TEXAS GARDEN CLUBS, INC. AWARDS BROCHURE

This brochure lists awards offered by National Garden Clubs, Inc., South Central Region and Texas Garden Clubs, Inc. Member Garden Clubs, Councils, and Affiliates are encouraged to apply for awards. 1995-97 NGC Awards, Chairman Gerry St. Peters explained that “Receiving a prestigious NGC award is one of the highest honors to be achieved. Recognition creates pride and encourages members to further their efforts.” The excellent work of our clubs and members should receive recognition by fellow members at District, State and National levels.

To be eligible to apply, garden clubs must be federated with Texas Garden Clubs, Inc. and Councils/Forums/Federations and Plant Societies must be Affiliate Members. Individuals must be members of a federated garden club.

Most awards are submitted through the Districts for competition; and, if eligible, the awards are forwarded to State. If a National Award is offered it must go through District and State; and, if the award is eligible, then the award will be forwarded to the National Chair for further competition.

The emphasis of this brochure is to encourage clubs to compete for awards – for competition brings spirit and pride and to prepare those eligible awards to meet the requirements for State and NGC awards.

Texas Garden Clubs also offers some awards exclusively for our organization. These state awards are titled with “TGC’ and are found in Section 1 of this Awards Brochure. Changes in TGC awards are published in the Lone Star Gardener… revisions are made available from TGC Headquarters and can be added to brochure. Separate brochures are available from TGC Headquarters: Club Programs, Club Ratings, Flower Shows, Scrapbooks, and Yearbooks, are more detailed in preparing and judging these specific awards. Youth Awards are also covered in more detail in a separate brochure.

National Garden Clubs Rules and Awards application forms are available on the NGC website https://gardenclub.org/sites/default/files/2021-07/fsa-form-1-application.pdf. Changes in rules and award requirements published in TNG will take precedence over this Awards Brochure. All NGC Awards are in Section II of this Brochure.

South Central Region Awards are applied for separately. The Awards and Rules are published in the summer edition of The Communicator and in this brochure. Changes in rules and award requirements published in The Communicator will take precedence over this Awards Brochure. The awards are submitted to the Vice President-Awards (Texas) by December 15 to be judged and then forwarded to the South Central Region contact. All SCR Awards are in Section III of this Brochure.

PROCEDURE FOR PREPARING BOOK OF EVIDENCE FOR ELECTRONIC OR MAIL SUBMISSION OF AWARDS FOR TGC

1. CARD – for TGC information only: Prepare 3 x 5 card and paper clip to award applications – TGC Vice President Awards will remove if award is submitted to National. List the following information: Award Number/Name (Class if any) (example – TGC Community Service) Name of Club, City, District, Club Rating (Gold, Silver, Bronze, Green) Number of Members, Name, Address, Telephone No. & Email of Current President Dates TGC and District dues paid.

2. Submit award entries to appropriate District Chair, unless otherwise noted in awards description. Council/Forum/Federation and Districts send entries directly to appropriate TGC Chair.

3. If your District doesn’t have a Chair that corresponds with each award, send your award to your District Awards Chair. All awards must go through District first – no exceptions other than those listed in #2.

4. Do not hesitate to call or write your District or TGC Vice President of Awards for

information. Please send a stamped envelope for the reply.

5. POSTAGE: Include enough postage for the award to be sent by the District Chair to the State Chair, then to the TGC Vice President of Awards, if the award qualifies. Thereafter qualified awards will be sent to the NGC/National Chair electronically. Any unused postage will be returned. Enclose postage in an envelope with your club’s name and paper clip to binder. Do not send cash. (Please send small denomination stamps rather than one $3.00 stamp).

6. RETURN OF AWARD: Awards that are ineligible to be submitted for state competition

will be returned to the clubs at Spring District Conventions. Awards submitted for State and National competition will be returned to District Directors at Spring TGC Convention.

7. TEXT OF AWARD: A. Make sure that the text and the photos show the extent of the club’s work. Organize

materials that tell a story of the project from beginning to end. Be descriptive – give word pictures of the project. Explain who, what, when, where, why.

B. In the text, address “Fulfillment”, “Scope”, “Prior Planning”, “Benefit.” C. Give number of member participation in the project and how goals reached. Club

participation is important; 2 members doing all the work is not a club project.

It is okay to photocopy except for Publicity Press Book.

9. Neatness is important. Use even and liberal margins. Number the pages. Proofread

carefully.

10. Follow all the rules in preparing the Book of Evidence. Don’t miss out on 1st place because you forgot required information.

GUIDELINES FOR JUDGING AWARDS

1. Immediately upon receipt of awards, check to be certain each is entered in the correct category. The 3 x 5 card will be removed by the TGC Vice President of Awards Chair.

2. Secure a panel(s) of a minimum of 3 judges; some may be specialists in the field related to the award rather than all garden club members.

3. Be certain the panel understands the award rules, description, and Scale of Points. If entry is not worthy, award should be withheld. Clarify if there is a rule violation that removes the application from consideration.

4. Winners must be kept secret until after awards presentation. 5. Do not write on pages in Book of Evidence; use the comment sheet. 6. Do not deduct points for anything not specifically in the Scale of Points. If points

are deducted for omission, be sure the omission was not inadvertently overlooked by the panel.

7. Comments are required and should encourage and educate. Start with complimentary remarks before explaining how application can be improved. Give careful thought to wording; comments should help club when sending in their next application. Explain why points are deducted.

8. The Standard System of Awarding is used: First Place 90 or above Second Place 85 or above Third Place 80 or above Honorable Mention 75 or above

9. Please, no tie scores can be awarded. Only one First Place, one Second, one Third, and then all awards scoring over 75 are awarded Honorable Mention. (ex. First Place could score 99, Second 93, Third 84, HM 81, and HM 79. If there is only one entry with a score of 80, it would receive Third Place). If scores are too close, OK to allow ties on honorable mentions.

10. District Chair: send first place entry in each size category to State Chair and list all others that score 95 or above, on report form to State Chair.

11. Do not mail awards that are not eligible for state awards to state chairs or TGC VP Awards. Each District’s procedure may vary; Books of Evidence and entries are usually returned to the member clubs at the District Spring Convention or by using the enclosed postage.

8

12. Do not mail awards that are not eligible for NGC awards to TGC Vice President of Awards Chair. TGC Chairs bring the Books of Evidence to the TGC Spring Convention.

At the conclusion of the convention, the awards are collected by District Directors to return to the member clubs.

13. DEADLINES ARE IMPORTANT! Awards must be forwarded promptly from District to State as State Chairs have little time to forward eligible entries to the TGC Vice President Awards. Entries must arrive by December 15 to TGC Vice President Awards to be considered! The TGC Vice President Awards Chair must process and mail the awards to the NGC Awards Chair no later than January 3 to be assured of on time arrival.

Plant America - Play Outdoors

Dear Garden Club Members: This handbook has been prepared to provide information that makes submitting award applications easy, answers questions, and serves as a resource for all members. The committee members, your state awards chairman, and I are available for questions and support at all times. Keep your award handbook close by and use it frequently when preparing applications. Included are a number of resources to make it easier for you to apply for awards. The rubrics to be used for scoring will be helpful in knowing what to include in your application. The FORMS section of the NGC website has fillable forms available for completion and printing. As our gardening friends in Connecticut remind us, awards serve several purposes. Awards create pride through recognition. They encourage members to do more. Awards bring awareness of a club as an asset to the community and inspire others to pursue worthwhile projects. An active, award-winning club attracts new members. Garden club projects are vital parts of our communities. The future of garden clubs is secured by the visible work that we do. While we Plant America as we Play Outdoors, let’s remember to showcase that work through applying for awards in recognition of the significance of our work.

Diane J. Harbin

NGC Awards Chairman 2021-2023

[email protected] Please remember: No individual, single member club, group of member clubs, Council, or Districts may make direct application to National Garden Clubs. All applications must come through your State Chairman and must include the appropriate NGC Application Cover Sheet. All Application Cover Sheets are posted in fillable format on the NGC website under FORMS.

Introduction

The 2021-2023 Awards Committee was tasked with taking a close look at the entire awards program to see where changes might need to be made, especially in bringing the program up to date with the current focus of our organization. All states were given the opportunity to respond to a survey in the summer of 2020 with a subsequent survey in the fall. Results were analyzed and recommendations were sent to the Executive Committee for review. These were accepted and revisions were on their way!

This handbook is the outcome of these many months of work. It is our hope that members across our nation and our International Affiliates will find the awards program easier to manipulate and that this will encourage clubs to apply for more awards. The look is vastly different, and the award numbers have changed, but most of your favorites are right here. Just look through the Chart of Awards (Awards Table on NGC website) and you should be able to find what you need to see where your project fits into the awards program.

When you find an award in the Chart of Awards that seems to fit your project, look in the columns to see if you or your group is eligible to apply for that award and what you must complete for your application. Descriptive details for each award are given in the Category section of this Handbook. Links are provided in the online Awards Table to each Category section.

Scoring was one of the concerns brought forth by our states. Inconsistency in scoring from state to state and region to region seemed to be discouraging for applicants. Therefore, Scoring Rubrics were developed. The descriptors used in each rubric were already stated in the existing awards program. They now have a specific maximum number of points assigned for each descriptor to help keep scoring more consistent across the board. Most awards are scored on the General Scoring Rubric that is shown on page 13 of this handbook. A few are scored on a scale particular to that award. In those cases, you will find the Scoring Rubric immediately following the award description. All levels are asked to utilize these Scoring Rubrics in judging award applications. Just copy the appropriate rubric from the FORMS section of the NGC website and use for your local and state scoring.

Almost 70% of our states responded that awards that are given based on size of club or state should be placed into just three (3) category sizes. To determine how to divide the clubs and states into thirds so that each group would have about the same number of clubs, states were again surveyed. After analyzing the 31 state responses received, the sizes listed on the general information page (page 6) were determined.

Be sure to check the new numbers for the Flower Show Achievement Awards. These award details were just reviewed, and necessary changes made when the New Handbook for Flower Shows was created, so those are current.

The Application Cover Sheet has been revised also and is available in fillable format in the FORMS section of the NGC website. The same is true for the Award of Excellence Cover Sheet. Hopefully the term “Cover Sheet” will help applicants clarify that this page is not counted as part of the award application. States are asked to utilize this form when submitting awards to the NGC Awards Committee. State specific forms will not be accepted.

Most applications will be submitted electronically. The exceptions are listed, of course including all Publications. If there is a specific difficulty with submitting electronically, please contact the Awards Chairman for instructions.

“The Process” on the next page is a quick overview for preparing an application. Everyone working on an application should read over that page. The State and Regional chairman will also need to carefully read the following page of instructions. For any questions, please contact the Chairman or Co-Chairman.

HAPPY APPLYING!

5

The Process Review the General Directions. Follow those guidelines.

Use the Chart of Awards or online Table of Awards to decide which award is best for your entry. This tells you who is eligible to apply for that award and the items required.

Go to the Award Description for further details. On the NGC website, click on the name of the award category from the Table of Awards to go directly to that award’s descriptive information.

After reviewing the description details, fill out the Application Cover Sheet. On the NGC website, click on “Application” in the right column to go directly to the cover sheet for that award. Download the blank Cover Sheet to your computer. Be sure to name it something you will remember and put it in a file where you can find it again! Open the new file and fill out each section of the Cover Sheet, using the tab key to move between sections. When it is complete, be sure to save your changes. MAC users open the form in Preview before completing.

Go back to the Award Description and look carefully at the Scoring Rubric to see what the judges will look for as they score your entry. Most awards use the General Scoring Rubric which you can find by clicking on the Scoring in the same box to the right of the award name. If your award has a specific Scoring Rubric, it will also be given immediately following the award description. Use this information to help you understand what you should include in your application.

Write your Award Application. Be sure to adhere to the page limit and use a clear, easily read font. Include photos when applicable. Insert the photos as you write to avoid the need for adding captions. If you need help with that, ask the Awards Co-Chairman. Ask someone else to read over the completed application for clarity and editing.

Send the Cover Sheet and Completed Application as indicated in your individual State guidelines by the due date required for your state.

*All forms in this handbook are posted on the NGC website in the FORMS section as fillable forms. Scoring Rubrics are also available on the website under the State and Regional Awards Chairmen tab.

ii. The sponsoring organization provides copies of the appropriate NGC Flower Show Evaluation Point Scoring Form to members of the evaluating panel/s, as well as self-addressed stamped envelopes for returning the evaluation form to the designated state or IA country chairman.

b. Letter of intent from the club/s or organization/s must include the name of the sponsoring organization, address for mailings, show date/s, location and theme, and names and addresses of judges judging the show.

Flower Show Achievement Award Application and all other required forms are in the FORMS section of the NGC website.

e. Upon completion of judging, show committee must provide the evaluating panel with show data including the number of club members or clubs involved, percentage of club/organization participation, and the number of exhibits in each Division.

f. To qualify If the show has qualified for Flower Show Achievement Award consideration, the show sponsors must prepare and submit a Book of Evidence, in a manner designated by the NGC Awards Committee and found on the NGC Website, with statistics, schedule, description, pictures and evidence of publicity to the state designated chairman or IA chairman before the state or IA country deadline.

g. Each state evaluates the Books of Evidence submitted. Any and all Books of Evidence scoring 95 points or more at the state level may be submitted to the designated NGC Flower Show Achievement Awards Chairman by the January 15 deadline. This means a state or IA country may submit unlimited number of Books of Evidence for a particular Flower Show Achievement Award. As stated above, all awards are non-competitive, and this allows NGC to recognize all top-quality flower shows. IA show sponsors submit their Books of Evidence to the IA Awards Chairman.

h. All Book of Evidence evaluations will be returned if the sponsoring organization provides self-addressed stamped envelope or mailer. Judges’ evaluations will not be returned but summarized with the final evaluations.

2. Procedure to be Followed by Evaluating Judges

a. Evaluators are responsible for upholding NGC’s high standards, scoring wisely, responsibly, and objectively.

b. Only the selected evaluating judges must submit an evaluation form to the designated State Chairman. However, all other judges are free to evaluate the show, but their evaluations are NOT submitted to the state.

c. An evaluator’s initial responsibility prior to the show date is to study the Flower Show Evaluation Point Scoring Form and to carefully review the flower show schedule for conformance to the Handbook for Flower Shows.

d. The day of the show: i. Upon completion of judging assignments, the judge must consider all aspects of

the show according to the Flower Show Evaluation Point Scoring Form. (Form 30) ii. For a complete and fair evaluation, evaluators may confer with other judges not

serving on the evaluating panel, especially in areas not judged by the evaluator. iii. The score of the three (3) evaluating judges must average 95 or more points for the

show to be considered for an NGC Flower Show Achievement Award. iv. Evaluating panel must confer on observations and arrive at an approximate overall

average score for the show before leaving the show site, though evaluator’s individual scores may vary.

v. The Panel must inform the General Show Chairman if the show scores a minimum of 95 points. Actual scores are not given to the show committee at any time. If the show fails to score an average of 95 points, a brief diplomatic explanation of the deductions should be given to the General Show Chairman.

vi. Each panel member shall complete an evaluation form within one week of the

3

Flower Show including written descriptive and specific comments, sign the form and return the form to the appropriate state or IA country designated chairman. Evaluations must be kept in strict confidence and not freely discussed with others or shown to club members.

3. Compilation of the Book of Evidence – Information on preparing a Book of Evidence for a Flower Show Achievement Award, including format and deadlines, can be found on the NGC Website. The Book of Evidence may be submitted as a hard copy or as an electronic copy on a flash drive or a disk. The following forms must be included with the Book of Evidence. a. NGC Flower Show Achievement Award Application Form (fillable PDF) b. NGC Flower Show Achievement Award Show Data Form (fillable PDF)

4. To prepare the Book of Evidence, review the following suggested guidelines used to evaluate the Book of Evidence.

5. NGC Flower Show Achievement Award Checklist 6. Book of Evidence Flower Show Evaluation Scale of Points 7. Directive for insuring Consistency in Grading of Books of Evidence

a. Sample Books of Evidence can be found on the NGC website.

8. Determination of Final Score for the Flower Show – Flower Shows must score 95 points or more at the national level in order to be recognized. The Book of Evidence counts for 25 points, with the local judges’ average evaluation pro-rated for the other 75 points. The actual point system can be found on the NGC Website.

SCR YOUTH ACTIVITIES

Our purpose: To teach our youth gardeners to use their eyes to see Horticulture and then grow it; to see

Conservation and then practice it; to see our Resources and then conserve them; to see Color and then use it; to

see Civic Projects and then adopt one so they may act wisely, ever mindful of the fact that horticulture is the

strongest argument for our existence. Lead our youth to carry out our NGC Theme “Plant America”.
