1.0 EXECUTIVE SUMMARY

M/.s Narayan Organics Pvt. Ltd. is already engaged in manufacturing of organic chemicals at plot No

1107/1 & 2 GIDC Estate Ankleshwar, Gujarat. The Unit is having valid Consolidated Consent &

Authorization (CC&A) from Gujarat Pollution Control Board vide CC&A order no.: AWH-63764

with validity up to 11/04/2019 for manufacturing of Organic chemicals. The copy of CC&A is

enclosed herewith as Annexure-II. Now the unit wants to go for proposed expansion on same plot.

As per EIA notification 2006 and its amendment, the proposed project is falling under category 5(f).

The details of existing and proposed products are given below Table 1.

Total 648 952 1600 *Note- Ammonium carbonate is classified as hazardous waste in CCA. Now the unit has obtained letter from MoEF&CC clarifying that ammonium carbonate solution is by-product and could be given to actual users. Letter attached as an Annexure-XIV.

COST OF PROJECT

The expansion will be carried out at existing plot located in GIDC. The expected cost of proposed

expansion is Rs. 512 Lakhs. The total plot area of the unit is 5000 sq. m. The existing green belt area

is approx. 500 sq. m.

FUEL & ELECTRICITY CONSUMPTION

As per consent

As per CTE-Amendment 72205, the unit is using 6 MT/day of imported coal as fuel for boiler. The

existing electricity load is 1300 kVA from DGVCL.

Proposed scenario

Additional imported coal of 14 MT/day will be used in boiler and thermic fluid heater. Diesel of 100

liter/hr. will be used for DG Set in emergency. The existing electricity consumption is 1300 kVA and

electricity consumption due to proposed expansion will be 1000 kVA. Total electricity requirement

after proposed expansion will be 2300 kVA.

WATER CONSUMPTION

As per consent

The source of water is GIDC Ankleshwar. In the existing scenario, the unit is using 43 KLD fresh

water for industrial and domestic purpose.

Proposed scenario

For proposed expansion, the unit has proposed 124 KLD of fresh water consumption. The total fresh

water consumption after expansion will be 167 KLD and recovered water from RO and MEE will be

248.5 KLD.

WASTE WATER GENERATION, TREATMENT & DISPOSAL

As per consent

As per consent, the industrial effluent generation is 41.5 KLD and sewage generation is 1.5 KLD.

Existing effluent is treated in ETP having primary treatment. Treated water is sent to CETP.

Proposed scenario

Due to proposed expansion, additional total industrial effluent generation will be 22 KLD. Hence,

after expansion total industrial effluent generation will be 59 KLD (37 KLD existing + 22 KLD

proposed). Due to proposed expansion, additional sewage generation will be 1.7 KLD. Hence, after

expansion sewage generation will be 3 KLD (1.3 KLD + 1.7 KLD). Total treated wastewater going to

NCTL will be 38.3 KLD. As the excess wastewater from proposed expansion will be spray dried.

Thus existing wastewater discharge will be continued no increase in wastewater going to CETP.

Thus the water that will be recycled will be 248.5 KLD, which will be going to process.

Existing and proposed effluent will be treated in unit’s own proposed ETP consisting of hydrodynamic

cavitation treatment and then sent to CETP.

GASEOUS EMISSION

As per consent:

FLUE GAS EMISSION

As per CCA order no. AWH- 63764 and CTE amendment 72205, the unit has one stack of boiler (5

TPH) having 30 m height and Thermic fluid heater (20 lakh kcal) having 30 m height.

Now, the unit has proposed one boiler of 5 TPH each, one thermic fluid heater of 20 lakh Kcal, one

HAG for spray drier (25 lakh kcal) and DG set of 1000 kVA.

PROCESS EMISSION

As per CCA order no. AWH- 63764 there are two process gas emission stacks in existing unit.

The unit is proposing 3 stacks from reactor, spray drier (cyclone separator) and a spin flash dryer

which will be connected to water scrubber followed by acid scrubber.

HAZARDOUS WASTE MANAGEMENT

As per consent

As per CCA order no. AWH-63764, the hazardous waste generation are ETP sludge (80 MT/M), PP

bags/drums (40 Nos. /Month), and used oil (0.05 lit/Month).

ETP waste, are disposed to TSDF/CHWIF. Discarded Container/Bags and used oil are sold to

authorize recyclers.

Proposed scenario

After proposed expansion, hazardous waste generation details will be ETP waste (700 MT/Month), PP

bags/drums (5040 Nos. /Month), MEE Salt (100 MT/Month), Copper Sludge (50 MT/Month) Carbon

(5 MT/Year), and Used Oil (500 Lit./Month.

ETP waste, MEE salt will be disposed to TSDF. Used oil will be sold to registered reprocessor and

Discarded Container/Bags, Copper sludge and Generated Solvent will be sold to authorize recyclers.

Spent carbon will be sent for co-processing.

2.0 INTRODUCTION

2.1 THE PROJECT

M/s. Narayan Organics Pvt Ltd has obtained CCA order AWH-63764, issue on dated 11/04/2019 for

manufacturing of organic chemicals. The unit has proposed expansion for manufacturing of organic

chemicals. As per EIA notification 2006, the proposed expansion is falling under category 5(f). Since

the project will be established in industrial estate, it is classified as category “B” project and will be

evaluated by the Ministry of Environment & Forest (MoEF).

2.2 PROJECT PROPONENT

The unit has been promoted by Mr. Dayabhai Patel and Mr. Mehul Patel –Director of the company.

M/s. Narayan Organics Pvt. Ltd is a part of Narayan Group of Industries. The group is already

engaged in manufacturing of organic pigment. The list of directors is attached as Annexure-3.

Directors of the company have good experience in handling the production management, financial

management and all the allied areas. M/s. Narayan Organics Pvt. Ltd. will achieve the mission by

placing the needs of customers first, creating quality products, innovating technology and fostering

continuous improvements in people, products, and processes. The list of Directors is given in Table

no.2.

2.3 NATURE OF PROJECT

The existing and proposed expansion of unit is for CPC Blue manufacturing. It is highly valued for its

superior properties such as light fastness, tinting strength, covering power and resistance to the effects

of alkalies and acids. It has the appearance of a blue powder, insoluble in water and most solvents. The

expansion of existing project is covered under the category of 5(f) in schedule of EIA Notification-

2006. This project falls under category ‘B’.

2.4 MARKET FEASIBILITY

The promoters are already engaged in manufacturing and marketing of Organic Pigments. The

proposed unit is organic pigment manufacturing. The pigments are insoluble in water and have no

tendency to migrate in the material. They are standard pigment used in printing ink and the packaging

industry. Pigments are used in plastic industries, paint industries, textile industries. There are number

of small manufacturers in unorganized sector of this segment. However, the development and

manufacturing of good quality pigment is limited to only organize sector where only few well-known

companies exist. The proposed company has developed state of art technique for manufacture of

Organic Pigments, for which already established market exists. There is regular use of these products

and has demand in local market as well as in export. This will meet the local demand and generate

employment.

3. PROJECT DESCRIPTION

3.1 TYPE OF PROJECT

M/s. Narayan Organics Pvt. Ltd. is engaged in manufacturing of Organic pigments at plot No 1107/1

& 2 GIDC Estate Ankleshwar, Gujarat. The proposed project is not including any interlinked and

interdependent projects.

3.2 PROJECT LOCATION

The proposed expansion of production will be in existing site. It is approximately 10 km distance

from Dist. Bharuch. The approximate geographical positioning of the project site is at Latitude:

21°36’51.60”N, Longitude: 73°1'17.60”E.The salient features of the location of the project site are

presented in table 3.

3.3 SITE SELECTION

The project proponent did not consider any other alternative site for proposed expansion.

3.4 NEIGHBORING INDUSTRIES

The industry is located in an area, which is already industrialized. The industries in the vicinity of the

proposed project are given in the table no-4.

3.5 SIZE OF PROJECT

The existing unit is manufacturing organic pigment and production capacity is 90 MT/Month. The

expected cost of proposed expansion of project is Rs.512 lakhs. New Plant and machinery installations

will also have to be acquired and installed. Environment Protection and safety systems have also been

considered in planning the Cost Projection. Green belt development, provision of fire extinguishers

etc. are also calculated. The below table shows the break-up of the proposed project cost.

3.6 PROCESS TECHNOLOGY

The proposed expansion products are organic pigment. Process details like Process description,

chemical reactions and mass balance for each product are as Annexure-VII.

3.7 RAW-MATERIALS

The proposed product is organic pigment and the required raw materials will be purchased from the

local/ Indian market. Details of raw-material consumption are given in Annexure-VI.

3.8 RESOURCE OPTIMIZATION/RECYCLING AND REUSE

3.8.1 SOLVENT RECOVERY

Unit will achieve solvent recovery more than 98%. The all condensers will be 2 stage condensers 1st

attach to cooling tower and 2nd attached to chilled water circulation. The vent will be passed through

carbon column and thus traces of solvents will get absorbed in carbon. Thus there will be zero VOC

emission from the project.

3.9 RESOURCE REQUIREMENTS

3.9.1 LAND

The plot has been purchased by M/s. Narayan Organics Pvt. Ltd. The total plot area of the unit is 5000

Sq. m.

3.9.2 BUILDING

The proposed expansion will take place in existing unit, and new buildings will be constructed.

3.10 MITIGATION MEASURES & EMP

Based on overall manufacturing & operation activities, the mitigation measures have been proposed by

the company for the control of the anticipated pollution load.

3.10.1 WASTEWATER MANAGEMENT

3.10.1.3 WASTEWATER TREATMENT & DISPOSAL

EXISTING EFFLUENT TREATMENT PLANT

Effluent from process, are segregated into two different streams one is 20 KLD of ammonical nitrogen

and containing streams and another is 17 KLD of diluted process stream. The diluted process stream

of 17 KLD is treated to norms prescribed by GPCB and discharged to NCTL. The process stream of

20 KLD of ammonical nitrogen and containing stream is discharged to ETL (Ankleshwar).

Sewage of 1.3 KLD is discharged to septic tank.

PROPOSED EFFLUENT TREATMENT PLANT

Effluent from process, boiler, cooling tower, overflow of septic tank will be treated in effluent

treatment plant and treated effluent is sent to NCTL for further treatment. However effluent coming

from process of CPC plant having concentrated stream (ML) and dilute stream. Both will be

segregated in separate collection tanks after that they will be treated in RO followed by MEE. The

excess wastewater from proposed expansion will be spray dried .

MEE Treatment

Mother liquor consists maximum pollution loads having high acidic, COD and Ammonical nitrogen. It

will be treated with sodium sulide to remove copper and copper sludge will be sent to GPCB

authorized recyclers. After that it will be sent to Ammonium Sulphate plant where it will be

Neutralized with Process generated Ammonium Carbonate solution. So 10% solution of ammonium

sulfate is generated. It will further sent to MEE followed by ATFD which gives Ammonium Sulfate

crystal. Ammonium sulfate will be sold to the market.

RO Treatment

Dilute stream having only 3-4% acidic in nature. It will be Neutralized with Hydrated lime and then

filtered in the high pressure filter press to achieve max solid contain in gypsum Sludge. It will be

further sent to RO Unit where Nano filtration treatment took place to remove all organic and

inorganics dissolved salts. High concentrated RO Reject will be sent to MEE and Low TDS RO

permeate will be reused the process.

Alkali (Last Wash) effluent having minimum pollution load will be treated with Ferrous sulfate to

achieve pH and further send to sand and carbon filter to achieve prescribed outlet norms. And then it

will be discharged to NCT.

3.10.2 GASEOUS EMISSIONS & CONTROL

3.10.2.1 FLUE GAS EMISSIONS

As per CCA order no. AWH- 63764 and CTE amendment 72205, the unit has one stack of boiler (5

TPH) having 30 m height and Thermic fluid heater (20 lakh kcal) having 30 m height.

Now, the unit has proposed one boiler of 5 TPH each, one thermic fluid heater of 20 lakh Kcal and DG

set of 1000 kVA. Details are given in table no. 12 below.

3.10.2.2 PROCESS EMISSION

As per CCA order no. AWH- 63764 there are two process gas emission stacks in existing unit.

The unit is proposing 2 stacks from reactor and a spray dryer which will be connected to water

scrubber followed by acid scrubber. Details are given in table no. 12 below.

3.10.2.3 FUGITIVE EMISSIONS

However, following steps will be taken to reduce chances of fugitive emissions:

All raw-materials will be stored in drums/ bags in a well-ventilated raw material storage area.

All reactions will be taken in closed reactor system.

The fugitive emissions in terms of handling losses will be reduced by proper storage and handling.

Raw-material feeding will be carried out by pumps.

Regular monitoring will be done of piping and fittings for checking of any leakages.

Good housekeeping will be maintained in the plant

3.10.3 HAZARDOUS/ NON-HAZARDOUS WASTE MANAGEMENT

The following type of hazardous waste will be generated from the operational activities. All the waste

will be stored separately in a designated storage area. The details about quantity of hazardous waste

generation, storage, and disposal for existing and proposed are attached as Annexure-XII.

In addition to the provision of above, we will ensure proper management for hazardous waste as

below:

(A) Transportation of hazardous waste to the TSDF Site will be governed as per the guidelines and

accompanied with Form-13.

(B) Annual returns of the disposal of wastes in Form-4 will be uploaded online and submitted

regularly to the local office of the GPCB.

3.10.4 NOISE CONTROL & ODOUR

The major noise generation is from D.G. Set. It is installed in a closed room, acoustic enclosure is

provided around it. Ear plugs are provided to the operating personnel in boiler room.

The following steps will be taken for Odor control.

(A) Raw-material feeding will be carried out by pumps.

(B) All reactions will be taken in closed reactor system.

(C) Roof top ventilation will be provided in the entire plant area.

Regular monitoring will be done of piping and fittings for checking of any leakages.

3.10.5 STORAGE, HANDLING AND TRANSPORT OF HAZARDOUS CHEMICALS

The storage and mode of transport of chemicals will be done as per detailed MSDS and Chemical

hazards guide (NIOSH) for the hazardous chemicals.

Few chemical to be used in the proposed activities are listed as ‘Hazardous Chemicals’ as per the

Schedule-1 of the MSIHC Rules, as amended in 2000.

3.10.6 HEALTH AND SAFETY MEASURES

Physical hazards may manifest as fires, explosions, excessive temperatures, or the release of large

volumes of gas or toxic or flammable gases or vapors. According to Schedule 2 & 3 of MSIHC Rules,

Moreover transport activity will be through drums, so there will be manual loading and unloading and

no unloading through pipe at the site. Hence, the risk of static charge generation during transfer of

such chemicals is not significant.

4.0 SITE ANALYSIS

4.1 CONNECTIVITY

M/s. Narayan Organics Pvt Ltd. is engaged in manufacturing of Organic pigment at plot No 1107/1 &

2 GIDC Estate Ankleshwar, Gujarat. The site is 10 km from Bharuch city. The land and Infrastructure

is already available. And the raw material is easily available through the easy transport via road

connectivity. The district headquarter has railway station. The site is in the existing unit compound.

4.2 LAND USE AND LAND OWNERSHIP

The proposed project site is located at GIDC, Ankleshwar, Dist. Bharuch, Gujarat. The plot has been

purchased by M/s. Narayan Organics Pvt. Ltd. The land ownership is with the promoters only. The

total plot area of the unit is 5000 sq. m. The existing green belt area is approx. 500 sq. m.

4.3 EXISTING LAND USE

Proposed expansion will be in present plot only. The same land use status will be maintained.

4.4 EXISTING INFRASTRUCTURE

The plant is located in a well-developed industrial zone, which have all essential facilities such as

well-connected road network with ease of transportation, arrangement for supply of water and power

to industries, effluent disposal facilities etc. Infrastructure is made available through Govt. approved

authorized agencies.

4.5 SOIL CLASSIFICATION

The soils of the district are derived from the Deccan trap which is main rock formation of the district.

The soil of the district can be classified as light, medium and heavy according to depth, texture and

location. There is sandy loam to loamy in texture, brownish black in color.

4.6 CLIMATE DATA (SECONDARY SOURCES)

For Baseline Study, meteorological data for study period between the October 2016 to December

2016. The maximum and minimum as well as relative humidity for a period of October 2016 to

December 2016 are presented in Table 13.

5.2 POPULATION PROJECTION

As per provisional reports of Census India, Population of Bharuch District in 2011 is 1,551,019.

Population of male and female are 805,707 and 713,676 respectively. The sex ratio of Bharuch city is

920 females per 1000 males.

5.3 LAND USE PLANNING

The proposed project is in the established GIDC industrial area. This is not a prime agriculture land.

5.4 ASSESSMENT OF INFRASTRUCTURE DEMAND

M/s. Narayan Organics Pvt. Ltd. shall get water from notified water supply scheme. So there will be

no additional stress on ground water resources and there will be no adverse effect on the ground water

resources available in the nearby area.

The unit has existing 1300 kVA connected load form DGVCL. 1000 kVA will be required for

proposed activity, thus total connected load after expansion will be 1300 kVA. The transportation

facilities will also be expected to improve due to increase in the movement of workers and raw

material and finished products.

5.5 AMENITIES

The available basic amenities are as under:

(A) Education Facilities:

Education Facilities are available and the literacy rate is about 45.67 % within 5 km periphery. All the

villages have a minimum of one primary school.

(B) Medical Facilities:

The medical facilities are available in satisfactory amount in study area. These facilities are available

in form of child welfare Centre, primary health sub Centre, and allopathic dispensary, maternity &

child welfare centers, registered private medical practitioners and family welfare Centre within the

range.

(C) Drinking water Facilities & Power Supply:

All the villages have potable water supply and in 100% area the drinking water is supplied through

taps, wells and tube wells. All the villages have power supply facilities in the study region.

(D) Post, Telegraph & Telephone facilities

The information collected clearly indicates that the infrastructural facilities are provided by respective

government agencies for the development of this area. For communication purpose, post office and

phones are available in most of the villages. The villages having Non-availability of these facilities can

get these facilities within 5-10km distance.

(E) Transport Facilities:

Bus services are available in all the villages of the study region within 5 km area and are the most

preferable mode of transport in the region. Auto-rickshaw is also used as transport facility. Villages

are connected with paved roads.

6.0 PROPOSED INFRASTRUCTURE

6.1 PROCESSING AREA

The process area will cover Plant, Raw material storage area, Hazardous waste storage area, ETP and

utilities. The process area covered by the unit at ground level will be 2445 sq. m.

6.2 NON PROCESSING AREA

The non process area will cover Admin Building, Canteen and security cabin. The non process areas

covered by unit at ground level will be 955 sq.m.

6.3 GREEN BELT

Out of the total land area of 5000 sq. m. approximately 500 sq. m. is utilized for green belt

development. There will be provision of budget of 2 lakh rupees for green belt development.

6.4 SOCIAL INFRASTRUCTURE

The availability of basic amenities is covered as under:

(A) Training & Education: All the employees will be trained and educated periodically about the

hazardous nature of chemicals used in the process. Also, training for firefighting, work permit

system, first aid, safe handling of hazardous chemicals and integrating safety, in all activities.

(B) Medical facility: Pre-employment medical checkup at the time of employment. In order to safe

guard the health of the employees, all the employees undergo periodic health checkup.

(C) Drinking water: There will be provision of Aqua Guard/R.O. at different places to provide purified

water for drinking purpose.

(D) Transportation: The unit will provide basic transportation facility for workers.

(E) Telegraph & Post: There will be provision of telephone, fax & internet facility.

(F) Power supply: There will be connected load of 2300 kVA from DGVCL.

6.5 DRINKING WATER MANAGEMENT

The source of water is already availability from existing water works of GIDC and the same is

adequate and satisfactory. The unit has proposed total 3 KL/Day water for domestic purpose.

6.6 SEWERAGE SYSTEM

The sewage will be sent to soak pit /septic tank.

6.7 INDUSTRIAL WASTE MANAGEMENT

The hazardous waste like ETP waste, used oil, discarded containers/bags/liners, Process waste

containing organic complex will be generated from proposed project activity. The hazardous waste

management and disposal is shown in Annexure-XII.

6.8 SOLID WASTE MANAGEMENT

The record of non-hazardous solid waste like, Fibber board drum, Polyethylene bag, Rubber Hose

pipe, glass, wooden waste etc. will be mentioned.

6.9 POWER REQUIREMENT & SUPPLY

At present, the unit has 1300 kVA connected load. and additional 1000 kVA connected load for

proposed expansion.

7.0 REHABILITATION AND RESETTLEMENT(R &R) PLAN

The proposed project is located in GIDC Industrial Estate Ankleshwar, Gujarat. There will be no any

human settlement affected by proposed project. So, there is no requirement of any R & R Plan.

9.0 ANALYSIS OF PROPOSAL

All the manpower is utilized from local region around Ankleshwar. Company shall also try to provide

indirect employment opportunities by availing local contract services during transportation during

operational phase. The company intends to carryout CSR activities as applicable for company falling

category directed by the authorities from time to time.
