For decades, the NY Snowmobile Clubs and NYSSA have

been pressing riders to stay off the trail system until the

hunting season is over. Generally, that season ends Decem-

ber 20th. Now DEC has developed a proposed regulation

that will add another week to the deer hunting season. We

believe that this regulation was developed without any in-

put from any outside organizations, including NYSSA,

which would be contrary to the department’s own recommendations on the need for

community input prior to the publication of a draft regulation. Now that the regula-

tion has been released, we have 60-days (through November 8th) to submit public

    comments on these regulations.

DEC is proposing to allow longbow and muzzle loading hunting from December

26th through January 1st in the entire Southern Zone. We believe that while this was

supposed to be a three-year trial run, once implemented, it could be extended per-

manently. For clubs anything that does not get done on the trail before October 1st

must get done between December 20th and when the ground is hard frozen.

So far, I have not heard from a single landowner that they think this proposal is a

good idea. Generally, NYSSA supports deer hunting, but we have our doubts that

this is the best way to expand the opportunity to hunt.

You can find a full copy of the regulation here.

Please write the DEC, Jeremy Hurst, Division of Fish and Wildlife, 625 Broadway,

Albany, NY, 12233, [email protected] AND send a copy of your letter to

NYSSA, PO Box 740, Central Square, NY 13036 or send a scanned copy to Domi-

[email protected] . Please let NYSSA know what you think of this proposal.

Your comments will guide the Association's comments.

President’s Message: State of the Association by Rosanne Warner, NYSSA President

    [email protected]

Happy End of Summer and Brrrrrr – it has sure

    been cold already!!

This has been the year of Murphy’s Law for sure! Summer has ended and usually, this time of year, I am talking to all of you about the end of summer and the State Fair, but this year has certainly been different and it most definitely is the most unusual year we have ever seen. I think we can all agree that 2020 has been one for the books and some-thing I hope we never see again. Even with the COVID crisis, clubs are still out pre-paring trails for the pending winter, so please re-member to thank those volunteers for everything they do and remember that they are in need of vol-unteers to help set up the trail system. If you have-n’t done it in the past, please consider donating time to help. Even a few hours makes a huge dif-ference to the clubs.

As a result of the coronavirus pandemic, clubs were forced to close trails early and we never real-ly got to finish the 2020 riding season the way any-one wanted to. Riding was cut short in the state by two weeks and in the North Country, they had enough snow to ride well into April. This had a negative impact not only on the clubs but on the businesses that support snowmobiling. Speaking of negative impacts, the sport is looking at another negative impact coming our way as the DEC proposes to extend the hunting season until after January 1st. This is just another harsh blow to our sport and the business owners who keep us all fed and provide us with warm places to stay as we travel the state in search of perfect trails. Recently the DEC published a press release about their idea to extend the deer season in the Southern Zone and in that press release, the DEC was not completely on the up & up, stating that this extension will not “affect the snowmobile season”. Although they probably would like to think that, it is not entirely the case and this action could have another devas-tating impact on the local businesses that fall along the trails. This is not only a negative impact on the business-es, it will also affect trail set up as the clubs scram-ble to get trails signed for the coming season. There will also be an impact on the club’s ability to obtain their funding with the loss of time to do trail work and groom. Normally the deer season ends a couple of days before Christmas, but if this pro-posal goes through, we will not be able to ride the Southern Zone until after the New Year’s holiday. That means we will not be able to start the snow-mobile season in the Southern Zone until 10 days past the normal date. That’s 10 days more that the clubs have to wait to begin grooming. That’s 10 days more before landowners will likely let snow-mobilers on their property. That’s 10 days more before businesses will have snowmobilers coming in and generate revenue to keep them afloat.

Continued from page 3 That’s 10 more days that clubs will receive complaints from landowners where snowmobilers are breaking the rules about waiting until after Big Game Season ends. That’s 10 more days of headaches for everyone. NYSSA was told the reason for the proposal was NOT to decrease an overpopulation of deer. The reason was to increase opportunity and allow kids coming home from college to hunt over the holiday break. My question is, “what about the kids who come home who want to ride for the holidays?” It has been a long standing trend in our house that we ride together as a family over the holiday break. If this proposal goes through, we have to load up and trailer north of the Mason-Dixon hunting line. Last year in December, the North Country had little snow and the trail openings were delayed while riding in the southern zone was possible. Quite an unusual thing but it does happen. The DEC believes that landowners will allow both uses at the same time. I would love to hear from all of you on whether or not you think that is a plausible idea. Murphy’s Law tells us that “Anything that can go wrong, will go wrong” and “If it seems too good to be true, it probably is”. The idea that an extra 10 days to hunt would not impact the snowmobile community and the local economy is a case just waiting to display the myths of Murphy’s Law. This year has most definitely been unusual and we have seen a lot of things but there is one thing we did not see a lot of. Precipitation. We can all agree that we have not had much rain at all. No rain in the spring, summer and fall means we will probably be hit hard this winter and the Farmer’s Almanac is predicting a long cold winter. Is this whole deer season extension proposal ripe for a bout with Murphy’s Law? I am hoping that none of us will find out and I’m asking all of you to write to the DEC to oppose this proposal. Trails Will be Open: Join and Volunteer Now!

There seems to be some rumors going around that all trails will be closed this winter by the state. There is absolutely no evidence to sup-port that rumor. If any of you visited the High Peaks this summer, you know all about the crowds who showed up every day of the week. No one shut trails then and no one will shut trails this winter. While the state is broke, we also know that clubs will be getting trail funding later this year and if the Fed’s ever come across with a bailout, that money will be guaranteed.

I know it is only September, but this is when your snowmobile club needs your help. You begin that help with joining your club now. Clubs have very little money in the bank to work with. The trail grant payments are many months away and most have not gotten the balance of what they are due from last sea-son. Joining now puts money in the club’s bank account that they control and need for pre-season projects.

Clubs have a small window of time to get most of their trails ready for the season. Most of the work on most trails needs to get accom-plished before the beginning of the hunting season. Clubs do this out of respect for the landowner who, many times wants them to keep out of the fields and woods once hunting begins.

There is a lot to do and many different tasks. Many of those tasks do not take much physical exertion like painting posts. But when there are 300 or more posts to do, many hands make the job less tedious. There are lots of miles of trail where brush needs to get cut back and

signs installed. There is maintenance work on the groomer and other equipment. Even if you live many miles away, there are tasks that sometimes can be done from your home, such as calling landowners and confirming permis-sion for the year. Many clubs post their work parties on their Facebook page or on their website. Invest some time in the activity you love.

Remember, the trail system is built by volun-teers like you.

    No volunteers, no trails!

Trails will be open this winter!

Trail Coordinator Report by Jim Rolf, NYSSA Trail Coordinator 888-624-3849 x 102 [email protected]

Fears and rumors abound on a few social media snowmobile pages re-garding what some consider as a po-tential trail shutdown this winter due to the virus. The fact of the matter is that NYS is doing so much better than it had in the early stages of the virus back in the spring and early summer. There really is no rationale at all for anyone to think the snowmobile trails will be closed down this season unless there’s a substantial reversal of the current health statistics. And that doesn’t even look remotely likely. As an additional fact, none of the ATV or hiking trails were closed down since the State’s restrictions were put into place this spring during the peak of the virus here in NY. Anyone who has seen social media posts about “the overcrowding of the hiking trails in the Adirondacks” can see firsthand of that fact. Yes, there will be some businesses that unfortunately closed due to the State’s shutdown, which will affect your rides…but what better way to “social distance” than on your own sled with a helmet on enjoying the NYS snowmobile trail system???.

Join your clubs early, and then register your sleds. With the weather turning colder already with frost and even freezes taking place just prior to writ-ing this article, we need to be positive in our thoughts that we WILL have a great winter snowmobile season this year and be prepared for it.

The NYSSA Snowmobile Trails Mobile APP is being updat-ed as I write this and will be available again this fall, with a date of November 1st being the target for availability. The APP will cost $4.99 and will be sold through both the Apple iOS and Android Google respective App stores. The NYSSA Mobile APP will again utilize the updated data from the NYSSA Inter-active Webmap that we have in place and is edited by the clubs themselves. The APP can be used when no cell service is avail-able. Locating one’s position; layers being able to be turned on/off; business and other Points of Interests (POIs) will again be able to be viewed by clicking their icons; and any links which are shown on the Interactive Webmap will also be available on the APP map, in “real time” as it is updated multiple times per day. The huge benefit our APP will have over any of the other similar APPs out there is that the NYS snowmobile clubs are entering their updated trail locations (if any), their unfunded club trails, alerting the APP users as to issues along the trail systems as entered by the clubs, trails status will be shown as OPEN or CLOSED, and showcasing the club-supporting busi-nesses as POIs on the Webmap and APP. This APP is a fund-raising tool for the clubs as well, allowing them to “sell” busi-nesses ads for their locations on the Webmap. The link to the Webmap is:

    https://webapps2.cgis-solutions.com/nysnowmobile/

The main updates this year are the ability to “track your ride” feature where you can start and stop your ride and be able to see then save your ride. We are also planning to obtain the Webb/Inlet trail data for use as a separate layer within the APP, so those riders who want to see those trails will have that ability.

Some of the clubs are in need of able, available, and interested volunteers that are willing to be assigned as their club editors to perform those simple actions. It is a very easy process, so if you are a snowmobile club member who has some time to give to your club, is able to use a computer, and has the ability to commit to this type of work, contact your local club to offer your assistance. I then would need to be notified by the club of their approval of any new editors.

Look for our announcements about the updated APP release date in the coming months!

    September 2020- Page 9

Well, after a LONG fight by many Adiron-dack rail-trail enthusiasts, the time is coming near that the rails from Tupper Lake to Lake Placid will be removed! Many of us didn’t think the State would get this far in accom-plishing the rail to trail conversion, but the pro-ject was approved by all of the State agencies involved, the bids were received, and the award to the lowest bidder was assigned! The Adirondack Rail Trail Advocates (ARTA) and all of the stakeholders involved on that north-ern-most section of the former railroad corridor are anxiously awaiting word as to WHEN the first rails will be pulled. We are all hoping for some time in October, where the rail-less corri-dor could then be used for snowmobiling this winter. Even if the old ties remained, for now, that would be a HUGE improvement for sleds to use the corridor earlier and not have to wait for feet of snow to cover those rails in order to safely ride. The trail conversion project is slat-ed to be completely finished in 2023. A thank you goes to all those snowmobilers who sub-mitted their letters of support to the State mul-tiple times to cause this project to get this far. We all just wish the middle section from Big Moose Station to Tupper Lake wasn’t getting the rails rehabbed, and instead was also a trail conversion project!

Recently it was announced that the DEC is proposing a regula-tion change to include a week of additional bow and muzzle-loader hunting in the Southern Zone. While NYSSA feels this would be severely detrimental to the clubs’ ability to get out on the properties in that zone, as the bow season starts on Oct 1st, we feel it is extremely important for the Southern Zone clubs to reach to their own landowners to poll them on this new regula-tion and what it would mean to them be able to open their trails if there’s enough of a snow base prior to the Holiday Week. NYSSA sent out an announcement to each of the clubs’ Officers that we have on file to alert them on this issue and to have an opportunity to submit their experienced opinions on the matter. Comments are being accepted by the DEC on this proposal from anyone interested, and I am sure you have read more mentions of this in this month’s magazine. You can check out the North-ern/Southern Zone boundary line as a yellow line marked on our NYSSA Webmap: https://webapps2.cgis-solutions.com/nysnowmobile/

The main issue is that the NYS DEC’s Southern Zone makes up about 2/3rds of the entire State of New York. There are MANY snowmobile trails in that Zone that WILL be negatively affected by this regulation change, despite what information the DEC has included in their announcement, which will ultimately and nega-tively affect the businesses along and near snowmobile trails which cannot be opened during the Holiday Week when so many are off from work and school.. It also will keep the clubs’ volunteers off those lands whose property owners want to hunt or allow hunting on, not wanting anyone on their land to affect their hunts. NOTE: The DEC did NOT contact NYSSA or any other organization which this change would impact prior to their release of the announcement and plan to implement.

View the proposed regulation change HERE:

View the DEC press release about the “record # of hunting li-censes sold already this year” which is of particular interest in regards to this proposal to “increase license sales”: HERE

    State Land News

We are awaiting the announcement to hear the latest about the Appeal of the previous lawsuit defeat to PROTECT! regarding tree cutting to build snowmobile community connector trails. That decision was a blow to the DEC and APA’s position on cutting trees to build new snowmo-bile community connector trails (4-season, multi-use trails, BTW). The State appealed that deci-sion, and it is still in the Court’s hand to decide. With the Covid-19 issues at hand, the Courts are way behind on their caseloads and we do not ex-pect to hear anything on this case until the early part of 2021. Stay tuned for more on that as NYSSA hears any news at all.

    Trail Work has BEGUN!

    By Jim Rolf

Clubs all across the State are announcing upcoming work days and some have already started over the sum-mer. With the cool temperatures in the forecast this past weekend (as per this article being written), clubs are hoping to get some new faces to help out early on so the work gets finished before the hunting seasons begin

and then before the snow flies. It is IMPERATIVE that more volunteers step up to help the clubs out, and gain a much better perspective of what the clubs do, why volunteers of all types are needed (trail, fundraiser, paper-work, etc.), and to get to know others within the same sport that you all love. Reach out to a club today to see

So now we have two scenarios:

    1. Maybe nothing is open, or you can’t get in the one place that is open—this kind of hurts your day. May-be you head home. Maybe you brought some trail snacks and waters. That helps but only goes so far. You end up heading home earlier than you normally would. Don’t forget “social distancing” while eat-ing your snacks……

    2. You get to go in and have lunch. You are wearing masks to your table, which is, of course, the required distance from others. Not bad; pretty much normal, except interaction between groups is probably lim-ited or nonexistent due to that ‘required distance’.

A different perspective of this scene.

The place you didn’t get into to eat lunch at; are you going to go back? If yes, how many chances do you give them before you give up?

The place you ate lunch. Snowmobilers are not known for being “fast” customers. With the required distancing, is the place going to serve enough to make money, to enable them to stay open? Do the people who can’t get in and give up going there affect that same situation, forcing the place to close?

If we know where to go, do we con-tinue to ride? In non-optimum con-ditions? Is carrying and then wear-ing a mask when we are not actually riding that big of a deal? Will that affect how much we ride??

What is more important snowmobil-ing or respecting our fellow human beings; Americans, NY’ers, Rid-ers????

So, I am COVID Free. I had my test Thursday got my results Saturday.

So far, Uncle Andy hasn’t said anything about snowmobil-ing…..hopefully he won’t. I can’t see anything wrong with an individual rider. You’re wearing snowmobiling cloth-ing, including, of course, gloves and a full-face helmet. Of course, riding tends to be a social activity, whether it’s my-self and my wife, or myself and my wife and four friends. So, six individual riders make up a group of six riders, which does change the demographic some. Getting gas is really no different than getting gas in your car. So, no issue there.

But now you would like to stop for lunch. Who’s open? If possible, you should check ahead of time and find out the particulars. This is where us snowmobilers will be affected the most. It’s always nice to have a destination or eventual destination when you head out.

Big East Powersports Show – Digital

    Edition Launches October 1

Still The Best Way To Get Ready For The New Season!

An outgrowth of the annual Big East Powersports Show held annually in Syracuse, New York, and hosted by Snow

Goer magazine, the “Digital” version of the show this year

will include many elements, all aimed at getting riders geared

up and amped up for the coming winter – which will be here

before you know it. It starts with a digital magazine that will

launch on Thursday, October 1 – the eve of when this year’s

Big East Powersports Show was supposed to start. It will in-

clude articles on new 2021 snowmobiles; excellent New York

riding destinations to check out; survey results where Big

East attendees share their favorite riding hotspots, dealers,

trailside sites, pitstops, vendors and more; a great pictorial

history of the Big East Snowmobile; informative details on local snowmobiling laws and rules; and much

    more.

On top of all of that, the digital magazine will host multiple promotions from traditional show vendors –

many with videos and “show specials” to help you get ready for riding. Beyond the digital magazine, on

the regular “Snow Show Saturday” (October 3) the Big East/Snow Goer team will host “Big East Live”

video cut-ins throughout the morning and afternoon on its Facebook page, with interactive videos truly

show live from the Snow Goer Garage. Expect to see special guests, trivia contests, fun information, show

specials and more! If you are already on the Snow Goer or Big East Powersports Show email lists, look

for the digital edition to show up in your inbox on Thursday, October 1. If you’re not, go to the bi-

geastpowersportsshow.com and sign up to receive it, or just look for the link to the issue on the site start-

ing on October 1. Then, make sure to join us on Facebook on Saturday, October 3, as we all get psyched

up for the new season together!

Just because the major fall snowmobile shows are cancelled doesn’t mean we need to cancel our annual budding enthusiasm for the upcoming snowmobile season, right? Of course not!

And, with that in mind, the Big East Powersports Show – Digital

Edition is getting ready to launch.
