Standardizing the Middle East FM

Industry?

…or is it ?

Standardising the ME FM Industry?

Agenda Challenges of our industry

Types of Standards

Scanning the environment of Standardisation in the

Middle East

Where are the gaps?

The road ahead & what we can do

Challenges in our industry

Working in an emerging market

that is rapidly growing

Working in an Industry that is still not mature

Recruiting Staff from multiple

developing nations

Types of Standards

De facto standards - ‘The Norm’ that is followed

in the industry or company that is sometimes

taken from other markets.

De jure standards – Legally binding rules or

regulations

Voluntary standards – Published

standards that can be considered

for use

Scanning the environment of

Standardisation in the Middle East

External Standards for the industry

• ISO Standards; 9001, 14001, 18001, 50001, 55001 & T.C 267 (iso standard for facility management )

• Federal/Emirate Government & Municipality Laws & Regulations (EHSMS)

• Zonescorp (Abu Dhabi)

• ESMA (Standardisation of products), Regulatory and Supervision Bureau/Quality & Conformity Council

• International Building Code

• LEED, BREAM & Estidama

• Civil Defense, ADDC & Ministry of Interior standards

Internal Standards for the industry

• Industry Benchmarks; IFMA, BIFM, CIBSE, RICS, MEFMA & other industry profession standards

• Local authorities that impact FM such as Tadweer

• Manned Security Laws

• Client Standards

• Organizational Standards

Where are the gaps?

Technicians Minimum salaries for technicians

Standard inclusions for technicians

Standardised technical training

Technical trade qualifications (practical & theory)

Further Standardisation of Personal Protective

Equipment and other HSE Protection

Building Codes

Building codes are focused on new design but still do not

deal with operational gaps

Developing minimum standards for existing buildings.

First dealing with HSE requirements

Where are the gaps?

Materials

Some Standardisation through initiatives such as ESMA

Regulated products with more support from industry

required

Landscaping regulations on plants and irrigation

practices

Management of Specialist Services

Having specialist services managed by non-technical

management such as can be seen with the strata

regulations in Dubai

Specialist standards across multiple property types for

services such as CCTV cameras

The roadmap ahead The Middle East Facilities Management Industry needs to

develop a strategic roadmap that develops De Jure

Standards that tackle the challenges we face now and over

the next five years

FM Industry leading cooperation between Federal,

Emirate and Municipal bodies to develop best practice,

regulations & laws on materials and practices

Minimum standards for technicians (Salaries, Living

Conditions, Inclusions)

Setting standards for technical trades

The roadmap ahead

Working with ESMA & other authorities to set benchmarks

for materials we use

Having FM Experts sit on ISO and other panels to provide

better guidance

Working with Government bodies such as Tadweer, Civil

Defense and MOI to for committees that work towards new

standards

Developing a Platform that updates the FM Industry

systematically

Together we can work towards elevating our

industry to not only catch up to others but to

exceed them also

Thank you
