Problem Statement

Learning Network 9 (LN9) is comprised of 16 Districtmanaged schools.

This network includes Meehan MS and its feeders:Brown, Pollock, Holme and Forrest- and Mayfair ES.

A demographic study projected that enrollment inthis part of the City would increase.

Problem Statement The District does not have adequate building or seatcapacity to accommodate current and projectedgrowth- especially at the elementary school level.

Some buildings are approaching levels of utilizationthat compromise safe evacuation in the event of anemergency and exceed maximum occupancyrequirements.

As a result, the School District has committedcapital dollars to construct a new school.

Data SummaryThe School District examined several data metrics that validated the need to construct a new school.

○ Catchment: The number of students that reside in the Meehan MS catchment and Mayfair catchment has increased over the past five years and is projected to continue to grow. Families are attending District schools at a high level from PK through grade 5. The District is retaining less students when they transition to the middle grades.

○ School Enrollment: The enrollment at 3 schools (Forrest, Brown and Mayfair) is above building capacity. The enrollment at 3 schools (Meehan, Holme, Pollock) is at or below capacity.

○ Building Quality: Buildings are in fair to good condition. Capital spending over the past five years is valued at $13.3M. All the buildings would benefit from investments to improve educational spaces and upgrade building systems.

○ Academic Performance: Based on SPR scores, the academic performance is varied among the 6 schools. Schools in this group have some areas of solid performance, but overall they need to improve.

There is a total of 8,254 K-8 students living in the Meehan and Mayfair catchments. The District has the capacity to serve 5,470 students.

Population growth has been steadily increasing for the past 5 years at an average of 5% per year.

This trend is expected to continue at a similar rate for the next 5 years

The District projects a deficiency of approx.500 seats by 2022.

• New school will serve grades 6-8. The new feeder schools will be Brown, Pollock, Forrest, and Mayfair.

• Holme will be removed as a feeder school and expand its grade organization to become a K8 school.

• The catchment boundaries remain the same. • Seat deficiencies can be addressed at Holme and Mayfair by adding modular

building. Forrest will continue to have slight seat deficiency.
