This one day event comes at a crucial time for the affordable housing movement. With the demand for housing still as high as ever (and waiting lists increasing), the sector is looking at different ways of delivering much needed new homes. The event will examine how the sector has used group structures and mergers in the past to rationalise activities and pose the question – will mergers and collaboration deliver new homes by increasing financial and development capacity?

The key themes to be discussed during the conference are:

• History of mergers and group structures

• Experiences of organisations who have already undergone the process

• Legal basis – can control and identity be maintained?

• Is the sector being pushed into mergers and rationalisation?

• Lessons from England

By the end of the conference delegates will have had an opportunity to air views, influence policy thinking and understand the benefits (and drawbacks) of the issues.

The event is crucial for all Chief Executives and Directors working in the affordable housing movement as well as Finance and

Asset Management staff. It will also be of interest to other professionals working with the sector who have an interest in financial and development activities.

About the Venue

Saracen House is a newly redeveloped facility in the regeneration zone of Possilpark, north Glasgow. Operated by ng homes, the building offers a state of the art conference and meeting room which is fully accessible. Parking is available at the rear of the building as well as in the local area.

Costs and How to Book

The delegate fee starts at £199 for SFHA Members (£279 for non members) which includes attendance, lunch and all refreshments.

Susan Torrance will provide an overview of the purpose of the day, whilst setting the subject in the current policy environment of the sector.

10.30 Structures and Partnerships - we’ve been doing this for a while.

This session explores the background to housing association mergers and partnerships in Scotland over the last 20 years. Speakers will discuss what their reasons were for their particular association and what were the outcomes.

11.30 Tea and Coffee

12.00 Legal Background – What’s the Difference?

What is the difference between a merger, group structure, subsidiary and partnership? What are the legalities of each and what suits what situation? This session will give an overview of the legal pros and cons.

12.45 Buffet Lunch

13.30 Partnerships and How they Deliver New Supply

This session will explore current partnerships between organisations in Scotland and how they are delivering new supply.

14.30 Will a New Structure Overcome Hurdles to New Development?

This session will look at some ideas from England, including “mirror” associations which some are considering in order to bypass some financial convenants in order to release more capital and some lessons learned from when it has all gone wrong.

15.15 Comfort Break

15.30 A Radical Blueprint

Can we pull the day’s proceedings into a radical blueprint for affordable housing development in Scotland? Is it right for all members – or do you know what would be right for your organisation? This session will explore ideas for a sector vehicle, a land banking agency and using group structures to build new housing for other associations.
