Service provider NDIS readiness findings

In late 2015 - mid 2016 FACS conducted a Provider Transition Activity Assessment

(PTAA) to map the sectors NDIS transition activity levels.

The desktop assessment considered both quantitative financial measures and

qualitative aspects by analysing financial reports and information from provider

websites and annual reports.The Fact Sheet shows a snapshot of the overall findings

of the PTAA.

The purpose of the assessment is to capture overall trends, and inform strategies to

support the sector during the transition to the NDIS.

FACS will continue to monitor service provider progress in the transition to the NDIS

and provide further support throughout the transition.

The next step of this project will involve FACS completing a second round of

assessments in early 2017 with a primary focus on utilising findings to build on the

capacity of year two service providers in the transition process.

Changes in WA home support aged care services

From 1 July 2018 the Commonwealth will assume full funding policy and

operational responsibility for HACC services and specialist disability services for

older people in Western Australia.

These changes are consistent with the arrangements for the delivery of aged care

and disability services in other states and territories and will ensure that consistent

service and support is available to people as they grow older, no matter where they

live.

The Commonwealth and Western Australia will be communicating regularly with

stakeholders on the progress of the transition through updated information on our

webpage, fact sheets, face-to-face consultation and frequently asked questions.

Funding Open for Application

The Australian Government is inviting organisations to apply via an open process to deliver services under

the Disability Mental Health and Carers Program – Disability and Carer Support – National Disability

Conference Initiative (NDCI) 2017-18. Total funding of $315,000 is available for the NDCI for conferences

held between 1 July 2017 and 30 June 2018. Within this funding, up to $10,000 is available for each

conference.

The Disability and Carer Support (DaCS) Activity provides assistance, support and services for people

with disability and carers. It provides and improves access to services and support, including advocacy

under the Disability and Carer Support Activity and provides grants to help people with disability to

participate in nationally-focused, disability-related conferences held in Australia.

Applications close at 2pm AEDT on Tuesday 14 March 2017.

FACS client data collection and validation for NDIS rollout in Year 2 transition Districts - February Collection

We recently informed you of the planned data collection and validation schedule for

2017 for existing clients in Year 2 Districts. The first of these data requests will

commence the week of 13 February 2017 and will be limited to new clients

accessing services since the last data collection conducted throughout October and

November 2016, or previously unreported Year 2 clients.

Unlike previous data requests, we will be distributing the data collection tool on a

'needs' basis only for February to remove the unnecessary effort and burden if you do

not have anything to report.

If you have any new clients accessing your service since you provided the last data

return or if you have reviewed your return and have missed any existing Year 2

clients, please email the NGO Data Help Desk [email protected] and we

will send you the tool to the email address you have contacted us on.

As part of your email request, please be sure to include your Service Provider name

and Service Provider ID in the header.

Providers have until 24 February 2017 to return the completed data tool to the FACS

NGO data team.

Welcome to the NDS National NDIS Bulletin, designed to provide you with

up-to-date accurate information and analysis on the National Disability

Insurance Scheme (NDIS).

This edition of the bulletin is full of updates on all things NDIS including:

Information, Linkages and Capacity Building (ILC) grants; updates on the

profession requirements for NDIS registration groups; release of a

revised Assistive Technology Guide; information about plan extensions;

and an interview with a Victorian provider managing rapid growth in

Support Coordination.

NDIS Quality & Safeguarding Framework released

The Disability Reform Council has released the NDIS Quality and Safeguarding

Framework, a nationally-consistent approach to quality and safeguarding for

NDIS participants.

The Framework introduces the following national regulatory components:

An NDIS complaints commissioner to facilitate the resolution of complaints

regarding providers of NDIS-funded supports and investigate both serious

incident reports and potential breaches of NDIS Code of Conduct

An NDIS registrar to register providers, oversee provider compliance, establish

policy settings for nationally-consistent worker screening and take the lead in

monitoring the effectiveness of the NDIS market

A senior practitioner to oversee approved behaviour support practitioners and

providers, review the use of restrictive practices and follow up on serious

incidents

Included in the Framework is a key role for state and territory governments which will

continue to manage worker screening checks and authorise the use of restrictive

practices.

NDS has raised with the Department concerns about providers having to bear the cost

of QA auditing, particularly in the context of tight NDIA pricing. The Department is

giving consideration to this matter.

Work now turns to the draft legislation, National Code of Conduct and practice

standards which, once introduced, registered NDIS providers will be audited against.

NDS is being consulted in the development of all of these and will be in contact with

members regarding their input in coming weeks.

The transition to the new Framework will align with the date of full implementation in

each state and territory. Until then, current quality and safeguarding arrangements will

continue.

Bilateral Agreement for WA-administered NDIS signed

NDS welcomes the signing of a Bilateral Agreement for a WA-administered

NDIS.

This agreement means a state-run, nationally consistent NDIS is now a firm

reality for an estimated 39,000 West Australians with disability and the disability

services sector and certainty about how and when the NDIS will be

implemented in WA.

The NDIS in WA will be delivered by a new WA Government authority and

governed by a seven member board. An Independent Advisory Committee will

also be established to provide advice to the board. In addition, state legislation

will be developed which will mirror key provisions of the Commonwealth NDIS

Act, such as access and eligibility, reasonable and necessary support, choice

and control and the quality and safeguarding framework.

The geographical roll out is commencing 1 July 2017 until 30 June 2020.

Further details including financial arrangements, risk sharing arrangements and

quality and safeguarding is available on the NDS website.

New NDIS Board critical to Scheme success

The new Board, led by Helen Nugent, with whom NDS met with in January, has

an enormous task ahead of it. Under pressure, the Agency is currently

approving 450 plans per day, and in 2018-19 it will need to approve 850 plans

and review 1,100 plans per day. In tandem, the Agency needs to finalise and

implement key elements of the Scheme, including the ILC Framework, the

National Quality and Safeguarding Framework and Market Stewardship.

Within weeks of the newly-appointed Board, the Federal Government

announced terms of reference for a Productivity Commission review of the

sustainability of the NDIS. It will examine the sustainability of scheme costs,

jurisdictional capacity, changes in the agreed escalation parameters and

whether there has been any impact on mainstream services.

The Commission will also consider the NDIS's governance arrangements

(including how financial risk is shared among governments) and "whether there

are any issues with the scheme's design, including the application of market

and insurance principles, in ensuring the best possible outcomes for people

with severe and profound disability."

This review follows three independent reports (Price Waterhouse Coopers,

Robyn Kruk and the Australian National Audit Commission) over the past six

months, which have highlighted problems with the capacity (registration, portal,

planning) of the Agency to scale up at a pace to meet the targets in the bilateral

agreement, and the capacity of providers to meet the rapid growth in demand.

Bruce Bonyhady, the Outgoing Chairman of the Agency, also acknowledged

that the quality of plans is one of several challenges facing the Agency in

implementing the NDIS.

The Board overseeing the Scheme was expanded from 1 January 2017 to

ensure it has the disability service, financial management, corporate

governance and insurance-based expertise needed to guide the $22 billion

scheme through its critical three year expansion to 2019-20. The Board’s

leadership will be critical to ensure the Scheme establishes a solid foundation

for it to grow from 37,721 participants at 30 September 2016 to approximately

460,000 by June 2019.

Grants open to deliver ILC projects in ACT and nationally

The NDIA is inviting applications from organisations wanting to deliver

Information, Linkages and Capacity Building (ILC) activities in the Australian

Capital Territory and beyond.

NDS highlighted concerns that much of the funding is being made available for

a single year only. Such a short-term focus is contrary to the advice provided by

NDS and other bodies. It impedes planning and investment and, in many

cases, makes it difficult to demonstrate results. NDS will seek clarification on

the one-year term of the grants and the basis for decisions to extend funding for

an additional two years.

NDS is pleased that NDIS-registered providers can apply and urges providers

to refer to the Conflict of Interest section of the Program Guidelines.

Grant applications must be submitted by 2.00 pm AEDT on 8 March 2017.

Qualification requirements for professions watered down

NDS is pleased that the profession requirements for a disability support worker

no longer mandate a minimum of Certificate 3, which gives providers more

flexibility and greater choice for participants.

The revised Module 4: Guide to Suitability, of the NDIA Provider Toolkit has

been released by the NDIA. The updated introduction highlights the

requirement for providers to comply with the individual requirements of each

jurisdiction in which they are providing supports, and a new statement indicates

services delivered prior to the registration date are not funded.

Information under ‘additional guidance’ has been removed from some

professional registration groups. Specific changes include:

Specialist positive behaviour support no longer requires a minimum of 2

years’ experience, however it still requires experience in professional /

clinician supervision and development as defined by the professional

registration requirements of the relevant profession.

Assistance in coordinating or managing life stages, transition and

supports – which includes support connection and coordination of

supports - no longer requires ‘extensive’ experience in support

coordination for people with complex needs - no additional guidance has

been provided.

Support Coordination (within a specialist framework) – now includes

more professions: allied health, developmental educator, social or health

science professional, and requires experience in support coordination

with people with complex needs.

Innovative Community Participation – now includes more professions:

developmental educator or social worker.

Additional feedback from each jurisdiction has been added to the relevant State

or Territory section, including any clarification requirements which have

occurred since 1 July 2015, and a new section within the guide relates to

registration for delivering supports in the Northern Territory.

New Assistive Technology and Consumables Code Guide

The NDIA recently released an updated Assistive Technology and Consumables Code

Guide. Currently, providers need to claim the code that is shown in the participant’s

plan and/or the received service booking.

The guide lists the most commonly used supports to assist providers to claim

payments using a “best-fit” approach, and to assist participants with consistent

terminology for AT comparison. The new Addendum provides a list of composite codes

with the intent that they be included in a participant’s plan to cover a broader category

of AT and provide more flexibility around how that is spent.

Have your say

The Joint Parliamentary Standing Committee on the NDIS is calling for

submissions on the provision of services under the NDIS for people with

psychosocial disability (final report due 22 June 2017). More information can be

found here.

A second inquiry, conducted by a Senate Committee, will examine the delivery

of outcomes under the National Disability Strategy 2010-20 (final report is due

13 September 2017). More information can be found here.

- 13 February 2017 for the inquiry into the provision of NDIS services for

people with psychosocial disability

- 3 March 2017 for the Senate inquiry into the National Disability Strategy

The Joint Parliamentary Standing Committee on the NDIS is also examining

how hearing services are delivered under the NDIS. This is part of a broader

inquiry into the implementation, performance and governance of the scheme.

Reconciliation of SIL payments

There is some confusion about if and how providers can adjust their claims when a

quote has been provided for Supported Independent Living (SIL), and in the interim,

the provider has been claiming at benchmark price. NDS has been discussing this with

the NDIA and we expect it to be resolved shortly. We will inform members when

arrangements are confirmed.

Provider registration

A new ‘outlet management’ tile has been added to the myplace portal homepage.

Providers are encouraged to add details of their outlets which will enable participants

to search for supports by location on the Participant Portal.

The Agency is working with each state and territory government to provide lists of pre-

approved providers with the relevant list of supports to speed up the registration

process. We anticipate this new process will be implemented in February.

Interview with a Victorian provider managing rapid growth

This month, NDS sat down with Melbourne City Mission (MCM), a Victorian provider

that has undergone significant transformation in preparation to the NDIS. MCM had a

presence in the Barwon trial site and involvement in the North East Metropolitan Area

(NEMA) transition site in Victoria, commencing 1 July 2016. The interview highlights

how MCM has managed rapid growth and attributes much of this to their NDIS

preparations, particularly the review of their ICT, culture, finance and marketing.

The Agency has clarified NDS queries relating to the application and claiming of the

establishment fee in the portal. The establishment fee should appear in the core

supports section on a participant’s plan. There is flexibility across all sub budgets in

core and the fee would be claimable against a personal care/community access

support line item. If the fee was not specifically included in the plan, providers can still

claim by including in the details in the service agreement and the service booking, and

referring the participant to the Price Guide if they require more information.

Weekly payment summary reports

The latest report (23-29 January) indicates that the two most commonly-reported

reason for unsuccessful payments include: service booking not approved and support

item price exceeds the price service booking. Providers are urged to create a service

booking prior to delivering a service or product to ensure there are adequate funds

available in the plan.

Providers can monitor the Agency weekly payment summary report which highlights

the top three reasons for unsuccessful payments and instructions on how to avoid

these issues. This information is included in the provider updates under the heading,

‘Agency weekly payment summary report,’ which is available on the information,

publications and reports page of the NDIS website.

SDA registration and dwelling enrolment

The Agency has invited providers who are interested in registering for Specialist

Disability Accommodation (SDA) to register as a provider with the NDIA and enrol

each SDA dwelling.

We have heard from providers that some participants have received SDA funding their

first plan/plan review. We understand that providers are not able to claim this funding

until the SDA regulations are finalised.

NDIS factsheets, publications and new videos

Improvements have been made to the factsheets and publications page which

provides roll out information, participant information, how to connect with mainstream

systems, NDIA operational documents, NDIS Quarterly reports, and specific provider

information including: working with the NDIS, getting started with the NDIS, and

completing the access process for the NDIS.

New videos explain the role of NDIS community partners and Local Area Coordinators,

with information for participants starting their plan.

A Market Position Statement for the Northern Territory has been released. This

statement is available for all other states/territories except WA.

NDIS National Quality and Safeguarding Framework

Dear provider,

The Council of Australian Councils (COAG) Disability Reform Council has today released the National Disability Insurance Scheme (NDIS) Quality and Safeguarding Framework (the Framework).

The Framework sets out the key functions of the national quality and safeguards system to be implemented for the full scheme NDIS, including roles and responsibilities. All Governments are committed to working together to implement the Framework in consultation with people with disability and other stakeholders.

The transition to a full scheme NDIS in NSW will be completed by July 2018. NSW Transitional Quality and Safeguards Working Arrangements will continue to apply during the transition period.
