DECEMBER  WEATHER  HIGHLIGHTS    Temperatures  rebounded  in  December  in  New  York.  The  state’s  average  temperature  was  30.4  degrees  F,  3.3  degrees  F  above  normal,  making  it  the  15th  warmest  December  on  record.  Seven  of  the  ten  climate  divisions  ranked  the  month  among  their  top  20  warmest:  Northern  Plateau  and  Mohawk  Valley,  11th  warmest;  Great  Lakes  and  Coastal  division,  17th  warmest;  Western  Plateau  and  Eastern  Plateau,  18th  warmest;  and  St.  Lawrence  Valley,  19th  warmest.  Departures  for  all  divisions  ranged  from  0.7  degrees  F  above  normal  in  the  Champlain  Valley  to  4.6  degrees  F  above  normal  in  the  Northern  Plateau.  The  month’s  highest  temperature,  66  degrees  F,  was  reported  at  Islip  on  the  1st.  Highmarket  reported  the  month’s  lowest  temperature,  -­‐2  degrees  F,  on  the  5th.      The  Empire  State  was  slightly  wetter  than  normal  in  December.  The  state  received  3.46  inches  of  precipitation,  105  percent  of  normal.  The  divisions  were  split  between  wetter  than  normal  and  drier  than  normal.  Of  the  five  wet  divisions,  three  ranked  the  month  among  their  top  20  wettest  Decembers:    Coastal  division,  8th  wettest;  Champlain  Valley,  13th  wettest;  and  Hudson  Valley,  20th  wettest.  Departures  for  the  wet  divisions  ranged  from  102  percent  of  normal  in  the  Northern  Plateau  up  to  165  percent  of  normal  in  the  Coastal  division.  Departures  for  the  five  dry  divisions  ranged  from  98  percent  of  normal  in  the  Central  Lakes  down  to  77  percent  of  normal  in  the  Great  Lakes.  Upton  was  home  to  the  greatest  monthly  precipitation  total  of  7.24  inches,  while  Kennedy  Airport  had  the  greatest  daily  total  of  3.04  inches  on  the  9th.  In  fact,  Kennedy  Airport  had  its  wettest  December  on  record.  As  for  snow,  Fulton  accumulated  29.8  inches  during  December,  while  Newark  picked  up  16.2  inches  on  the  11th.      At  the  start  of  December,  22  percent  of  New  York  was  abnormally  dry  and  4  percent  of  the  state  was  experiencing  moderate  drought,  according  to  the  U.S.  Drought  Monitor.  Dry  conditions  eased  in  most  eastern  counties  by  mid-­‐month,  but  abnormal  dryness  was  introduced  in  several  western  and  northern  counties.  Overall,  18  percent  of  the  state  was  abnormally  dry  as  of  December  31.    A  slow-­‐moving  low  pressure  system  brought  a  wintry  mix  to  New  York  from  December  9  to  11.  Snow  totals  of  around  24  inches  were  reported  Upstate,  while  coastal  areas  saw  up  to  3.50  inches  of  rain.  Gusty  winds  also  accompanied  the  storm.  Travel  disruptions  were  the  biggest  impact  from  the  storm.  On  the  9th,  coastal  areas  of  New  York  experienced  road  closures  due  to  flooding.  On  the  10th,  dangerous  travel  conditions  and  disabled  vehicles  prompted  the  shutdown  of  Interstate  81  and  a  tractor-­‐trailer  ban  on  major  highways  in  central  New  York  for  several  hours.  In  addition,  many  flights  were  delayed  or  cancelled  during  the  storm.      Daily  Maximum  Temperature  Records  (°F)  Station   Date   New   Previous  Binghamton   24   55   51  in  1965  Islip   24   60   57  in  1990  Islip   25   56   56  in  1994  LaGuardia  Airport   25   63   62  in  1982    Daily  High  Minimum  Temperature  Records  (°F)  Station   Date   New   Previous  Rochester   24   47   46  in  1931  Kennedy  Airport   24   47   44  in  2003    Daily  High  Average  Temperature  Records  (°F)  Station   Date   New   Previous  Binghamton   24   48.0   46.5  in  1965  Kennedy  Airport   24   52.0   49.0  in  2003  Rochester   24   52.0   50.5  in  1931  Islip   24   52.5   51.5  in  2003  LaGuardia  Airport   25   54.0   53.0  in  1964
