President’s MessagePresident’s Message

In 2013, NEWAH completed its 21st year of service to the people of Nepal, helping them receive improveddrinking water, sanitation and hygiene services.

NEWAH has continued to contribute to the target set by 2011 National Sanitation and Hygiene Master Plan.The organisation is committed to accelerating the Open Defecation Free movement and with support fromits funders, NEWAH helped 25 Village Development Committees (VDCs) achieve open defecation free status. Moreover, the cooperation between the VDC and district level WASH Coordination Committees has enabledNEWAH to strengthen its working relation at the local level to achieve increased coordination for effectivedelivery of WASH services. These initiatives have paved the way towards meeting the national WASH goals.

This year, NEWAH initiated several new projects including a water-lifting project and a 3R (Recharge, Retentionand Reuse) pilot project. Both projects aimed at supporting hill-communities access improved drinking waterservices even as they face challenges due to climate change and other constraints.

As the WASH sector evolves, government policies and donor strategies change and present new challengesto an organisation such as NEWAH. The changing context provides NEWAH and its staff an opportunity toreflect on the role it should play in Nepal’s WASH sector and adapt to upcoming priority themes. It is anopportunity for all our staff to keep abreast of these shifts and to be innovative while upgrading his or herprofessional competence as they endeavor to contribute to meet national WASH goals.

On behalf of NEWAH’s Executive Board, I applaud the continuous and dedicated efforts of the staff, localpartners and members of the beneficiary communities for their support in providing quality WASH servicesto the people of Nepal. We are confident that the year ahead will see increased access to drinking water,sanitation and hygiene services to rural communities throughout the country.

A little over 1.5 million Nepali people have benefited from 1,800 NEWAH projects completed in the past 21years. A total of 47 VDCs have achieved Open Defecation Free Status through NEWAH's facilitation so far. Thisyear we were able to accomplish 134 projects working in 47 VDCs from 9 districts across Nepal. We served98,342 people, among which 57 percent are from ultra poor households.

Several new approaches like the 3R in rain water harvesting, climate change adaptation, and water liftingprojects were put to the test in the field to meet the growing demand for water, enhanced by the effects ofclimate change such as the drying up of our water sources and changes in the rainfall pattern.

NEWAH completed the second year of the SUAAHARA Project, which integrates the components of WASH ina nutrition programme by working in a seven partner consortium. In 2013 NEWAH partnered with WinrockInternational to integrate WASH in the Knowledge-based Integrated Sustainable Agriculture and Nutrition(KISAN) Project. Lessons drawn from these initiatives will be progressively introduced into NEWAH's ownprogramme.

The capacity building efforts have proven fruitful in influencing policy and decisions at the local level; improvingcoordination and increasing capacity of local NGOs, V-WASH-CC and D-WASH-CC members for effective WASHproject implementation, management, sustainability and speeding up the sanitation movements. Work tobuild institutional capacity will be intensified in the year ahead.

These achievements would not have been possible without the contribution of our staff; support of local andfunding partners; direction of the Executive board; efforts of the community members and cooperation fromgovernment and non government stakeholders. Hence, I would like to take this opportunity to express mygratitude and thanks to each and every one of you.

I look forward to yet another successful year. We will be making a strategic shift in 2014 for the period of2014-17. While trying to strengthen our ongoing work we will be addressing issues regarding the sustainabilityof WASH projects, water quality and climate change and finding more resources to fund these initiatives andmainstream it into NEWAH ‘s programme.

In the past 21 years, NEWAH has completed 1,806projects in 51 districts serving over 1.5 million peoplefrom 229 thousand households. The organizationsupported three VDC WASH coverages and 47 VDCODFs over the years.

In 2012/13, 134 projects served over 98,000beneficiaries from 16,633 households across 47 VDCsin 9 districts of Nepal. 124 of the projects are focusedon WASH. This year, 57 percent of the beneficiariesbelong to ultra poor households. In total 2,108 waterpoints were constructed, comprising of 1,700 taps,102 rain water systems and 306 tube wells. While 3R(Recharge, Retention and Reuse) concept wasintroduced in a rain water project in Gorkha, threewater lifting projects (using the national electricitygrid, hydro power and solar energy) were piloted inSurkhet and Udayapur District respectively.

A total of 25 VDCs were declared open defecationfree (ODF) in 2012/13 and NEWAH facilitatedconstruction of 9,805 toilets. Among the six hand-washing indicators used to assess improvement inhand washing practices pre and post projectintervention, there has been great improvement inhand washing after cleaning child faeces and beforecooking food. A study on "Sustainability of HygieneBehaviours" was completed in 2012 to understandthe trend in promoting and retaining hygienebehaviours before and after the project, drawing acomparison between intervention and nonintervention areas. The findings showed greatimprovement in the intervention areas and have maderecommendations for consideration in the future.

The projects implemented to address various crosscutting themes in WASH this year are Climate ChangeAdaptation; Save the Children/USAID fundedSUAAHARA - Good Nutrition Programme targetedtowards building strong and smart family; Child RightsProgramme. NEWAH as part of six partner consortiumwith Winrock International in 2013 introducedKnowledge-based Integrated Sustainable Agricultureand Nutrition (KISAN) Project, which is a five-yearFeed the Future initiative in Nepal.

As part of advocacy and influencing, several workshopswere organized this year in Doti, Surkhet, Udayapurand Siraha District to promote ODF achievement andsustainability. NEWAH supported the preparation ofthe District WASH Strategic Plan in Siraha. A series ofworkshops was organised in various VDCs of Surkhet,in partnership with WaterAid Nepal, to understandwhere the district stood in its commitment toimplement the National Sanitation and HygieneMaster Plan 2011. Orientations were conducted forschool teachers and students in these districts tospeed up the ODF movement at the VDC level. Bycollaborating with the media this year, radioprogrammes, journalist orientations, formation ofJournalist WASH Coordination Committee in Udayapurand other activities, were run to promote and supportthe sanitation campaign in the districts.

In 2012, an institutional latrine study of toilets inschools, health posts and VDC offices was completedin Doti and Surkhet. The study identified the lack ofseparate toilets for men and women at the local healthposts, inadequate ratio of toilets to the number ofstudents, a lack of facilities such as running water,absence of user friendly facilities for student andpeople with disabilities etc. The findings were sharedwith all concerned stakeholders.

NEWAH launched an internal facebook page this year.The publications of the year are the wall newspaper,WASH calendar, Child Rights Programme in WASHleaflet, Stories from the Field and radio dramas. Apresentation on "Role of Multiple Water Use Systemsin Building Livelihood" was presented by UmeshPandey, NEWAH Director at a National Seminar onSmall Scale Irrigation: Experiences, Challenges,Opportunities and Pathways.

Capacity building took place at project, internal andexternal level. Project level trainings include genderand social inclusion; trainings on project managementand sustainability, like project management,community monitoring and evaluation, caretaker andsanitation mason training; hygiene and sanitationpromotion training, workshop and orientation for

Community Health and Sanitation Volunteer,Community Child Health Group (out of schoolchildren), Child Health Awareness Committee (inschool children), Child Health Advisory Committee.Other organised trainings were on kitchen gardening.

Internally, NEWAH staff had the opportunity toparticipate in a climate change conference in Nepal,photography and creative writing competitions, atoilet photo competition, a refresher training, aWaterAid Nepal GPS and GIS skill training and asustainability conference in Ethiopia. NEWAH alsohosted several volunteers from Australia and Nepalthis year. The external capacity building throughNEWAH capacity building division oversaw trainingto district based organisations, V/D-WASH-CC andWSUC members and journalists benefitting 560people. Trainings were organised on CLTS, waterquality and safety planning, management, projectsustainability. Other external trainings include healthand hygiene training for village community healthand sanitation volunteers and teachers in Surkhet.

In 2012/13 there were several visits from our donorsand funding partners, namely the AustralianAmbassador, HE Susan Grace's visit to Udayapur; theDutch WASH Alliance Executive Director A. D. Brouwerand the steering committee members' visit to Gorkha;charity: water Director Scott Harrison and theirsupporters' trip to Baglung and Dhading; and SocialWelfare Council monitoring visit to Sindhuli.

The funding partners this year were WaterAid, AusAID,charity: water, Simavi, USAID/Save the Children forSUAAHARA Programme, Plan Nepal and specificproject donors like the RAIN Foundation and RotaryClub. A new partnership was established withUSAID/Winrock for the KISAN Project. NEWAH's overallincome in 2012/13 reached NRs. 423.022 million andits expenditure was NRs. 393.845 million.

Reaching out to scattered settlements is physically,technologically and financially challenging for NEWAH.In assessing the other challenges, findings highlightedthe long-term sustainability of water supply systemsand behaviour change. NEWAH needs to strengthenand develop mechanisms to ensure improved andsustainable services. Policy influencing and capacitybuilding efforts have proven effective in improvingcoordination with V/D-WASH-CC at VDC and districtlevel. In the fiscal year 2013/14 NEWAH will strive toimprove its services, taking lessons from itsexperiences in 2012/13, trying to ensure thesustainability of its projects, strengthening sectorcoordination and local institutional capacity in thedelivery of WASH services.

NEWAH will try to gradually integrate learning fromthe new approaches adopted in recent years. Whilenew funding opportunities will be explored, theorganisation will also be reviewing and revisiting itsstrategy to identify and define a new direction for theorganisation for the period of 2014-17.

NEWAH’s Overall AccomplishmentSince 1992, NEWAH has completed 1,806 projects in 51 districts across the five developmental regions ofNepal, extending water, sanitation and hygiene services to 1.5 million Nepali people from almost 229 thousandhouseholds (HHs). Refer to Table 1.1 for more information.

NEWAH's strategy is to achieve total Water, Sanitation and Hygiene (WASH) coverage in each prioritized VillageDevelopment Committee (VDC), within a period of three years before moving on to the next. So far, NEWAHhas achieved total WASH coverage in 3 VDCs - Ghyachowk of Gorkha District and Bahuntilpung and Toshramkholaof Sindhuli District. To date, 47 VDCs located in 10 different districts of Nepal have achieved Open DefecationFree (ODF) status through the facilitation of NEWAH, as illustrated in Figure 1.1. For the list of total NEWAHODF VDCs please refer to Annex 1.

Chapter 1WASH Services

This year NEWAH worked in 47 VDCs stretched across9 districts of Nepal. Table 1.2 gives the list of workingdistricts and number of working VDCs in each district.

From July 2012 - June 2013, a total of 134 projects(124 core projects related to water, sanitation andhygiene and 10 noncore projects including WASHplan, project monitoring and evaluation, capacitybuilding, improving governance, research andSUAAHARA - Good Nutrition (integrated nutritionprogramme) were implemented with the funding

support of eight different donors and partners. Thecompleted projects also include projects which startedprior to this fiscal year. Majority of the projectscompleted this year were focused in the mid and farwestern regions of the country. Refer to Figure 1.2for number of projects completed on a region wisebasis.

A total of 98,342 people from 16,633 HHs were servedthis year. The beneficiaries exclusively served withwater and sanitation services are 45,823 and 58,690respectively.

Water, Sanitation and Hygiene (WASH) Services

The 124 core projects completed between July 2012 to June 2013 include 102 integrated WASH projects, 2rain water harvesting (RWH) projects, 15 hygiene and sanitation and 5 Community Led - WASH / rehabilitationprojects. Figure 1.3 shows the number of projects completed district wise.

NEWAH has the practice of disaggregating householdand population data on the basis of economic andsocial classification.

These aggregates on households served on the basisof economic classification show that 57 percent arefrom the ultra poor category. Social classification wise,of the 90 percent caste group majority served, 33percent are disadvantaged Janajati, 32 percent are

Brahmin and Chhetri and 24 percent are Dalithouseholds. Of the ultra poor majority, 33 percent ofhouseholds are Dalits, 33 percent DisadvantagedJanajatis and 24 percent Brahmin/Chhetris. Thisindicates that NEWAH's services are reaching thepoorest of the poor and the socially excluded peoplein rural and remote areas. See figure 1.4 and 1.5 forsocial and economic classification of householdsrespectively.

"When a WASH project came to the village,everyone started getting involved. Since myhusband was working in India, I volunteered towork on the project. I had to manage time betweenthe household chores, my children and the projectwork, but I have no regrets whatsoever," says LaxmiDevi Gharti Magar.

Laxmi is from Bhamara Tole, Ward No. 8 inMannakapadi VDC, Doti District. She states, "Forthe project work, we all contributed our labor."

Laxmi shares how she managed to multi-task:"During the day, I would work for the water supplyand in the mornings and evenings, I would dig thetoilet pit at home."

She then collected the stones to line her toilet pitand collected all the materials necessary to buildher toilet. "I looked for a mason to build my toiletbut could not find one. That delayed theconstruction process," she states. “Then I musteredup my courage and tried building my own toilet. Ithought to myself, nobody is born with fullknowledge and skills to do things, you have to learnthem."

Within three days, Laxmi finished lining the toiletpit. "It took me another eight days to lay the

superstructure and complete the toilet. I am proudto have built my own toilet. I learned a new skilland at the same time, saved money. Had I not tried,I would have had to take a loan to build the toilet."

Today, Laxmi tries to encourage more women fromher community to be courageous enough to buildtheir own toilets by sharing her own story.

Determination is All it Takes

Gender wise, 29.5 percent of the beneficiaries served this year are women, 29.6 percent men, 21.1 percentboys and 19.8 percent girls. Moreover, a total of 394 people with different kinds of disabilities were served.

Water Supply

A total of 2,108 water points were constructed in NEWAH’s projects, including both community level andschool water points.

In the gravity flow water supply projects in the hills, 1,700 water points were installed tapping water fromspring and stream sources. The rain water systems provided access to 102 water points in the hill top areasin two districts of the western region. Likewise 306 tube wells were installed in the Tarai (flatlands).

NEWAH completed two RWHprojects at household andschool levels in Gorkha andBaglung Districts in 2012/13.

The working areas wereidentified in close coordinationand consultation with VDCs andD i s t r i c t D e v e l o p m e n tCommittees (DDCs) in responseto community demand.

Altogether, 101 household levelRWH jars and one 20m3 schoolRWH jar in Kalika PrimarySchool, Phinam of GorkhaDistrict have been constructed.A total of 693 beneficiaries nowenjoy the benefits of rain waterin these project areas.

Many villages in the hilly districts of Nepal rely heavilyon mountain springs for drinking water supplies. Theclimatic influences of the monsoon result in a highintra-annual variability in supply, creating extremewater shortages in the pre-monsoon period.Additionally, climate change is posing a real andsignificant threat to Nepali communities resulting inchanges in rainfall patterns (shorter, more intensemonsoon season) with the risk of further reductionsin spring yields. This environment creates difficulty inproviding secure water for the promotion of livelihoodactivities.

Supported by the RAIN Foundation and Simavi, thisyear NEWAH is conducting a pilot using an integratedwater management principle known as 3R (Recharge,Retention and Reuse) in Tanglichowk of GorkhaDistrict. To date, NEWAH has been supported by anEngineers Without Borders (EWB) field volunteer incatchment hydrology, groundwater recharge andrainwater harvesting. The outputs of this pilot are

expected to provide a platform for a more integratedapproach to community-based water managementin the hilly areas of Nepal.

Implementation challenges differ depending on acommunity's location in the catchment. Clusters highin the catchment suffer from a lack of spring sources.Optimisation of Rainwater Harvesting is the bestsolution, requiring a decentralised household-scaleapproach. Communities further down the catchmentgenerally suffer from variable spring discharge in thepre-monsoon period. Retention of water for supplyin the pre-monsoon period provides the most benefitnecessitating a centralised community-scale approach.Communities further down the catchment benefitfrom catchment-wide methods of retaining water insoil moisture in order to decrease supply variabilityand reduce flooding requiring a catchment-scaleapproach. As such, the 3R project consistsof 3 conceptual 'areas of work' as illustrated inFigure 1.6.

NEWAH is implementing various types of technologyto meet the water demands of communities lying atvarying topographical levels such as the gravity watersupply system in the hills; rainwater harvesting in hilltop settlements; ground water supply through shallowtube-well, deep tube-well and hand dug wells in theplains; and fog water harvesting where feasible.

Fifteen percent of Nepal's population is still waitingto access water supply services. They reside insettlements that are difficult to reach and where theregular water supply systems are technologicallyunviable. Therefore, this year, NEWAH introducedthree pumping/lifting projects in three projectlocations where gravity system was not feasible.People in these settlements were fetching water dailyfrom sources located at lower elevations.

In Haldekharka of Lekhgaun VDC, Surkhet District thenational electricity grid was used; in Hardeni VDC,Udayapur Dstrict, electricity from a local micro-hydroplant has been used to lift water; and in Bimrekhola,

Risku VDC of the same district, a solar pump liftingsystem has been adopted. All three projects havebeen completed successfully and 1,120 users are nowusing pumped water near their households. InHaldekharka and Hardeni, a spare pump has beenprovided to keep the system running smoothly.

Sanitation

From July 2012- June 2013, 25 VDCs weredeclared ODF through NEWAH's facilitation,aiming to contribute to the ODF targets setin each of the working districts. Refer toAnnex 1. for names of VDCs declared ODFthis year. A total of 9,820 toilets wereconstructed in the project areas. In the hillprojects 3,878 toilets, in the Tarai 864 andin the VDC ODF projects 5,063 toilets havebeen built. The overall status of domesticlatrine use in NEWAH supported projectson a percentage basis is shown in figure1.7. This count is based on the number ofhouseholds using permanent toilets in allNEWAH projects completed this year. Thehouseholds not included in the count areusing temporary toilets and are expectedto gradually upgrade.

NEWAH since the past several years has added hygienedata to its baseline information. It is a collection ofhygiene data based on six hand-washing indicators toidentify the status of hygiene in project areas prior toproject intervention. The data is compared to datacollected post project completion to assess theoutcome of hygiene activities implemented in theWASH intervention areas.

This year's data also shows that there is animprovement in all the six areas but drasticimprovement is namely seen in hand-washing practiceafter cleaning child faeces and before cooking food.

Hygiene

An evaluation of the "Sustainability of HygieneBehaviours" related to projects completed beforeSeptember 2011 in Surkhet and Doti was conductedin 2012. The study sought to examine the trend inpromoting and retaining hygiene behaviours beforeand after the project intervention. It focused oninvestigating key hygiene behaviours and identifyingwhether exposure to NEWAH interventions wasassociated with desired behaviour change; andestablishing the impact of WASH on people's healthin particular WASH associated diseases. A total of 21intervention clusters - 7 clusters each from Doti andSurkhet were compared against another 7 (4 and 3from Surkhet and Doti district respectively). A total350 households from intervention clusters and 175households from comparison clusters were randomlyselected.

The findings showed that almost all of the sanitationand hygiene behaviours had improved more inintervention areas than in non-intervention areas.The prevalence of sanitation-related diseases such asdiarrhoea declined from the baseline (29.3%), in boththe final evaluation (14.5%) and the sustainabilityevaluation baseline, final evaluation and insustainability study (2.6%). This could be the resultof an improvement in hand washing behaviours duringcritical moments such as after defecation. The findingsalso show sustained hygiene behaviours after a oneyear follow up (phasing out of the project before 1

year), attributed to a combination of changeinterventions like the mobilisation of child clubs andCommunity Health Volunteers (CHVs), femaleCommunity Health Volunteers (FCHVs),mothersgroups, schoolteachers, youth and adolescents,traditional healers and water and sanitation users'committees (WSUCs).

The following were some recommendations made bythe study:

1) Facilitate the Ministry of Education in incorporatingcontent on comprehensive sanitation and hygienebehaviours in school curricula as a means toteach children and reach parents andcommunities;

2) Mobilise FCHV and Amasamuha (mothers' groups)to sustain sanitation and hygiene behavioursincluding menstrual hygiene promotion, handwashing and food hygiene, among others;

3) Target on under- two children's mothers orcaregivers on the use of safe water and foodhandling, hand washing before feeding a child,after cleaning child's bottom and before breastfeeding;

4) Focus on developing hand washing stations(bucket and soap) at the point of use in futureprogrammes;

Climate Change in WASH

In 2011, the realisation that climate change has thepotential to impact the sustainability of WASH projectsprompted NEWAH, with the support of EWB Australia,to begin to investigate ways to design and implementclimate change sensitive WASH system and adopt anapproach with the capacity to increase the overallresilience of project communities to the impacts ofclimate change. The project aimed to develop a

5) Advocate for clean and hygienic households,communities, schools and VDCs by using clearand simple indicators it has developed, from V-WASH-CC up to the National Sanitation andHygiene Coordination Committee (NSHCC) levels;

6) In view of the influence of traditional healing inseeking sanitation and hygiene behaviours, orientand mobilise in sanitation and hygiene behaviourpromotion programmes;

7) Design regular hygiene and sanitation behaviourmonitoring and follow up programmes in certaintime intervals; 8) Design the evaluation to assessthe impact of the project in sustaining ordeteriorating hygiene behaviours in the planningphase, generate indicators for developing hygienebehaviour metrics based on the project outcomefor future comparisons.

Community-Based Approach (CBA) to climate changeadaptation modeled along the lines of the Nepal LocalAdaptation Plan for Action (LAPA) that puts thecommunity at the center of planning, decision makingand action.

With the aim of ‘mainstreaming’ a common approachto addressing the impacts of climate change acrossall projects, NEWAH and EWB have adopted a phasedapproach to the development of ideas, methods andmaterials; thus allowing valuable lessons to be learntfrom small scale pilot projects at the regional levelprior to national adoption.

NEWAH’s Climate Change Adaptation (CCA)Mainstreaming project is structured in three phases:

· Phase 1 – Issues identification and CBAmethodology scoping and testing;

· Phase 2 – Testing integration of CBA methodologyinto existing project cycle and initial stepstowards climate sensitisation on NEWAH’soperations;

· Phase 3 – Mainstreaming across all NEWAH projects.

In 2012/13, EWB Volunteer, Catherine Sherwood, thesecond EWB Volunteer to support NEWAH in thedelivery of this programme has been working withlocal staff in NEWAH’s Mid Western Regional Office(MWRO) to complete Phase 1 and prepare guidanceand materials for Phase 2.

SUAAHARA Programme

Into the second year of the five yearUSAID funded and Save the Childrenmanaged SUAAHARA programme, run bya seven partner consortium, NEWAH hasmade quite a remarkable achievement.Through District WASH CoordinationCommittee (D-WASH-CC) workshops, 250VDCs have been identif ied forimplementing the hygiene and sanitationpromotion activities and 68 VDCs forachieving VDC ODF in the 20 workingdistricts including the two districts,Rupandehi and Nawalparasi, whereNEWAH is managing the entireprogramme.

This year NEWAH has been able tofacilitate 20 VDC ODFs through the SUAAHARA programme. Several hygiene and sanitation trainings havebeen organised for D/ V-WASH-CC members, local NGO staff, child club members, sanitation masons to buildlocal level capacity in implementing the programme effectively and meeting the set targets. Please see tablebelow for the list of trainings.

Child Rights Programme in WASH(CRP-WASH), which started since2011 in Letang and Kerabari VDCsof Morang district completed in FY2012/13. This project was developedto ensure improved and safe WASHservices to all children, specially thepoorest, most marginalised andvulnerable in the VDC. To facilitatethe overall approach of positiverealisation, the project activitieshave been implemented very closelywith communities, children, parents,care givers and duty bearers inselected locations.

Despite several challenging factors,including traditional mindset of people and existinghardware driven WASH service mechanism, theproject has managed to bring some positive change,sparticularly in people’s perception towards child rights.It has enhanced the response mechanisms andaccountability of duty bearers and promotemeaningful participation of children.

In 2013, NEWAH partnered with WinrockInternational in a six partner consortium toimplement USAID's Knowledge- based IntegratedSustainable Agriculture and Nutrition (KISAN)Project. KISAN is a five-year Feed the Future (FTF)initiative in Nepal. The project has two primaryand integrated components: a) Increaseagricultural productivity; and b) Improve nutrition.It is expected to benefit one million people from160 thousand households in 20 districts of thewestern, mid-western and far-western region ofNepal. NEWAH has been assigned the responsibilityof managing the district office at Rukum andJajarkot Districts.

The project will be implemented by working inclose coordination with the Government of Nepal's

(GoN) Ministry of Agricultural Development(MOAD) and Ministry of Health and Population(MOHP) to sustainably improve food security andincrease incomes through integrated agriculture,n u t r i t i o n , a n d s a n i ta t i o n a c t i v i t i es .Moreover, KISAN will engage with a wide-rangeof public, private and civil society stakeholdersthat include farmers, NGOs, academic and researchinstitutions, businesses, training centers, and mediapartners.

This project will also be closely aligned with theother FTF projects in Nepal: the various InnovationLab (IL) programmes and Cereal System initiativefor South Asia (CSISA). KISAN will also collaboratewith GoN's World Bank-managed Agriculture FoodSecurity Programme (AFSP).

Introducing KISAN

The best learning has been documented and will beshared across the programmes for further replicationin other contexts of the country. As part of theprogramme, 154 improved bio sand filters have beenconstructed in Letang and 66 in Kerabari. A total of36 child clubs have been formed and activated, 366latrines upgraded 326 WASH demands recorded inV-WASH-CC and 212 of them addressed.

NEWAH's advocacy activities this year focused on raising awareness among the community, women, students,teachers, D/V-WASH-CC members, media persons in its working districts mainly, Doti (Far Western Region),Surkhet (Mid Western Region), Udayapur and Siraha (Eastern Region) on the prevailing water and sanitationissues at district, VDC, community and school level. Throughout the year various workshops were organized.During these, the objectives were to share the rationale of the National Sanitation and Hygiene Master Plan2011 (NHSMP 2011), its importance and the roles of various stakeholders in it; influence government bodiesand partner with the media to promote and speed up ODF declarations to contribute to the VDC, district andnational targets; and finally, to share NEWAH's good practices on WASH.

Advocacy Workshops

NEWAH participated in the D-WASH-CC and R-WASH-CC meetings in its working districts this year, contributingto the district and regional WASH agenda. It also worked closely with the V-WASH-CC and D-WASH-CC inorganising workshops to ensure the sustainability of ODFs and speeding up of the sanitation campaigns forachieving ODFs in various VDCs.

Workshops to promote ODF achievementand sustainability

In December 2012, workshops were held forV-WASH-CC members of Lekhgaun andKunathari VDCs of Surkhet District and in June2013 for V-WASH-CC members of Devisthan,Darling, Boharagaon, Rajkut, Jaljala, Salyanand Resha VDCs of Baglung District to promoteODF sustainability.

Likewise, a series of workshops were held forV-WASH-CC members in various VDCs of DotiDistrict in 2013, in Lamikhal VDC in February,in Banlek and Dhakalikasthan VDCs in April,in Latamandu and Ghagal VDCs in May 2013

for speeding up the VDC ODF process. During all these workshops the essence of the NSHMP 2011 was shared,district and VDC WASH scenario were presented and discussed on and dates for the ODF declaration wereagreed upon.

These workshops were attended by VDC secretaries, District Public Health Office (DPHO), District EducationOffice (DEO), WASH sector government and nongovernment representatives, Water and Sanitation UsersCommittee (WSUC), child club members as well as various other network and group members.

Public hearing in Doti

A public hearing programme was organised in Doti District by NEWAH in collaboration with FEDWASUN on30 December 2012, with several objectives:· To identify the status of WASH projects implemented in the district;· To reiterate to stakeholders their responsibilities towards meeting the district WASH targets;· To create a platform for service providers and users to voice the problems related to service delivery in

the district.The programme brought together district level WASH stakeholders, local leaders, elites and media persons.

During the programme, WASH users raisedissues regarding access to WASH servicesin the district, as well as the completion ofWASH projects, inadequate schoolsanitation and education programmes, ODFsustainability, coordination problemsbetween government and non governmentbodies, absence of public toilets and lackof monitoring from concerned stakeholders.At the end of the hearing the participantsacknowledged that the programme wassuccessful in reminding all of theirresponsibilities in meeting the WASH targetset by the district strategic plan. Theyexpressed their commitment to support inachieving the targets and agreed to sharegood practices in the future.

Contribution to prepare Siraha’s District WASH Strategic Plan

Considering the low sanitation coverage scenario in Siraha district and it being one ofNEWAH's working districts where focus on increasing water and sanitation coverage is apriority, upon the request of D-WASH-CC, NEWAH facilitated the preparation, finalisationand publishing of the Siraha WASH Strategic Plan in 2013.

As per the plan, Siraha District aims to achieve the district ODF coverage by 2016. A workshopwas organised on 13 February 2013 for feedback and input collection and the finalisationof the plan.

Where do we stand in our commitment to implement the National Sanitation and Hygiene Master Plan 2011?

From March 18 to 25 2013, NEWAH and WaterAid Nepal (WAN), successfully completed the VDC and districtlevel workshops in coordination with Surkhet D-WASH-CC in 5 VDCs of Surkhet (Khanikhola, Hariharpur,Mehalkuna, Dahachaur and Taranga). These workshops were aimed at contributing to the effectiveimplementation of the National Sanitation and Hygiene Master Plan 2011, and other policies and practices.

At this workshop, with members of theV-WASH-CCs from the five VDCs, the VDCSecretaries presented information ontheir efforts, challenges, learning and ona way forward in terms of sanitationpromotion. VDC level facilitators fromthe D-WASH-CC, such as engineers fromthe DDC, staff from the RegionalMonitoring and Supervision Office inSurkhet and Federation of Water andSanitation Users Nepal (FEDWASUN) staffwere also present.

The workshop had 254 (82 women and172 men) participants at the VDC leveland 59 people (5 women and 54 men)participants at the district levelworkshops. They had the opportunity to reflect on the current situation of WASH coverage and their level ofcommitment. Group work and discussions also took place on "Practices, challenges, learning and future actionsin relation to the implementation of NSHMP 2011". Learning gained from the discussions during village anddistrict workshops has been useful to present to the national level, as feedback to stakeholders for thesuccessful implementation of the master plan.

Orientation for teachers and lecturers in Sindhuli

A two day orientation on sanitationfor secondary and higher secondarylevel teachers and lecturers wasinaugurated by D-WASH-CCChairperson/ Local DevelopmentOfficer (LDO) of Sindhuli district on19 June 2013.

The orientation organised by the D-WASH-CC was supported andfacilitated by NEWAH. A total of 30participants were present in thisorientation including schoolsupervisors, resource persons fromthe District Education Office (DEO),school teachers and lecturers. Theobjective of the orientation was toemphasise the importance ofsanitation promotion and gain thesupport of the educated to speed upthe process of the ODF declaration in the district where six out of the 53 VDCs have achieved ODF till date.

Sanitation promotion workshops for teachers and students

A two day sanitation promotionworkshop was organised for 29 teachersand students (11 teachers and 18students) from six schools from a VDCin Gopghat, Doti District on 16-17 June2013, to identify the role of schools,teachers and students in promoting andcontributing towards the sanitationcampaign in their VDCs. An eight pointcommitment was signed to improve theschool environment and support the VDCcampaign.

A similar workshop was organised inHariharpur of Surkhet District from 29-30 June at a local school where a totalof 28 school teachers and students from12 schools participated. A twelve point commitment was signed to improve the school environment andsupport the VDC campaign.

Radio Programmes

Radio programmes were run in Surkhet, Doti, Sirahaand Udayapur districts this year. The radio programmesnamed 'Hamro Sarsafai' delivered water, health andsanitation messages to increase people'sunderstanding of better hygiene and sanitation andimprove their knowledge, attitude and practice in thisregard. The programmes also helped promote theODF campaigns running in the districts and VDCs tospeed up the process. During the national sanitationweek celebration, people were informed of theimportance of sanitation and hygiene, ODF campaignpromotion, hand washing practices.

Orientations were organised for the community radiostations and an agreement was signed betweenNEWAH and the FM stations prior to running theprogrammes. In 2012 NEWAH collaborated withJagaran FM and Tribeni FM in Surkhet and Doti Districtsrespectively for a six month long weekly programme. In 2013 a six month programme was broadcasted byBulbule FM in Surkhet and Shaileshwori FM in Doti,

while a two month programme was run in Sirahathrough Samad FM. Considering the activeness of theD-WASH-CC in sanitation promotion in Udayapur,NEWAH and other WASH sector stakeholders put ina concerted effort to engage media in sanitationpromotion activities in the district, including a radioprogramme.

J-WASH-CC activities in Udayapur

A media orientation workshop was completed inUdayapur on 25 Jan 2013. 47 journalists andstakeholders participated. Thereafter, a JournalistWASH Coordination Committee (J-WASH-CC) wasformed with 15 journalists representing it. Followingthe formation of J-WASH-CC in Udayapur, ninemeetings were organised. The J-WASH-CC wasengaged in promoting and monitoring the number ofVDC ODF declarations; mobilising local papers andcommunity FM Radios for sanitation promotion andpublishing and telecasting ODF news on national dailynews papers and T.V.

The J-WASH-CC organised an interactionprogramme on ODF promotion on 11 April2013 with the D-WASH-CC and NEWAH.Managed by Panchawati Rural DevelopmentCentre (PRDC) Nepal the interaction aimedto share the national sanitation status andprogress; and review and discuss the currentscenario and progress of the district ODFcampaign. 42 people participated includingfive media persons from Siraha.

On 26 June 2013, a reflection meeting of J-WASH CC was organised in Udayapur wherea total of 19 participants including journalists,professionals from DDC, District Water Supplyand Sanitation Division Office (DWSSDO),Care Nepal, PRDC and NEWAH participated.Reflection on the performance of J-WASH-CC and discussed issues on how to move forward.

Journalist orientation in Siraha

An orientation/interaction was organised betweenjournalists and D-WASH-CC members in Siraha on 21 April2013. The current district sanitation situation was reflectedon and action points concerning media's role was identified. A total of 45 people participated. Experiences of J-WASH-CC Udayapur; Master Plan 2011; Status of sanitation inthe district, 2016 district ODF target and 2017 NationalSanitation targets were shared.

WASH Journalist Group activities in Doti andSurkhet

As per the tripartite agreement between D-WASH-CC, WASH Journalist Group and NEWAH in Doti andSurkhet Districts, workshops were organised for themembers in Doti and Surkhet on 22 February and16 March 2013 respectively with the objective ofpromoting the WASH issues in the districts throughmedia collaboration. At the workshops the journalistswere familiarised with their roles and responsibilitieson spreading awareness about prevailing waterand sanitation issues in the districts and organisinga WASH fellowship programme.10 journalists in Surkhet and four journalists inDoti were awarded for their fellowship article

regarding WASH issues, during a media fellowshipaward programme on 27 June in Surkhet and on 11June in Doti. The journalists were awarded for theirwrite ups on WASH related issues such as water woesfor people due to the untimely completion of waterproject, loan for toilet construction, women stillcompelled to fetch water from far off, menstrual hygienefriendly school toilets open doors for girls etc.

A collection of articles published by journalists from Dotiand Surkhet as part of the fellowship was compiled andpublished form for wider sharing in June 2013.

Knowledge Sharing

Institutional latrine study

The study on the status ofinstitutional latr ines(Schools, Health posts andV D C o f f i c e s ) w e r ecompleted in Surkhet andDoti Districts at the end of2012 with the objective ofassessing the conditions oftoilets in these institutions;identifying problems; andrecommending areas ofimprovement. The study

was based on a joint decision of NEWAH and D-WASH-CCs each district during workshops organised to shareand agree on the purpose of the study.

In Doti, the study included Silgadhi Municipality and13 VDC offices, 13 Health Posts / Sub Health Postsand 54 schools. While in Surkhet it includedBirendranagar Municipality, 15 VDC offices, 15 HealthPosts / Sub Health Posts and 82 schools. Although thestudy showed that the majority of these institutionshad toilets in both the districts, many of the toiletsin the VDC offices and Health Posts / Sub Health Postslacked separate toilets for women and men. The ratioof toilets in schools, to the number of students wasvery low. In almost 80 percent of the schoolsconsidered for this study in Doti and Surkhet, childrendid not wash their hands with soap and water afterusing the toilet; this can be attributed to lack of handwashing basins and regular running water in thetoilets. The study found that, to the exception of oneVDC office and one school in Surkhet, no toilets wereuser friendly for people with disabilities. Other issuesidentified were the lack of regular cleanliness of thetoilets and teachers only having access to those toilets.

Following the study, its' findings were disseminatedat the D-WASH-CC level with all concernedstakeholders in both the districts in 2013. Based onthe findings NEWAH, DEO and DPHO committed toprioritizing the construction of toilets and providingaccess to clean toilets and water facilities. It was also

agreed that the concerned stakeholders would avoidduplication of the toilet construction work, trying tounify the design and costing too.

Internal facebook Launch

A NEWAH internal facebook was launched in May2013 as an internal platform to allow all staff fromthe field, regional offices and head office, to sharestories, information, experience, photos and videosof NEWAH related work. This was started with thepurpose of being able to hear about the progress inthe field faster and communicate that to donors andpotential donors. It is also envisaged that the facebookgroup should increase awareness among the staff ofwhat everyone is working on, fostering exchange andlearning among staff.

Web Updates

The new NEWAH website , launched in 2011, has beenupdated as per the new and emerging requirementsby adding new features. The interesting features inthe update are the display map with a pop upinformation block on project details of the districtsand VDCs and easy navigation of the project displaypage for outsiders.

bodies and organisations to speed up the sanitationcampaign. “No toilet, no bride” has been a well receivedmessage by the target audiences.

CRP-WASH Leaflet

A leaflet on Child RightsApproach in WASH in short alsoknows as CRP-WASH waspublished in 2012/13. Thel e a f l e t i n t ro d u c e s t h ebackground and concept of theapproach. It talks about theintervention made by NEWAHtogether with WAN / Save theChildren Finland following thisapproach in Udayapur and Morang Districts in theEastern region of Nepal.

Presentation in National Seminar on SmallScale Irrigation

Mr. Umesh Pandey, Director of NEWAH made apresentation on the "Role of Multiple Water Use Systemsin Building Livelihood' at a National Seminar on SmallScale Irrigation: Experiences, Challenges, Opportunitiesand Pathways at Dhulikhel on 6 December 2012. Thepresentation highlighted the Multiple Water Use Services(MUS), integrated with WASH programme promoted byNEWAH with the aim of enhancing the livelihood of thebeneficiaries through the promotion of water and wastewater uses in productive activities. He discussed aboutthe MUS integrated to NEWAH's WASH programmeinvolving a range of alternatives like development of

ponds for irrigation, fish farming, sprinkler, operation ofa peltric set, intake for overflow collection and use ofwater for irrigating vegetables and ponds for cattledepending on the local conditions and needs. Pandeyalso shared NEWAH's approach to promote MUS, adding20 percent extra water where the yield from the sourcepermitted for MUS activities at the project level.

Stories from the Field

The booklet incorporates aselection of case stories inNepali and English fromproject areas written byNEWAH field staff during ani n t e r n a l c o m p e t i t i o norganised from June –September 2012. It deals withsocial inclusion issues, resultsof training, addressing needs of peopled living withHIV and disabilities, outcomes of hygiene andsanitation promotion, rain water harvesting etc. Theobjective of this booklet is to share the good practicesand success stories in NEWAH projects among thestaff, across different regions and with sectorstakeholders and donors.

Radio Dramas

Two different radio dramas were produced this yearto add to the collection of radio dramas NEWAHproduced run in partnership with the local communityF.M. radio stations in different parts of the country.This year the radio programmes were broadcasted inUdayapur, Siraha, Surkhet and Doti districts whereNEWAH is implementing its programmes.

The first drama named 'Sarasafai Guruyojana' focuseson informing the locals and WASH stakeholders at thedistrict, VDC and community levels of the NationalSanitation and Hygiene Master Plan, 2011, itsprovisions, roles and responsibilities. The seconddrama called 'Let us keep our WASH projects going',particularly aims at informing the listeners of theimportance of keeping their WASH projectssustainable, considering sustainability of WASHprojects emerging as a challenge for sectorstakeholders in the country.

NEWAH’s capacity building is conducted at three levels:the project level, internal level and external level.Project level capacity building facilitates the smoothimplementation of WASH programmes at the fieldlevel by increasing the skills of the local people. Internalcapacity building involves capacitating NEWAH staffto efficiently and effectively implement theprogrammes, while external capacity buildingcapacitates the WASH stakeholders both governmentand non government, to improve coordination andcooperation in implementing the programmes at thedistrict and VDC level.

Project Level Capacity Building

This year, project level training focused on theimplementation, management and sustainability ofthe WASH projects through project managementtraining, community based monitoring and evaluationtraining, caretaker training and sanitation masontraining. To facilitate the hygiene and sanitationactivities at the project level, the trainings comprisedof community health and sanitation volunteer trainingsand workshops, community child health groups, childhealth awareness committees and child healthawareness advisory committee orientations. Some ofthe cross cutting themes on which trainings wereprovided were gender and social inclusion (GSI),kitchen gardening and improved cooking stoves.

Gender and Social Inclusion

A total of 2,848 people, 47 percent are male and 53percent female, comprising of WSUC members,community health and sanitation volunteers (CHSV),caretakers and sanitation masons, benefited from theGSI trainings implemented at the project level thisyear.

Project Management and Sustainability

Project management training, also called the WSUCmanagement trainings, are given to WSUC members(each of about 9-11 members). The training includesvarious management related topics to ensure effectivemanagement and the sustainability of projects. A totalof 1,056 WSUC members received the projectmanagement training this year, comprising 597 maleand 459 female participants.

Community monitoring and evaluation (CBME)trainings are related to the use of seven communitybased monitoring and evaluation tools, capacitatingcommunity members to keep themselves updated onproject progress on a monthly basis, through publicdisplay of information, community discussions andjoint monitoring from local sector stakeholders.

The tools relate to financing; decision making; training;progress monitoring; GSI; social auditing etc. In2012/13 a total of 431 WSUC members were trainedon use the CBME tools (254 male and 177 female).

Caretaker training also known as operation andmaintenance training were imparted to 299 people,187 male and 112 female, for proper care of the watersupply systems constructed at the project level. As

part of NEWAH's approach to ensure project paid jobopportunities to all community people, 57 of thetrainees are from the Dalit caste group, 116 aredisadvantaged Janajatis, 16 are relatively advantagedJanajatis and 110 are Brahmin and Chhetris.

Sanitation mason training is also an integral part ofNEWAH project level training, which provides projectpaid job opportunities to women, to the poor and topeople from socially excluded groups. This year, atotal of 240 people, 85 female and 155 male membersof the community were trained as sanitation masonsto construct toilets in NEWAH working areas.

Hygiene and Sanitation

CHSV training beneficiaries this year were 1,657community members, of which 589 are men and1,068 women. The CHSVs are local people who supporthealth and sanitation facilitators in the implementationof the hygiene and sanitation activities at their

community level.

CHSV workshop takes place six months after projectimplementation to review the progress of the CHSVs'work and identify areas for improvement. This year1,003 people were part of these workshops, 410 menand 593 women.

Community Child Health Group (CCHG) training onhygiene and sanitation were provided to 1,150 schoolchildren this year, of which 573 boys and 577 girls.Children are considered agents of change as they canalso greatly influence their friends and family.

Child Health Awareness Committee trainingbenefitted 833 school children this year, including421 boys and 412 girls. These children assist inpromoting hygiene and sanitation issues at the schoollevel once they are trained.

Child Health Advisory Committee orientation wasreceived by 373 school teachers and parentrepresentatives in the NEWAH working areas toeducate and make them aware of hygiene andsanitation issues prevailing in schools and at thecommunity level. A total of 226 male and 147 femaleadults were part of this orientation.

Others

Kitchen gardening training facilitates the communitypeople to take up vegetable production at thehousehold level using waste water as well as tapwater, when the source yield is more than requiredfor daily household use at the community level. Thisyear, 404 community people benefited from theNEWAH kitchen gardening training (146 male and 258female).

reduction in the WASH sector in Nepal’, hosted bythe Nepal Ministry of Urban Development inKathmandu (7/8 November). NEWAH’s Himalaya Panthiwas invited to give a presentation on NEWAH'sexperiences in delivering LAPAs in Nepal with a focuson WASH. The presentation was very well receivedwith requests to share the tools used with otheragencies.

Photography and creative writing competition

NEWAH staff had the opportunity to participate in aninternal case study and photography competitionorganised from June – September 2012. The casestudy entries were judged by a panel of jury on thebasis of theme, presentation, writing style and focusof the write up for the case studies and thephotographs based on the theme and photo quality.The announcement was made on 14 Dec 2012. Elevenstaff from across the four regional offices wereawarded for their case studies and six staff for theirphotographs. The competition was organised withthe objective of motivating staff to capture and sharethe stories from their field experiences on variousthemes

WASH-RCNN's toilet photo competition

Bharat Adhikari (NEWAH) participated in WASH-RCNN's Toilet Photo Competition on Facebook. Hebagged third place for his photo titled "First a Toilet,then a House" by receiving 104 likes. The winnerswere announced during the Toilet Exhibition organisedby WASH-RCNN Nepal on 26 November 2012.

Re-fresher training for Mid Western RegionalOffice Staff

In January 2013, NEWAH staff from MWRO gatheredtogether for a 5-day refresher training course. Theevent gave field staff an opportunity to share lessonsfrom past projects and get up to speed on new policiesand procedures. As part of the event, training wasgiven on how to support communities to developWater Safety Plans. After NEWAH CWRO successfullycompleted a pilot project, NEWAH plans to implementWater Safety Planning across all NEWAH projects.

WASH infrastructure points and how to view thecoordinate data in GoogleEarth and other mappingprogrammes. Field staff are taking these new skillsback to their project sites to begin recordinginfrastructure locations.

Volunteering opportunities at NEWAH

NEWAH hosted several volunteers from Australia andNepal this year. The volunteers from differentacademic/professional backgrounds supported theprogramme at both the Headquarters and regionaloffices.

Catherine Sherwood, a volunteer from EWB Australiawas based in NEWAH’s MWRO for a year andsupported the CCA Piloting project in Surkhet District.Kieren Davis, an engineer, also from EWB supportedNEWAH’s Central and Western Regional Office (CWRO)in introducing and piloting the 3R (Recharge, Retentionand Reuse) approach, conventionally known asIntegrated Water Resources Management (IWRM) ata NEWAH project in Gorkha District of Western regionof Nepal. Camilla Bachet, an Australian engineer, wasbased in Kathmandu and supported the technicaldevelopment division and the CWRO in theimplementation phase of the 3R project, for threemonths.

Likewise, Louisa Zhang, an Australian YouthAmbassador for Development (AYAD) has beenworking with the Knowledge Management andAdvocacy Division since March 2013 as a Researchand Documentation Support Officer.

Two other young Nepali graduates Nirmala Karki andReecha Koirala also had the opportunity to volunteerat NEWAH this year in the Knowledge Managementand Advocacy Division and in the Social DevelopmentDivision respectively, to gain experience in thedevelopment field. They contributed in research,translation and editing.

Sustainability conference Ethiopia

Mr. Ratan Budhathoki, Knowledge Management andAdvocacy Manager at NEWAH, participated in the

International Symposium on 'Monitoring SustainableWASH Service Delivery' in Addis Ababa, Ethiopia, fromthe 8-12 April 2013. The symposium was organisedby IRC’s International Water and Sanitation Center inthe Netherlands in collaboration with the governmentof Ethiopia’s Ministry of Water and Energy and theMinistry of Health and in partnership with the AfricanMinister's Council on Water, WaterAid, Rural WaterSupply Network, Water Supply and SanitationCollaborative Council and Water for People. Over 400professionals (donor, practitioners, policy makers,development partners, researchers, experts,universities, officials from governments) from 58countries participated and shared their views andexperience in this International Symposium.

NEWAH's participation in the International Symposiumaimed at observing approaches, tools and processesthat have been practiced at international and nationallevels regarding the monitoring of sustainable WASHservices. NEWAH’s purpose was to understand andcome up with recommendations on approaches andtools that are useful for it to strengthen its monitoringsystems and practice, as well as contribute to Nepal'sWASH Sector.

External Capacity Building

Accomplished partner capacity strengtheningprogramme

This fiscal year, the NEWAH Capacity Building Divisionaccomplished a capacity strengthening programmeto district based organisations which was started in2011 in Surkhet and Doti Districts. The partners weretrained in Community Led Total Sanitation (CLTS),Proposal and Report Writing, Water Quality and Safety

Planning, Leadership Development, OrganisationDevelopment and Management etc. They wereprovided the opportunity to observe the workingprocedures of different WASH organisations.

After the completion of the programme, reviewmeetings held in both districts concluded that thecapacity building activities helped to enhanceinstitutional capacity as well as WASH movement inthe districts.

Based on the knowledge and triggering skills learnedduring the CLTS training, ODF programmes werefacilitated and as a result, Uttarganga VDC of Surkhetand Banjkakani VDC of Doti were declared ODF VDCs.Similarly, Sayal Nepal is taking responsibility to facilitateODF programmes in Toleni VDC of Doti District.

Initiation of capacity building programme of V/D-WASH-CC and WSUC

Several issues have been identified in the WASH sector.The role of the local government bodies as well asthat of the users' committees is critical in addressingthem. Although a significant investment has been put

into the WASH sector, the sustainability of the WASHprogramme is not ensured yet. Most of the waterschemes become dysfunctional before the projecteddesign date. According to the report of a NationwideCoverage and Functionality Status of Water Supplyand Sanitation in Nepal, only 18 percent of the waterschemes are functioning well and 39 percent of thewater schemes are waiting for minor repair, in greatpart due to lack of management skills. On the otherhand, due to the increasing population and watersource depletion, easy access to water is becoming amajor challenge. To achieve the universal goal ofWASH by 2017, major WASH stakeholders, such asusers and local authorities like V/D-WASH-CC need tobe capacitated on WASH programme management.

Taking this into account, a total of 513 participants(91 female and 422 male), members of the V/D-WASHCC and WSUC in Doti, Surkhet, Baglung, Sindhuli,Udayapur and Siraha Districts were capacitated byNEWAH on WASH project sustainability throughseveral workshops this year.

V-WASH- CC will concentrate on WASH sustainability

"Before attending the WASH projectsustainability workshop, I used to onlypay attention to sanitation. Now, I amtaking a closer look at the functionalitystatus of the WASH projects in myVDC. I am giving suggestions to allusers’ committees to conductmeetings regularly and collect at leastone rupee per day for the projectmaintenance fund," says Khem RajBhatta, chairperson of V-WASH-CCand VDC secretary of Ghangal VDC,Doti.

He adds, "I have maintained aninformation diary on all the waterschemes in my working VDC. Otherparticipants of the workshop have alsobeen actively working for the sustainability of their WASH projects."

Bhatta had participated in the 'WASH Project Sustainability Workshop for V-WASH-CC Representativesorganised by NEWAH Capacity Building Division from 19-21 February 2013 in Dhangadhi. "Comprehensivediscussions on WASH project sustainability during the workshop helped us understand the conceptof WASH project sustainability as well as challenges and opportunities in this area," he said.

The issue of sustainability of water schemes is now a priority. "Without sustainable and a wellfunctioning water scheme, the sanitation campaign cannot be sustained” shared Bhatta.

In these workshops, the participants were introducedto their roles and responsibilities as defined by theNational Sanitation and Hygiene Master Plan 2011,regarding saving and credit programmes in WSUCs.The importance of a 'WASH project life cycle cost'helps water schemes work in a sustainable andeffective manner by design period. Similarly, othermanagement tips contributing to the sustainabilityof WASH programmes were also imparted to theparticipants, in communication, motivation, timemanagement, leadership, conflict management aswell as practical knowledge on the importance ofsource registration, its process, water quality andsafety planning and community management.

Others

Similarly, the Capacity Building Division orientedjournalists on WASH issues working in Doti, Surkhetand Udayapur District. The journalist working inUdayapur formed WASH media group named J-WASH-CC. This division facilitated the Water Quality andSafety Plan Triggering Training to Community HealthVolunteers working in Morang district and facilitateda Creative Writing Training to NEWAH field staffworking in the Eastern Regional Office (ERO).

VDC considering on life cycle cost of water schemes

"To support the VDC ODF zone declaration campaign and to sustainthe ODF status as well as to move forward, total sanitation has becomeour new goal," says Lila Raj Joshi, VDC secretary of Barpata VDC of DotiDistrict. Joshi participated in the "Orientation on ODF CampaignPromotion to VDC Secretaries" organised by NEWAH Capacity BuildingDivision on 8 June 2013 in Dipayal, Doti.

Joshi says that for the best utilisation of the investment in the WASHsector and the efforts of implementing agencies, each stakeholdershould be more careful and responsible. "This orientation gave us anumber of ideas to enhance WASH project sustainability" he added.

The participants of this orientation had scrupulously analysed the water and sanitation condition oftheir working VDC while ODF declared VDC secretaries had set the goal of achieving total sanitationstatus. In August 2013, Joshi had set the goal to achieve total sanitation status by the end of 2014."Easy access to water makes sanitation conditions sustainable and stratified, so I am planning to allocateat least three percent of total VDC budget for new water schemes," he said.

NEWAH's effort for WASH project sustainability is appreciated

"With the contribution of the local community, the efforts of variousorganisations like NEWAH and the encouragement from the DDC andVDC, Udayapur District has achieved a remarkable outcome in sanitation.But just of the ODF status is not sufficient. To retain this status andto move towards total sanitation is a big deal," says Gopal KumarAdhikari, Local Development Officer of Udayapur district.

Addressing the VDC secretaries and social mobilisers of ODF declaredVDCs, Adhikari suggested moving towards total sanitation as soon aspossible. "The efforts for WASH programme sustainability initiated byNEWAH are appreciated." He says, "The issue of WASH programmesustainability should be more focused on, by all stakeholders in thefuture."

He requested to all V-WASH-CC representatives to monitor the sanitation status of public institutionsand regularly send report to the D-WASH-CC. "I would like to request to all participants to give highpriority to sustainability in all development work and express my thanks to NEWAH for focusing on theessential issue of WASH project functionality and sustainability," he added.

A two day training on Health and Hygiene Promotionwas organised for Female Community HealthVolunteers (FCHVs) from Khanikhola VDC, SurkhetDistrict from 20-21 February 2013. The main purposeof the training was to make the FCHVs active inmobilising the mother's group and users in the VDCto participate and support in the VDC ODF campaign.A total of 16 FCHVs, the health post chief and VDClevel WASH stakeholders participated in the training.

During the training the FCHVs reviewed theachievements they had made so far with the hygieneand sanitation activities; discussed the problemsidentified in the process of promotion; learned aboutthe various ways through which water and sanitationrelated diseases are spread and ways to stop them;discussed their roles and responsibilities in the ODFcampaign and how they could contribute more;informed them on the importance of menstruationhygiene; and trained on how to educate women and

girls in the VDC about it.

The participants also prepared and action plan onhow to move ahead and expressed their commitmentto actively support and facilitate the ODF campaignin their VDC to achieve an ODF status.

A workshop on hygiene and sanitation wasorganised for teachers from five schools that fallin NEWAH’s project area in Khanikhola VDC,Surkhet District from 23-24 February 2013. Atotal of 12 teachers including the school principaland health teachers from secondary, lowersecondary and primary schools participated. Theworkshop was organised to improve theknowledge, attitude and practice of the teacherson hygiene and sanitation issues in the school.

At the workshop, the present hygiene and

sanitation conditions and practices at their schoolswere discussed and sanitation related issuescovered by the school curriculum were identified.The teachers were also given knowledge on handwashing practices, safe storage and handling ofwater, water purification methods, importanceof a toilet in schools, menstrual hygiene andkeeping the school environment clean.

They developed an action plan on how to improvethe school hygiene and sanitation and committedto implement the plan effectively in their schools.

Australian Ambassador's Visit to Udayapur

On March 11 2013, Australian Ambassador toNepal, HE Susan Grace visited the district ofUdayapur and observed NEWAH - WASH projectfunded by AusAID through WaterAid in Rauta VDC.Ambassador Grace visited the households inPuware Shikhar and had discussion with themembers of Rauta V-WASH-CC, and PuwareShikhar WSUC. She also had the opportunity toget the community people's views on the project.

Dutch WASH Alliance visit Gorkha District

On April 9 2013, A. D. Brouwer, the ExecutiveDirector of Simavi, along with six othermembers of the steering committee of theDutch WASH Alliance (DWA) and two DWAmanagers visited the Nepal Water Alliance(NWA) project funded by Simavi (from theNetherlands), in Tanglichok VDC, of GorkhaDistrict.

The nine member team was accompanied bythe NWA Country Coordinator, KalawatiPokharel as well as Kumar Silwal, RegionalManager and Tara Nath Paudel, ProgrammeMonitoring and Evaluation Officer of NEWAHCentral and Western Regional Office (CWRO).

The team visited Gorditar and Phurkedanda Projects and held an interaction with the members of the WSUC,caretakers, local staff and community people. They also observed the constructed tap stand and other structuresin the project area. The visitors also participated in the V-WASH CC and project agreement workshop inTanglichok VDC for the recently approved NWA projects funded by SIMAVI for the FY 2013. On the same day,the agreement was signed for the three new projects - Sadhikhola, Dalbhanjyang and Bhedabari Gondegaun- to be implemented by NEWAH, in partnership with the WSUCs and V-WASH-CC.

Founder and CEO of charity: water, Scott Harrison,Creative Director, Viktoria Harrison, together withcharity: water supporters and their families, visitedNEWAH project areas from 3-6 of April 2013. Theyvisited the charity: water funded project completedin 2011 in Tingring, Resha VDC in Baglung district,Western Region and another project completedin December 2012 in Voltar, Baireni VDC, Dhadingdistrict, Central Region and observed the waterpoints, water collection tanks and school toilets.They also met with users, WSUC members, V-WASH CC members, students and teachers in theproject areas. The charity: water team wasaccompanied on this trip by NEWAH Director,Umesh Pandey, CWRO's Regional Manager, KumarSilwal and the Senior Health and SanitationFacilitator, Sarmila Shrestha.

Social Welfare Council (SWC) monitoring visit to Sindhuli District

From 10-13 December 2012, Deputy-Director Pralhad Panta of the SocialWelfare Council (SWC) went on amonitoring visit of a NEWAH WASHproject.* Panta was accompanied byAshok Swar, NEWAH AdministrativeManager from HQ and other NEWAHfield staff to Toshramkhola WASH projectin Sindhuli District. He inspectedNEWAH's work at the project site. Duringthis visit, Panta also met with therepresentatives of the V-WASH-CC, theDistrict Water Supply and SanitationDivision Office, as well as the LocalDevelopment Officer. He was updatedon and then discussed NEWAH’s work inthe district. He showed keen interest inhow NEWAH coordinated with local

government agencies at the district level. Based on his observation and interactions with the local levelstakeholders, at the end of his visit, he concluded that NEWAH was successfully working in communities bymaintaining close coordination with government agencies.

Our Funding PartnersThe projects implemented this year were funded by WaterAid, AusAID, charity: water, Simavi, USAID / Savethe Children for SUAAHARA Programme, Plan Nepal, and Specific Project Donors like Rainwater HarvestingImplementation Network (RAIN) Foundation and Rotary Club. A new donor this year, USAID / WinrockInternational, is supporting a Knowledge-based Integrated Sustainable Agriculture and Nutrition (KISAN)Project.

Financial ReportA. IncomeDuring the fiscal year 2012/13, NEWAH’s overall income was NRs. 423.022 million. The annual income increasedby 62.35 percent. Grants formed NRs. 419.207 million of the funding and NRs. 3.815 million came from internalresources. Donor wise income is shown in the graph and table below.

Income in FY 2012/13:WaterAid, AusAID, charity: water, Simavi, USAID / Savethe Children for SUAAHARA Programme, Plan Nepalmade up NEWAH's major donors for the year. Fundingfrom these donors supported WASH service delivery,research and an advocacy and nutrition programme.

Between 2012-2013, AusAID funds increased by 34.4percent, charity: water’s by 318.58 percent, Simavi’sby 172.4 percent, SUAAHARA’s by 866.67 percent andSpecific Project funds by 147.27 percent. While NEWAH'sinternal resources increased by 43.17 percent this year,WaterAid funds decreased by 42.95 percent and PlanNepal funds by 19.44 percent.

B. ExpenditureIn the fiscal year 2012/13, NEWAH’s overall expenditure was NRs. 393.845 million. The annual expenditureincreased by 64.78 percent, due to an increase in the number of projects funded by AusAID, Simavi, charity:water, SUAAHARA, Specific Projects and NEWAH’s own internal accounts. Donor wise expenditure and activitywise expenditure is shown in the charts and table below.

Expenditure in FY 2012/13:

There was an increase in expenditure of various donor funds this year - AusAID expenditure increased by 45.92percent, Simavi’s by 6.61 percent, charity: water’s by 256.59 percent, SUAAHARA’s by 1074.67 percent, andSpecific Projects’ by 18.53 percent, while NEWAH's own internal fund expenditure increased by 1100.89percent. WaterAid's funding in 2012/13 decreased by 13.83 percent and Plan Nepal's by 18.77 percent.

Chapter 6Lessons and Future Plan

Lessons

WASH Service Delivery

While 85 percent of the population now has accessto water and over 60 percent to sanitation, there arestill scattered settlements that lack access to theseservices. Reaching these communities, and assuringthe long-term sustainability of the water supplysystems and behaviour change in the long run remainsa challenge for the organisation. Improving theplanning, designing, implementation and monitoringis necessary to continue providing services that aresustained over the long run.

Capacity Building

Due to the lack of co-operation and coordinationbetween WSUC and government bodies like VDC andDDC, the WSUCs are not able to manage life cyclecost as well as extension and improvement of theirWASH project. As a result of increasing opportunitiesoutside the community, the trained caretakers at theproject level are decreasing and the constructedsystems are facing maintenance problem.

Thus, NEWAH's capacity building efforts made at VDCand district levels have led to familiarising the localauthorities with the policies, provisions and theirmandates in the National Sanitation and HygieneMaster Plan 2011, developing management skills forlocal NGOs, users and user committees and buildingtheir capacity to improve local level coordination,understanding the importance of V/D-WASH-CCs’ rolein the sustainability of WASH projects.

Furthermore, in training V/D-WASH-CC members,budget allocations were enhanced at VDC levels. Due

to capacity building efforts regarding ODFcampaigning, mechanisms have now been set up byVDCs to encourage local communities to constructtoilets.

Policy Influencing

Influencing policy in NEWAH’s working VDCs anddistricts has strengthened coordination among WASHstakeholders and allowed the effective and timelyimplementation of the projects, in line with the districtstrategic plans and VDC WASH plans and profiles. Thisprocess has also facilitated the VDCs in allocatingbudgets and given momentum to the VDC levelsanitation campaigns aimed at achieving VDC ODFtargets.

Future Plan

Increasing Access to Sustainable WASHServices

While continuing to provide improved WASH services,NEWAH's focus will be on strengthening andintroducing mechanisms in the project areas thatensure sustainability of the water supply schemes,good hygiene behaviour and sanitation practices.

Improving Sector Coordination

Improving sector coordination has been identified asfundamental to save the time, effort and resourcesin efficiently delivering the services and achieving theuniversal coverage on water and sanitation by 2017.

It is through improved coordination, support andacceptance of the WASH stakeholders NEWAH hascome this far. NEWAH will consistently strive towardsstrengthening the coordination with the WASH

stakeholders at the local, district and national levelslike the V-WASH-CC, D-WASH-CC, R-WASH-CC,National Sanitation and Hygiene CoordinationCommittee and Sector Stakeholder Groupscoordinated by the Sector Efficiency ImprovementUnit of the Ministry of Urban Development, so as toachieve total WASH coverage in its working VDCs inseveral districts of Nepal.

Strengthening Local Institutional Capacity

In understanding the sustainability challenge that thesector is facing regarding constructed water supplyand sanitation systems, the lack of local levelinstitutional capacity and skills to deliver the servicesbecomes clear. For the past few years, the NEWAHcapacity building division has mainly focused onbuilding the capacity of local level WASH stakeholdersand institutions both government and nongovernment such as the local NGOs, WSUC, V-WASH-CC, D-WASH-CC at the VDC and district levels.

In 2013/14, efforts to strengthen local level institutioncapacity will be taken up extensively, trying to makethe users and V-WASH-CC aware of the need to keeptheir WASH project functioning and how to go aboutit. Situation analysis of the WASH projects will be usedas a tool to update the status of WASH systems andmake an improvement plan if required and effectivefollow up mechanisms will be established to ensureWASH project sustainability.

Integrating Learning

Considering new demands and challenges, NEWAHinitiated and introduced Climate Change Adaptationin WASH, Water Quality Safety Planning, 3 R approach,Water Lifting Systems and Child Rights Programme in

WASH. While NEWAH is learning from theseapproaches, it is also gathering knowledge andexperience to gradually mainstream and adopt theseapproaches in all projects in the future.

Exploring Opportunities for New Funding

NEWAH has earned the trust and recognition as acredible sector organization both in the national andinternational arenas and has been supported byvarious donors from all around the globe. To keepbuilding on that trust and credibility and to bridgethe funding gap that would be created with AusAIDone of NEWAH's largest funding partner since 2010concluding its support at the end of March 2014,NEWAH will explore opportunities for new funding.

It has become apparent that despite its long standingefforts in the sector and its international recognition,NEWAH needs to promote the work it hasaccomplished over the past two decades. In order topromote its activities, create new partnerships andsecure international financial support, NEWAH willstrategise and adopt a competitive and innovativecommunication strategy which will include socialmedia.

Reviewing and Revisiting Strategy

NEWAH has come a long way since 1992, relentlesslymaking an effort to improve its planning, designing,implementation and monitoring systems. Theorganization remains engaged in innovating itsmethodology to address current and future sectorchanges, requirements and challenges. This year,NEWAH will be reviewing and revisiting its past strategyto develop and define a new strategic direction andfuture working modalities for 2014-17.
