Preface

The Public University “Kadri Zeka” (UKZ) in Gjilan, Kosovo,

continues its former university tradition in Gjilan - Teacher

training began in the second half of the 1950s (1958), at the level of

higher schools. It was initially established as a Pedagogical

Academy on 18 September 1973, while the work started on 25

December 1975.

The New University of Gjilan was established with the decision of

the Government of Kosova on 6 March 2013, and adopted by the

Assembly of Kosovo on May 30, 2013, with the idea of promoting

and developing university higher education, research scientific,

artistic creativity, qualification of staff to the doctoral degree. The

establishment of the UKZ enabled the inclusion of the largest

number of students in the Gjilan region, the Presheva Valley and

other areas of Kosovo and outside of Kosovo

At the 2nd meeting of the Senate of the "KadriZeka" University,

held on 26.12.2013, the new Faculty of Computer Science (FCS)

was approved and accredited in the framework of UKZ and after

regular evaluation of the experts from Kosovo Agency for

Accreditation. Unlike the other faculties of the "KadriZeka"

University, which were continuation of the branches of

the respective faculties of the University of Prishtina, the FCS

started its work for the first time on October 1st, 2014,

registering 122 new students. In the public contest for student

enrollment for the coming years, a large number of candidates

were presented, so math's and informatics tests were selected for

the selection of the best.

The curriculum at the FCS is carried out for three years (6

semesters) of regular studies. The FCS provides basic

and advanced knowledge on technological and software

challenges in the field of computer science as well as tire

application in the IT industry and software development for Web

Design and Economics.

Knowing that engineers in modern times need to be able to solve

ever more complex problems and issues for designing and

implementing package software, designing and implementing

computer solutions, or to improve and maintain technology

information that will be provided in this Bachelor program will

cover techniques that will increase productivity in the

development of software and information technology.

Within the Faculty of Computer Sciences, from the academic

2017/2018 was accredited the Master e-Governance program

where 60 regular students were enrolled. For the next year is

planned accreditation of new master and bachelor study

programs from the IT field.

Introduction

The digitalization could be explained such as the evolution of the

humanity, a development of the human intelligence, if it is used

properly. At company’s level, the target of this digitalization is to

develop effective management and operational processes to make

easier and maximize company’s efficiency.

If we want to know the impact of this phenomenon on companies and

markets you just have to think about one question:

- What company could survive in its respective market without have a

webpage or appear on the Internet?

Nowadays it’s impossible to imagine a big company or a SME without

a minimum reference on the Internet, because that information makes

customers trust in enterprises and their services or on the other hand

doubt about them depending on the appearance of their webs or

regarding opinions of other costumers.

But the profits of digitalization provide more advantages than

disadvantages to companies. With the progressive arrival of this

phenomenon all the markets have been globalized and enterprises

have yield benefits from it, using for example the Internet as a canal to

sell their products and gain share of the market.

When we are thinking about digitalization and taking into account its

progress, an unavoidable question appears on our minds:

- Will we be replaced in our jobs for computers in the near future?

In this digital era, we can’t be sure at all. All the enterprises require a

good use of technologies as something essential and basic to fulfill their

profile of employee. It’s all about taking any opportunities to learn

about technological process and programs that could be useful for

working in different kind of enterprises.

The main target of this Conference is to motivate and make the

students aware about the importance of technologies in business,

showing them a huge variety of options to use digital technology and

the profits that could be achieved through it.

The characteristics of the event and the quality of the projects which

will be presented in the DiGiDay Conference will offer a perfect

opportunity of gaining meaningful insights of present and future

trends in digital marketing and sales for businesses.

At the end of the DiGiDay Conference we will leave with a pretty good

idea of how important the technology is nowadays for business.

That digital marketing is very important for a company at all levels:

- Awareness,

- Website,

- Brand advertising,

- Personalization, etc.

Also, to engage the consumers, it is a great idea to involve them in

activities related to the company for example sending them surveys so

they can get involved in the improvement of the company.

And for the last one it is kind of obvious, the bookings being made

online or through an app. It’s innovative!

Rectors Word

Public University “Kadri

Zeka” in Gjilan is a new

university that makes it

possible for us to orientate it

towards new goals, new

strategies and methods, so

that the UKZ students with

their diploma will be equal

with other students in the

country, in the region and in

the European space.

The university is a great

opportunity for the society,

where the student's open

mind is cultivated, for critical

thinking and to encourage

scientific research. Only with this approach can our students pay back to the

society, homeland, and the rest of the world: improving social welfare, economic

development and promoting the race while respecting competition.

Our society, like other transition societies, suffers from the inconsistency

between the academic teaching offered by universities and the labor market

demands for universities. We aim to make UKZ compatible with the labor

market, given Kosovo's resources and global market demands.

Kosovo will one day be part of the European Union. Upon entering the

European School, the UKZ student competes with the European student, both

for the job and for scientific research and for every other academic aspect. The

only way to cope with this competition is to increase the quality of teaching at

the University and to open up research opportunities.

Our University sees as a matter of priority the cooperation with the

stakeholders of academic education, starting from professional institutions,

social groups and civil society. Only on a regular communication about the

requirements of the society and its possibilities can we design our study

programs.

Our University sees as very important issue the cooperation with other

universities, local, regional and international. Student mobility is very fruitful

not only for students but also for UKZ itself. Communication of traditions,

cultures, ideas, research and other academic inclinations is in the spirit of our

University.

Our University sees the prosperity of the multi-cultural structure of our

society as well as the multiculturalism of societies around the Republic of

Kosovo. Therefore, we find it important to cooperate with all these social

structures and to orientate the study programs at these times.

To achieve these goals, UKZ has to create and maintain a proficient academic

staff and an effective administration. We are open and demanding for each

academic person, who can bring innovation to UKZ, in any academic field and

in any academic aspect.

We are aiming for a new university for a new society.

SESSION I – KEYNOTE SPEAKERS

Dr. Erwin Bratengeyer, Danube University Krems, Austria

The brave new world of Artificial Intelligence

Abstract

Artificial Intelligence (AI) is addressed from a scientific, technological, and

philosophical point of view. Some fundamental explanations are provided and

philosophical questions are raised which emerge from the outrageous

potential AI seems to hold. Based on definitions of AI recent leaps forward in

development, current success stories as well as myths and facts are

presented.

Basic features of machine learning and artificial neural networks, which

essentially contribute to the exponential growth of AI, are explained and

examples including current realizations are given. The hypothesis, that

exponentially growing progress in AI achievements gives rise to the so-called

“singularity” will result in unfathomable changes to human civilization is

discussed.

Notions and believes of relevant stakeholders from leading global players and

renown AI-protagonists are contraposed.

Dr. Erwin Bratengeyer

studied philosophy at

the University of

Vienna and electronics

engineering at Vienna

University of

Technology where he

worked as a research

assistant and received

a doctorate in the area

of opto-electronics in

1988. Later on, as a co-

founder of two

companies, he worked as managing partner in the area of psycho-

physiology and distance education. Since 1996 Erwin Bratengeyer is

active at the Danube University Krems as course director and lecturer

in the area of technology enhanced education. He was interim head of

the Center for Education and Media, he was head of the Research

Center TIM-Lab, he was chief research officer at the Department for

Interactive Media and Educational Technology and he was in charge

for the E-Learning Center.

During his current part-time retirement he acts as senior consultant at

the Service Center for Digital Learning and Teaching. He is author of

various publications and lecturer, co-organizer, and program

director at European conferences on educational technologies.

Challenges of e-Services in Kosovo using national biometric eID card in

compliance with eIDAS regulation.

Abstract

Today, we are witnessing increased demand for more speed and capacity in

the Internet, and more processing power and storage in every end user

device. Demand for greater performance is present in every system.

Electronic devices and their hosted applications need to be fast, but not to

lose their main security features. Authentication and encryption are the main

processes in the security aspect, and are required for a secure

communication. These processes can be executed in different devices, among

them PCs, microprocessors, microcontrollers, biometric cards or mobile

devices.

Biometric identity cards are becoming increasingly popular, challenging

traditional PC devices. This presentation compares two processing systems,

the efficiency of encryption and signatures on the data executed in national

identity biometric card versus PC, known also as the match-on-card versus

the match-off-card. It considers how different parameters impact the process

and the role they play on the overall process. The results, executed with a

predefined set of test vectors, determine which processing system to use in a

certain situation. Final conclusions and recommendations are given taking

into consideration the efficiency and security of the data.

Rexhais a full professor

at the University of

Prishtina, Faculty of

Electrical and

Computer Engineering

in Prishtina, Kosovo.

He received his Ph.D.

from Vienna University

of Technology, Institute

of Computer Technology in 2004 in field of data and web service

security. During his 10 years stay in Austria, he used to work for

several tech companies, among them for Siemens AG, in department

of Program and System Engineering in Vienna.

Prof. BlerimRexha has published papers in renowned international

venues in the areas of his research interest and has been invited

several times as guest speaker in national and international

conferences. Currently he is head of computer engineering

department at the University of Prishtina, where he teaches several

courses about data, computer and internet security at the Faculty of

Electrical and computer Engineering.

University fo Elabasan “Aleksander Xhuvani”, Albania

An overview of artificial intelligence applications in economy

Abstract

In this presentation firstly will be discussed about some major fields of study

within the scope of artificial intelligence like perception, learning, planning,

reasoning and the main tools enabling their implementation.

Secondly some significant applications of Artificial Intelligence in economy

are described including dynamic pricing, customized sales and marketing,

increased operational efficiency, fraud detection, customer interfaces,

algorithmic trading etc.

Finally two particular success stories will be described in details: the Otto

Group in Germany whose A.I. system makes the orders from third party

brands completely on its own (with no human intervention) and Stich Fix,

an online clothing retailer whose A.I. system assist the customers choose

their clothing combinations.

University, Ankara, and

his M.Sc. degree in Informatics from University of Tirana.He

completed his doctoral studies in the field of fuzzy logic

andexploratory data analysis at University of Tirana in 2014. His

research experience and interests are mainly in the areas of: Fuzzy

Logic, Data Mining, Artificial Intelligence, Expert Systems, Large

Scale Computing and Information Theory. Erind has an extensive

teaching experience in several international universities like

International Univerity of Struga, Epoka University, Canadian

Institute of Technology etc. He can offer expertise in several areas like

object-oriented programming, artificial intelligence, data mining,

numerical methods and mathematical modeling.

Main publications are in the field of Hybrid Fuzzy, Fuzzy Cluster

Analysis Nonlinear Factorizations, etc.

The focus of the research study is to investigate and analyses the current

analytical issues in approaches and analysis of diabetes in order to make

sense of the data and use it to improve the health system. Within the

investigation of the set of data from the ministry of health of Kosovo realised

several types of analyses using different software tools. The lack of a formal

definition for Big Data has led research to evolve into multiple and

inconsistent paths.

Furthermore, the existing ambiguity among researchers and practitioners

undermines an efficient development of the subject especially its potential to

be used in medicine within the bioinformatics discipline. The current main

challenge is to efficiently translate science into modern medicine that is

limited by our capacity to process and understand these big data. So,

there is an urgent need to develop and integrate new, mathematical and

computational models with the ability to analyze Big Data in order to

retrieve useful information to aid clinicians in accurately diagnosing and

treating patients to improve patient outcomes.

Scientists and health-care providers may learn from one another when it

comes to understanding the value of Big Data and analytics. Data, derived

by patients and consumers, also requires analytics to become actionable.

Insights and recommendations are provided, and argumented are provided

and discussed.

A heursitic approach for an optimal university shift scheduling

Abstract

Nowadays the number of students within educational institutions increases

rapidly, leading to the more and more higher complexity during assigning of

students as well as teachers to the teaching courses. Knowing that the typical

educational timetabling problems are NP complete, there can be found a

number of heuristic algorithms designed to solve those problems.

The most of such approaches tends either to solve problems from the teacher

point of view or from the student point of view. In this paper, a new heuristic

approach for the solution of University timetabling problem is proposed and

implemented, having in consideration at the same time more source

indicators like, professor availability , student, optimal room availability,

fitting optimal number of students within course classes, minimal waiting

time for students between courses time, etc.

All these indicators can be previously assigned to the set of values in order to

restrict the space searching. There is also implemented a cross-platform web

application that helps administrative officials to manage the services included

within the platform. The platform aims to provide scalability, high

availability and low latency.

The approach is tested, verified and successfully used for the solving of

timetabling problems at some faculties within UKZ.

Prof. Asoc. Dr. Artan Dermaku studied Computer Science at Vienna University of Technology (TU-Wien), Faculty of Computer Science, 5 years-program, and received Msc (Dipl.Ing) in 2007.Doctoral studies with main research topic in the developmental heuristic algorithms for finding of optimal paths using low cost sensors, finished also at Vienna University of Technology – Institute for the Intelligent Handling Devices and Robotics.

His research interests include developing of new algorithms, especially heuristic algorithms, logical and computational problems,AI and mechatronics, mathematics, and is author and co-author of more than 13 scientific papers indexed in platforms like Web of Science, Scopus, etc .

In Austria he worked as IT expert for Siemens AG Vienna as well as Scientific Researcher at the Vienna University of Technology. Between 2008 and 2015, he was a founder and Dean of some Computer Science Faculties of several Universities in Kosovo, like University of Prizren, AAB University, Iliria College etc. Furthermore, he developed curricula for computer science faculties at many public and private universities in Kosovo.

Actually held a position of associate professor at University “Kadri Zeka” in Gjilani, where teaches courses on programming, algorithms, AI, software engineering etc. He also coordinate master program E-Governance at this University. He was a part of several projects within University (developed digitalization platform for University Management System), as well as other international projects like Erasmus, Rebus, etc. He is married, and father of two children.

Project title: Digitalization of classrooms at the Faculty of Computer Science Authors: Prof. Dr. Ragmi MUSTAFA, Fatmir NUREDINI, Ilir NUREDINI, Liridon ALIMI Faculty of Computer Sciences, Public University “Kadri Zeka” Gjilan Abstract

This is a project with objectives to study and to apply the surface of the

hardware and software part of the panel with LED diode lamps. Much

more is focused on the programming of LED matrix diodes located on

16X96 electronic panels, respectively 16 rows of 96 columns. Also,

there is elaborated the study of the mode of operation, composition,

coding and use of software for panel diodes. In the focus of all this is

the introduction of diode panels in use at "Kadri Zeka" University

exactly at the Faculty of Computer Science to provide digital

information to students, professors or anyone passing through the

premises of the university what is happening inside the classrooms of

the Faculty of Computer Science. This happens in real time in

accordance with the schedule of lectures and exercises in the respective

classrooms of the FCS. In fact, this project explains in detail the

concept of LED diodes and microcontrollers, their features, operation,

power supply and work with 0 [VDC] and 5 [VDC] voltages,

respectively 0 and 1 logic bits. Meanwhile, the project also explains

how coding, software building that locks, and unlocks LED diodes on a

16X96 LED diode panel, thereby producing text on the panel (display,

screen) in static, mobile, animation or up-down, left and right

movements according to the time allocated to the timers of the

microcontrollers. Such action achieves the goal of the digitalization

project of the classrooms of the Faculty of Computer Science.

Case Management System at PEMA Day Care Center (for short PEMA) is

developed by students of the Faculty of Computer Sciences (FCS) in

cooperation with the mentor of the Project course in order to contribute in

managing cases, schedules and sessions held in this center for children with

disabilities and other disadvantaged groups of children in Kosovo. The online

system has two main modules: Management Module (MM) for head office in

Pristina and Employees Module (EM) for center in Gjilan, Prizren, Peja,

and Ferizaj.

The EM can be extended for new centers in the future. The MM enables the

organization's management as well as the managers to manage all centers

from Pristina in term of cases, schedules, sessions, nomenclatures (i.e. adding

a new type of case) and Reports: a) Reports of the number of cases by case

type, age, gender, engaged employee in cases, and references. b) Reports of

the number of sessions by familiar therapy, group therapy, individual

therapy, and engaged employee in cases.

All the steps for the realization of this system were undertaken in

coordination with the data provided by the PEMA Day Care Center,

comparing it with the data provided during the interview with the Center

Manager and observation of the work that the employees do in the center. The

PEMA system has been successfully analysed, developed and tested by the

students at the FCS, also it is presented by students to the employees of the

PEMA Day Care Center in Gjilan who have positive impression during the

presentation. This system is ready for testing and implementation by

FCS`students at the PEMA Day Care Center.

Thanks to technology developments and massive use of computers and

other electronic devices, new forms of learning, other than traditional

ones, have spread. Almost everyone has experienced a form of e-

learning in the business, education, or social context. Electronic

learning uses electronic media to facilitate learning. Web pages,

presentations, digital books, or dedicated electronic courses are

examples of electronic learning. Educational Institutions require

different types of Learning Management System - LMS. To find out

which one is most appropriate, the platforms, the opportunities they

offer, and their prices have to be analyzed.

The idea of this project is to get acquainted with one of the e-learning

platform e.g. Googleclassroom and comparison with Moodle 3.2

platform which is used at“Kadri Zeka” University. During this study,

there are many controversies about how learning platform such as

Google Classroom. Although it is more powerful and has a greater

name based on the results of this study, Google Classroom does not

provide enough opportunities that can help increase the quality of

education in institutions that is used as it can offer Moodle 3.2. The

incorporation of the e-Learning platform at “Kadri Zeka” University

has led to a significant increase in the number of participants in the

courses. The use of e-Learning as an e-learning platform in the

teaching process at the University of Gjilan has continued for 3 years

and is still used today. The project includes statistics, research,

testing, and ultimately it gives a conclusion on which platform is most

appropriate for our conditions.

Every day, the need of computer devices is steadily rising. And with

that more programs are created to maintain this trend. Most of the

developing is done by professional programmers, that use really

complicated programming languages, but what about kids, how can

they learn and program different applications easier? That’s what me

and my Mentor will try to explain with this presentation.

A presentation about programming with the Scratch Programming

Language. Not only Scratch is a programming language suited for

children, it is so extensible, that even professional developers and

professors can use it effectively.

Also, we will try and demonstrate a few greater projects made in

Scratch to show that not only it’s possible to create valid problem

solving projects, it’s also possible to use Scratch to make really

breathtaking animations and interactive projects.

Project title: Creating a student complaint management application Authors: Prof.Dr. Basri AHMEDI, Florika QERIMI, Kastriot KADRIU Faculty of Computer Sciences, Public University “Kadri Zeka” Gjilan

Abstract

The purpose of this project is to create an application in which

students will feel free to submit complaints or dissatisfaction with

professors and the university in general.

The survey is done to see how punctual the professors are in what they

do, do they respect the schedule and the syllabus, what are the

communicative values, and what is the student-professor relationship,

as well as the possibility of an assessment of univrsity in general. In

order for students to feel more comfortable, evaluations and comments

are published anonymously for both professors and the university. In

the same line as anonymity, we have also worked on the integrity of

this platform. Thus, through a special logic, we will make sure that

only those who are really students of our university will be able to

register and eventually give estimates.

These estimates are calculated with an algorithm and provide accurate

data for each professor. The purpose of the application for managing

student complaints is primarily to increase the performance level at

the university rather than to lower the professor and university values.

Abstract

The main problem directly related to access to university literature is

obviously the lack of an electronic library management system.

Students are obliged to access a non-university literature which is

placed on the public market without any academic criteria.

In this project we have enabled students to have a platform where they

will have access to the internet at any time and will be familiar with

the literature of their university. The platform has been organized on

two parts, that server-side and client-side, where students will be

provided with full and authorized information for the book and its

reservation to be mailed directly to the library manager, also on the

other hand the administrator also has the possibility of library

management and library students / readers.

This platform enables the exchange of books between the university

and the student in the fastest and most secure way possible in online

form.

The time we are living is making the world smaller ever and more.

The first step in the formation of this language are their positive ideas

and impressions from them. Modern technological ideas, which

include a great positivity in society and are linked with thinking and

communication. But where does such a close consolidation between

communication and thinking relies on? The first beginnings of

general communication are based on education, which creates unusual

creative communication ideas. With a word, education is among the

dominant factors in the language of scientific communication. But

what does it really differentiate the language of communication from

the language into the ordinary sense? How can one explain the fact

that the language of science as a whole can be recognized by everyone?

Science and technology aim at the clarity and maximum accuracy of

the concepts, the connection between them and the consistency with

the data of our senses. Scientific and technological language has a

supranational character. The overwhelming character of technological

concepts and the scientific language is perceived by the fact that they

are created by the best minds of all time and of all countries that

started as an educational step. Our century is characterized by the

denigration of the goals and the perfection of the tools for their

realization. Technology tools are becoming more and more perfect

every day, contributing to the ease of everyone's' life in all spheres.

Among the most important areas is the education as well. What is the

exact contribution of technology to education?

Project title: Implementation and design of VOIP at the University Authors: Prof.Dr. Basri Ahmedi, Nusmir Bunjaku, Lirigzon Salihu, Dreni Sahiti, Ardian Rashiti Faculty of Computer Sciences, Public University “Kadri Zeka” Gjilan

Abstract

Much of the information exchanged on public and private networks in

telecommunications is Voice. Older technologies used special devices

for voice transport. Usually those devices utilized electricity for data

transfer, for which reason many problems such as: Interferences, can

not be sent at distant distances because many signal generators and

long cables needed, while the quality of the signal with the increase the

signal distance fell a lot. To overcome these problems, there was a need

to switch to technology called VOIP (Voice over IP). VOIP is

implemented without having additional telecommunications

equipment, but only by using similar devices for access to the Internet.

VoIP is the transmission of voice and multimedia data being

transferred through Internet Protocol (IP). Codes that we use

Endpoint VoIP (Telephony) usually use the International

Telecommunication Union (ITU) standard codecs as G.711, which is

the standard for packet packet transmission and G.729 for compression

packets. Usually as soon as the voice is encapsulated over IP then

transmitted via the RTP (Real-Time Transport) protocol.The devices

used to perform a VoIP topology are the following: Router, Switch,

VoIP support phones, Cables. VOIP Options: Call Pickup, Call

Parking, Hount Group, Configuring Intercom, Call Forward, Call

Transfer. The phones to function properly, 4 main points are needed:

VLAN, DHCP SERVER, TFTP SERVER, NTP SERVER. The best

part of this project is the practical demonstration of VOIP.
