First Things FirstMoving into a new house and community is both exciting and overwhelming. New residents in planned communities have a few more responsibilities than most, so we've put together this guide to help you take care of the most urgent items so you can start enjoying your new home!

Chesterfield County offers a bi-weekly curbside recycling program which allows residents to recycle paper, cardboard, glass and plastic in a single container, while deferring waste from local landfills.

An annual fee is charged to each household to support this program. This fee will be included on the county’s real estate tax bill, with half charged in December and the other half charged in June of each year. The fee will be for all single-family through quadplex homes and is to be paid by the homeowner.

If you would like to participate in the recycling program, please contact CVWMA at 340-0900, to request a bin or recycling sticker for your own containers. If you prefer to opt out of the program, call the CVWMA Customer Service Center at 804-748-1297, or complete the electronic form at www.chesterfield.gov/Recycling/.

Per the WCA Rules & Regulations, recycling bins may be placed at the curbside no earlier than 7PM on the day before collection, and they must be removed from the curbside no later than 9PM on collection day. For a schedule of pickup days, or to sign up for email reminders, go to www.cvwma.com/.

Residents are not required to use a specific trash removal service, but curbside pickup is not allowed in Woodlake. When calling area trash services for price quotes, make sure you let them know that you'll need back-door service. On page 2 of this newsletter, you'll find a list of trash services that are known to offer back-door pickup, though you are free to use others.

If you have a lot of waste from your move, such as large boxes, call

748-1297 for bulk waste collection, or you may take it to the Landfill at 3200 Warbro Road, Midlothian, VA 23112.

You'll want all your new friends - or your kids' friends - to be able to find you, and Woodlake's unique mailboxes make it easy!

Our Rules & Regulations require that the previous owner's name is removed from your mailbox post within 60 days of moving in. You may either have us put your own name on it, or you may request a blank plate.

For consistency, nameplates and blank plates must be made by the WCA. To order yours, please call us at 739-4344, or go to our web site at woodlakeonline.com to print out an order form. We will need payment before your order can be placed, so be ready with your credit card number when you call, or stop by the office to drop off your form and cash or check made payable to "WCA."

If your mailbox or post needs a little sprucing up, you can purchase the paint at the WCA. Please note that the color of the post and box are determined by the WCA and may not be altered.

The Easy Way!

Assessments may be paid quarterly, or you may choose to pay the entire amount in January. If we send you a bill each quarter, there will be a quarterly hand-billing fee added to the amount due. You can save yourself the cost of the fee by setting up automatic credit card billing. Just fill out the form on page 7 of this newsletter and drop or mail it to the WCA office. We'll do the rest, and you'll have one less check to write each quarter!

The WCA publishes a Community Directory each year that is distributed in late January, one per household. Not only does it provide the names, addresses and phone numbers of your new Woodlake neighbors, it also has "blue pages" containing important contact information, WCA Rules and Regulations, and a summary of the Covenants and Architectural Guidelines. You'll find that it's a handy reference for living in Woodlake. And don't forget to call us to put your family's information in our records so you'll be included in the next Directory!

The WCA also publishes a full-color, fold-out map of Woodlake, including our 12+ miles of scenic bike and walking trails. You'll also find five color-coded courses for walkers, runners, and bikers, which vary in length from just under two miles to a full 10K (6 miles). Each trail identified on the map is marked on the actual path, as well. It's a great way to familiarize yourself with your new surroundings and discover the natural beauty that Woodlake is known for! Stop by the WCA office at 14900 Lake Bluff Parkway to meet the staff and pick up your Directory and Trail Map.

Almost any question you can think to ask about Woodlake can be found on our web site. Our staff maintains it, so it's always up to date, and it's the best place to look for the most recent news and information. Of course, the business information is there, but among the many other fun and useful things you'll find are Lost & Found, Yard Sales, Community Events, and local clubs, organizations, and youth sports team contacts. Between the web site and your Woodlake Community Directory, you'll probably find the answers to most of your questions. If not, we're always happy to talk to residents by phone or in person, so don't be shy about stopping by or calling us at 739-4344.

The WCA has a legal obligation to keep residents informed, and our primary means of doing so is through

our newsletter, which is published eleven times per year. We also post timely messages on our web site, Facebook page and marquees, but we find that the best way to reach residents in between the newsletters is through e-mail.

About two or three times per month, we send an e-mail called Woodlake Wired with new information or important reminders. We'll never give your e-mail to any third party except the Woodlake Swim & Racquet Club and your neighborhood representative. While giving us your e-mail address isn't required, we strongly encourage it so you'll be well informed! It is my job to handle all of the finances for the Woodlake Community Association. That includes accounts payable and some 3,000 accounts receivable for Woodlake property owners.

The Association’s operating budget is supported by assessments on every property in the community. We bill owners on the first day of each quarter, and we try to provide as much flexibility in payment as possible. About two-thirds of the owners pay assessments with a credit card, which makes it possible for only

one person to manage these accounts. At the beginning of each quarter, we electronically bill the credit cards for the regular quarterly assessment. There

are no additional fees.

Property owners may also pay the entire year’s assess-ments by check in January with no additional fees, but for those who prefer to be billed on a quarterly basis directly from the WCA, there is a quarterly service charge added to the bill. We

strongly encourage those who wish to pay quarterly to use a credit card. The required form to set up a credit card account is below. If you pay by check, the total is due on

or before the 25th of the billing month. After that, finance charges will beginto accrue. As a not-for-profit organization, timely receipt of assessments is critical to our operation.

The Swift Creek ReservoirThe Swift Creek Reservoir was constructed in 1965 as a public water supply for Chesterfield County. It cov-ers 1700 acres and contains approxi-mately 5.2 billion gallons of water. The Addison-Evans Water Treatment and Laboratory Facility at the reservoir's north end provides an average of 7.5 million gallons of drinking water per day.

Woodlake is proud to count the reser-voir among its most treasured ameni-ties; however, the WCA does not own any part of the lake or the property under it. All activity on the lake falls under the jurisdiction of the Virginia Department of Game and Inland Fish-eries. Questions should be directed to them at 367-1000.

Before you or your contractor begin any exterior changes on your property, you must submit an application and supporting materials for ARB consideration. Applications should be submitted to the Community Standards Manager no later than noon on the Friday before the ARB meets - the second and fourth Mondays of each month.

You will find applications online at woodlakeonline.com under "Documents" at the top of the home page, or you may stop by the WCA office to pick one up. Avoid purchasing

Know When You Need Approval For Modificationsmaterials or signing a contract for work until you have received ARB approval. Approval is also required for tree removal, fence installation, and change of exterior paint colors.

Knowledge of the ARB Process, Design Guidelines and General Covenants will help you prevent potential problems. Refer to the Blue Pages in your Woodlake Community Directory for a condensed version of the Covenants and Rules & Regulations, and/or contact Brian Hoyle at 739-4344.

Covenants & Community Standards

The Shelter Cove and Harbour Park parking lots are the private property of the WCA and are regularly patrolled to ensure availability of parking spaces for residents' use. Parking in these lots requires a current parking permit to be displayed at all times. If you will be using a boat, walking or running on the measured trails, or taking the kids to Legacy Park or Tom Sawyer's Island, you'll need a resident parking permit.

Parking permits are free to all Woodlake residents, with a photo ID bearing your Woodlake address. If you haven't gotten around to changing the address on your ID yet, just bring it AND a recent bill that shows your name and Woodlake address.

Do You Need A Woodlake Parking Permit?

All watercraft used on the lake (Swift Creek Reservoir) must be registered annually with the Woodlake Community Association for general identification purposes and use of Woodlake boat launch sites. This includes windsurf boards and inflatables, and it also includes boats stored at your home, such as under your deck or in your garage.

Mooring posts and t-racks are available for rent at two locations in Woodlake, both with parking and launch ramps that are for the exclusive use of Woodlake residents and owners. One is accessible through the Shelter Cove neighborhood, and the other is in Rock Harbour. Offshore anchoring of boats is not permitted.

Upon registration or rental of a mooring post or t-rack, you will receive a numbered sticker for your boat and a copy of the WCA Boating Rules & Regulations, which can also be found in the blue pages of the Woodlake Community Directory, and at woodlakeonline.com. A registration form can be found on page 11 of this newsletter. (Also see parking permit requirements at left on this page.)

Invoices for re-registration and mooring rentals are sent each year in February and are due by March 1.

State Boating RegulationsIt is the responsibility of each boat owner to be aware of the state laws on titling, state registration, fishing, and boat safety . Contact the Virginia Department of Game & Inland Fisheries at 367-0939 for more information, or go to www.dgif.virginia.gov/.

Boat Registration & Storage

RVs, Trailers and Large BoatsBoats or boat trailers, campers, recreational vehicles, utility trailers, and oversized vehicles may be kept on a residential property, but only in a garage or within an enclosed or screened area such that they are not visible from adjacent properties, including streets and bike trails (General Covenants, pg 13).

The WCA maintains an on-site, locked, enclosed area for storage of such vehicles and for boats that are not permitted on Swift Creek Reservoir (no gas-powered boats permitted). Upon rental, a key will be provided for 24-hour access.

Annual rental is due in full on May 1 of each year (see woodlakeonline.com for current rental rates). Availability is limited and available on a first-come, first-served basis.

Common Property Part of what makes Woodlake so attractive is the amount of Common Property throughout the community, including over 5 miles of waterfront Common Property. It also provides natural sound barriers, privacy, and a home to area wildlife. All property owners in Woodlake also own the Common Property, but there are rules regarding its use.

No resident may use the Common Property for personal structures such as play sets, dog houses, sports equipment, sheds, barbecues, or gardens. Residents may not mow, landscape, or remove trees on Common Property. Remember, Common Property belongs to everyone in Woodlake, so please treat it with respect and help us keep it clean!

The variety and color of our trees from spring until fall is an added bonus to living on the lake. The downside of this glorious array of colors, shapes and sizes is the cleanup - otherwise known as Fall Leaf Management - a time consuming, back breaking and costly endeavor! Here's the good news: According to Mike Goatley, Extension Turf Specialist/Associate Professor, Crop & Soil Environmental Sciences at Virginia Tech, there are alternative lawn leaf management practices that are environmentally safe and cost effective.

Using a rotary mower and not bagging your clippings will chop the leaves and allow for decomposition into the soil. Studies conducted at Purdue, Michigan State, and Cornell Universities have shown that the application of this shredded leaf mulch will not harm lawns and adds nutrients and organic matter back into the soil.

A few preliminary steps should be taken before you begin:

• Make sure your mower is in good shape - blades sharp and filters clean. You will need to sharpen and clean more often if using your rotary mower for this purpose.• Clean the area of sticks and debris. This will reduce the risk of injury and improve the life of your mower.• Mow leaves when slightly moist but not soaking wet. Slightly wet will help reduce dust. Soaking wet will cause

unnecessary strain on your mower.• Wear appropriate clothing and safety equipment such as goggles and an air mask.• Realize that leaf mulching is not a single event, but needs to be done several times - your mower will thank you!

Note that, while the above method will effectively eliminate much of the labor of leaf removal, pine needles will not mulch in the same way and will not decompose at the same rate.

Who Takes Care Of Common Property?It is the policy of the WCA to leave most of our Common Property as natural as possible. Of course, we always have safety in mind, so there are times when you'll see our Maintenance Crew removing a dead tree, clearing a drainage ditch, or repairing a bridge or bike trail.

Common Property also includes the numerous community parks throughout Woodlake, such as East West Legacy Park, our two boat mooring areas, tot lots, and stop-a-whiles. Our crew is often spotted working in these areas in all types of weather, making sure they're safe and attractive.

Though it is the responsibility of the WCA to maintain these areas, we rely heavily on residents to alert us to problems. With over 400 acres of Common Property and 12+ miles of bike trails, we always need your help. If you spot a problem, please don't hesitate to call our office at 739-4344 to let us know!

The Swift Creek Reservoir is part of the Chesapeake Bay Watershed system, meaning that there are legal ramifications for any alteration and/or use of waterfront properties. Because of this, and because it is also the source of our drinking water, WCA is committed to being good stewards of the lake and its surrounding lands.

Though your property may be designated as "waterfront," residential property lines do not actually go to the water's edge, and use of that property is governed by the WCA Covenants. A summary of restrictions and permitted uses can be found in the Blue Pages of the Woodlake Community Directory.

Before making any modifications on Waterfront Common Property, please call the WCA at 739-4344 and speak to the Community Standards Manager.

Waterfront Property Owners

Waterfront property owners are permitted to moor one boat on the shoreline. A small access path is permitted, with prior written permission. WCA Covenants do not allow docks to be constructed on the waterfront; however, an approved Erosion Prevention Device (EPD) is permitted. For consistency, all EPDs must be constructed and installed according specific measurements and standards. Plans are provided by the WCA and may be picked up at our office.

If you need an extension cord for your boat's batteries and it will cross a bike trail, WCA requires it to be covered for safety. Approved cord covers can be purchased at the WCA.

Off-shore anchoring of boats is not permitted, as the land under the lake does not belong to WCA or any Woodlake resident.

Because Woodlake's streets are public, WCA cannot prohibit soliciting. Residents should be careful when buying from someone at their door. Always ask to see photo ID and a county-issued permit to solicit. (Some non-profit organizations are exempt from needing a permit.)

Teen CurfewSec. 14-19. --It shall be unlawful for any child under the age of 18 years to be upon the streets or in other public places in the county between 11:00 p.m. and daylight of the following day unless accompanied by a parent, guardian or some adult person lawfully in charge of such child. This section shall not be construed to prohibit children under 18 years of age from discharging their employment duties or attending religious, school or civic organizational functions unaccompanied by a parent, guardian or other adult person.

GunsSec. 14-14. Pneumatic guns generally --A pneumatic gun is defined as any implement, designed as a gun,that will expel a BB or a pellet by action of pneumatic pressure, including, but not limited to a paintball gun that expels by action of pneumatic pressure plastic balls filled with paint for the purpose of marking the point of impact.

No person shall discharge any pneumatic gun on or across any street, sidewalk, alley, public road or public land of the county except on a properly constructed shooting range or on other property where firearms may be discharged.

Guns & MinorsSec. 14-16 --No minor shall discharge any pneumatic gun outdoors within 300 feet of the dwelling of another, a business establishment, private building, public gathering or public meeting place, unless the minor is accompanied by his parent or guardian, or otherwise supervised in accordance with this section. Any minor below the age of 16 who uses pneumatic guns on private or public property shall be supervised by a parent, guardian, or other adult supervisor approved by a parent or guardian. Minors the age of 16 or older may, with the written consent of a parent or guardian, use a pneumatic gun at any place designated for such use by the county or on private property with the consent of the owner.Any minor, whether permitted by a parent or guardian to use a pneumatic gun or not, shall be responsible for obeying all laws, regulations and restrictions governing such use.

Any person violating the provisions of sections 14-14 through 14-16 shall be guilty of a misdemeanor punishable by a fine of not more than $500.00.

The Woodlake Environmental Committee was established by the Board of Directors (BOD) in 2008. It consists of nine BOD-appointed members, a BOD liaison, and a staff liaison. The WEC meets monthly and regularly reports to the BOD.

• Don't Block MailboxesBe aware of residents' mailboxes when parking on the street, and make sure not to park where it could cause problems for the mail carrier.

• Don't Block DrivewaysSome neighborhood roads are very narrow, and parking directly across from a neighbor's driveway could make it very difficult to back out. Try to avoid parking directly across from driveways.

• Who To Call About Problems On The StreetsThe WCA encourages residents to park all vehicles in driveways or garages, but because the association doesn't own the streets, we have no legal jurisdiction over them, nor can we restrict who uses them. This means that parking violations, speeding, and other problems in the streets cannot be addressed by WCA. For such issues, please contact the Chesterfield County Police at their non-emergency number,748-1251.

NOTE: On-street parking is NOT prohibited in Chesterfield County. Please call the police ONLY if you feel that a vehicle is impeding the road enough that emergency vehicles could not pass, or if it is causing a traffic hazard.

• Please Use Bike Trails For Walking, Running And BikingWoodlake has over 12 miles of trails for safe and scenic walking, running and biking. The Woodlake Board of Directors strongly discourages such activities on our roads to make it safer for everyone.

• Motorized Vehicles On TrailsNo motorized vehicles of any kind are allowed on the trails, except as may be required by disabled persons.

Woodlake Streets Roads In Woodlake Are Maintained By VDOTFor paving, potholes and general maintenance, we depend on VDOT (Virginia Department Of Transportation). If you have a particular area of concern, we encourage you to contact them at 1-800-FOR-ROAD(1-800-367-7623).

We also depend on VDOT for snow removal; however, our Maintenance Department does clear and sand the main parkways and dangerous neighborhood entrances immediately following a storm. After that, we ask residents to be patient while waiting for VDOT to get to the interior of the neighborhoods. You can help them by moving vehicles out of the street prior to the storm so the way is clear when the plows arrive!

Prepare For Snow BeforeIt Happens

• Move cars out of the streets to make clearing easier for plows - and safer for your car.

• Park cars behind each other down the length of your driveway before the snow starts. You'll have a longer, clear path and less to shovel.

• Buy all necessary supplies and groceries before the snow hits, then relax, be patient, and enjoy the scenery until the roads are clear!

YARD SALEPOLICIESThe WCA sponsors two community yard sales each year, but residents may hold personal yard sales at any time. We do ask that you familiarize yourself with and adhere to the WCA Sign Policies.

Yard Sale signs may be placed only at the entrance to your neighborhood and only on the day of the sale. The sign must be acquired from the WCA, and a deposit will be collected for its use. The deposit will be refunded in full if the sign is returned to the WCA in good condition within 30 days.

Signs not acquired from the WCA, signs placed anywhere other than the neighborhood entrance, or signs put out on any day other than the day of the sale will be removed. WCA-acquired signs that are found anywhere other than the neighborhood entrance or at any time other than on the day of the sale will be removed, and the deposit will not be returned. Residents may be charged a fee for "illegally" placed signs, in accordance with the Woodlake sign policies. Bi-Annual WCA Community Cleanups

Each year, the WCA helps residents to improve their property by offering a spring and fall Community Cleanup. We'll provide dumpsters and other service trucks such as Shred-It and Goodwill. All you have to do is get your waste to the Woodlake Swim & Racquet Club parking lot.

These events are open to all Woodlake residents and property owners, so watch your monthly Life on the Lake newsletter for dates,times and acceptable materials for disposal.

Don't Forget Your Pets!

Any dog four months of age or older must be licensed annually. A license will not be issued unless there is proof the dog has been vaccinated for rabies. Licenses for male and female dogs are $7. Licenses for spayed or neutered dogs are $5. Cats are not required to be licensed.

Dogs or cats brought into Chesterfield County must have current rabies vaccinations, or they must be vaccinated by a licensed veterinarian within 30 days of the date the animal entered the county. The vet will provide you with a tag and certificate of vaccination for your records.

Ownership of more than three dogs per family is prohibited in any residential district. A special exception permit is required for four or more adult dogs. If you need a special permit, contact the Chesterfield County Zoning Office at (804) 748-1050.

Noise Ordinance Regarding Animals

It is against the law to permit your dog to run loose in Chesterfield County, even if the animal is within voice command. If a dog is running loose, it is the duty of the animal control officer to catch and impound it in the Animal Control Shelter. Under Chesterfield County's current leash law, dogs must be on a leash at all times when not on the dog owner's property.

The Red-Tailed Hawk is commonly spotted in Woodlake year-round.

Bird Watchers:Almost 130 different bird species have been identified in Woodlake. Use our pet waste stations, or bag and dispose of waste at home.

• When it rains, bacteria and pathogens in pet waste wash directly into our storm sewers, then into our waterways, untreated!

• Nutrients in pet waste encourage algae growth and aquatic weeds to grow out of control in a waterway. The decaying algae, in turn, releases ammonia, which kills fish and other aquatic life, and smells bad!

• A single gram of pet feces can contain 23 million fecal coliform bacteria! High levels of this bacteria can make water unsafe for human contact like fishing , swimming or drinking.

• Diseases and infections that can be spread by pet waste include salmonella, campylobacteriosis, toxoplasmosis, e.coli and tuberculosis!

Pet waste is a DANGER to your HEALTH and to our LAKE!

Allowing any animal or bird to cause frequent or long-continued noise that disturbs the comfort and repose of any person in the vicinity to an extent that constitutes a nuisance is considered a violation of the Chesterfield County Noise Ordinance.

Be considerate of your neighbors, and be aware of the noise your pets make when left outside alone, especially if you leave them for long periods while you're away. An animal found to be in violation of the noise ordinance may be impounded by county officials.

CAUTION:BIRD CROSSING!

Woodlake's geese and ducks are very fondof crossing the parkway at the main

entrance on Hull Street Road.

Please slow down and be cautious when entering Woodlake.

Our lake naturally attracts a lot of ducks and geese, and their presence adds to the ambiance and "wild" feeling in East West Legacy Park. Kids love to feed the waterfowl, but parents should know that there are several downsides to what may seem like harmless family fun. Feeding the birds is not good for them - or for us.

Ducks and geese are extremely greedy and can consume large amounts of bread. They are also very good at convincing humans that they are underfed when, in fact, they may have been eating all day. If they are offered food, they will eat it, whether or not they're really hungry. Your stale bread is great for feeding the waterfowl, right? No! Birds that eat too much bread or other "people food" may not get the nutrients they need to be healthy. In natural conditions, they will eat a healthy variety of plants, natural grains and invertebrates, providing them with a balanced diet. Waterfowl can suffer from malnutrition from being overfed by humans.

In addition to being unhealthy for the birds, uneaten bread will fall to the bottom of the lake where it collects and breeds harmful bacteria. This, combined with the increased fecal matter from an unnatural amount of waterfowl, causes more aggressive algae growth, resulting in ugly, smelly algae bloom. When that happens, the county often has to add chemicals to the lake - our drinking water - to treat it. Furthermore, feeding them encourages migratory birds to stay, increases their population, and feeds into the whole, unhealthy cycle.

Perhaps the most immediately noticeable problem from feeding the waterfowl is the increase in fecal matter on our bike trails and grassy areas, such

as at the pavilion where people sit and lie on the grass at events. The birds will naturally be attracted to these areas if they become accustomed to being fed there. Experts also warn that fed birds will lose their wariness of humans and become more aggressive.

We don't need to feed the waterfowl in order to enjoy them. In fact, the best thing to do for both humans and the wildlife we love is to let them be wild. Observe and enjoy, but please don't feed the birds!
