NEW SOUTH WALES LIMITED SELF-QUARANTINE AND PRESENTATION FOR TESTING DIRECTIONS (NO 2)

The World Health Organization declared COVID-19 a pandemic on 11 March 2020.

On 15 March 2020, the Minister for Emergency Services declared a state of emergency with

effect from 12 am on 16 March 2020 in respect of the pandemic caused by COVID-19 pursuant

to section 56 of the Emergency Management Act 2005 (WA) (Act) (State of Emergency). The

State of Emergency applies to the State of Western Australia.

I, Christopher John Dawson, Commissioner of Police and State Emergency Coordinator, now

give the following directions pursuant to my powers under sections 67, 70 and 72A of the Act.

PREAMBLE

1. The purpose of these directions is to help prevent the importation of COVID-19 into

Western Australia following a positive COVID-19 case detected in the New South Wales

community and to otherwise limit the spread of COVID-19 in Western Australia.

CITATION

2. These directions may be referred to as the New South Wales Limited Self-Quarantine

and Presentation for Testing Directions (No 2).

COMMENCEMENT

3. These directions come into effect immediately upon signing.

DIRECTIONS

Requirement for Persons Already in Western Australia to Quarantine Immediately

4. Notwithstanding the Controlled Border for Western Australia Directions, any person

other than an international arrival, an affected driver or a domestic flight crew

member who:

(a) entered Western Australia prior to the commencement of these directions; and

(b) prior to entering Western Australia, visited a relevant location,

must comply with the specified quarantine requirements unless an authorised

officer directs otherwise.

5. Subject to paragraph 6, if a person falling within paragraph 4 of these directions is, at the

time these directions come into effect, already subject to a requirement to undertake a

period of self-quarantine in suitable premises the person:

(a) is no longer required to comply with that quarantine requirement; and

(b) must instead comply with these directions, including any requirement to

quarantine,

provided that, if the period of quarantine imposed by these directions ends at an earlier

time than the quarantine requirement that the person is already subject to, these

directions must be read as requiring a period of quarantine that ends at the same time

as the quarantine requirement that the person is already subject to.

6. If a person falling within paragraph 4 of these directions is subject to a requirement to

quarantine or isolate under either or both of the relevant directions, the person must

continue to comply with that requirement and immediately upon that requirement coming

to an end must comply with the requirements of paragraph 4, including any requirement

to quarantine.

7. If a person to whom paragraph 4 or 9 of these directions applies was given an oral

direction at the point of entry to Western Australia by an authorised officer that required

the person to undertake a period of quarantine in suitable premises, the person is no

longer required to comply with that oral direction and must comply with these directions

instead but nothing in these directions affects the operation of the oral direction prior to

these directions coming into effect.

8. If a location was not a relevant location at the time a person entered Western Australia

but subsequently becomes a relevant location in accordance with paragraph 44 of these

directions, a person who visited that location prior to entering Western Australia must

comply with paragraph 4 as if they were a person described in paragraph 4(a) and 4(b)

and for the avoidance of doubt, any reference in these directions to a person to whom

paragraph 4 applies includes a reference to a person to whom this paragraph applies.

9. If a person to whom paragraph 4 of these directions applies is a child, the parent or

parents who travelled with the child or into whose care the child is released must, unless

otherwise directed, comply with the specified children requirements and not with

paragraph 4 unless an authorised officer directs otherwise.

Requirement For Persons Travelling to Western Australia to Quarantine Upon Arrival

10. Notwithstanding the Controlled Border for Western Australia Directions, any person

other than an international arrival, an affected driver or a domestic flight crew member

who:

(a) enters Western Australia after the commencement of these directions; and

(b) prior to entering Western Australia, visited a relevant location; and

( c) has not been in Queensland within 14 days prior to entering Western Australia;

or

( d) if they have been in Queensland within 14 days prior to entering Western

Australia, visited a relevant location at a time later than the last time they were

in Queensland prior to coming to Western Australia,

must comply with the self-quarantine requirements unless an authorised officer

directs otherwise.

11. If a person to whom paragraph 10 of these directions applies is a child, the parent or

parents who travelled with the child or into whose care the child is released must, unless

otherwise directed, comply with the children requirements and not with paragraph 10

unless an authorised officer directs otherwise.

Note: The requirements in paragraphs 4 to 11 are in addition to any requirements

imposed by the Controlled Border for Western Australia Directions. A person will have

to quarantine if required by these directions even if the Controlled Border for Western

Australia Directions do not impose such a requirement.

General Obligation to Comp~y

12. A person who enters Western Australia must also comply with any other direction given

to them by an authorised officer.

Requirement to Present for Testing Within 48 Hours If Already in Western Australia

13. A person to whom paragraph 4 or 9 of these directions applies must, unless they have

already been tested since they entered Western Australia, within 48 hours of these

directions coming into effect or, if the person is a person to whom paragraph 8 also

applies, within 48 hours of the relevant location being specified:

(a) go to the COVID Clinic nearest to them as early as possible prior to that time;

and

(b) inform a relevant officer at the COVID Clinic that they are required to attend

the COVID Clinic under these directions; and

( c) comply with any other instruction which a relevant officer at the COVID Clinic

gives them; and

( d) answer truthfully if a relevant officer at the COVID Clinic asks the person to

describe their state of health or asks whether the person has or has had any

symptoms; and

(e) remain at the COVID Clinic until:

(i) the person has been tested for COVID-19; or

(ii) a relevant officer has instructed the person that they may leave the

COVID Clinic.

Requirement to Present for Testing Within 48 Hours for New Arrivals

14. A person to whom paragraph 10 or 11 applies must comply with the 48 hour

presentation requirement unless:

(a) the person was tested for COVID-19 at Perth Airport upon entry; or

(b) within 48 hours of entering Western Australia, the person:

(i) has left and is no longer in Western Australia; or

(ii) is subject to centre quarantine requirements; or

(iii) is required to quarantine or isolate under either or both of the relevant

directions.

Requirement to present for testing on day 11 for persons already in Western Australia

and for new arrivals

15. A person to whom paragraph 4 to 11 of these directions applies must on the eleventh day

after the day on which the person visited a relevant location:

( a) go to the COVID Clinic nearest to them as early as possible on the eleventh day;

and

(b) inform a relevant officer at the COVID Clinic that they are required to attend

the COVID Clinic under these directions; and

( c) comply with any other Instruction which a relevant officer at the COVID Clinic

gives them; and

( d) answer truthfully if a relevant officer at the COVID Clinic asks the person to

describe their state of health or asks whether the person has or has had any

symptoms; and

(e) remain at the COVID Clinic until:

(i) the person has been tested for COVID-19; or

(ii) a relevant officer has instructed the person that they may leave the

COVID Clinic.

48 hour presentation requirement

16. A person who must comply with the 48 hour presentation requirement must, within 48

hours of entering Western Australia:

(a) go to the COVID Clinic nearest to them as early as possible within that 48 hour

period; and

(b) inform a relevant officer at the COVID Clinic that they are required to attend

the COVID Clinic under these directions; and

( c) comply with any other instruction which a relevant officer at the COVID Clinic

gives them; and

( d) answer truthfully if a relevant officer at the COVID Clinic asks the person to

describe their state of health or asks whether the person has or has had any

symptoms; and

(e) remain at the COVID Clinic until:

(i) the person has been tested for COVID-19; or

(ii) a relevant officer has instructed the person that they may leave the

COVID Clinic.

17. A person who is presenting for testing as required by any of paragraphs 13, 14 or 15

must:

(a) leave their suitable premises and travel to the COVID Clinic nearest to them as

soon as possible and by the most direct route available and without stopping

except as required by law or necessary for fuel or rest; and

(b) once they are no longer required to remain at the COVID Clinic, travel as soon

as possible and by the most direct route available and without stopping except

as required by law or necessary for fuel or rest to their suitable premises and

remain there in accordance with the quarantine requirement; and

( c) travel to and from the COVID Clinic nearest to them by:

(i) private vehicle, a taxi or rideshare service; or

Note: a rides hare service does not include a bus, train or other form of mass

public transport.

(ii) walking, provided that:

(A) the COVID Clinic is located within 2 km of the place where the

person is required to remain under the quarantine requirement;

and

(B) the person takes all reasonable steps to keep at least 1.5 metres

away from any other person whilst walking to and from the

COVID Clinic; and

( d) wear a face mask, if available and appropriate having regard to the person's age

and ability to wear a face mask, from when the person leaves the suitable

premises until they return to that place.

18. A person who is subject to the specified children requirements or the children

requirements must ensure that the child in connection with whom the person is required

to comply with the specified children requirements or the children requirements complies

with these directions and, without limitation, must:

(a) travel with each child so that the child goes to the COVID Clinic; and

(b) ensure that each child wears a face mask, if available and appropriate having

regard to the child's age and ability to wear a face mask, from when the child

leaves the place where they are required to remain until the child returns to that

place.

Note: In addition to any other requirements, once a person has been tested for COVID-

19 they are required to isolate in accordance with the Quarantine and Isolation

(Undiagnosed) Direction (No 2) until they receive a negative test result. The person will

not be able to leave Western Australia while they are awaiting a test result.

Provision of Information to the WA Police Force for emergency management purposes

19. Any person to whom paragraphs 4 to 11 of these directions applies must as soon as

practicable, notify WA Police Force of the following information via the 13COVID

hotline:

(a) full name; and

(b) date of bilih; and

( c) telephone number; and

( d) email address; and

( e) address of suitable premises ( quarantine address); and

(f) details of any children that entered Western Australia with you; and

(g) any proposed date of depaiiure from Western Australia within the period of

quarantine imposed by these directions; and

(h) method of any proposed travel departing Western Australia; and

(i) flight number if depaiiing by air.

Requirements Applying to Affected Drivers

20. An affected driver is not required to comply with the specified quarantine requirements

or to present for testing in accordance with these directions and must instead comply with

the Transp01i, Freight and Logistics Directions (No 2) as if the relevant location was a

restricted location at the time they enter or entered Western Australia for the purposes

of the Transp01t, Freight and Logistics Directions (No 2), provided that in respect of an

affected entry an affected driver is not required to comply with the 48 hour

presentation protocol unless:

(a) the driver arrives after the commencement of these directions; or

(b) entered Western Australia less than 24 hours prior to these directions coming

into effect.

21. For the avoidance of doubt, an affected driver does not have to comply with the seven

day presentation protocol if they fall within paragraph lO(a) to (c) of the Transp01t,

Freight and Logistics Directions (No 2).

Requirements for Domestic Flight Crew Members

22. A domestic flight crew member who:

(a) entered Western Australia in their capacity as a domestic flight crew (whether

before or after the commencement of these directions); and

(b) visited a relevant location prior to entering Western Australia,

is not required to comply with the specified quarantine requirements or to present for

testing in accordance with these directions and must instead comply with the Flight

Crew Directions (No 3) to the greatest extent possible as if the relevant location was a

restricted location at the time the person entered Western Australia, provided that:

( c) if the effect of this direction is to require a domestic flight crew member who is

not ordinarily resident in Western Australia to quarantine at a crew hotel and

that person is not currently at a crew hotel, the person must travel as soon as

possible and by the most direct route available and without stopping except as

required by law or necessary for fuel or rest to their allocated room at their crew

hotel and remain there in accordance with the Flight Crew Directions (No 3).

INCONSISTENCY

23. In the event of any inconsistency between a provision of these directions and a provision

of:

(a) a specified arrangement; or

(b) the Controlled Border for Western Australia Directions, or

(c) the Presentation for Testing Directions (No 19) or any directions which amend

or replace them;

these directions prevail to the extent of the inconsistency.

DEFINITIONS

24. 48 hour presentation protocol has the same meaning as in the Transport, Freight and

Logistics Directions (No 2).

25. 48 hour presentation requirement means the requirements set out in paragraph 16 of

these directions.

26. Affected driver means a transport, freight and logistics driver who:

(a) entered Western Australia in their capacity as a transport, freight and logistics

driver (whether before or after the commencement of these directions); and

(b) visited a relevant location prior to entering Western Australia.

27. Affected entry means each time an affected driver entered or enters Western Australia.

28. Authorised officer has the same meaning that it has in the Act.

29. Centre quarantine requirements has the same meaning that it has in the Controlled

Border for Western Australia Directions.

30. Child means a person under the age of 18 years.

31. Children requirements means the requirements set out in Schedule 4 to these directions.

32. COVID Clinic has the same meaning that it has in the Presentation for Testing Directions

(No 19) or any other directions that amend or replace those directions.

33. Crew hotel has the same meaning that it has in the Flight Crew Directions (No 3).

34. Direction includes a quarantine direction and any other direction .under the Act or the

Public Health Act 2016 (WA), whether the direction is given orally or in writing.

35. Domestic flight crew member has the same meaning as it has in the Flight Crew

Directions (No 3) and, for the avoidance of doubt, does not include a person referred to

in paragraph 30(b) of the Flight Crew Directions (No 3).

36. Emergency officer has the same meaning that it has in the Public Health Act 2016 (WA).

37. Enter:

(a) in respect of a person subject to a specified arrangement, has the same meaning

that it has in the specified arrangement; or

(b) otherwise has the same meaning that it has in the Controlled Border for Western

Australia Directions, and

"enters" and "entered" have c01Tesponding meanings.

38. Health service provider has the same meaning that it has in the Health Services Act

2016 (WA).

39. Instruction means an instruction given for the purposes of these directions which is not

a direction, whether the instruction is given orally or in writing, and instructed means

instructed by way of an instruction given for the purposes of these directions, whether

the instruction is given orally or in writing.

40. International arrival has the same meaning that it has in the Controlled Border for

Western Australia Directions.

41. Parent, in relation to a child, includes a guardian or person with parental responsibility

for the child.

42. Quarantine requirements includes the specified quarantine requirements and self­

quarantine requirements and the children requirements.

43. Relevant directions means:

(a) the Quarantine and Isolation (Undiagnosed) Directions (No 2); and

(b) the Isolation (Diagnosed) Directions (No 2).

44. Relevant location means each of the locations specified on the website of the New South

Wales Government as being" NSW COVID-19 case locations", as updated from time to

time and currently available at the following url:

https://www.nsw.gov.au/covid-19/latest-news-and-updates

45. Relevant officer means:

(a) an authorised officer; or

(b) an emergency officer; or

( c) a responsible officer.

46. Responsible officer means:

(a) an officer, employee or contractor of the Department of Health; or

(b) an officer, employee or contractor of a health service provider, as that term is

defined by section 6 of the Health Services Act 2016 (WA); or

( c) any other person authorised by the Chief Health Officer orally or in writing to

perform a function for the purposes of these directions,

and includes a person performing the same or a similar function as a responsible officer

in another place, whether in Australia or outside Australia.

47. Self-quarantine requirements means the requirements set out in Schedule 3 to these

directions.

48. Seven day presentation protocol has the same meaning as in the Transpmi, Freight and

Logistics Directions (No 2).

49. Specified arrangement has the same meaning that it has in the Controlled Border for

Western Australia Directions.

50. Specified children requirements means the requirements set out in Schedule 2 to these

directions.

51. Specified quarantine requirements means the requirements set out in Schedule 1 to

these directions.

52. Suitable premises means premises which meet the following criteria:

(a) they are suitable for the person to reside in for a period of up to fomieen (14)

days after the day on which the person enters Western Australia; and

(b) if the person is or is likely to be required by a direction to present for testing,

they are close enough to a place where testing can occur in accordance with a

direction to enable the person to comply with that direction; and

( c) they enable the person quarantining there to have access to a bedroom, and

preferably a bathroom, without the need to share them with any other person

who is not also quarantining there; and

( d) food and medication can be delivered to them as required without the need to

come into contact with the person quarantining there.

53. Symptoms means any one or more of the following:

(a) a fever of 3 7. 5 degrees or above; or

(b) a recent history of fever; or

( c) symptoms of acute respiratory infection (including, but without limitation,

shortness of breath, a cough or sore throat); or

( d) a loss of smell or taste.

54. Transport, freight and logistics driver has the same meaning as in the Transp01i,

Freight and Logistics Directions (No 2).

PENALTIES

It may be an offence not to comply with any of these directions, punishable by imprisonment

for u to 12 months or a fine ofup to $50,000.

SCHEDULE 1

Specified Quarantine Requirements

Travel Immediately to Suitable Premises

1. Subject to paragraphs 2 to 5, if you are not already in suitable premises, you must travel

as soon as possible and by the most direct route available and without stopping except as

required by law or necessary for fuel or rest to suitable premises.

2. You may travel to suitable premises via suitable overnight accommodation if it is

unsafe ot impracticable for you to travel directly to suitable premises without stopping

for overnight rest.

3. If you travel to suitable premises via suitable overnight accommodation, prior to your

anival at the suitable overnight accommodation you must:

(a) notify the accommodation provider in advance that you are subject to self­

quarantine requirements; and

(b) ensure the accommodation provider is willing to accept you.

4. If you travel to suitable premises via suitable overnight accommodation, while at the

suitable overnight accommodation you must:

(a) proceed directly to your allotted room and remain within that room until you

leave pursuant to paragraph 5 unless you need to leave your allotted room to

escape an immediate threat to your safety; and

(b) obtain food or refreshments only via room service or delivery; and

( c) keep the door to your allotted room closed at all times, except to the extent

necessary:

(i) to allow a person referred to in paragraph 12 to enter the room; or

(ii) for receiving deliveries including meals, packages or medical treatment.

5. If you travel to suitable overnight accommodation, you must leave the suitable overnight

accommodation as early as practicable on the morning following your overnight stay and

recommence your travel to the suitable premises.

6. You must travel to the suitable premises:

( a) in your own vehicle or a private vehicle; or

(b) by taxi or rideshare service; or

( c) in another way which an authorised officer orally directs you to take, and

for the avoidance of doubt, you must not travel to the suitable premises using any form

of mass public transport, such as a bus or train.

7. You must wear a face mask if available and practicable from when you enter Western

Australia until you anive at the suitable premises provided that:

(a) if the suitable premises is an allocated room or apartment at an accommodation

facility, you must continue to wear a face mask until you are inside the allocated

room or apartment; and

(b) if you travel to suitable premises via suitable overnight accommodation, you

may remove your face mask when you are in your allotted room at the suitable

overnight accommodation.

Immediate Quarantine

8. As soon as you anive at the suitable premises, or if you are already there, you must

remain inside them for a period of 14 days commencing from the date and time that you

were last in a relevant location unless:

(a) you are otherwise directed by an authorised officer; or

(b) you are given another direction which you are required by law to obey; or

( c) you must leave them to escape an immediate threat to your safety; or

( d) you are required to leave them for the purposes of complying with a legal

obligation to present for testing for COVID-19 provided that you comply

strictly with the requirements for doing so.

9. If your suitable premises are an allocated room or apartment or other similar

accommodation at an accommodation facility, you must remain inside your allocated

room or apartment or other similar accommodation, and not enter any shared facilities or

common property at the accommodation facility.

10. If you leave your allotted room or the suitable premises to escape an immediate threat to

your safety, you must:

(a) go no fmiher from them than you have to in order to escape that threat; and

(b) return to your allotted room or the suitable premises as soon as it is safe for you

to do so; and

( c) if you are unable to return to your allotted room or the suitable premises within

an hour of leaving, telephone the police on 131 444 and inform them that you

are subject to a self-quarantine direction and had to leave your allotted room or

the suitable premises.

11. You must call 13 COVID (13 268 43) immediately if you develop or have recently

experienced any one or more of these symptoms:

(a) a fever of 37.5 degrees or above; or

(b) a recent history of fever; or

( c) symptoms of acute respiratory infection (including, but without limitation,

sh01iness of breath, a cough or sore throat); or

( d) loss of smell or loss of taste.

Note: even though these symptoms may not be caused by COVID-19, calling that number

to tell someone is essential to your safety and the safety of everyone and will help to

ensure that you receive any treatment you need.

12. While you are subject to these requirements, you must:

(a) take all reasonable steps to keep at least 1.5 metres away from any other person;

and

(b) not allow any person to access your allotted room or the suitable premises unless

the person:

(i) is a relevant officer, or a person assisting a relevant officer; or

(ii) accesses your allotted room or the suitable premises for medical or

emergency purposes; or

(iii) is required to access your allotted room or the suitable premises for the

purpose of performing critical and time-sensitive maintenance at the

suitable premises; or

(iv) is acting in compliance with a direction or instrnction given by a relevant

officer; or

14. Suitable overnight accommodation means accommodation where you will have your

own room and will not be required to share bathrooms or other facilities with any other

SCHEDULE2

Specified Children Requirements

Travel to Suitable Premises

1. Subject to paragraphs 2 to 5, if you or your child are not already in suitable premises,

you must travel with your child as soon as possible and by the most direct route

available and without stopping except as required by law or necessary for fuel or rest

to suitable premises.

2. You and your child may travel to suitable premises via suitable overnight

accommodation if it is unsafe or impracticable for you and your child to travel directly

to suitable premises without stopping for overnight rest.

3. If you and your child travel to suitable premises via suitable overnight acco11l11lodation,

prior to your arrival at the suitable overnight acco11l11lodation you must:

(a) notify the acco11l11lodation provider in advance that you are subject to self­

quarantine requirements; and

(b) ensure the acco11l11lodation provider is willing to accept you.

4. If you travel to suitable premises via suitable overnight acco11l11lodation, while at the

suitable overnight accommodation you must:

(a) proceed directly to your allotted room and remain within that room until you

leave pursuant to paragraph 5 unless you need to leave your allotted room to

escape an i11l11lediate threat to your safety; and

(b) obtain food or refreshments only via room service or delivery; and

( c) keep the door to your allotted room closed at all times, except to the extent

necessary:

(i) to allow a person referred to in paragraph 12 to enter the room; or

(ii) for receiving deliveries including meals, packages or medical treatment.

5. If you travel to suitable overnight accommodation, you must leave the suitable overnight

acco11l11lodation as early as practicable on the morning following your overnight stay and

reco11l11lence your travel to the suitable premises.

6. You must travel to suitable premises:

(a) in your own vehicle or a private vehicle; or

(b) by taxi or rideshare service; or

( c) in another way which an authorised officer orally directs you to take, and

for the avoidance of doubt, you must not travel to suitable premises using any fo1m of

mass public transport, such as a bus or train.

7. You must wear a face mask if available and practicable, and take all reasonable steps to

ensure that your child does the same if your child is aged 12 years or above, from when

you enter Western Australia until you arrive at the suitable premises, provided that:

(a) if the suitable premises is an allocated room or apaiiment at an accommodation

facility, you must continue to wear a face mask until you are inside the allocated

room or apartment; and

(b) if you travel to suitable premises via suitable overnight accommodation, you

may remove your face mask when you are in your allotted room at the suitable

overnight accommodation.

Immediate Quarantine

8. As soon as you arrive at the suitable premises, or if you are already there, you and your

child must remain inside them for a period of 14 days commencing from the date and

time that you were last in a relevant location unless:

(a) you are otherwise directed by an authorised officer; or

(b) you are given another direction which you are required by law to obey; or

( c) you or your child must leave them to escape _an immediate threat to his or her

or your safety; or

( d) you are required to leave them for the purposes of complying with a legal

obligation to present for testing for COVID-19 provided that you comply

strictly with the requirements for doing so.

9. If your suitable premises is an allocated room or apaiiment or other similar

accommodation at an accommodation facility, you and your child must remain inside

your allocated room or apartment or other similar accommodation, and not enter any

shared facilities or common property at the accommodation facility.

10. If you or your child must leave the allotted room or the suitable premises to escape an

immediate threat to his or her or your safety, you must ensure that:

(a) whoever leaves goes no further from the allotted room or the suitable premises

than he or she has to in order to escape that threat; and

(b) whoever leaves returns to the allotted room or the suitable premises as soon as

it is safe to do so; and

( c) if either or both of you are unable to return to the allotted room or the suitable

premises within an hour of leaving, you telephone the police on 131 444 and

inform them that whoever is unable to return is subject to a quarantine direction

and had to leave the allotted room or the suitable premises.

11. You must immediately call 13 COVID (13 268 43), if you or your child develop or have

recently experienced any one or more of these symptoms:

(a) a fever of 37.5 degrees or above; or

(b) a recent history of fever; or

( c) symptoms of acute respiratory infection (including, but without limitation,

shortness of breath, a cough or sore throat); or

( d) loss of smell or loss of taste.

Note: even though these symptoms may not be caused by COVID-19, informing a person

in authority or calling 13 COVID (13 268 43) is essential to you and your child's safety

and the safety of everyone and will help to ensure that you and your child receive any

treatment needed.

12. During the period you and your child must remain at the allotted room or the suitable

premises, you must:

(a) take all reasonable steps to keep both you and your child at least 1.5 metres

away from any other person except for each other; and

(b) not allow any person to access the allotted room or the suitable premises unless

the person:

(i) is a relevant officer, or a person assisting a relevant officer; or

(ii) accesses the allotted room or the suitable premises for medical or

emergency purposes; or

(i) to allow a person referred to in paragraph 12 to enter the room; or

(ii) for receiving deliveries including meals, packages or medical treatment.

5. If you travel to suitable overnight accommodation, you must leave the suitable overnight

accommodation as early as practicable on the morning following your overnight stay and

recommence your travel to the suitable premises
