The mission of the University Police Department is to assist in providing a safe

and secure environment which enhances and supports the campus learning

experience, the research enterprise, and the patient care mission of Upstate

Medical University through the compassionate, ethical, and professional

delivery of police services.

The mission is pursued within the framework of the State University Rules and

Regulations and all local, state, and federal laws. The investigation of crimes

committed on campus falls under the jurisdiction of the University Police

Department. Further, the University Police Department enjoys a close working

relationship with the professionals of the Syracuse Police Department, the

Onondaga County Sheriff's Department, the New York State Police, and

various other law enforcement agencies. When circumstances dictate, these

departments may assist in the investigation of incidents that may occur on or

off campus, and may involve the interests and mission of SUNY Upstate

Medical University.

The mission will be accomplished by:

Message from the Chief

On behalf of the dedicated men and women of “Your” University Police Department, I proudly present our annual report that highlights the activities and accomplishments of the New York State University Police @ Upstate Medical University. Once again, we have had a year that has been filled with pride at our contributions to the community we serve.

Your University Police Department is comprised of an extraordinary contingent of men and women who dedicate themselves every day to upholding our mission to ensure the University community’s right to be a crime -free environment through exemplary and professional service.

As you read this report you will gain a better understanding of the professionalism in our service to you and the quality of work that is performed by each and every member of “Your” University Police Department.

This report includes data relating to calls for service, personal safety escorts, and crime reporting. Community participation and involvement has continued to be a cornerstone of our effectiveness in deterring criminal activity within our Campus Community and ensuring that our Campus remains one of the safest areas in the city.

Your University Police Department believes in forming partnerships and working with the Community we serve thus our “creed” of “Together We Can” is one we believe in.

The University Police Headquarters is located in Building 49 with the Communications Center located in room 1326 of University Hospital. University Police provide safety & security services 24/7/365 days a year for our campus community. The Police Division is responsible for the law enforcement duties on campus and campus owned property.

Your University Police Officers are vested with full law enforcement powers and have responsibilities and authority similar to local police in any community, including the authority to arrest. They are trained at a State Regional Academy for Police Training. They also receive specialized training in the area of law enforcement within an academic community, as well as NYS Penal, Criminal Procedure, and Vehicle & Traffic laws, AED/CPR, the use of non-deadly force, communication skills, and crime prevention topics.

Your University Police Officers are responsible for providing services in the enforcement of federal, state and local statutes and Upstate Medical University policies.

The Police Division utilizes the Public Safety Division to help supplement and compliment the duties of patrol and to assist as needed in enforcement activities.

The University Police Staff Assistants are the contract liaisons and shift supervisors for the Securitas Public Safety Officers. They are assigned to Support Services under the

Administrative Division. They have replaced the contract security supervisors.

2016 Calls for Service This year the calls for service fluctuated at the Downtown Campus and Community Campus. This fluctuation in calls for services can be attributed to a few subjects who were disorderly and uncooperative with staff. Your University Police Department stays proactive and conducts frequent patrols of the area(s) we know where the problematic subjects might be or the entire floor that they are on. This presence is used in an attempt to deter negative behavior. In addition, Your University Police Department has worked with nursing staff and social work to develop a behavioral agreement for these subjects.

Warning tickets do not have a fine attached to them. They are simply courtesy tickets produced to inform individual that they are violating the parking rules and/or regulations of SUNY Upstate Medical University.

Parking tickets do have a fine attached to them from starting at $15 for the first offense and then $25 for any future offenses. If an offense is severe or ongoing, the vehicle may be towed at the owner’s expense.

Personal Safety Escorts 2016 TOTAL PERSONAL SAFETY ESCORTS: 3,901

Your University Police Department provides personal safety escorts to all students, faculty, and staff upon request to reasonable locations on or near campus.

These escorts are for individuals that do not feel safe going to and/or from their vehicles or campus resident hall.

If the request for escort is to an off campus residency, we need a physical address to take you to. For safety reasons, we cannot escort someone to the intersection of a street nor a non-residential location.

Escorts are provided either by foot or vehicle depending on the situation and call volume we are experiencing at the time of the request.

Training

In 2016, Your University Police Officers spent a total of 2,866 hours in training classes to help prepare themselves and have a better understanding of situations they may encounter on the job.

These trainings/classes/seminars include but are not limited to:

In 2016, Your University Police added three new Police Officers to the

department. Katherine Davies, Victoria Tolkan, & Chad Thompson joined the

University Police family.

In October, Your University Police held a swearing in ceremony for two of the

new officers, Katherine Davies and Victoria Tolkan. This ceremony was attended

by their family members.

In November, Your University Police held another swearing in ceremony for our

third officer, Chad Thompson.

All new hires had the required credentials and police certifications to move right

into field training after joining the Department. This saved the department

significantly in basic training requirements.

Awards

On January 26th Police Officers David Cohen and David Giocondo were recognized by University Hospital’s leadership.

Officers Cohen and Giocondo saved the life of an individual that was brought to our facility that had overdosed on heroin. While the victim was still in her vehicle and unresponsive Officers Cohen and Giocondo administered Narcan, an antidote commonly used for heroin overdoses and were able to save her life.

On November 15th the New York State University Police Chiefs Association met in Saratoga Springs to recognize and present to Officers Cohen and Giocondo the SUNY Chiefs of Police Life Saving Award.

In June Your University Police Department was named ‘Campus Team of the Year’ by Upstate Medical University and was presented with the President’s Employee Recognition Award.

In May Your University Police Department was named ‘Law Enforcement Partner of the Year’ by Special Olympics New York Central Region

Since its implementation in November of 2015 your University Police has been involved in the

ongoing process to educate faculty/staff/students at both campuses regarding Active Shooter

situations including how to respond and react during a potential event.

To date your University Police Department has presented the training to over 1,200 Upstate

Medical University affiliates. Chief Waltz was also invited to present at an Active Shooter

symposium held at Onondaga Community College in the spring, as well as presenting at a few

professional association conferences.

All sworn Police Officers in your University Police Department have received Active Shooter

Training with the Department of Homeland Security. In addition, to complement this, four of

those officers received additional training hosted by the FBI.

FIP Training

In January, twenty-five New York State University Police Officers from Campuses around the state attended "Fair and Impartial Policing" training or FIP.

Two of the twenty-five officers that attended this specialized “Train the Trainer” seminar were our own Captain Tracy Collins and Technical Sergeant Michael Jorgensen. Both Captain Collins and Technical Sergeant Jorgensen returned from the training and immediately began FIP in-service training for all members of your University Police Department.

In addition to the FIP training, Chief Waltz partnered with the FBI to bring a Civil Rights Investigation Training to your University Police as well as several other University Police agencies from across the state.

Community Volunteering

Your New York State University Police Department continues to be an avid participant and supporter of Special Olympics.

Your University Police Department volunteers at many events and assists Special Olympics with fundraising for the athletes in order for them to be able to train and participate in the Special Olympic Summer and/or Winter Games. Some of the Events we participated in during the past year are:

On December 4, 2016, Your New York State University Police participated in the annual Polar Plunge at Oneida Shores, our department’s fifth time volunteering at this event.

Together we provided safety and security to the great people who came out to support and donate to the Special Olympics as well as assisted in other activities.

We also partnered with the New York State Police and the Onondaga County Sheriff’s Department to make this an enjoyable day.

In August Your University Police Department once again participated in the annual ‘Cops on Top’ event for Special Olympics.

Throughout the year Your University Police particapates in events held at local schools in our Community. Some of the events were Halloween Safety, Reading Day, Welcome Back to School Picnic, Valentines Day dance to name a few.

For Halloween Safety Chief Waltz and Captain Collins discussed with the children Halloween Safety tips and passed out information for parents and candy. On Reading Day Chief Waltz visited a kindergarden classroom and read the children “Officer Buckle and Gloria.” Chief Waltz asked our very own Patricia the Polar Bear to join him.

In June Your University Police participated in the 30th anniversary of the Law Enforcement Torch Run for Special Olympics. Members of the department were honored to carry the ‘Flame of Hope’ during the 13 mile run. The event started in the Camillus Walmart parking lot and finished at Tully's on Erie Boulevard in Syracuse.

The Great New York State Fair This year Your University Police Department assisted Upstate Medical University at the Great New York State Fair by assigning police officers to the Fair’s Infirmary to assist the medical professionals with their day to day activities.

To provide them a safe and secure work environment away from our traditional Campus.

Veterans Day Parade

Your University Police had the honor of saluting CNY Veterans while marching in the Veterans Day parade on Saturday November 12, 2016. Chief Waltz, Lieutenant VanAntwerp, Officers Giocondo and Davies all participated in the annual parade at the New York State Fairgrounds to honor the veterans who served our country.

In June, Your University Police participated in the 3rd annual LEON Festival in the “HomeTown Heroes” section. The LEON Festival celebrated the halfway mark to Christmas. Fun activities for the entire family included sitting in the University Police vehicle and testing the light and sirens.

The Upstate Foundation held its 29th annual Upstate Open on July 22, 2016 at Timberbanks Golf Course in Clay.

Proceeds from the event will help build a new maternity unit and nursery at Upstate University Hospital's Community Campus.

Your University Police had the privilege of representing the President's Office who we'd like to thank for this honor and wonderful opportunity!

On October 31, 2016 Your University Police had the honor of participating in the annual Halloween Trick-or-Treat event at Upstate’s Golisano Children's Hospital.

Each year there are children in the hospital who cannot attend the Halloween events, so we assist in bringing the “treats” to the children. We passed out candy and/or toys to the children and their families.

Your New York State University Police Department continued to be more involved with Social Media sites with their Facebook & Twitter profiles. We reached over 1,000 “likes” on Facebook in 2016!

Our website has become more useful in terms of educational videos. Our website hosts numerous videos on Active Shooter situations, Work Place Violence, Distracted Driving and other educational videos for our students, faculty, staff and the community to view.

We use our social media sites as a platform to inform the community about events that are going on in the area such as accidents that delay traffic, road and sidewalk closures, and alerts that affect the day to day activity of the campus community.
