Eligibility• A dwelling unit shall be eligible for Weatherization assistance if it is occupied by a

family unit: • Whose income is at or below 200 percent of the poverty level (for DOE)

determined in accordance with criteria established by the Director of Office of Management and Budget* and as approved by the Department of Health and Human Services, per the American Recovery and Reinvestment Act of 2009, Public Law 111-005. The ARRA Public Law continues to apply to DOE funded grants.

• Which contains a member who has received cash assistance payments during the twelve-month period under Title IV and Title XVI of the Social Security Act.

• Who is eligible for assistance under the Low Income Home Energy Assistance Act of 1981, per 10 CFR 440.22 (a) (3). (Indiana Weatherization’s primary eligibility criteria per approved State Plan)

• (NOTE: LIHEAP WX grant clients must adhere to the HHS requirement of 150% of the current OMB poverty income)

• Denied EAP applications will be referred for eligibility under 10 CFR 440.22 (a) (1) and (2), as noted above.

Area IV Weatherization Program Area IV Agency’s Weatherization Assistance Program (WAP) follows the Department of Energy (DOE) regulations as defined in the Indiana Housing and Community Development Authority (IHCDA) Policy and Procedures Manual and the Indiana Field Guide. Prior to any weatherization activity, eligible homes must undergo a whole-house audit by a trained auditor certified as Weatherization Competent.

One such audit was conducted on a 25 year old Habitat house owned for the last eight years by a homeowner living alone who has continually had problems with her furnace and water heater. She replaced the furnace once and had three new water heaters installed but continued to experience problems such as keeping the pilot lights functional. Our initial audit of the combustion air zone

(CAZ) revealed back drafting of the furnace and water heater - a major health and safety concern. Blower door testing indicated a tight house with a reading of 683 CFM and high negative pressures in the bedrooms - 11.2, 10.1, 14.3. After a combustion air pipe was added to the CAZ and pressure relief work completed on the bedrooms, it was necessary to change the water heater to a power vent system. Interim inspections are required when mechanical work is finished. Upon completion of all weatherization work, including air sealing of the shell and adding insulation measures, a final inspection is conducted by a DOE Quality Control Inspector (QCI) who has completed training at the Indiana Community Action Association (INCAA) and passed competency certification. The final inspection of this home revealed a blower door reading of 621 CFM and bedroom pressures of 1.2, 1.1, 1.9. During the participant’s process from the time of application with the Energy Assistance Program (EAP) to the final inspection, energy education is a key component of all discussions. This includes giving information of the potential savings from the weatherization improvements, as well as how to change energy habits of the entire household. Instructions are provided regarding the whole-house ventilation system and maintenance recommendations for optimal savings. This homeowner was truly appreciative that the reoccurring problems with her house were identified and resolved. Area IV Weatherization staff and private contractors attend ongoing technical training and mandatory continuing education. They gain knowledge and learn investigative techniques needed to troubleshoot whole-house heating systems and to provide energy saving measures. Families receiving weatherization appreciate being able to utilize energy savings to improve comfort in a healthier environment.
