1.1 The competition shall be known as the Tan Sri Datuk Wira Abdul Rahman Arshad Challenge Trophy English anguage Debate Competition.

a debating competition that is based on the international standard o# theWorld Schools Debating Championship.

!.) Third debaters #rom both teams shall not introduce any new arguments.Their role is to rebut the opponent and to de#end the position o# the team.

$.1 The competition is open to all students #rom 4orm 1 to * #rom allgo"ernment5aided secondary schools under the pur"iew o# the 6inistry o# Education 6alaysia e7cept residential schools.
$.! A school , state is allowed to send only !#e team to participate in thecompetition. 8umber o# participations at other le"els shall be at thediscretion o# the respecti"e organisers.
$.$ The acti"e speaking members #rom each team should consist o# more thanone race #rom the same school , state. 4or district le"el e7ceptions should
be made i# the student population consists o# a particular ethnic group as thedemographic in that school.
$.$.1 2# there is e"idence prior to during or a#ter the competition contrary tothe declared status the team will be dis9uali#ied.
$.) E"ery member o# a participating team should come #rom the *ame school atdistrict le"el only.
$.).1 Representati"es to the state and national le"el can be chosen #romdi##erent schools.

).1 A panel o# $ or more odd5numbered ad3udicators will be appointed #or all therounds at all le"els. The %rand 4inal at the national le"el will be ad3udicatedby a panel appointed by the Di"ision o# Co5curriculum and Arts 6inistry o# Education.

E7ceptions could be made #or indi"iduals who ha"e been recognised and,or appointed by the Di"ision o# Co5curriculum and Arts 6inistry o# Education and,or respecti"e State
Education Departments. E7ceptions are made #or the sole purpose o# ensuring the smooth running o# the competition.
).$ All appointed ad3udicators should not ad3udicate the team #rom their ownschools , districts , states unless there are no 9uali#ied ad3udicatorsa"ailable.
).) All ad3udicators should be brie#ed on the rules o# ad3udication be#ore thecompetition.
).* /oints will be allocated according to the scoresheet.
).+ Each debate will be won by the team which scores a ma3ority o# "otes #romthe ad3udicators in the panel. Scores awarded by ad3udicators are not to beadded together to decide the winner. A$,"$(ca'!* *5a)) $ec($e '5e 6(##e !+ '5e $ea'e (#$e7e#$e#')/.
).- The Speaker o# the :ouse will collect the scoresheets and the result slip#rom the Chie# Ad3udicator to be submitted to the tab master.
).( &nce the scoresheets ha"e been handed in the ad3udicators shall meet andcon#er on the ;est Debater and to brie# the Chie# Ad3udicator on the oral
ad3udication.
).< The oral ad3udication should be constructi"e short and e7plain the result tothe debaters and audience. 2n particular it should outline the key reasonswhy the winning team won and comment on signi#icant matters o# thedebate.
).1=. At the end o# the competition all the participating teams will recei"e the #ullresults.
).11 Certi#icates o# achie"ement and participation will be awarded to respecti"e

*.1 Debate /rocess
*.1.1 Where"er possible all competitions should run according to theprocess gi"en below'
*.1.1.1 District le"el organisers should conduct a two5daycompetition in"ol"ing a minimum o# two preliminary roundswith at least one prepared round and one impromptu round.The %rand 4inal should be a prepared round.
*.1.1.! 2n cases where there are ( teams or more it is ad"isable toconduct at least three preliminary rounds.
*.1.1.$ The competition should be conducted by ha"ing ! or $preliminary rounds on the #irst day and knockout rounds onthe second day.
*.1.1.) The rounds shall be decided based on>i. 4irst round shall be done by a random draw.
ii. Second round onwards shall be conducted using apower5matching system.iii. /ower5matching is drawing winners o# the #irst round to
be matched against other winners and "ice5"ersa.i". The match5ups shall be decided a#ter ranking each team
immediately a#ter a round.". Teams shall be ranked #irst by the number o# wins then
by the number o# ballots then by the total team scores."i. ;allots are the "otes o# the ad3udicators where winning
by a unanimous decision is better than winning by a splitdecision.

be seated in the debate room 1= minutes be#ore the debatebegins to organise their notes.*.1.$.$ Any team that is late would ha"e to in#orm the organisers
within * minutes o# the scheduled time.*.1.$.) The organisers shall only allow a ma7imum waiting time o#
1* minutes be#ore the team #or#eits the debate and the teampresent will be awarded a walk5o"er.
*.1.$.* 2n a walk5o"er the losing team will be awarded the minimumscore o# += #or each speaker and $= #or reply with a 5$ ballotscore. The winning team shall recei"e a winning total o# -=#or each debater and $* #or reply with a @$ ballot score.
*.1.$.+ The scores shall be entered and the teams shall be rankedaccording to their o"erall per#ormance in the preliminaryrounds.

*.1.).! Teams will then be 9uarantined in their 9uarantine rooms #or &8E hour to prepare #or the debate. The 9uarantine o##icersmust be in the room with the team.
*.1.).$ Any team that is late would ha"e to in#orm the organiserswithin * minutes o# the scheduled time #ailure o# which the
team already present will be allowed to draw their side and9uarantine time will commence. A grace period o# not morethan $= minutes will be gi"en to the team that is late a#ter which 9uarantine time commences.
*.1.).) A team which is late 0more than * minutes withoutin#ormation on their whereabouts would automatically takeon the other position contrary to what the team alreadypresent has drawn. The time #or 9uarantine commences.
*.1.).* &nly team members competing 0$ main debaters and !reser"es will be allowed in the 9uarantine room. The teammembers should not be in contact with any unauthorised
personnel.*.1.).+ Teams are allowed to use their own printed re#erencematerials in the 9uarantine room. 8o electronic gadgets areallowed. Teams #ound using electronic gadgets will beDIS9UALIIED #rom the competition.
*.1.* Teams are re9uired to be seated at the debate "enue0s * minutesbe#ore the debate commences.
*.1.+ 2# any one team #ails to show up * minutes a#ter the scheduled timewithout any "alid reason the team will be DIS9UALIIED. A walk5
o"er will be awarded to the team that is present.
*.1.- 2# there is prompting , help , assistance , communication #rom anyindi"idual other than the debaters during the 9uarantine time anddebate competition the team will be DIS9UALIIED.
*.1.( Clari#ication o# the motion should be pro"ided #or the impromptumotions.
*.! The Role o# the Speaker o# the :ouse
*.!.1 Each debate will be chaired by a Speaker o# the :ouse who will beaddressed as 6ister or 6adam Speaker.
*.!.! The Speaker o# the :ouse is responsible #or the smooth running o# the debate and in"iting the respecti"e debaters to present their speeches in order o# their roles.
*.!.$ ;e#ore in"iting debaters to present their speeches The Speaker o# the :ouse will read out the rules o# the debate and then proceed tointroduce the timekeeper ad3udicators and debaters.

*.!.) The Speaker o# the :ouse MUST re#rain #rom making any commentconcerning the debate or debaters during the debate.
*.!.* The Speaker o# the :ouse must ensure that the ad3udicators be gi"en
enough time to #ill in their marks and wait #or the signal #rom the Chie# Ad3udicator be#ore the ne7t debater is called.
*.$ The Role o# the Timekeeper.
*.$.1 The Timekeeper must ensure that each debater is gi"en ( minutes todeli"er his or her speech.
*.$.! The Timekeeper will ring the bell once a#ter the 1st minute and at theend o# the -th minute to signal the time allocated #or /oint0s o#
2n#ormation. At the end o# the (th
minute the bell will be rung twice./lacards must be used by the timekeeper to indicate the remainingtime le#t at inter"als o# one minute.
*.$.$ A ma7imum time o# $ minutes will be gi"en to both teams to prepare#or the Reply Speech.
*.$.) During the Reply Speech the Timekeeper will ring the bell once at the$rd minute to signal that the debater has 1 minute le#t. At the end o# the )th minute the bell will be rung twice to signal the end o# thedebate.
*.$.* A#ter each speech the Timekeeper will announce the time taken byeach debater.

1.1 Each debaters substanti"e speech is marked out o# 1== with )= #or Content )= #or Style 0!= #or anguage and != #or 6anner and != #or Strategy.
1.! The reply speech is marked out o# *= with != #or Content != #or Style 01=#or anguage and 1= #or 6anner and 1= #or Strategy.
1.$ 2n order to encourage consistency o# marks speeches are marked within theaccepted range and ad3udicators must not go outside that range. (See theMarking Standard - Annex 1).
1.) 2# a debater declares is unable to make his,her speech a#ter a debate hasbegun another member o# the team who was announced by the speaker o# the house as being an acti"e speaker in that debate may speak in his,her place. 2n such a situation ad3udicators shall award the speech the lowestpossible score within the 6arking Standard regardless o# the 9uality o# thespeech.
1.* Ad3udicators must not use any other marking standard or categories o# marks.

anguage section.
-.1.- &n the other hand any good language e7pression including the use o# #igures o# speech idioms etc. appropriate and apt to the occasionmay merit positi"e marks #or anguage.

$.!.1 6anner is the way a debater speaks. This can be noted in manyways> accent body language 0mo"ement poise meaning#ul gesturesand eye contact and with the use o# speci#ic terminology. ;e tolerant
o# di##erent ways in presenting arguments.
$.!.! 2n general the use o# palm5cards lecterns #olders notepads or other#orms o# debaters notes should not a##ect the mark a debater is gi"en.

1.1 &n recei"ing a motion both teams should ask' ‘What is the issue thatthe two teams are e7pected to debate What would an a"eragereasonable person reading the motion think that it is about ’
1.! 2# the motion poses a clear issue #or debate 0i.e. it has an ob"ious meaningthe %o"ernment must de#ine the motion accordingly. When the motion hasan ob"ious meaning 0one which the a"erage reasonable person wouldrealise any other de#inition would not be reasonable.
1.$ 2# there is no ob"ious meaning to the motion the range o# possible meaningsis limited to those that allow #or a reasonable debate. Choosing a meaning
that does not allow the &pposition room #or debate would not be areasonable de#inition. Truisms and tautologies lea"e the &pposition no room#or debate and are clearly illegitimate.
1.) When de#ining words in the motion so as0i to allow the ob"ious meaning to be debated or0ii when there is no ob"ious meaning
to gi"e e##ect to a possible meaning which would allow #or a reasonabledebate the %o"ernment must ensure that the de#inition is one thea"erage reasonable person would accept.
!.= The de#inition must match the le"el o# abstraction 0or speci#icity o# the motion sothat the debate is as speci#ic or general as the motion itsel#. Speci#ic motionsshould be de#ined speci#ically and general motions generally.
$.= 6otions e7pressed as general principles must be pro"en true as general principles. A single e7ample will neither pro"e nor dispro"e a general principle. 4indingarguments that e7plain the ma3ority o# rele"ant e7amples will be more important.
).= When suggesting parameters to the debate or proposing particular models or criteria to ad3udicate it by the %o"ernment must ensure such parameters modelsor criteria are themsel"es reasonable. They must be ones that the a"erage
reasonable person would accept as applicable to the debate.
).1 The %o"ernment ability to set reasonable parameters to a debate does notpro"ide a license to restrict the motion arbitrarily.
).! When the motion re9uires the %o"ernment to propose a solution to aproblem and the %o"ernment has to set out the details o# its proposedsolution to pro"e its e##ecti"eness the %o"ernment must ensure that thedetailed solution gi"en 0the %o"ernment ‘model’ or ‘plan’ is a reasonable

*.) Challenge the de#inition 0as in *.! but argue that ‘e"en i# ’ it isreasonable the %o"ernment case is #lawed 0as in *.1.
+.= &nce the de#inition is settled each team has to present a case supported byarguments and e7amples. There#ore debates shall not be e"aluated based on their de#initions alone.
+.1 A case sums up the team arguments and states why its side o# the motion iscorrect.
+.! Arguments are reasons or rationales why the team case is correct.
+.$ E7amples are #acts e"ents occurrences and the like that show the teamarguments are correct.
-.= Whereas an unduly restricti"e de#inition 0such as limiting a general motion to asingle e7ample is illegitimate and can be challenged or broadened a %o"ernmentthat runs a restricti"e case 0such as limiting itsel# to a single argument actslegitimately and cannot be challenged #or doing so but runs the risk o# the&pposition being able to more easily counter that case 0by dispro"ing that oneargument and, or by raising other arguments that dispro"e the motion as de#ined.
(.= 2n all cases the team that manages to pro"ide reasons as to why their de#initionand cases are the most reasonable practical and bene#icial shall win the debate. 2# a debater claims that a de#inition or a case is unreasonable then they should state
reasons to support that claim. Ad3udicators should balance reasons and rebuttals indetermining which team wins.

).= The role o# the #irst debater o# an opposition side is to respond to the %o"ernmentcase outline the &pposition case announce the case di"ision and present his or her part o# the &pposition case.
*.= The #irst opposition may challenge the de#inition only i# it does not con#ormto !.= or $.= 0; abo"e. 2# it challenges the de#inition the #irst opposition mustpropose a new de#inition that con#orms to !.= and $.= 0; and oppose that newde#inition.
+.= 2# the #irst opposition does not challenge the de#inition the &pposition is taken toha"e accepted the de#inition and the &pposition may not challenge the de#inition inany other speech unless the %o"ernment signi#icantly alters the de#inition in their subse9uent speeches.
-.= 2n responding to the %o"ernment case the &pposition may produce a positi"echoice o# its own or merely attack the case presented by the %o"ernment. 2# itchooses to produce a positi"e case o# its own it must in #act produce that case

11.= The role o# both third debaters is to deal with the de#inition i# it is still in issue and
respond to the other team case.
1!.= The third debater o# either team may ha"e a small part o# the team case to presentbut his is not obligatory as the third debater ’s primary role is to respond to what hasgone be#ore in the debate.
1$.= Third debaters should not bring new arguments> new e7amples to e7plain pointsthat were made pre"iously or to e7plain a rebuttal is not considered a newargument.
1).= The more a debate progresses the more each debater must spend time dealing
with what has been said by pre"ious debaters.
1*.= :ence the more a debate progresses the less time will be spent by each debater in presenting a new part o# the team case and the more time will be spentresponding to the other team arguments.
1+.= The role o# reply speeches is to sum up the debate #rom the team "iewpointincluding a response to the other team o"erall case and a summary o# thedebater ’s own team case.
1-.= A reply debater may be either the #irst or second debater o# the team not the third.
1(.= The reply debaters are in re"erse order with the &pposition reply #irst and the%o"ernment reply last.
