You need to be a stickler on ensuring that the person uthe address with which he or she is registered with the Son their voter registration, NOT the address at which are living. This is especially critical with students at

college campuses. They often are registered back homeput down their address where they are living while at schwhich results in another wasted signature that wilinvalidated by the BoE.

Every signature you can collect is one less we have to hpaid petitioner to collect for us. Plus, if you are particucareful in ensuring they sign on the form for the corcounty where they are REGISTERED, and they writeinformation legibly, you can help gain a higher percentagvalidity for the signatures you have collected.

Not too long ago, our then State Chair, Ken Cavanaughforth the idea of a contest. Unfortunately, no one see

interested. Four years ago we offered that anyone submia full page of petition signatures (200 signatures) would htheir LPNM dues extended (paid up) for an additional for each full page submitted. Four years ago that wowell, as we had a number of our members submitted qunumber of signatures. But, we will need to receive submitted forms by March 15, 2010, as we will need to hthem ready to submit to the BoE by the beginning of Apri

Are you up to the challenge? Collect and submitsignatures, and have your LPNM dues paid for an additiyear.

Is it Déjà Vu, or Didn’t We Go Through This 4 Years Ago?

After the 2004 presidential elections, because the LP’s

presidential candidate had not received at least ½ of 1% of the votes, the LPNM lost its status as a qualified Minor Political Party. As a result, we had to go through anextensive petition drive to collect thousands of petitionsignatures, at great expense, to regain our Minor Partystatus, so we could again nominate candidates to be on theballot for political office here in New Mexico.

Four years later, in 2008, the same scenario unfolded. TheLP’s presidential candidate did not receive at least ½ of 1%of the votes. Consequently, the LPNM again lost its statusas a qualified Minor Political Party, which leaves us facingthe same difficulty; we have Libertarians wanting to run for political office, but until we are able to get the LPNM

recognized as a Minor Political Party we will not be able tonominate them to run for office.

To qualify, we will have to have 4,148 validated petitionsignatures. As our experience last time was that the rate of disqualification of petition signatures by the Bureau of Elections Office (BoE) ran at almost 50%. Based on that, webelieve we will need to have almost double the 4,148requirement. In other words, we need to collect over 8,000signatures (4,148 x 2 = 8,296).

To hire paid petitioners is an expensive undertaking. Theyusually want $2.00 per signature, plus transportation,lodging, and food costs. We do not have funds to make thishappen. We can look to offers to help us raise funds to cover the costs. We did this four years ago, and it helpedimmensely, but this time both the number of signaturesrequired, and the cost per signature are up, which willincrease the amount of funds we will need. Last time thisworked will, but there is no guarantee they will be able toraise sufficient funds to cover the petitioning effort.

But, we can help ourselves cut costs by collecting as manypetition signatures as we can. Some events that are usuallyprime for collecting signatures are knife and gun shows,state and county fairs, farmers' markets, motorcycle rallies,etc.

But you can also keep a number of blank petition forms with

you so you can pull them out whenever you have opportunityto discuss the political problems with your family, friends,and neighbors, or for that matter, anyone.

You need to have a number of forms, as you need to use aseparate form for each county, depending on which countythe person is registered in. If they sign on the form for thewrong county, you have a wasted signature, as the BoE willinvalidate it.

Having stood firm against tax hikes during the October special

legislative session, New Mexico Gov. Bill Richardson seems tohave switched directions and is now pushing to raising NewMexicans' taxes to fill in the massive budget deficits the state nowfaces.

His tax hike commission is now holding a series of meetings todecide how to pluck the proverbial goose (taxpayers) with the leastamount of squawking. This, despite double-digit unemployment, thetoughest job market in decades, and the fact that many NewMexico families are already struggling to pay their bills.

While tax revenues have been reduced in recent years, the realityis that our problem is the result of spending massive amounts of taxpayer dollars on projects that simply do not qualify as"necessities." The $400 million Rail Runner, $225 millionSpaceport, a $40 million supercomputer, and tens of millions of 

dollars in annual payouts to the film industry are just a few of themost high-profile ones.

Unfortunately, most of these projects or programs are already inplace and unlikely to be abandoned either due to the largeinvestments already made in them or the powerful political forcesdefending them (or both).

Nonetheless, we at the Rio Grande Foundation have outlinedseveral ideas for cutting the budget. These include slashing thebloated government work force; Medicaid reform; and cost-saving,safety-enhancing criminal justice reforms, just to name a few. Sofar, the governor has not taken steps to implement these policyideas. In fact, the governor vetoed efforts to reduce the largenumber of so-called "exempt" employees he has hired.

While Richardson seems hell-bent on erasing his legacy as a tax-cutter, there is yet another option out there that could result in realbudget cuts that result in the least amount of harm possible.Ironically, the state leading the way in these reforms is another state that has a long history of political corruption, Louisiana.

Rather than simply raising taxes on struggling families, PelicanState policymakers, led by Gov. Bobby Jindal, have embarked on awide-ranging set of government reforms designed to reduce thesize and cost of government.

They created a Commission on Streamlining Government this year to identify over $1.5 billion in cost savings through streamlining,consolidation and elimination. They passed legislation grantingmore flexibility in cutting spending in protected "silos." Gov. Jindalhas eliminated thousands of positions from the state budget and

over 70 unnecessary or inactive state boards and commissions.The Louisiana Division of Administration is developing a range of privatization proposals within each of its departments, and it's alsopiloting a new budgeting approach designed to fund priorities anddrive performance.

And this is all just a start.

It's already paying off. Ratings agency Fitch upgraded Louisiana'sbond rating last month, specifically citing the state's focus onspending control and streamlining as influencing factors. This alonewill save taxpayers millions in avoided interest costs over time.

Rather than creating a commission to figure out the combination of grocery, capital gains, personal income and greceipts tax increases, Richardson should take a cue Louisiana.

New Mexico policymakers face a simple choice: Remain lost infiscal forest, thus erasing the progress in recent years in redutaxes, or follow the lead of Louisiana, which is blazing a trail othe budgetary wilderness.

Articles

As for writing your article, It should be concise (no longer than a fullpage) and topical. A bit of humor helps, especially for op-ed pieces.What I'm really looking for in the way of articles is what's going onin the LPNM – what YOU the membership are up to in spreadingthe message. For example, an article about the stupidity, insanityand evil of the UN might get put in, depending on available spaceand the quality of the article. A group of LPNM members counter-protesting the raising of a UN flag by the city council WILL get putin, and probably will get first priority.

Editorial Viewpoint

The basis for libertarian thought is the Zero Aggression Principle[ZAP] –

A libertarian is someone who believes that no human beinghas the right – under any circumstances – to initiate forceagainst another human being, nor to threaten, incite or 

delegate its initiation.

New Mexico Liberty holds that Libertarian candidates, officeholdersor appointed spokespersons at all levels of government or the Partyshould refrain from advocating new or more restrictive laws, new or more expensive spending programs, or new or higher taxes. Toparaphrase from the medical profession, “First, do no harm.”
