INTRODUCTION
Black & Veatch is pleased to present its 2006 California Water Charge Survey. The survey, which provides useful comparative information on California water charges, was conducted by our Enterprise Management Solutions Division (EMS). EMS provides management and financial consulting services to utilities in California and across the nation.
The water charges are organized by county and shown by city or service area and water purveyor. The charges developed in the survey represent what a typical single family residence is charged for water service each month in the various cities and service areas for an average water usage of 15 hundred cubic feet (11,000 gallons).
California cities and water providers use a variety of rate structures and methods for determining water charges. In order to develop a uniform comparison of typical residential water charges, survey findings are based on 15 hundred cubic feet of water usage per month. The results, therefore, may not reflect what might be considered a typical water bill in a given location. Furthermore, one cannot simply divide the water charge by 15 hundred cubic feet and assume that is the water rate, since water rate structures vary significantly. In addition to rates based on water usage, other charge methods found in the survey include flat monthly charges, charges based on total square footage, number of rooms, and number of bedrooms, as well as a combination of these methods.
Our observations on residential rate adjustment and structure trends follow this brief introduction. Complete survey results are presented after this article.
SURVEY FEATURES The survey includes 453 California cities or service areas served by 289 water purveyors. Data on average usage can be compared with the assumed 15 hundred cubic feet per month used to calculate the typical charges. Where the actual average water usage is greater, typical bills in that city or district will usually be higher and vice versa.
We are continually trying to improve the survey to provide useful information to cities and districts. We welcome any suggestions for additional information which you would like add in the future.
RATE ADJUSTMENT TRENDS The average monthly water charge in the survey increased from $30.33 in 2003 to $36.39 in 2006, for a total percentage increase of 16.7 percent over the three year period. From 2003 to 2006, 93.6 percent of water purveyors changed rates with 87.6 percent showing increased water charges and 6 percent indicating reduced water charges. Keep in mind, these changes are based on a water usage of 15 hundred cubic feet per month and do not necessarily represent an overall increase or decrease in the actual revenues for a given city or district.
The above findings indicate that water rate adjustments continue to increase at a faster rate, averaging above inflation. This is a direct result of increasing cost in construction materials, stringent water quality regulations and an aging infrastructure. Figure 1, Water Charge Comparison, shows the high, low, average, and median monthly residential water charge comparisons for the 2001 survey, 2003 survey, and the current survey.

Some utilities collect additional revenues from various sources such as grants, contributions from other funds, special assessments, general fund
transfers and property taxes. These practices may translate into lower water rates. Figure 2 shows the percentage of surveyed water purveyors that received additional revenue support. Over the past decade, water rate increases have been very modest. The following figure presents the trend in average monthly residential water charges since 1995. Using the US Bureau of Labor Statistics’ annual Consumer Price Index (CPI) and 1991 as the base year, the figure also shows the monthly average adjusted only for inflation. It is important to note that the 2006 CPI incorporates 1st
quarter data only. In addition, the US Bureau of Labor Statistics modified the annual CPI figure for 2003. The updated value is used in the current survey. Figure 3 clearly shows average water rate adjustments have increasingly been greater than inflation.
WATER RATE STRUCTURE TRENDS The survey includes rate structure information for each city and service area. As shown in Figure 4, rate structures changed little between 2001, 2003, and 2006. A slight shift toward tiered rate structures is observed in the current survey.

WATER BILLING FREQUENCY Figure 5 presents a chart of water billing frequency for those utilities surveyed. Over 60 percent of those surveyed bill monthly.
REGIONAL VARIANCES The survey found water charge variances among counties. Figure 6 compares and ranks the average monthly water charge in selected counties where we survey at least 10 cities/water providers or our survey represents at least 60 percent of county population.
Water charges are also compared among four California regions:
Northern (Alameda, Butte, Calaveras, Contra Costa, El Dorado, Humboldt, Lake, Marin, Mendocino, Placer, Sacramento, San Mateo, Santa Clara and Sonoma Counties)
Coastal (Santa Barbara, San Luis Obispo and Monterey Counties)
San Joaquin Valley (Fresno, Kern, Merced and south, San Joaquin and Tulare Counties)
Southern (Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, and Ventura Counties)
The average and range of monthly charges in the regions for 2001, 2003 and 2005 are shown in Table 1 below.

Based on the survey findings, Coastal communities continue to have the highest average residential monthly water charge in the state and the Northern region continues to have the widest range. The San Joaquin Valley has consistently had the lowest average residential monthly water
charge in the surveys. Figure 7 shows the comparison between the average monthly charge in Northern and Southern California. Since 2003, the average monthly charge in Northern California increased by over $6.80, while Southern California saw an increase of $4.87.
At least 70 percent of the water purveyors in each of the four regions increased their residential water charges. Northern California had the highest percentage of rate increase with 91 percent. Consistent with the 2003 survey, water charge increases in Southern California are mostly due to pass through electric utility adjustments. We found that the highest percentage increase in the average residential monthly
water charge per region occurred in the San Joaquin Valley with 27.5 percent. Figure 8 compares the water charge trends in each region from 2003 rates.
Just as in 2003, this survey presents average monthly bills in two components, monthly service (fixed) charge and commodity (variable) charge. All cities or water providers with flat rate structure are excluded from this analysis. The average monthly charge is $12.10 using the smallest meter size (typically 5/8” or 3/4”) and the average commodity charge is $22.78 assuming the 15 hundred cubic feet of water usage.

The current survey shows an increase of $1.39 in average monthly fixed charge from 2003. In addition, the average commodity charge increased to $22.78 in 2006 from $20.14 in 2003. This shows an increase of 13.1 percent in the average commodity charge. Commodity charge increases are mostly due to the growing concern of water availability and a trend towards water conservation. Water purveyors are moving towards charging their customers higher rates for higher water usage, hoping that in turn their customers will conserve water. If a customer is looking to save money on their water bill, the best way continues to be to use less
water. Figure 9 presents the breakdown of the monthly service charge and commodity charge by the four regions.
The service charge portion is relatively comparable among the four regions. The figure clearly shows the cost of water, represented by the commodity charge, is the main variant between typical bills in the four regions. The average water cost for 15 hundred cubic feet in the San Joaquin Valley is approximately one-fourth of that in the Coastal region and one-third of that in Northern and Southern California.
The survey also compares rate structures by the four regions. As shown in Table 2, tiered rate structures continue to dominate in the Northern and Coastal areas of the state. In the San Joaquin Valley, where many water utilities are still in the planning process of installing residential meters, flat rates (counted as "other") continue to dominate. Uniform rates continue to be the most common rate structure in Southern California, although there continues to be shift toward tiered rate structures.
CONNECTION CHARGES FOR MAJOR FACILITIES Many cities and districts require payment of a one-time "Connection Charge" from new customers. The water connection charge is a charge for a share of the costs of facilities necessary to serve new development. The costs included in the survey are those related to the production, treatment, and transmission of water to customers and do not include the costs for the service line from the street to the house, the cost of the meter itself, or the cost of installing the meter. Other common terminology used for connection charge is expansion charge, impact fees, hook-up fees, capacity charge, and capital improvement fees.

Connection charges vary significantly between cities depending on several factors, such as magnitude of the capital improvement program, method of financing facilities, and projected growth. Approximately 29 percent of the cities on the survey do not charge a water connection charge for major facilities. Many of those are served by private water companies which typically do not charge a connection charge.

Comparison, summarizes the comparison of connection charge data among the 2001 survey, 2003 survey, and the current survey. This
comparison indicates that the average connection charge has increased by 31 percent. As seen in the 2003 survey, connection charges continue to increase, reflecting the increased costs of providing water supply to new development.
Figure 10 shows the trend of average connection charges for the last decade and also the 1991 charge adjusted using the CPI. Until 2001, the actual average charge was only slightly greater than it would have been adjusted only by the CPI. However, from 2003 on, we notice an increase that is much greater than
CPI. In the current survey, the increase is a direct result of an increase in the material costs (steel, concrete, and oil) due to the impact of Hurricanes Katrina and Rita.
