Dear MD40 Lions,
I am humbled and sincerely appreciative to serve the New Mexico Lions as your Multiple District 40 Council Chair. As a new Lions year starts we are faced with many challenges. Every year we hear about Clubs losing members, less money being raised at our events and more need in our communities. This year is no different but what will we do to increase membership and raise more money to help our communities?
In the past we have asked you to rejuvenate your Clubs, review your projects and seek new members. Our PDG’s come back from the International Convention with new ideas, methods and programs to improve your Clubs and increase membership. But, at the end of their terms we have lost members and Clubs. The answer to growth in your Club is to become excited about your Lions Club, regain your pride with what your Lions Club does in the community and most of all enjoy the fellowship and friendships your Lions Club develops in its members.
This year your District Governors Chuck Easton 40N, Kitty Callender 40S and I are committed to helping your Club grow and prosper. I am asking every Lion in New Mexico to revive your Club and commit to improving your Clubs membership, activities and projects to draw more people from your communities to become Lions. People have a natural tendency to join groups doing something important for the community and having a lot of fun doing it.
It’s time to make a difference. Today is the day to ask someone to become a Lion or help in a project. Let us look forward to what we can accomplish as a team and make something happen to improve your Club. A little effort from each Lion will go a long way to bringing in those new members.
I wish all Lions and your family’s good health and a prosperous year.

NEW MEXICO LIONS EYE FOUNDATION 2008-2009

Dear New Mexico Lions,
I am honored to have been elected as President of the New Mexico Lions Eye Foundation for 2008-2009 and look forward to working with a Board representing Lions Clubs throughout the State!
Regular meetings will be on Saturdays on the same days as the MD 40 Council meetings because it is important that we join together as a Board and see “eye to eye” on important issues facing the Board. We will supplement this with teleconferencing, as begun under the able leadership of Past President Jeff Kriz, as necessary.
KidSight has been a highlight of the last Lion year. Our New Mexico Lions Operation KidSight (NMLOKS) Committee, Chuck Galusha, Bryson McCool and Bill Waugh, has been a catalyst to expand the program: they have traveled the state visiting clubs and classrooms in support of the photo eye screening program. Grant funding to support the program is a strong possibility this year. Albuquerque Clubs have already received $5000!
We have been challenged to participate with the University of New Mexico to build a UNM Lions Eye Institute. I will be sharing more information with the Board and all Lions regarding this opportunity, but participation will not require individual club commitment to any specific amount. No final decision has been made, but here are a few elements of a possible agreement. Experienced UNM staff would work closely with the Board to raise funds. In addition to the new building that would bear our name, Lion referrals from throughout the state would be given priority and UNM would provide medical support for our eye screening van. New technology, including telemedicine, will be made available as the eye program at UNM grows. If we cannot reach the ultimate goal of $2 million dollars, our efforts will be reflected in the naming of other areas of the Institute. It will continue to be a win-win project!
We will be asking for club support of Eye Foundation fundraisers, including a travel website and the Eyeball, to continue support for the Eye Van and operations needed by the State-wide community. We have extended a contract with the state of New Mexico to do diabetic eye screenings and receive funding for this service, but more is needed to meet State needs. We ask clubs that have budgeted support to send in their contributions as soon as feasible.

New Mexico Lions Band Foundation
July 2008 Dear Lions of New Mexico:
I am very excited to be selected as the new President of the New Mexico Lions Band Foundation. Currently I am the President of the Deming Wildcat Lions Club and I am looking forward to helping the foundation keep moving forward in a positive manner. I would like to thank all the present members of the foundation for all they do as well as the former officers.
As a former member of the New Mexico Lion’s Band and now one of the Directors of the band, I know how important the band is to the cause of Lionism. One of the main purposes of the Lions Band is to promote and spread Lionism throughout the state and nation. Through the many years that the New Mexico Lions Band has been in existence, we have influenced not only communities, but also young students who have been taught the importance of community service. In that aspect we have created supporters of Lions Clubs for many years to come.
Currently the Lions Band Foundation is hosting a raffle for a Big Screen LCD TV with Surround Sound, a Computer Package, and an X-Box Package. We are encouraging all the Lions Clubs across New Mexico to fully cooperate and participate in helping sell these tickets. The drawing for the raffle will be held on September 21, 2008 in Albuquerque, at the New Mexico Expo.
In closing, I would like to thank all the Lions Clubs for their help, in advance, and for their participation and promotion of Lionism through our raffle. With everyone’s help nothing is impossible to attain.

NEW MEXICO LIONS CRANE READING FOUNDATION
July 1, 2008 Dear Lions of New Mexico: It has been an honor serving as the President of the NM Lions Crane Reading Foundation these past three years and I am looking forward to serving in that capacity during 2008-2009. As most of you are aware, the mission for the New Mexico Lions Crane Reading Foundation (NMLCRF) is to have every student in New Mexico reading and writing proficiently. This means that by second grade every student should be reading at least 200 words per minute with good comprehension and be able to write legibly. The reading program is an eight component integrated program that combines the latest computer technology with several other important activities. These include 1) desk height adjustment; 2) use of templates; 3) eye examinations and prescription lenses; 4) Gross motor skill development; 5) reading practice using computer programs; 6) allergy management; 7) writing composition; and 8) proper placement and remediation of new students. Complete details of the program and supporting references are given in the books Reading Problems Resolved and Lions Crane Literacy Program Handbook by Allen and Virginia Crane. For those interested in obtaining a copy of either text, please contact any NMLCRF officer and we will make arrangements to have a copy sent to you. The past year had several notable successes including 1) the Reading Lab located at the Character Kids Dream Center in Las Cruces is fully operational. During this past summer, Allen and Virginia Crane mentored over 160 students in our first annual Summer Reading Camp; 2) introduced and/or maintained all or parts of the program in over 40 schools in New Mexico; and 3) Conducted eye screenings and eye examinations at Gadsden High School (eyeglasses to over 150 students) and at the Hatch Schools Administration Building. We provided computers, software and training to the High Rolls-Mt. Park Lions Club for a reading lab at their community center. Kevin Poindexter, son of the club president, was one who benefited significantly from this reading lab. We have received permission from the Mesilla Board of Trustees to organize an eye screening, eye examination facility and Reading Laboratory at the Mesilla Community Center. While these can be recognized as good progress, much more needs to be accomplished. The Dream Center Reading Lab will become a demonstration center where educators, parents, and other interested persons can see the program in action Monday through Thursday during the school year and for special programs during the summer months. On Fridays and Saturdays, the reading center will be used as a Training Center and Certification Center for educators, parents, Lions, and others to become certified in the NMLCRF approach to literacy. The goal of these efforts is to demonstrate the value of the Reading Program and lead schools to adopt the program.

Parts of the NMLC Reading Program are used by about forty schools in New Mexico. The program works for kindergarten through high school to adults. At Valley View Elementary in Las Cruces, 73 out of 75 first graders were reading and writing proficiently. At Alamogordo High School and Gadsden High School special education students are gaining one to five years per semester in reading. Eight of 53 Alamogordo High School special education students were reading 750 words per minute at their grade level with good comprehension. Even greater gains can be made when the whole program is used. The grant writing effort, under the direction of Lion Eldon Steelman, has been successful this past year. The NMLCRF has received grants from the New Mexico Community Foundation, El Paso Electric, and from the Health Foundation of Southern New Mexico over the past two years. Using funds from these grants the NMLCRF has been taking optometrists to the Gadsden School District and to the Hatch School System for eye exams on site. The officers and directors of the New Mexico Lions Crane Reading Foundation look forward to working with Lions Clubs throughout the state as we strive to attain our goal of having New Mexico schools rated among the top ten states in reading proficiency. New Mexico Lions Operation KidSight Dear MD40 Lions: NM ranks near the bottom in the nation with respect to children’s reading proficiency. A significant number of the school children with reading/learning problems suffer from amblyogenic conditions which could have been detected and treated by the time they reached 1st grade. An eye screening of children three to six years of age can detect any ocular problems which can then be treated while the child’s eyes are developing. Amblyopia or "lazy eye," which is the most common cause of visual impairment in childhood, can be caused by any condition that affects normal vision development or use the eyes such as: strabismus (esotropia where eyes turn in or exotropia where eyes turn out); myopia or nearsightedness; hyperopia or farsightedness; cataracts; astigmatism; anisometropia (refractive errors differ in each eye); anisocoria (pupil sizes are different); coloboma (a gap in part of the structures of the eye); and ptosis (drooping eye lid).
NM Lions Operation KidSight is a state-wide project of the NM Lions Eye Foundation with an ultimate goal to screen 100% of NM children (3-6 years old) for amblyogenic risk factors and to fund treatment for referred children whose families cannot afford it. To accomplish this goal, MD40 Lions Clubs are being solicited to start this project in their communities. An effort is underway to investigate the acquisition of grant monies from LCIF, state agencies, and major companies to help fund the cost of cameras and the evaluation of the pictures which will minimize the financial burden on the participating Lions Clubs.
Here is hoping your Club will sign on to this very important project that will make a difference with respect to the welfare of NM youth. It may also bring back that old Lion spark to your Club!

The New Mexico Lions Hearing Aid Recycling Center was started in August 2007. Now Lions in New Mexico that collect used hearing aids no longer need to send them out of state to other recycling programs. The NMLHARC vision is to provide New Mexico Lions Clubs with a resource within the state that will assist them in providing help to those in their communities who require assistance in getting the hearing aids they need. The NMLHARC will provide assistance in setting up the needed doctor’s appointment to determine the need of the applicant and complete the rest of the process up to the delivery of the hearing aid. If a refurbished hearing aid that fits the applicant’s requirements is not available, the NMLHARC will provide the necessary hearing aid through Lions Clubs International Affordable Hearing Aid Program. The NMLHARC allows all Lions Clubs in New Mexico to be able to provide hearing assistance to their community at an affordable cost. Since August 2007, there have been 15 pairs of hearing aids provided to people throughout the state and one pair of hearing aids were repaired for a person through the NMLHARC. We received 180 used hearing aids from all over the state, some of which were able to be refurbished and used for people and others were used for parts. As with every Lions Foundation in New Mexico, the NMLHARC needs the support of all of the Lions Clubs in New Mexico. NM Special Olympics – LCI Opening Eyes Program
The Special Olympics-Lions Clubs International Opening Eyes program is an ambitious initiative funded by Lions Clubs International Foundation (LCIF) through a Core 4 grant. The partnership program began in 2001 with a $3.3 million grant. A second grant of $2 million in 2003 extended the program until June 2005. A third grant of $3.85M was approved in October 2004 and continued the partnership until December 31, 2007.
Together the two organizations are dedicated to serving those in need; the combined efforts helps a population whose needs are so often overlooked. Special Olympics is an international sports program offering year-round competitions for children and adults with intellectual disabilities. LCIF has been at the forefront of protecting sight and preventing blindness worldwide for over three decades.
Opening Eyes vision screenings take place at select Special Olympics sporting events worldwide. Volunteer Lions play an integral part in the success of the program through hands-on event support. Volunteer Lions help with registration, color vision testing, visual acuity tests and distribution of glasses and protective sports goggles for athletes.
A prime goal of Opening Eyes is to teach and prepare vision specialists, including professors and students, how to better care for this underserved population. Research has shown that among Special Olympics athletes, 68 percent have not had an eye examination in three years, 37 percent are in need of eyeglasses and 18 percent wear clinically incorrect eyeglasses. Opening Eyes provides diagnosis for vision related problems, as well as corrective and protective eyewear all free of charge. At the end of the screening, athletes receive a certificate detailing their vision needs and follow-up referrals for health care providers in their home areas, if needed. Athletes are also taught how to take better care of their eyes. More than 100,000 athletes have been screened through the Opening Eyes partnership, with prescription eyewear provided to more than 44,000 athletes.
More than 8,000 Lions Clubs volunteers worldwide have offered their time and talents in a team effort, demonstrating the motto, “We Serve.”

The Lions Project for Canine Companions for Independence (LPCCI) is the Lions Foundation formed in 1983 to provide financial and service support to CCI, a nonprofit organization that provides specially trained assistance dogs for people with physical, developmental and hearing disabilities. Advise Clubs of the availability of such PR materials as films, slides, and printed materials on the history, objectives, ethics, and activities and LCI. Provide progress report at Cabinet Meetings.
Diabetes Awareness

Increase the level of diabetes awareness in the District by coordinating diabetes activities involving the entire District. Be available for forums and presentations at Zone Meetings, Conventions, and rallies. Stress the importance to Clubs of informing the public of what needs to be done and what is being done to reduce the new cases of blindness caused by diabetic retinopathy. Establish a liaison relationship with local diabetes organizations and the medical community for assistance/support in planning diabetes awareness activities. Provide progress report at Cabinet Meetings.

Dear Lions of District 40S,
As we start the new year, there are two words I have to say to you. THANK YOU! Thank
you for your time. Thank you for your energy. Thank you for your contributions to Lions
and Lionism. Thank you for your dedication! Thank you for making a difference. If the
millions of people you have helped knew you, they would thank you also.
This year presents many of the same challenges we have faced in the past such as dropping
numbers in membership, the possibility of losing clubs, and lack of enthusiasm, to name a
few. Can we completely fix these problems? Maybe not, but if we work together, I believe
we can do a better job in alleviating them. We all know that membership in Lions is by
“Invitation Only.” Please, PLEASE invite your family, friends, and acquaintances to JOIN
the largest and best service organization in the world - LIONS! SHARE with them WHAT
we do, WHY we do it, and FOR WHOM we do everything. Share with them the reasons we
volunteer as much as we do.
One of my goals this year is to STRENGTHEN our existing clubs. I realize we need new
clubs, but do we sacrifice the old for the new? I certainly hope not. We have a plethora of
Lions who are willing to help build clubs. There are Past International Directors, Past Multi
Council Chairs, many past District Governors, past Presidents and more. The Zone Chairs
we have for this year possess a wealth of knowledge as do our District Chair persons. And
did you know? We have Certified Guiding Lions available to, well, help guide you and our
Lions.
ENTHUSIASM! We need to “TAKE BACK THE PRIDE, LIONS.” We need to take the
“bushel basket” OFF our light and let it shine! SHARE our accomplishments. Let others
know WHAT we have done for our communities, our state, our world. Never pass up an
opportunity to SHARE LIONISM. If you think about it, we have made a tremendous
difference for over 90 years. BE PROUD!

Develop training and educational programs for presentation at Club meetings. Encourage working with the blind. Stimulate Club activities in the preservation of eye sight. Promote NM Eye Bank and NM Eye Foundations programs and goals. Coordinate District White Cane Project. Promote the Lions SightFirst II and Eye Health Program (LEHP) which is a community outreach program to help reduce diabetic eye disease and glaucoma, two of the leading causes of blindness in America. Encourage the collection from Clubs in the District of used eye glasses. Provide progress report at Cabinet Meetings.
Educate Clubs in the District about LCIF and the Melvin Jones Fellowship Program. Establish a monetary goal for Clubs in the District to solicit and attain funds for Lions Clubs International. Review and keep on file recaps sent quarterly. Provide report at Cabinet Meetings concerning the progress of the Clubs’ support of LCIF.
Increase the level of diabetes awareness in the District by coordinating diabetes activities involving the entire District. Be available for forums and presentations at Zone Meetings, Conventions, and rallies. Stress the importance to Clubs of informing the public of what needs to be done and what is being done to reduce the new cases of blindness caused by diabetic retinopathy. Establish a liaison relationship with local diabetes organizations and the medical community for assistance/support in planning diabetes awareness activities. Provide progress report at Cabinet Meetings.
Develop program/website to automate the process of getting LCI, MD, and District 40S information out to Lions in the District. Develop set of instructions that clearly describe how to access that information on the MD’s website.
Develop hearing and speech training and educational programs for presentation at Club Meetings. Encourage support of schools and rehabilitation centers for the hearing impaired. Conduct public awareness campaigns. Consult with hearing-impaired members of the community and convey the information concerning their needs to Clubs in the District. Oversee the collection from Clubs in the District of used hearing aids, which must be complete. Ensure that all collected hearing aids from Clubs in the District are transferred to the appropriate recycling installation. Provide progress report at Cabinet Meetings.
Oversee the recruitment and participation of women within the District. Develop and chair a team of Lions who are interested in recruiting, promoting participation, and retaining women in Lions Clubs in the District. Provide progress report at Cabinet Meetings.

Become familiar with the policy statement of LCI, “On the Human Environment.” Become aware of available environmental literature from LCI and other environmental agencies and organizations. Know and evaluate the past and current environmental activities and programs conducted by the District. Plan activities to be conducted by the Clubs. Motivate and educate Clubs in the District to conduct meaningful environmental service activities. Provide progress report at Cabinet Meetings.
Design, organize, promote, and conduct leadership seminars and workshops with emphasis on the roles of Club officers. Promote the development of leadership skills and insights within the Clubs as well as establishing the importance of Clubs to be involved at the Zone, District, and MD levels. Assist the District Governor in establishing effective and centralized leadership operations within the District. Provide progress report at Cabinet Meetings.
Promote the understanding of parliamentary procedures by District Lions. Conduct training sessions covering Robert’s Rules of Order as requested at District and Club training functions. Assist and advise the District Governor on parliamentary matters at DistrictCabinet Meetings and Conventions. Serve on ad hoc committees as required to address issues and proposed changes in MD40 and District 40S Constitution and By-laws. Provide progress report at Cabinet Meetings.
Handle public relations for the District, including news releases to all media. Encourage each Club in the District to submit articles for publication in the NM Lions Roar and Lions Magazine. Assist Club Public Relations Committee Chairpersons with presenting relevant information about LCI programs. Arrange publicity visits of LCI officers or Directors and other dignitaries within the District. Advise Clubs of the availability of such PR materials as films, slides, and printed materials on the history, objectives, ethics, and activities and LCI. Provide progress report at Cabinet Meetings.
Encourage Clubs within the District to sponsor the Peace Poster Contest in their respective communities. Coordinate the Peace Poster Contest activities between Clubs within the District and between the District and Multiple District. Provide progress report at Cabinet Meetings.
Promote fun and harmony at District Cabinet Meetings and other District functions. Assess and collect fines for any perceived (real or otherwise) infractions by attendees. Provide fines report at the end of Cabinet Meetings. The money collected for fines are used for worthy causes as directed by the District Cabinet.

The Melvin Jones Fellowship Award
The Melvin Jones Fellowship is the backbone of LCIF, providing 70 percent of the
foundation's revenue. A recognition of humanitarian work, an MJF is awarded to those who donate
$1,000 to LCIF or to people for whom a donation was made by others. Melvin Jones Fellows receive
an attractive lapel pin, a plaque and a congratulatory letter.
Melvin Jones Fellows who make additional $1,000 donations to LCIF, or in whose name $1,000
donations are made, become part of the Melvin Jones Fellowship Progressive program. Progressive
Melvin Jones Fellows are awarded a new lapel pin and congratulatory letter for each subsequent
$1,000 donation. (The first lapel pin is a one-diamond yellow gold pin. For each $1,000 donation
thereafter another diamond is added to the pin.)
To apply for a fellowship, complete the MJF Application form (LCIF-42M). For the recognitions
available, download the LCIF Recognition Programs form (LCIF-42R). Contributions can be made by
individuals (including non-Lions), clubs, or districts. Contributions can be made in one sum, or in
installments of a minimum of $100 over a five-year period. It is possible to make a donation and
choose the MJF recipient later. Write "Melvin Jones Fellow to be named later" on the check or bank
draft.
When an individual's or group of individuals' personal donation(s) are accumulated for a club's use to
select a Melvin Jones Fellowship recipient, LCIF needs the signed consent of the donors. When a
club's donation(s) are accumulated for a fellowship recipient to be selected by the district, LCIF
needs the signed consent of the club. Please include such documentation with the completed MJF
application that is sent to LCIF Donor & Financial Services.
Melvin Jones Fellows are honored each year at the Melvin Jones Fellow Luncheon on Thursday during
the International Convention. The luncheon also typically includes a presentation of awards to 100
percent Melvin Jones clubs and to individuals who have supported LCIF and the showing of a LCIF
video.
MJF FAQs:
The Fellowship was established in 1973 and the Progressive program began in 1986 in response
to Lions' request for a way to extend their commitment to LCIF.
Donations through MJFs provide 70 percent of the Foundation's annual revenue.
There are 100 levels in the Progressive program.
Most of the funds raised during the first Campaign SightFirst were through MJF donations.
There are 259,600 MJFs worldwide and 43,900 PMJFs
The MJF luncheon began in 1984 and has been held at each convention since

I. Purpose of this award shall be three fold
a. To pay tribute to the Lion who is known as the Father of Lionism in New Mexico.
b. To honor those Lions who have given freely of their time, energy and resources to keeping
Multiple District 40 and Sub-Districts 40 N and 40S a strong service organization.
c. To serve as an incentive to keep Past Presidents, Past Secretaries, Past Cabinet Secretaries
and Past District Governors active in support of Lionism at the District level.
II. Who shall receive this award and have their name added to the scroll?
a. PDG T.H. Russell 1936-1937 Deming, New Mexico
PDG G.L. Guthrie 1939-1940 Las Cruces, New Mexico
PID Sidney J. Bernard 1972-1974 Carlsbad, New Mexico
b. Two Lions from each District (N & S) per year to be named by the District Governor (with
the help of his/her cabinet if DG has no desires) starting with the 1993-1994 Governors.
III. Qualifications for Selection
Those Lions that meet the following qualifications, and were the most helpful to the
Governor during his/her year and were active in their home club at the time of the award
(no posthumous awards given).
a. Any Lion that has served the Multiple or District Cabinets for complete year as either
District Governor, Region Chairman, Zone Chairman, Cabinet Secretary/Treasurer or
Committee Chairman prior to being named for this award.
b. Any Lion that has held the office of President or Secretary in his/her Lions Club for one
complete year, not less that three (3) years prior to being named for this award.
c. Any Lion that has 100% attendance in his/her club for at least three (3) consecutive years
and is an active member in good standing in his/her Lions Club prior to being named for
this award.
d. No Lion will be considered for this award if he/she has already been named to Phase I or II
of the C.B. "Hap" Beyer Scroll of Honor.
The Scroll of Honor is kept at the New Mexico Lions Eye Bank office in Albuquerque.
Visitors are welcome any time.
