Executive Summary Special Note: The 2007-09 New Mexico High School Competency Exam (NMHSCE) report will be the last one since 10th graders in 2008-09 are the last class to take this exam as their graduation requirement. By state law the NMHSCE will have to be administered for five years after 2011 for any student who has failed it. The graduating class of 2012 will be the first to take the “new” New Mexico graduation exam. Enclosed you will find the three-year (2007-2009) summary of district results, individual school results, and ethnic subgroup results for the New Mexico High School Competency Exam (NMHSCE). The exam has been administered for about 20 years each spring to 10th graders at each of APS’s high schools and alternative schools. The passing score since 2001 has been 175 for the multiple-choice tests and 3.0 for the Composition. The district and individual school results are shown in different tables for the general population and the special education students who took the test under standard conditions. Results are not reported for special education students who took the NMHSCE with accommodations. The tables and graphs on ethnic subgroups later in this report are drawn from the population of 10th graders, who took the test under standard administration which means some special education students were included in those tables and graphs. Some district highlights of the summaries follow:

General Education Students

• About 200 more 10th graders tested in 2009 than in 2008. • More than 2% fewer 10th graders passed all 6 subtests in 2009 (67.3%) than in

2008 (69.6%).

• A larger percent of 10th graders passed Reading, Language Arts, Mathematics, and Science in 2009 than in 2008.

• A lesser percent passed Composition and Social Studies in 2009 than in 2008.

• Typically, Composition has had the highest pass rate of all the subtests. In 2009,

the average score dropped .5 points on a 1.0 to 6.0 scale. This high failure rate was reflected across the state. APS discussed the anomaly with the PED and the PED in turn discussed it with the publisher. After in depth analysis, their conclusion was that “student effects” rather than “test effects,” e.g., such as a “bad” prompt that students could not engage with or an ambiguous prompt, caused the higher failure rate. Two observations that the publisher used to support its conclusion were that more students had written “off topic” than in other recent years and, secondly, there were other years that Composition scores showed an anomalous lower pass rate.

• Three schools (La Cueva, Eldorado, and Sandia) had 80% or more of their

students pass all six subtests. In 2008 there were five schools and in 2007 there were four.

• There is still a wide range between the schools with the lowest and highest

percent of 10th graders passing all subtests.

• Once again on the multiple choice tests, students have been most successful in

Reading (95.0%). Passing rates in all the other subtests were between 83% and 87%.

Special Education Students

• About 100 fewer special education students took the test under standard

conditions in 2009 than the previous year. • Only Reading and Language Arts had higher pass rates in 2009 than the previous

year for special education students who took the standard administration.

Ethnic Subgroups

• Whites (84.2%) had higher passing rates on all six subtests than any other ethnic group. This year 78.7% of Asians passed all six subtests.

• Hispanics, Blacks, and Native Americans had passing rates for all six subtests

from 50%-56%.

Minimum Number of Test Takers for Reporting During 2006-07 and 2007-08, the test publisher only reported results for a school when there were 20 or more students who had taken a test. This was for reasons of confidentiality. Consequently, for those years the alternative schools, which are smaller and may have fewer than twenty 10th graders taking the test may not have results reported. This has also been the case with the high schools, which tested fewer than 20 special education students with a standard administration. At the request of APS, the PED has asked the publisher to use 10 as the number for minimum reporting of scores for the 2008-09 school year. This would provide more feedback for alternative schools and special education programs without compromising confidentiality.

The district scores are distributed to individual schools so that they can compare their school’s scores to the district’s scores.

2007-2009 Three-Year Summary All students in New Mexico public schools must take and pass all six subtests of the High School Competency Examination in order to graduate. Students first take the examination in the 10th grade and may repeat annually any subtest that they fail. Students may repeat subtests up to five years after high school completion with a certificate. For the February 2001 exam, the passing score was raised from 150 to 175 for 10th graders and all first-time test takers. The 10th grade scores for the past three years are summarized below.
