational awareness, collaboration andMission Command data with each otherover the tactical Internet.Force XXI Battle Command Brigade and

Below (FBCB2)-Blue Force Tracker (BFT)is a digital Mission Command system pro-viding on-the-move information and situa-tional awareness to tactical combat leadersand soldiers from brigade to platform andacross platforms within the brigade taskforce and other joint forces. It allows sol-diers to track each other’s locations throughblue icons on a digital topographical mapand manually add icons representing the

enemy and other obstacles to alert otherunits nearby. Relying on soldier feedback,the Army is executing a two-part upgradeto FBCB2-BFT: Joint Capabilities Release(JCR) and Joint Battle Command-Platform(JBC-P). The upgrades are delivering afaster satellite network, Marine Corps inter-operability, secure data encryption, touch-to-zoom maps, chat room functionality, anda seamless operational picture between ma-neuver and logistics forces.Forward Entry Devices (FED) are hand-

held devices used by forward observersand fire support teams to transmit and re-ceive fire support messages over standardmilitary radios. They provide a digitizedconnection between the forward observersand AFATDS and provide a vital sensor-to-shooter link. The lightweight forward entrydevice (LFED) and pocket-sized forwardentry device (PFED) are integral parts of thedigitized system architecture.

The HMS Rifleman Radio is carried byplatoon-, squad- and team-level soldiersfor voice communications. It can link withhandheld devices to transmit text messages,GPS locations and other data. Using theSoldier Radio Waveform (SRW), the radiosform a network that connects lower-eche-lon soldiers to one another and back to theirleaders at the company level so they canrapidly exchange information.

nel, software-defined radio that allowslower-echelon soldiers carrying RiflemanRadios and Nett Warrior handheld devicesto connect to the network backbone throughthe SRW and single-channel ground andairborne radio system (SINCGARS) wave-forms. The Manpack will enhance currentcommunications capabilities by allowingsmall units in austere environments to ex-change voice and data information withtheir higher headquarters without havingto rely on a fixed infrastructure.

The Warfighter Information Network-Tactical (WIN-T) Increment 1, the Army’stactical communications backbone, pro-vides soldiers with high-speed, high-capac-ity voice, data and video communicationsdown to battalion level units “at the quickhalt.” WIN-T Increment 1 is a joint-compat-ible communications package that allowsthe soldier to use advanced networking ca-pabilities and retain interoperability withcurrent force systems and follow-on incre-ments of WIN-T.WIN-T Increment 2 introduces mobility

and reaches down to the company level byintroducing networking radios to the archi-tecture and enhancing Network Opera-tions, a suite of integrated monitoring toolsused by communications officers to com-mand and control the network. WIN-T Increment 3will provide full net-

work mobility and introduce the air tier,which provides a three-tiered architectureconsisting of traditional line of sight, an air-borne layer through the use of unmannedaerial vehicles (UAVs) and other airborneplatforms and satellites.

The Program Executive Office Intelli-gence, Electronic Warfare and Sensors(PEO IEW&S) mission is to provide af-fordable, world-class sensor and electronicwarfare capabilities, enabling rapid situa-

tional understanding and decisive actions.PEO IEW&S products can be used for tar-geting, situational awareness, force protec-tion, and reconnaissance, surveillance, andtarget acquisition (RSTA). Several criticalsystems are integrated into the network’slayers and enable persistent surveillance,allowing the joint and coalition warfighterto control time, space and the environmentwhile greatly enhancing survivability andlethality.

PEO IEW&S rapidly transforms require-ments and validated field requests into reality and supports critical current opera-tions including counter-improvised explo-sive devices (IED), aviation platform sur-vivability, persistent ISR and the integratedintelligence architecture. By working closelywith C4ISR partners at the Communica-tions-Electronics Research, Developmentand Engineering Center and Communica-tions-Electronics Command, the PEO isable to facilitate the development, fieldingand sustainment of critical systems.

The PEO is responsible for a multibillion-dollar portfolio consisting of a combinationof more than 100 programs of record andquick reaction capabilities. Addressing sol-diers’ needs and providing them with capa-bilities in the most effective and financiallyresponsible manner is paramount to suc-cess.

PEO IEW&S programs have played a sig-nificant role in a large array of missions.Among the major areas in which the organi-zation’s systems are involved are effortswith the Distributed Common Ground Sys-tem-Army (DCGS-A), a dedicated avenuefor ingesting, fusing, analyzing and dissem-inating information throughout the Armyand associated defense agencies, which isnow available through a tactical “cloud.”These systems are integrated with other in-

telligence assets into a system-of-systemsarchitecture that provides ISR, force pro-tection, RSTA collection capabilities, datarepositories, services and exploitation capa-bilities across coalition boundaries. Fieldedassets range from airborne and ground sen-sors to the network connectivity and ana-lyst tools used to exploit the large amountsof collected information.

In addition, PEO IEW&S fields a host offorce protection systems including the baseexpeditionary target and surveillance sys-tems-combined (BETSS-C), which providesday-and-night sensor coverage and an abil-ity to use sensors collaboratively and coop-eratively in support of both defensive andoffensive operations.

The PEO has fielded a number of notabledevices. Many soldiers are familiar with thecounter-radio controlled improvised explo-sive device (RCIED) jammers that protectthem from remote-controlled IEDs. Also,aircraft survivability equipment—whichwill soon include the common infraredcountermeasure system—protects aircrewand passengers and provides an envelopeof protection from many threats.

Headquartered at Aberdeen ProvingGround, Md., the organization has a pres-ence at Fort Belvoir, Va.; Redstone Arsenal,Ala.; and Los Angeles Air Force Base. Fromthese locations, it also manages the fieldingof a multitude of aerial and ground sensorswith systems such as the future enhancedmedium altitude reconnaissance surveil-lance system, which provides simultaneousmultisensor capability, and the Prophet En-hanced, which provides relevant groundsignal intelligence and electronic warfare ca-pabilities to warfighters.

The Common Infrared Countermeasure(CIRCM) subprogram is the next-generationadvanced threat infrared countermeasures(ATIRCM) and will provide the sole acquisi-tion of future laser-based infrared counter-measure systems for all rotary-wing, tilt-ro-tor, and small fixed-wing aircraft acrossDoD. The CIRCM is a cooperative effort be-tween the Army (lead) and Navy to providemodular self-protection suite upgrades forDoD aircraft. CIRCM will be developed as adirected infrared countermeasure/laser-based system that can be used with variousmissile warning systems (MWS) currentlyinstalled or planned for installation onArmy, Navy or Air Force aircraft.

CIRCM will be designed to pay particu-lar attention to multispectral manportableair defense systems (MANPADS) and ad-vanced air-to-air infrared and/or pseudo-electro-optical weapons threats that can tar-get rotary-wing, tilt-wing and slow-movingfixed-wing aircraft in the midst of groundclutter.

The Prophet System is a day/night, all-weather, near-real-time, ground-based tac-tical signals intelligence/electronic warfarecapability organic to the brigade combat

team (BCT), Stryker BCT and battlefieldsurveillance brigade. The Prophet family ofsystems provides force protection, situa-tional awareness and actionable intelli-gence to the warfighter.Prophet Enhanced (PE) serves as the

Army’s premier ground signals intelligenceplatform, building upon the success andlessons learned from preceding Prophetsystems, including Prophet Spiral 1, TritonIII and a quick-reaction capability versionof Prophet Enhanced. PE gives soldiers amore robust operational capability, allow-ing for easier movement of the dismountsystem. By increasing the number of com-munications platforms, operators are af-forded the flexibility to potentially conductsimultaneous, split, based, fixed and mo-bile operations. PE is installed onto Pan-ther variants of the MRAP.

The Base Expeditionary Target Surveil-lance System-Combined (BETSS-C) is afamily of systems that uses existing sensorsand new technologies to deliver an inte-grated view of situational data, improvingthe accuracy and breadth of situationalawareness in theater and saving lives. Assuch, BETSS-C has been seen as a proof ofconcept for the provision of integrated ISRdata and was recognized as a DoD Top 5Program for Systems Engineering Excel-lence in 2009. Soldiers have noted that enemy activity in the vicinity of a forward

operating base or combat outpost decreasesby approximately 60 percent when BETSS-C systems are installed and employedproperly.

The Netted Long Range Advanced ScoutSurveillance System (LRAS3) is a pioneer-ing example of networking sensor systemsto provide integrated views of the battle-

space. The LRAS3 provides long-range tar-get acquisition capabilities to armor and in-fantry scouts, enabling them to conduct re-connaissance and surveillance operationswhile remaining outside of threat acquisi-tion and engagement ranges. By network-ing one LRAS3 with another (NettedLRAS3), operators will be able to share in-formation across each netted LRAS3,thereby achieving a more integrated viewof the battlespace.

The Enhanced Medium Altitude Re-connaissance and Surveillance System(EMARSS) is under development and pro-vides the capability to detect, locate, clas-sify/identify and track surface targets witha high degree of timeliness and accuracy tothe BCT. EMARSS is a multi-intelligence air-borne intelligence, surveillance and recon-naissance (AISR) system hosted on a KingAir 350 ER platform. It provides simultane-ous multisensor capability (full motionvideo/electro-optical/infrared, signals in-telligence geolocation, internals and aerialprecision geolocation). It enables point-to-point (sensor-to-shooter) and beyond-line-of-sight network communications linked toDCGS Enterprise. The Army plans to pro-cure and field 12 EMARSS to complement12 King Air 350-based quick reaction capa-bility platforms that the Army will transi-tion into its fleet of aircraft. These systems,along with the guardrail common sensor-Xmodels and the enhanced airborne recon-naissance low systems, will provide a ro-bust, multisensor AISR capability to supportworldwide operations.

The Distributed Common Ground Sys-tem-Army (DCGS-A) gathers, analyzesand shares significant amounts of informa-tion, enhances soldier situational aware-ness, and improves the commander’s abil-ity to protect the force. DCGS-A is the

globally networked flagship intelligencewarfighting system that supports continu-ous intelligence tasking, processing, analy-sis, exploitation and dissemination opera-tions, from peace through war.

DCGS-A provides actionable intelligencesupport at every echelon. It ingests datafrom every sensor—from space-based sen-sors to the soldier-as-a-sensor—and fusesthat data together in a common relevantproduct that is compliant with the defenseintelligence information enterprise, intelli-gence community and joint information en-terprise standards.

Collecting information from more than600 data sources, DCGS-A provides sensoringest and processing; exploitation and dis-semination/distribution of information;support for weather, terrain, and geospatialanalysis; imagery exploitation (includingfull motion video); link analysis; visualiza-tion; and target development and nomina-tion.

The Program Executive Office Enter-prise Information Systems (PEO EIS) en-ables information dominance by develop-ing, acquiring, integrating and deployinginformation technology (IT) systems tomeet the Army’s demands today whilepreparing for the challenges of tomorrow.

PEO EIS is composed of 40 acquisitionprograms, crossing all functional domains,in all acquisition life-cycle phases. Throughthe hard work and dedication of a work-force of more than 1,500 government civil-ians, military, and contractor support, PEOEIS successfully fields systems globally andsets the course for innovation, with an an-nual budget of approximately $5.2 billion.These systems support Army and DoD-wide communications, logistics, medical, fi-nance, personnel, biometrics, training andprocurement operations.

Acquisition Business (AcqBusiness) isthe trusted broker of Army acquisitionprogram data and provides a portfolio ofenterprise business systems and Web ser-vices that support effective decision mak-ing. AcqBusiness provides decision mak-ers with critical visibility into the Army’sacquisition investments.

The Army Enterprise Systems Integra-tion Program (AESIP) provides enterpriseresource planning (ERP) enterprise hub ser-vices, centralized master data managementand business intelligence reporting. TheArmy continues to modernize its ERP busi-ness systems to simplify operations, opti-mize processes and provide an accurate, en-terprise view of business information to allusers. AESIP integrates business processesand systems by serving as the enterprisehub for the Army’s logistics and financialERP business systems, including GeneralFund Enterprise Business System (GFEBS),the Army’s first financial system; GlobalCombat Support System-Army (GCSS-Army), the tactical logistics system; and Lo-gistics Modernization Program (LMP), thenational logistics system.

AESIP enables integration by linkingbusiness processes and data across existingIT systems. This integration optimizes busi-ness processes and supports enterprise-level information requirements. AESIP hassuccessfully delivered a Web-based solu-tion for the creation and management ofcustomer and vendor master data and im-plemented an optimized messaging andhub services capability.

AESIP houses and enables the Army en-terprise material master, which providesthe Army a single authoritative source formaterial data supporting all Army con-stituent (modernized and legacy) systems.This Army enterprise material master pro-vides the catalyst to manage, control, cre-ate, change, archive and validate data,while providing a single global view ofmaterial. This provides the basic buildingblocks for product life-cycle managementand weapon system management. Imple-mentation of the enterprise material mas-ter enables inventory management, ac-countability, pricing, accounting functionsand material requirements planning oper-ations to be seamlessly integrated into theArmy enterprise vision.

In September 2012, PEO EIS directed themerging of the transportation informationsystems and joint automatic identificationtechnology product offices. Known as Au-tomated Movement and Identification So-lutions (AMIS), this convergence of com-plementary capabilities will increase thequality of both the transportation coordina-tors’ automated information for move-ments system II (TC-AIMS II) and the radiofrequency in-transit visibility (RF-ITV) sys-tem capabilities, maximize effectiveness,and deliver the best value to customers. AIMS II automates and manages the move-ment of personnel, equipment and sustain-ment cargo, maintaining visibility at thetactical, operational and strategic levels. RF-ITV produces, collects and integratesmovement and ITV information through aworldwide infrastructure of mobile andfixed RF-ITV read-and-write stations andsatellite transponder-equipped vehicles andservers, making ITV data available to usersthrough a Web-based tracking portal thatshares the data with 35 other DoD systems.Global Combat Support System-Army

(GCSS-Army) manages the development,deployment and sustainment of the tacticallogistics ERP solution for the Army’s logis-tics enterprise. GCSS-Army replaces the ag-ing standard Army management informa-tion systems that manage Army tacticallogistics and the associated financial man-agement systems with one integrated solu-tion.

The Logistics Modernization Program(LMP) supports the Army national-level logistics mission to develop, acquire, fieldand sustain the world’s best equipment andservices, providing soldiers with a decisiveadvantage. LMP delivers an enterprise sys-tem for Army Materiel Command (AMC)with a fully integrated suite of softwareand business processes, providing stream-lined data on maintenance, repair and over-haul; planning, finance and acquisition; andweapon systems supplies, spare parts, ser-vices, and materiel. LMP Increment 1 is de-ployed to approximately 50 locations withmore than 20,000 users throughout AMCand related major subordinate commands,depots and arsenals, as well as the DefenseFinance and Accounting Service.

As the Army’s designated, primary sourcefor commercial off-the-shelf (COTS) IT,Computer Hardware, Enterprise Soft-ware and Solutions (CHESS) provides ano-fee flexible procurement strategy throughwhich an Army user may procure COTS IT hardware, software and services throughan e-commerce-based process, IT e-mart.CHESS contracts provide continuous ven-dor competition for best value and consoli-dation of requirements to maximize costavoidance and the Army’s buying power.Defense Communications and Army

Transmission Systems (DCATS) is amongthe largest organizations in the PEO EISportfolio, composed of the following: De-fense-Wide Transmission Systems, landmobile radio (LMR), vehicular intercomsystems (VIS) and wideband enterprisesatellite systems (WESS).

DCATS provides total, best-value solu-tions in a wide array of subject matter, in-cluding acquisition/program management,contract management, funds management/ planning, programming, budget and execu-tion, systems design and engineering, sitepreparation, testing and acceptance, legal-acquisition law review, logistics support,

rapid response, price negotiations, andtraining.Defense-Wide Transmission Systems

(DWTS) has three primary missions. Thefirst mission entails program and life-cyclemanagement of the connect-the-logisticiansystems, including combat service support(CSS) automated information systems inter-face and the CSS satellite communicationsprograms. The second entails implement-ing and sustaining wide-area transmissionssystems, which include terrestrial transmis-sions-global command, control, communi-cations and computers commercializationas well as technical control facilities. Thethird entails the special-users global com-mand terrestrial communications program,to provide and sustain long-haul communi-cations, video teleconference services andIT support to a highly classified Special Op-erations Command customer.Land Mobile Radio (LMR) provides

Armywide, nontactical, garrison-level sys-tems and radios. LMR systems are commer-cial solutions that provide mobile andportable communication support for gar-rison public safety, force protection and fa-cilities maintenance operations. First re-sponders are the primary users of LMR, in-cluding installation military police, firedepartments and emergency medical per-sonnel. LMR maximizes the use of a scarceradio spectrum and provides secure voicetransmissions and mutual aid interoper-ability with local, state and federal entities.LMR systems are vital components of theArmy Enterprise that provide a seamlesscommunications network in support ofbase-level communications and infrastruc-ture.Vehicular Intercom Systems (VIS) pro-

vide noise-canceling intercom solutions forU.S. Army tactical vehicles. The AN/VIC-3is the standard intercom system for more

than 70 tactical vehicle platform variants.VIS is working to produce the AN/VIC-5,which will be the next-generation intercomsolution utilized across crew-served tacticalvehicle platforms. It will provide the soldierwith a customizable, mix-and-match, mod-ular architecture that scales to accommo-date virtually any platform requirement.Wideband Enterprise Satellite Systems

(WESS) supports the wideband global satel-lite communications and constellations withsuper-high-frequency band satellite com-munications to the soldier and joint forces,with faster response times and greater capacity from the garrison to the battle-field. WESS provides Earth terminals andgateways, network planning and monitor-ing, satellite payload control, jamming re-sponse, and power and bandwidth man-agement.DoD Biometrics systems capture, trans-

mit, store, manage, share, retrieve and dis-play biometric data for timely identificationor identity verification. These systems aremission enablers for force protection, intel-ligence, physical and logical access control,identity management/credentialing, deten-tion, and interception operations.Biometric Enabling Capabilities (BEC)

designs, engineers, develops, acquires, de-ploys and sustains an enterprise biometricsystem that serves as the DoD’s authorita-tive biometric repository. This biometricsystem enables identity verification supe-riority across DoD as part of the BEC pro-gram of record. The DoD automated bio-metric identification system (DoD ABIS)was developed as a quick reaction capabil-ity (QRC) to receive multimodal biometricsubmissions from collection devices, al-lowing the soldier to positively identifyand verify actual or potential adversaries.DoD ABIS v1.2 will be the initial baselinecapability for the BEC program: BEC In-

crement 0. BEC Increment 1 is an acquisi-tion category 1AC program and will re-place DoD ABIS v1.2 in FY 2016. Plannedcapability improvements include a cus-tomizable, Web-based, biometrically en-abled watch list; a Web-based nonsecureand secure Internet protocol router inter-face; additional sizing/throughput; mis-sion assurance category level II sensitivecontinuity of operations; and faster auto-mated biometric match processing times.Joint Personnel Identification (JPI)

fields biometric collection devices, whichwere developed as QRCs used to collect,match, store and share biometric data andcontextual information. JPI’s QRC systemsinclude the secure electronic enrollment kitII, the biometric automated toolset-Armyand the biometric identification system foraccess. JPI systems enable positive identifi-cation, authentication, authorization andsurveillance of individuals wherever U.S.forces operate. The JPIv2, designated as anacquisition category 1AC program, will re-place existing QRCs beginning in thefourth quarter of FY 2017. JPIv2 offers improved data matching and synchroniza-tion, decreased size and weight, and en-hanced ruggedness. In addition, architec-tural improvements enable the integrationof emerging biometric technologies.Distributed Learning System (DLS)

provides a worldwide IT infrastructurethat innovatively combines hardware, soft-ware and telecommunications resourceswith training facilities and Web-based ap-plications. DLS delivers training for sol-diers and Department of the Army civil-ians anytime, anywhere. Deployed DigitalTraining Campuses (DDTC), a componentof DLS, deliver multimedia courseware tosoldiers deployed in operational areas.The DDTC is designed to Army require-

ments to be expeditionary and self-con-tained. Each DDTC can be set up in lessthan two hours and is equipped with 20laptop workstations, Internet accessibility,video tele-training, voice over Internetprotocol and designated satellite access.Enterprise Services (ES) was established

in September 2012 to provide managementof three product director offices within thePEO EIS enterprise management systemsportfolio: enterprise email (EE), ArmyKnowledge Online (AKO), and acquisition,logistics, and technology enterprise sys-tems and services (ALTESS). ES synchro-nizes initiatives and major lines of effortamong these three programs to deliver ef-fective enterprise-level services to theArmy to meet current and future hosting,email, collaboration and content manage-ment needs. ES also supports the executionof the Army data center consolidation planby acquiring and fielding the operating en-vironment to selected installation process-ing nodes and Army core data centers. Theend state of this initiative will enable therationalization of more than 13,000 existingArmy applications and allow consolidationat the installation level for local applica-tions and into several enterprise-level datacenters for enterprise applications.Acquisition, Logistics and Technology

Enterprise Systems and Services (ALT-ESS) provides full life-cycle support forDoD information systems. In addition toproviding IT service management based onIT Infrastructure Library v3 best practices,ALTESS operates a state-of-the-art data cen-ter and provides data management, infor-mation security, applications sustainmentand customer support to federal organiza-tions and soldiers worldwide.

Each day, more than 350,000 users log into Army Knowledge Online (AKO) to

read or send email, collaborate on docu-ments, or search for information. In FY2012, AKO directed more than 2 billionemail messages, facilitated more than 150million logins to the AKO portal andstored more than 26 million files. AKOprovides a secure enterprise suite of col-laboration, communication and identitymanagement services to the Army aroundthe world. AKO’s intranet services includea single enterprise Web portal, single sign-on services to more than 1,000 applica-tions, Armywide directory services, orga-nizational and personal file storage, email,calendars, contacts, presence and aware-ness, instant messaging, chat, video mes-saging, blogging, business process man-agement, and search.Enterprise Email (EE) provides secure

email to the DoD enterprise that is de-signed to increase operational efficiencyand to facilitate collaboration across the or-ganization. The EE service provides userssecure access to email at any time and fromany location. EE supports coordination ef-forts by sharing individual, organizationaland resource calendars across the DoD andits mission partners. EE reduces the cost ofemail by eliminating unnecessary adminis-tration and inefficient network configura-tions, thereby freeing resources to focus onother priorities. EE replicates users’ data inhighly secure defense enterprise computingcenters to provide organizations the level ofassurance they need to ensure their com-munications are secure. The Army is ob-taining EE capabilities as a managed ser-vice through an interagency acquisitionwith the DISA.Force Management System (FMS) estab-

lishes accurate, consistent and timely forcestructure information to the Army forcemanagement community. FMS will directlysupport the Army Force Management Di-rector mission of managing and allocatingmanpower and force structure information,documenting requirements and authoriza-tions for unit models over time, and provid-ing organizational/force structure solutionsin support of the Army’s transformation to-ward the Future Force. FMS is the Army’ssystem to support the DoD J-8 global forcemanagement data initiative (GFMDI) andthe Army’s organizational server effort.GFMDI is a DoD methodology that allowsunits, for the first time, to track forces downto the individual levels.General Fund Enterprise Business Sys-

tem (GFEBS) is moving the Army toward amore responsible financial environmentand, more specifically, to a cost manage-ment culture. Since 2012, GFEBS has ex-panded its reach and now governs theArmy contract writing system (ACWS) andGFEBS sensitive activities (GFEBS-SA) andsupports critical life-cycle management andacquisition processes.ACWS will be the Army’s next-genera-

tion, single-enterprise contracts writingsystem, providing full spectrum contractmanagement, including execution andclose-out. ACWS will be a mixed systemthat meets compliance requirements of theFederal Financial Management Improve-ment Act. The system will be designed tomeet the contract activity requirements ofall Army users, including forward-de-ployed disconnected users, installations,weapons systems and secure contractingmissions. ACWS will function in low band-width/disconnected status for expedi-tionary forces and will support unclassifiednetworks, classified networks and all Armycontracting requirements. ACWS is ex-pected to utilize centralized services such asclause logic and standardized businessrules, including contract line-item numberstructure and standard data schemas suchas the procurement data standard and stan-dard financial information structure.GFEBS Sensitive Activities (GFEBS-

SA) will operate in a secure and classifiedenvironment and offer the functionality ofGFEBS to the special operations commu-nity. It will enable the final retirement ofexpensive and outdated legacy core finan-cial systems, including the standard opera-tions and maintenance, Army research anddevelopment system and the standard fi-nance systems. GFEBS-SA will integrateseamlessly with GFEBS and provide se-

cure, Web-based, real-time data to SpecialOperations Command and other classi-fied, intelligence and special-access-pro-gram Army activities.Human Resource (HR) Solutions devel-

ops performance-based acquisition pack-ages and provides full life-cycle contractmanagement and support in four missionareas: management and administrativesupport, personnel services and support,recruitment and retention, and studies andanalysis.

Through the use of 57 indefinite deliv-ery/indefinite quantity contracts, HR So-lutions provides timely and high-qualityservices at a reduced cost to support awide variety of support services importantto senior leaders, soldiers and their fami-lies.Installation Information Infrastructure-

Communications and Capabilities (I3C2)supports the Army’s installation-level ITactivities by providing the engineeringand design of the network and infrastruc-ture as well as the tools and capabilities re-quired to plan, coordinate, synchronizeand conduct network operations. Stream-lining acquisition practices to implementavailable technologies and deliver relevantcapabilities to soldiers is essential to main-taining the technological advantage in today’s battlespace. I3C2 is focused on de-livering LandWarNet strategic-level infra-

structure and capabilities to transform theArmy network into a centralized, secure,operational and sustainable enterprise.I3C2 is delivering enhancements to the sol-dier’s ability to effectively “fight upon arrival” and is making a significant contri-bution toward achieving the Army’s IT ob-jectives.

The Installation Information Infrastruc-ture Modernization Program (I3MP) mod-ernizes installation network infrastructureincluding voice, video, data and connectiv-ity at Army installations in the continentalUnited States. I3MP supports worldwide,network-centric operations and enterpriseunified capabilities (UC). I3MP engineers,furnishes, fields and tests a converged UC-ready infrastructure system, connecting thedesktop to the defense information systemsnetwork through the installation’s campusarea network, delivering security boundaryequipment and supporting strategic com-mand centers worldwide.

Established in February 2012, KoreaTransformation (KT) was the principal enabler for achieving the joint U.S./Repub-lic of Korea (ROK) Strategic Alliance 2015objectives. KT develops, engineers and de-livers command, control, communications,computers and intelligence (C4I) systemsand services throughout Korea as part of aseamless transition to U.S. Army Garrison(USAG) Humphreys, with no impact on

soldiers’ ability to conduct operations. Theseefforts are in direct support of the $10 bil-lion transformation of forces in Korea fromCold War locations to the new alliancewarfighting command structure, consoli-dating 104 camps and stations into 48 in-stallations and two enduring hubs. Thiswill align and shape the force structurebased on U.S. and ROK enhanced capabili-ties, and it will position U.S. forces for in-creased peninsular and regional security.

The KT product office provides an end-to-end architecture for the relocation ofUnited Nations Command and U.S. ForcesKorea C4I assets and capabilities fromUSAG Yongsan, the Seoul metropolitanarea, and other designated locations toUSAG Humphreys. The U.S. Army Pacific(USARPAC) area of responsibility wasadded to the program in August 2012, in-cluding modernization of IT infrastructurefor voice and data systems, inside and out-side plant, and C4I capabilities for all US-ARPAC command centers.Power Projection Enablers (P2E) has a

global presence and is responsible for ac-quiring and implementing enterprisewideIT capabilities and services supporting de-ployed forces in the Central Command, Eu-ropean Command, Africa Command andPacific Command areas of operation. P2Eprovides the Army with capabilities andadaptive processes that support net-centric-ity, secure access to knowledge, and im-proved information systems and servicesthroughout the Army. P2E supports theArmy’s ability to integrate and manage theinfrastructure as an enterprise to enhancecapabilities and efficiencies through the im-

plementing enterprise systems. Examplesinclude email, active directory, Army globaldirectories, Army processing centers andrelated technologies deployed across allArmy organizations.Integrated Personnel and Pay System-

Army (IPPS-A) will provide the Army withan integrated, multicomponent personneland pay system that will streamline ArmyHR and enhance the efficiency and accu-racy of Army personnel and pay proce-dures. The tool will be Web-based; available24 hours a day; and accessible to soldiers,HR professionals, combatant commanders,personnel and pay managers, and other au-thorized users throughout the Army. IPPS-A addresses major deficiencies in the deliv-ery of military personnel and pay servicesand also provides internal controls and au-dit procedures that prevent erroneous pay-ments and loss of funds.Army Human Resource Systems (AHRS)

is a system of systems that consists of threemain components. The deployed theateraccountability system is a real-time systemavailable in theater and worldwide, capa-ble of interfacing with other DoD systemsand providing top-of-the-system analyticalinformation by name, Social Security num-ber/electronic data interchange-personidentifier, unit, location, and day. The tac-tical personnel system is a stand-aloneportable system that creates manifests andjump manifests for tactical units and pro-vides accountability for all soldiers andcivilians. The electronic military personneloffice is a reliable, timely and efficientmechanism that performs personnel ac-tions and strengthens accounting with

multicomponent unit functionality.Within AHRS, Installation Management

Systems-Army (IMS-A) provides auto-mated standard business applications to as-sist installation commanders in managingcritical business functions at Army installa-tions to better support sustaining base op-erations, and it deploys to meet the needsof warfighters. IMS-A consists of the instal-lation support modules system and rangefacility management support system. Medical Communications for Combat

Casualty Care (MC4) provides the Army’ssolution to the presidential and congres-sional objectives set forth in 1997 by Title10, which calls for a medical tracking sys-tem for all deployed servicemembers. MC4is a ruggedized system of systems contain-ing medical software packages fielded to operational medical forces worldwide.Composed of joint software and commer-cial- and government-off-the-shelf prod-ucts, MC4 provides the tools necessary todigitally record and transfer critical medicaldata from the foxhole to medical treatmentfacilities worldwide.Reserve Component Automation Sys-

tems (RCAS) provides integrated Web-based software solutions and support ser-vices to administer, manage, prepare andmobilize approximately 550,000 Army Na-tional Guard and U.S. Army Reserve sol-diers serving in units located at nearly 4,000sites in all 50 states, three U.S. territories,the District of Columbia and Europe. TheRCAS suite of software consists of 14 appli-cations within four major functional areas:mobilization, safety, personnel and forceauthorization.

Along with the representative PEO pro-grams noted previously, the U.S. Army G-3/5/7 Force Management Enterprise Divi-sion sponsors Enterprise ManagementDecision Support (EMDS), a Web-enabled,database-driven readiness and resourcingdata system operated on the secret Internetprotocol router network (SIPRNet). EMDSpulls disparate data from multiple authori-tative data source systems in near real-timeto deliver an Armywide common operatingpicture of global force readiness informa-tion for planning, assessment and forecast-ing. The disparate, holistic data enableArmy leaders to evaluate Army aggregateand unit readiness, personnel, equipment,training and information resources from adesktop computer, 24/7.

The EMDS enterprise business intelli-gence system retrieves and integrates clas-sified and unclassified data retrieved frommultiple data sources to deliver customiz-able, automated dashboards and table/chartviews of readiness and resourcing informa-tion—all from a single, common accesspoint portal for historic, current, predictiveand future data, thus eliminating longhours of manual data collection and theneed to research multiple data systems.
