Talk on 'Change.
The talk yesterday was rther on the water order.The rain commenced to fall about 7 o'clock in themorning, and had not ended at the same hour lastevening. Operations or business out of doors wereinterdicted. The arrivals of the coast packets, how-ever, were regular, and we note the steamer Choc-taw, from Vicksburg, with 3461 bales of cotton; B.W. Powell, from Lake Washington, 1975; W. B.Douglass, from Carolina Blffs (Red river,) 1011;Anna Perret, from Opeloisas, 270; Mexico, fromGalveston, 230; Jackson Railroad, 372. Total, 7219bales. The receipts for the corresponding day lastyear were 4026 bales. Receipts for same time yearprevious, 5924 bales. A similar storm of ralnoconrred.last year at this time, say the 7th and 8th of October.
The arrivals from sea are very meager, which occa-sions much lassitude, as it were, in the receiving andforwarding business.
With the peserit stagnation in cotton, there can-not be much said in favor of the freight niarket.There is not much to be said in favor of the future.The following are thelastengagements in New York,as r•ceived by mail yesterday :

There will, undoubtedly, be a good demand formedium-sized vessels of the burthen of 400 to 500hhds sugar, ms oon as the crop is ready for market.From present appearances, we expect to have thepleasure of witnessing vessels loading at the severalplantations between this and Pointe Coapee for thevarious Northern ports and steamers for the West.The failure of the Philadelphia Banks, with the greathouse of Patterson & Co., will have no effect what-ever on the prices of sugar and molasses in Louislana.Now, was not that a rich joke of the telegraph,asserting that Gen. Patterson & Co.'s liabilities wereto Louisiana planters? Now, we shall be glad toknow which is the richest joke of the season: theliabilities of Patterson & Co. to the planters, theshipping of 5000 bales of cotton by the Lowell mann-facturers for Liverpool, orthe orders of the CanadianBank for $2,500,000 of gold from England?
We were not much riled by telegraphic dispatchesyesterday. The elements put an extinguisher onelectricity, and the community was not convulsed bythe whims and caprices of bankers and bank man-agers in other sections of the country. We have hadone day of rest this week-and we really believe thesun will rise as usual this morning, and the majesticMississippi be running as usual from the lake in thewoods to the Gulf of Mexico.
The great Northern mail came through yesterdaywith dates as late as due from Northern cities.
RELIGIOUS INTOLERANCE.--It is said that severalpriests have been excommunicated by the Bishop ofAugsburg, Bavaria, for holding that salvation may befound within the pale of other churches than that ofRome.
A Torso FIGHT.-In a fight between students andAustrian officers at Padue, August 22d, seven officerswere killed, and it is not known how many of thestudents. Some fled to Switzerland, and others werearrested.
MrTERIOrs AFFAIR.--An old man named JacobHoward, residing near Gap Mills, Va., was founddead in his bed one morning recently, with his throatcut from ear to ear. A bloody razor, carefullywrapped in an apron, was found under the bed, butas there was no one about the house besides his wife,his son's wife and several children, this discoveryonly added to the mystery of the affair. Suspicionappeared to attach to nobodyin particular.
FIREMEN'S FIGHT IN WASHINGTON.-On the even-ing of the 29th alnt. a terrible fight took place in Wash-ington between two fire companies, and a great num-ber of persons were wounded, some of them veryseverely, by pistol shots, brickbats, etc.
TERRIBLE DEATH.-On the 25th lIt., a brick kilnin Parkersburg, Vas., was the scene of a most dis-tressing casualty. One of the props gave way, and aportion of the kiln fell down, striking a German la-borer and almost burying him beneath the fiery mate.His comrades came promptly to his rescue, but sodeeply and so tightly was he imbedded in the glowingpile that they were unable to extricate him until someof the bricks bad been removed from about his lowerextremities. He was literally roasted alive.
A NEW KIND OF SOLDIERING.-Mr. Amon Pea-body, a well-known denizen of Bangor, Me., com-plained of " nothing to do," and no pay for it. Heoffered to do anything for a quid pro quo. Mr. DavidTenney took him at his offer, and hired him at $1 aday for three days, to march from Granite block, onEast Market square, to Dodge's Hotel, in regimentals,with which he was furnished, and was seen per-forming his task with plume waving and gun atshoulder-arms.
A NEW DODoE.-Preffeasor Sterne and an actressnamed Amy Frost, made a balloon ascension fromRochester, New York, a few days ago. They landedfour miles distant from the city, and Miss Frost,playing Malcom, in Macbeth, the same night, wasgreeted with tremendous applause. Going up in aballoon to draw a full house, is decidedly an originalidea.
THE WEATHER.-We have it now in the genuineautumnal style. The rain continued all day yesterday, withoutany intermission to speak of, and in the evening the general as-pect of things was that of dampness-unmitigated dampness,almost approaehlng a heavy wet. The rain, however, camedown, and continues to come down aswe write, ia the most de-liberate and leisurely manner possible.
D'EL.-Col, Thomas Henry and Col. Wm. K.Rogers, late of the Nicarguan army, had a hostile meeting atHay St. Louis, on Monday, with riles, at thirty paces; Col.
Hfenry beilg the challenger. At the firt fire the latter waswoundedin the side of the head, but not dangerously. Thedifficulty was then adjnated, by the withdrawal of the challenge-

[I oxa w xOiA? 5e.1SHON. MILES TAYLOR- IS SUGAR VOTES.
The press and the friends of the Hon. Miles Taylorpursue a very singular course. 'theydo not deny thevotes he gave; they do not even allude to the votes,but they use vague generalities and laudatory pufBs,and at the same time make most ingenuous attacksupon his opponent. The American press and theAmerican party have never yet descended into thefilthyarena of abuse. No one has censured the Hon.Miles Taylor for his change from Whiggery to Demo-cracy, and no one has disturbed his equanimity byalluding to his socialistic proeclivities. His votes onthe sugar question have only been commented upon.His opponents concede his consistency in votingagainst sugar, rather than charge him with incon-sistency in voting against his party. That he votedfor reducing the duty on sugar is admitted-thatDemocratic doctrine would not permit him to voteotherwise is also granted.
Democracy is in favor of free trade-so is the Hon.Miles Taylor. Democracy wants neither custom-houses nor collectora-neither does the Hon. MilesTaylor. Democracy is in favor of direct taxation-sois the Hon. Miles Taylor. Democracy opposes appro-priations by the General Government for internal in.provements-so does the Hon. Miles Taylor. Demo-cracy supports Buchanan, Gov. Walker, free Kansas,squatter sovereignty and alien suffrage-so does theHon. Miles Taylor. Southern Democracy is willingto be abolitionized by the administration and to beplaced on the Freesoil platform of Northern Demo-cracy-and so is the Hon. Miles Taylor. Democracytolerates free negro suffrage-and so does the Hon.Miles Taylor. Whatever were his political viewswhen he was a Whig, no one now doubts his genuineDemocracy. Now let us look at his sugar votes.
The House of Representatives was Black Repub-lic n, it had a Black Republican Speaker and BlackRepublican committees-Mr. Campbell of Ohio, aBlack Republican and chairman of the Committee onWays and Means, when the bill to amend the tariff of1846 came up, moved an amendment to exempt fromduty certain articles and omittedsugarentirely. Mr.Letcher of Virginia, offered an amendment to Mr.Campbell's amendment, which reduced the duty to24 per cent. It was conceded that the revenues of theGovernment were too large and that the tariff shouldbe reduced. Mr. Taylor, good generous soul, wishedto show his liberality, his disinterestedness and hisgenuine Democracy, so he voted to reduce the tariffon all articles, not excepting sugar. He thought hecould not ask to have the duty on sugar remain andat the same time vote for the reduction of duties onall other articles. So he voted for Mr. Letcher'samendment which reduced the duty to 2t per cent.,and voted against Mr. Campbell's which left the dutyat 30 per cent.
Now Mr. Campbell was a Black Republican, andthe House was Black Republican, and the Black Re-publicans out-voted Messrs. Taylor, Davidson andSandidge, and kept the dutyon segar at 30 per cent.We must keep in mind, that, though three Demo-cratic members from Louisiana voted to reduce, aBlack Republican House voted to retain the duty onsugar. One would naturally suppose that when thedelegation from this State voted to reduce the dutyon sugar, the House would have yielded. Not so.The Black Republicans, who hate negroes, passed abill leaving sugar untouched, over the votes of Messrs.Taylor, Davidson and Sandidge, three unadulteratedDemocrats.
The bill was sent to the Senate. The Senate islargely Democratic. It contains the wonderful Slidelland the versatile Benjamin-two, it is said, of theallest and.mostinfluential members of the body. Whatdid this Democratic Senate do? The Black Repqbli-can bill of the House, which left the duty on sugarat 30 per cent., after it reached the Senate, wasamended in many particulars. But the amendmentin which we are most interested, which the Demo-cratic Senate adopted, reduced the duty on sugar to23 per cent. Democracy votes to reduce the duty to23 per cent., Black Republicanism to keep it at 30per cent! The Senate bill, with this amendment,was reported to the House. The first question thenwas, " Shall the House agree to the amendments ofthe Senate ?" On this question Mr. Taylor and Mr.Duvidson voted in the affirmative-voted to reducethe duty to 23 per cent; but the Black RepublicanHouse refused to agree-refused to vote with Messrs.Taylor and Davidson to reduce the duty. The amend-ment of the Democratic ,Senate was rejected by aBlack Republican House, over the votes of Messrs.Taylor and Davidson.
The two Houses not agreeing, the next course wasthe appointment of a committee of conference. Thisjoint committee recommendedthe reduction of theduty on sugar to 24 per cent. The bill then passedreducing the duty from 30 to 2 per cent.
From this statement, which is taken from theJournal of the House, it will be seen that the Demo-cratic Senate reduced the duty on sugar. I supposethat the Democratic Senate consulted the three Demo-cratic members from Louisiana, and that the reduc-tion was made upon their recommendation, becausethey voted in the House irst to reduce the duty, andvoted in favor of the Senate's amendment when itcame to the House. It'strikes me that the duty neverwould have been reduced,- had it not been for theavotes of the Democratic members from this State.Messrs. Taylor, Davidson dnd Sandidge, could not in-duce a Black Rrepublican House to reduce the dutyon sugar-they succeeded in persuading a DemocraticSenate.
So far as the interest of this State was concerned,Black Republicanism was to be feared in the House,but as Black Republicanism voted to let sugar alone,opposed the reduction of the duty, the sugar plantershave alone to fear the free trade-the fkee Kansas-the Freesoil Democracy of the present day. I sup-pose the Courier, the True Delta, the Delta and theHon. Miles Taylor, have the Journals of theBoose.I refer them to pages 113, 224, 410, 479, 601, 503,683 and 615. Deny the record if ye dare.
