Newcastle Airport
Established in 1947, Newcastle Airport is the second international gateway into
New South Wales and the second busiest airport in the state. Underpinned by
its purpose - ‘being the Airport the region deserves’ Newcastle Airport is much

The Hon. Mark Coulton MP
Federal Minister for Regional Services, Decentralisation
and Local Government; Assistant Minister for Trade and
Investment
Mark was first elected to the House of Representatives for the seat of Parkes, New
South Wales, in 2007. He has since been re-elected in 2010, 2013, 2016 and 2019.
On 26 May 2019, Mark was appointed to the Coalition Government Ministry by Prime
Minister Scott Morrison as the Minister for Regional Services, Decentralisation and
Local Government, and Assistant Trade and Investment Minister, and was officially
sworn-in on 29 May 2019.
From March 2018 to May 2019, Mark was the Assistant Minister for Trade, Tourism
and Investment.
During his time in the Federal Parliament, Mark has also held the positions of Deputy
Speaker of the House of Representatives, National Party’s Chief Whip, Shadow
Parliamentary Secretary for Ageing and the Voluntary Sector, Shadow Parliamentary
Secretary for Water and Conservation and Shadow Parliamentary Secretary for
Regional Development and Emerging Trade Markets.
Mark has also served on numerous parliamentary committees since entering Federal
Parliament in 2007.
Prior to his election to the House of Representatives, Mark was the Mayor of Gwydir
Shire Council from 2004 until 2007.
Mark has an extensive agricultural background having spent 30 years as a farmer
and grazier. Mark and his wife Robyn owned and operated a mixed farming system
growing cereal crops and running beef cattle.
The electorate of Parkes covers an area of 393 413 square kilometres – which is
49% of NSW and has an economy based on agriculture and mining.
As the Federal Member for Parkes, Mark represents one of the largest Aboriginal
populations in the Australian Parliament.
When Parliament is not sitting, Mark and his wife Robyn cover large distances
travelling from community to community to meet with their constituents.

Craig Carmody
Chief Executive Officer, Port of Newcastle
Craig joined Port of Newcastle as Chief Executive Officer in August 2018,
building on extensive experience spanning the transport, maritime and
infrastructure sectors.
From 2014 Craig was Head of Strategy and Corporate Affairs at Svitzer, the
towage services division of Maersk Group, where he was responsible for
strategy, innovation and corporate affairs. While at Svitzer, Craig also led the
regulatory affairs engagement with governments, port owners and port
authorities.
Craig has held senior roles in the Australian Federal Government, serving as the
Director of Policy in the Prime Minister's Office, Deputy Chief of Staff to the
Deputy Prime Minister and Senior Policy Advisor to Ministers for Infrastructure
and Transport, and Workplace Relations and Employment.
He served 10 years in the Australian Army, including the Special Forces, reaching
the rank of Lieutenant Colonel and holds post-graduate qualifications in public
policy, business management and industrial and employee relations.

Peter Colacino
Executive Director- Policy and Research, Infrastructure
Australia
Peter Colacino leads Infrastructure Australia's Policy and Research team and is
tasked with identifying the greatest challenges and opportunities facing the
delivery of infrastructure for Australia's growing cities and regions. The team has
recently delivered Australia's second national Infrastructure Audit as well as deep
dive policy examining future mobility, sequencing infrastructure delivery and
population growth.
Peter brings his experience working both in positions across the public and
private sectors on some of Australia's largest infrastructure projects, including
Northconnex, Transport for Newcastle and Gold Coast Light Rail. He has also
been a champion for generational change in transport services, including the
adoption of connected and autonomous vehicle technology, electric vehicle
adoption and new models of transport service provision.

Dr Stephen Judd
Chief Executive Officer, HammondCare
Dr Stephen Judd is Chief Executive of HammondCare, an Australian charity that
exists to improve quality of life for people in need. Founded in 1932, today
HammondCare is acknowledged as Australia’s leading dementia-specific
service provider, providing residential, at home care and consulting services
around Australia as well as providing palliative care, rehabilitation and psycho-
geriatric care through its health and hospital network in NSW.
When Dr Judd was appointed as Chief Executive in 1995, HammondCare
served fewer than 250 clients and had annual revenue of A$9 million. It now has
over 3,500 staff and revenues in FY18 over A$276 million. For over 20 years
HammondCare has provided dementia consultancy services internationally and,
more recently, is supporting other providers throughout Australia effectively care
for those people with challenging behavioural and psychological symptoms of
dementia.
Dr Judd combines extensive management experience with a vision and passion
for making a difference. His special interests include designing environments for
people with dementia and the future role of charities in the provision of social
and health services. Prior to his work in the Aged Care industry, Dr Judd worked
as an author and professional historian, and as an Executive in the IT industry.
Dr Judd has written, edited and contributed to books on dementia and aged
care design as well as the role of charities. He has served on numerous industry
and government committees, including those advising the Australian
government on dementia-specific services, workforce issues, technology and
information management. He is currently a member of the Australian
Government’s Aged Care Quality Agency Advisory Council and is a Fellow of the
Australian Institute of Company Directors.

Professor Will Rifkin
Director and Chair in Applied Regional Economics,
Hunter Research Foundation Centre, Faculty of
Business and Law, University of Newcastle
Professor Will Rifkin is Director of the Hunter Research Foundation Centre and
Chair in Applied Regional Economics in the Faculty of Business and Law at the
University of Newcastle.
The HRF Centre has a 60-year history of conducting social and economic
research in the Hunter region and nationally. The Centre shares these findings
in quarterly economic breakfasts with hundreds of leaders from business,
government, and the community sector.
Fostering collaboration between these sectors has been a key focus of the HRF
Centre over the past two years. That takes advantage of its new role within the
University of Newcastle, an ‘anchor institution’ in the region, which the Centre
joined in 2017.
Rifkin and the Centre have recently been involved in research on the role of
‘second cities’ in the Australian economy to investigate the potential benefit to
Australian that is lost due to the gap in national policy on cities that serve as a
gateway between state capitals and regions. Clients for this work have been the
City of Newcastle, Committee for Geelong, City of Greater Geelong and
Wollongong Council. The Centre organizes an annual, international symposium
each October to provide thought leadership on such second cities. It has also
been instrumental in recent formation of the Committee for the Hunter, a multi-
sector organization providing evidence-based advocacy for the region.
Rifkin previously led a $5-million portfolio of industry-funded social science
research that led to creation of the UQ Boomtown Indicators. Generating a small
set of indicators of change at the town-level illustrated the ripple effects across
communities from the upturns and downturns in natural resource development.
Prof Rifkin is an engineer-turned-social scientist. He worked on hybrid cars
twenty years before they came to market. He has degrees from MIT in physics,
the University of California-Berkeley in energy and resources, and Stanford
University in sociotechnical studies.
His areas of focus are communication and decision-making among experts and
relative non-experts – engineers, scientists, medical specialists, lawyers,
politicians, local residents, pub owners, farmers, etc.

Stephen Walters
Chief Economist, NSW Treasury
Stephen Walters is chief economist for NSW Treasury. He joined Treasury in July
2018. Previously, Stephen was chief economist with the Australian Institute of
Company Directors (AICD) and investment bank JPMorgan, from October 2001
until February 2016.
Before joining JPMorgan, Stephen was Senior Economist with Access
Economics in Melbourne and International Economist with Norwich Union in the
UK.
He also spent 7 years as an Economist with the Treasury in Perth. Stephen holds
a Bachelor’s Degree in Economics from the University of Western Australia and
a Master’s Degree in Applied Finance from the University of Melbourne. He also
is a graduate of the AICD’s Company Directors’ Course, and has qualifications
in journalism. He has published three books.
Stephen is Chair of the Australian Business Economists (ABE) and is a member
of the Australian Statistics Advisory Council (ASAC).

Professor Alex Zelinsky
Vice-Chancellor and President, University of Newcastle
Professor Alex Zelinsky, AO is the University of Newcastle’s 8th Vice-Chancellor
and President and commenced in the role on 19 November 2018. Prior to joining
the University, Professor Zelinsky was Australia’s Chief Defence Scientist and
leader of Defence Science and Technology within the Department of Defence.
Professor Zelinsky’s scientific career includes working as a computer scientist,
systems engineer and roboticist and spans innovation, science and technology,
research, commercial start-ups and education.
Prior to joining Defence, Professor Zelinsky was Group Executive for Information
Sciences at CSIRO. Previously, he was Chief Executive Officer and co-founder
of Seeing Machines, a technology company focused on computer vision. The
company is listed on the London Stock Exchange and was a start-up from the
Australian National University, where he was a Professor of Systems
Engineering. Professor Zelinsky has a Bachelor of Mathematical Sciences
(Honours), Doctor of Philosophy and Honorary Doctor of Science from the
University of Wollongong, and is a Graduate of the Australian Institute of
Company Directors. He has completed the Advanced Management Program
from Harvard University and the Senior Executive Program from London
Business School.
Professor Zelinsky has been recognised nationally and internationally for his work
including:
• appointed an Officer in the Order of Australia (AO) in the 2017 Queen's
birthday honours in recognition of "distinguished service to defence
science and technology, to systems engineering, and to education as
an academic and researcher"
• named in Engineers Australia's list of the 100 most influential engineers
from 2009 - 2015
• awarded the prestigious M A Sargent Medal by Engineers Australia for
outstanding professional contributions to engineering
• awarded the Pearcey Medal, the ICT industry’s premier prize for lifetime
achievement
• selected as a Technology Pioneer by the World Economic Forum in
2003, 2004 and 2005 in recognition of his commercialisation of
technology with Seeing Machines
• receiving the BHERT International award for his university-business
research collaboration in 2000
• Fellow of the Institute of Electrical and Electronics Engineers, the
Australian Academy of Technology and Engineering, the Institute of
Engineers Australia and the Australian Institute of Company Directors.

Dr Peter Cock
Chief Executive Officer, Newcastle Airport
As Chief Executive Officer of Newcastle Airport, Dr Peter Cock brings a breadth
of experience to the role in a range of disciplines.
With more than 15 years of aviation experience, Peter has held positions with
Perth Airport progressing from Environmental Manager to Chief Operating
Officer, prior to joining Newcastle Airport as CEO in 2015. Recognised as
Newcastle’s business leader of the year in 2019, Peter is an experienced senior
executive who has the ability to drive change to help deliver a company to its full
potential. Peter has demonstrated success in the transport industry,
infrastructure development/ maintenance and professional services.
Under Peter’s leadership, Newcastle Airport has achieved record passenger
throughput and record profits, which are delivered back into the community
through dividends to Newcastle Airport’s Council owners, City of Newcastle and
Port Stephens Council.
Peter holds a PhD in Environmental Science and considers some of his greatest
achievements as completing the Mount Everest Base Camp climb in May 2008
and taking a year out from corporate life to care for his daughter.
Committed to working closely with Department of Defence, airlines, industry,
and stakeholders, Peter strives to achieve the vision of providing the region with
the airport it deserves.

Lucy Flemming
Managing Director / CEO, Coal Services
Lucy Flemming joined Coal Services in August 2010 as Chief Financial Officer
and was appointed Managing Director/CEO in December 2011.
Lucy’s career spans more than 30 years during which time she has held
executive positions in accounting, business, finance, investment and retail areas
across both the private and public sectors. Her career includes 15 years of
workers compensation experience, having spent seven years at WorkCover
NSW where she managed various facets of workers compensation insurance.
Lucy holds a Bachelor of Business degree with a major in Accounting and sub-
major in Law and is a qualified CPA. She is a Graduate Member of the Australian
Institute of Company Directors, and has been a Director of Hospitality Employers
Mutual Limited since February 2015.

Professor Deborah Hodgson
Acting Deputy Vice-Chancellor (Research and
Innovation), University of Newcastle
Professor Deborah Hodgson is Acting Deputy Vice-Chancellor, Research and
Innovation, and Director of the Laboratory of Neuroimmunology at the University
of Newcastle. As Acting Deputy Vice-Chancellor, Research and Innovation,
Professor Hodgson provides leadership in driving the University’s research and
innovation agenda with a particular focus on engagement with industry, business
and our stakeholder community. She has substantial expertise in working with
all levels of government and relevant national and international agencies across
the sector. Professor Hodgson has been instrumental in improving research
opportunities at the University of Newcastle and in particular is committed to
supporting the development of emerging research leaders and ensuring that
provision is made to support early career researchers.
Professor Hodgson continues to be an active researcher, with funding from
national and international funding bodies. During her research career, Professor
Hodgson has published in excess of 140 refereed journal papers, several books
and facilitated major international collaborations with partners in the USA,
Canada, Israel, New Zealand, Sri Lanka, the Netherlands and the UK. She has
significant funding from national and international funding bodies and contributes
to those funding organizations through executive roles. She has an active
laboratory and has supervised over 20 PhD students and over 90 masters and
honours students. She has an active laboratory dedicated to understanding the
dynamic interactions between the brain and the immune system. A primary
focus of which has been the role of early life events in the programming of, and
in determining resistance to, pathology.
In addition to her academic and research roles she is a registered psychologist,
an accredited AustralAsian practitioner in Anti-Ageing Medicine, and a graduate
of the Australian Institute for Company Directors and sits on the board of
directors for Headstart, an organisation supporting individuals and families
impacted by acquired brain injury. She is also on the board of directors for
Cooperative Research Centre for Contamination Assessment and Remediation
of the Environment, an organisation carrying out research and developing
technologies for managing contamination of soil, water and air. She is also on
the board of Unimutual.
Professor Hodgson also sits on the Universities Australia Executive Women
(UAEW) Group and is the lead executive champion for the university’s
participation in the Science Australia Gender Equity (SAGE) pilot of Athena
Scientific Women's Academic Network (SWAN), an initiative to improve gender
equity and diversity in science, technology, engineering, mathematics and
medicine.

Lee Kelly is the head of CEDA's NSW and ACT operations and is responsible for
membership, CEDA's event program and business development activities. Prior
to this role, she held the position of Associate Director for over five years where
she gained expertise and experience facilitating policy discussions, project and
program leadership, business improvement and stakeholder engagement.
Lee has over 15 years' experience in the private and not-for-profit sectors within
Australia and internationally. She has held senior roles in Europe, Japan, Taiwan
and Vietnam for organisations such as Deloitte, Ogilvy & Mather, Freshfields
Bruckhaus Deringer and the Institute of Chartered Accountants.
Lee has a BA Communication from the University of Canberra.

Managing Partner, Western Sydney, KPMG
David is the Managing Partner of KPMG’s Western Sydney office based in
Parramatta and a Tax Partner with KPMG’s Enterprise group in Sydney. David
has over 25 years’ experience in advising private companies, family owned
businesses and their shareholders in all aspects of growing and managing their
businesses.
David has thorough knowledge and understanding of the unique characteristics
and issues affecting private and family groups and have extensive experience in
equity succession, estate and exit planning, shareholder agreements, corporate
governance policies, structuring advice and business and strategic planning,

David has a passion for sailing and sails recreationally. In 2009, he sailed in the
Gosford to Lord Howe Island and Sydney to Hobart Yacht race and competes
in the Launceston to Hobart yacht race every year.

Rowenna Walker
Director, Transport Clients NSW, Aurecon
Rowenna Walker is the Director for Transport Clients in NSW at Aurecon. As a
member of the global leadership team she is responsible for leading one of the
largest client portfolios at Aurecon with an annual revenue of $100m.
With a background as a Chartered Civil Engineer, Rowenna’s career has
spanned two decades and three continents, bringing a range of international
corporate experience in leading teams, managing P&L, development of market
growth strategies, negotiating contracts and understanding clients.
Rowenna’s technical grounding was in the road and rail industry starting as a
construction site engineer, then spending time as a client’s engineer overseeing
rail operation and maintenance, moving into consultancy where she has led and
governed major transport planning and construction projects. She recently held
the global rail role, covering passenger and freight at Aurecon and retains hands
on project governance roles on projects such as Sydney Metro and Newcastle
Light Rail.
Rowenna is passionate about diversity and inclusion, and in 2017 was
recognised as a Champion of Change, Female Leadership by Consult Australia.
A Graduate of the Australian Institute of Company Directors, Rowenna is a Board
Director for Consult Australia as well as a Non-Executive Director for Bendigo
Bank, Lindfield & Turramurra branch.

Research and policy
CEDA’s only agenda is to pursue good public policy to progress Australia’s

3000 publications, research reports and articles highlighting emerging issues and
directions in a diverse range of policy areas. Research in 2019 will focus on
Australia’s long-term budget position, the effects of temporary migration, a survey
of Australian businesses on their approach to economic development, and new
approaches to addressing entrenched disadvantage.
