1. Introduction The following AER is submitted for Kingscourt Bricks Ltd, Drumgill, Kingscourt, Co. Cavan (IPPC Licence No. P0528-01). The company manufactures bricks, which deems that they are an activity under Class 13.4 of the IPPC Licensing Regulations. The company was granted an IPC licence on 4
th March 2002.
The Production Director at the site, Mr. Ciaran O’Reilly is responsible for environmental management, and IPC licence compliance. Mr. Noel Duffy is responsible for surface water examinations and water flow/volume measurements. This AER was drawn up following the EPA Guidance Note for Annual Environmental Report, 2000. It reports on the period January to December 2008.
2. Summary Information

Fluoride emissions from kiln 1 exceeded the emission limit value in August of 2008. The Kiln cycle in Kingscourt brick emmits fluctuating fluoride levels during the various stages of the process. It is unclear as to why the Fluoride emissions were high during the August monitoring event. Fluoride results were within the emission limit value in the following quarter. All other parameters in Kiln 1 were within the emission limits. The fourth quarter monitoring was not undertaken as both kiln 1 and kiln 2 were no longer in operation.

Kiln 2 was not monitored in 2008 as it was not in operation.
2.2 Herbage Sampling
Fluorides are released into the environment by ceramic works (kilns) and the fluoride particles can be deposited on the herbage in the vicinity of process plants. Sampling of herbage around the brick site was undertaken monthly in 2008 from Jan-May and following agreement from the EPA (Ref:P0528/01/ak01NH of 23/9/08) a 3-monthly pooled sample was taken between Aug-Sept. Results are presented in the following tables.

Suspended solids exceeded the emission limits in January and May during 2008. This is attributed to high rainfall during those months causing settlement ponds to overflow to the surrounding surface water without adequate settlement, however this is a rare occurrence. All other parameters were within the emission limits.

rd Quarter 2008 manganese results at both SW1 and SW2 and the
suspended solid result at SW2 were elevated above the I/PV Value set out in the Surface Water Regulations for A1 waters (1989). High manganese levels are attributed to the natural minerals in the area and therefore are not due to any process conducted by Kingscourt brick. High suspended solids levels are attributed to the high rainfall levels during the months which monitoring occurred. All other results are relatively low and consistent.

Skip Waste In 2008 general skip waste was taken off-site and segregated by Cavan Waste Disposal. General waste was sent to landfill and up to 30% is segregated by Cavan Waste Disposal and recycled.

2002 40.34 The volume of waste increased by 40% in 2008 compared to 2007 figures. This was due to construction and clean up operations of on site. Plastic & Cardboard Recycling Plastic and cardboard are baled on site. The plastic and cardboard was collected by Cavan Waste Disposal for recycling. There was no baled plastic and cardboard taken off site in 2008.

Metal Waste In 2008 metal waste was taken by Cavan Waste Disposal and J. Shortt for recycling.
The volume of metal waste recycled from 2003 to 2007 was relatively consistent each year but there was a 99% decrease in 2008 due to the decrease in production. Wood Waste In 2008 wood waste was taken by Wilton Waste for recycling.

2007 0.23 Septic Tank Sludge Septic tank sludge was removed by McBreen Environmental Services Ltd. on 29/01/2007; due to a prolonged closure period in 2008 the septic tank system did not require de-sludging.

Electricity consumption decreased by 32% and Natural gas decreased by 37% in comparison to the 2007 figures. This was due to a prolonged closure period during the summer and winter months of 2008.

3.2 Report on EMP of 2008
1. Increasing waste segregation and reduction in the amount of waste going to landfill
The volume of waste disposed to landfill in 2008 increased due to the construction of a new plant and a corresponding clean up operation. The company continued to segregate and recycle Wood, Metal, Plastic, Paper/Cardboard, Bulbs and Batteries in 2008. In 2004 the company joined Repak with the aim of reducing the amount of packaging used and therefore reducing waste generated. Future waste disposal figures should reflect this new waste management strategy which has been implemented.

2. To ensure the levels of fluoride in the herbage surrounding the site are within the limits set.
In 2008 eight of the herbage sampling locations exceeded the herbage fluoride limit of 30mg/kg between 1-2 times, but the long-term average concentration was within this guide value.
3. To improve the energy efficiency within the factory
In 2008 the company maintenance department regularly inspected all ducting to ensure air leakage was minimal. All ducting will be inspected regularly and repaired and replaced where necessary. Energy consumption figures were dramatically decreased in comparison to 2007 with a decrease in electricity consumption of 32%, a decrease of natural gas consumption of 37%. There was no Propane purchased by the company in 2008. Sustainable Energy Ireland carried out an Energy Survey for the site with the Opportunities for Savings in the report currently being implemented. 3.3 EMP Proposal for 2009 OBJECTIVE 1 Increasing waste segregation and reduction

The NOx & SO2 average readings were also taken from the March monitoring event. Figures are based solely on monitoring at kiln 1 as kiln 2 was not in operation during 2008.

Conclusion In 2008, between 8.37 – 9.74 tonnes of Fluoride were input from the clay at Kingscourt Bricks. Between 1.97 – 1.97 tonnes of Fluoride was output in bricks from the site and 0.224 tonnes was emitted to atmosphere via the kiln stacks. Fluoride (as HF) is generated by the reaction of the clay at high temperature in the kilns. In 2008, between 4.40 – 6.87 tonnes of Chloride were input from the clay at Kingscourt Bricks. Between 3.60– 6.73 tonnes of Chloride was output in bricks from the site and 0.117 tonnes was emitted to atmosphere via the kiln stacks. Chloride (as HCL) is generated by the reaction of the clay at high temperature in the kilns. In 2008 81kg of SO2 and 2,544kg of Nitrogen Oxides (as NOx) were emitted from the site via the kiln stacks. In 2007 30kg of SO2 and 2505kg of Nitrogen Oxides (as NOx) were emitted via the stacks.
4.2 PRTR Proposal 2009 The aim is to track usage and generation of Fluorides, Chlorides and Nitrogen Oxides at the site. 1. Calculate the tonnage of raw materials used at the site in 2009 and compare
with previous figures. 2. Take 2 clay samples and analyse for Chlorides and Fluorides. Calculate the
tonnage of chloride and fluoride input via clay in 2009 and compare with previous figures.
3. Take 2 brick samples and analyse for Chlorides and Fluorides. Calculate the tonnage of chloride and fluoride output via bricks in 2009 and compare with previous figures.
4. Calculate the output of Nitrogen Oxide, Chlorides and Fluorides via the kiln stacks from quarterly monitoring results and compare with previous years figures.

5. Licence-Specific Reports 5.1 Report of Flow Measurement An assessment of water abstraction was carried out in 2008 from the River alongside Kingscourt Bricks, the report is included at the end of this AER.
5.2 Noise Monitoring A Noise Survey Report for 2008 is enclosed at the end of this report.
5.3 Bund Integrity Testing Report The Molasses Bund test was completed in December 2005 and the report was submitted. All other oil tanks on the site were replaced with double skin tanks, which undergo regular visual inspections. The next Bund test is due in 2009.
5.4 Septic Tanks Inspection Report Both septic tanks were inspected and certified in 2004 and a report was previously submitted to the EPA.
5.5 Review of Residuals Management and Quarry Restoration Plan A review of the residuals management and quarry restoration plan was submitted with the 2005 AER and remains unchanged.
5.6 Energy Audit An energy Audit was carried out in 2002, and this report was submitted previously. An energy audit was carried out in 2007 under the auspices of Sustainable Energy Ireland’s ‘Services for Business Programme’.

1. Introduction Daytime and night time noise levels were measured at Kingscourt Bricks Ltd. at the boundary and at noise sensitive locations on the 23
rd and 24
th July 2008, as required
under Condition 8 of the company’s IPPC Licence No. P0528-01. Daytime noise measurements were taken at 5 locations along the site boundary: B-1 to B-5. Day and night time noise measurements were taken at two noise sensitive locations: NSL1 & NSL2. These two locations were deemed to be closest to the site and noise levels here are directly comparable to the IPPC licence daytime noise limit of 55dBA and night time noise limit of 45dBA. A map showing the sampling locations is presented in Appendix 1.
2. Methodology and Instrumentation Daytime noise monitoring was carried out by Patricia Murtagh, BSc, MSc, Diploma in Acoustics and Noise Control and Brona Keating, BSc of Q.E.D Engineering Limited on 24
th July 2008. Night time monitoring was carried out by Patricia Murtagh on 23
rd July
2008. 1. Noise levels were measured using a Castle GA123 Integrated Datalogging Octave
Band Sound Level Meter, Serial No. 036015 and microphone Serial No. 27101. This meter was last calibrated on 29/04/08. A GA607 Dual Level Calibrator, Serial No. 036023 was used to calibrate the sound level meter and this was last calibrated on 20/02/08.
2. Rion NA-27 Real Time 1/1, 1/3 Octave Band Logging SLM, Serial No. 00380685. This meter was last calibrated on 14/05/08. A GA607 Dual Level Calibrator, Serial No. 036341 was used to calibrate the sound level meter and this was last calibrated on 12/05/08.
Certificates of calibration of both noise meters are provided at the end of the report. Both instruments were calibrated before measurement to 94dB and were checked after measurements also and were found to be working satisfactory. Weather conditions during the day monitoring were calm and sunny. During the night-time monitoring weather conditions were dry, cloudy and very calm. A standard windshield was used on both instruments during the survey. Noise monitoring at the boundary locations took place for five minutes in duration for LAeq, LA90 & LA10, while both day and night-time noise monitoring at the NSL’s took place for thirty minutes in duration for LAeq. LAeq, LA90 & LA10. All the daytime monitoring took place between 10.00 -12.30 and the night time monitoring took place between 22.00-23.00.

The Environmental Noise Standard ISO1996-2 details that a prominent tonal component may be detected in one-third octave spectra if the level of a one-third octave band exceeds the level of the adjacent bands by 5dB or more. This occurs above at NSL1 Daytime @ 50Hz and at NSL1 and NSL2 Night-time, both @ 20Hz.

4. Discussion
4.1 Ambient Noise Measurements Ambient noise measurements were taken at 5 boundary locations around the site. Looking at each individual location and the results of the LA90 and LA10, the following was found: B1 at the main site entrance had an LAeq reading of 55dBA. The difference of 13dBA between the LA10 reading of 57dBA and the LA90 reading of 44dBA indicates a lot of intermittent noise at this location, caused by traffic passing on the main road. B2 at the front corner of site had an LAeq reading of 56dBA. The difference of 20dBA between the LA10 reading of 61dBA and the LA90 reading of 41dBA again indicates a lot of intermittent noise at this location, caused by passing traffic on the main road. B3 at the side of the site had an LAeq reading of 59dBA. The difference of 2dBA between the LA10 reading of 59dBA and the LA90 reading of 57dBA indicates very little intermittent noise at this location, so this noise level is fairly consistent and generated by the production process within the buildings. B4 at the back of the site had an LAeq reading of 51dBA. The difference of 4dBA between the LA10 reading of 52dBA and the LA90 reading of 48dBA indicates some intermittent noise at this location provided by site traffic (forklift). Production process machinery was audible at this monitoring location. B5 at the side of the site had an LAeq reading of 50dBA. The difference of 3dBA between the LA10 reading of 51dBA and the LA90 reading of 48dBA indicates very little intermittent noise was present at this location, so this noise level is fairly consistent here. A lorry was loading near this location.
4.2 Noise Sensitive Locations Two noise sensitive locations were measured as part of the noise survey. NSL1 is located across the road from the site and had an LAeq daytime reading of 60dBA. The difference of 18dBA between the LA10 reading of 59dBA and the LA90 reading of 41dBA indicates a lot of intermittent noise at this location. This was provided by traffic noise along the main road. Given that the LA90 was 41dBA at this location it can be reasonably assumed that noise emanating from the factory would produce an LAeq of similar magnitude at the house, in the absence of traffic. Therefore noise from the factory will not impact on this noise sensitive location, as readings fall well below the 55dBA daytime noise limit set in the IPPC licence. Tonal noise at 50Hz was recorded at this noise sensitive location during the day, but this is attributed to traffic on the main road. No impulsive noise was audible at this location. NSL1 also had an LAeq night time reading of 59dBA. The significant difference of 15dBA between the LA10 reading of 54dBA and the LA90 reading of 39dBA again indicates a lot of intermittent noise at this location. This was provided by traffic noise along the main road. Given that the LA90 was 39dBA at this location it can be reasonably assumed that noise emanating from the factory would produce an LAeq of similar magnitude at the house, in the absence of traffic. Therefore noise from the factory will not impact on this noise sensitive location, as readings fall below the 45dBA night time noise limit set in the IPPC licence. Tonal noise at 20Hz was recorded at this noise sensitive location during the night. Sound below the frequency wave of 20Hz is termed infrasound and is below the normal threshold of hearing so the source of this

tone is unknown (e.g. could be from power lines) but as very little factory noise was audible it was not from site operations. No impulsive noise was audible at this location. NSL2 is the house beside the site. This location had a daytime LAeq reading of 58dBA. The difference of 19dBA between the LA10 reading of 60dBA and the LA90 reading of 41dBA indicates a lot of intermittent noise levels at this location. This was provided by traffic along the main road. Given that the LA90 was 41dBA at this location it can be reasonably assumed that noise emanating from the factory would produce an LAeq of similar magnitude at the house, in the absence of traffic. Therefore noise from the factory will not impact on this noise sensitive location, as readings fall well below the 55dBA daytime noise limit set in the IPPC licence. No impulsive or tonal noise was audible at this location during the day. NSL2 had a night time LAeq reading of 56dBA. The difference of 14dBA between the LA10 reading of 55dBA and the LA90 reading of 41dBA indicates a lot of intermittent noise levels at this location, again provided by traffic along the main road. Given that the LA90 was 41dBA at this location it can be reasonably assumed that noise emanating from the factory would produce an LAeq of similar magnitude at the house, in the absence of traffic. Therefore noise from the factory will not impact on this noise sensitive location, as readings fall below the 45dBA night time noise limit set in the IPPC licence. Tonal noise at 20Hz was recorded at this noise sensitive location during the night. Sound below the frequency wave of 20Hz is termed infrasound and is below the normal threshold of hearing so the source of this tone is unknown (e.g. could be from power lines) but as very little factory noise was audible it was not from site operations. No impulsive noise was audible at this location.
5. Conclusion All background (LA90) noise readings at Noise Sensitive Locations are below the IPPC Daytime limit of 55dB(A) and the night time limit of 45dB(A). No complaints relating to noise have been issued to the company in the past year. The next noise survey for the site is due in 2009.
