14.6. The following was referred to the National Specialty Show Committee: (update due October 2020 meeting) Motion: Request the National Specialty committee to consider guidelines for dedicating an NCA national to specific persons. Whereas, 1. sometimes it is appropriate to dedicate a specialty to a particular person, but there are

no guidelines on any criterion to be used, and 2. It would be better to consider this problem in advance rather than on the spur of the

moment, Therefore, I move that

1. the problem be referred to the National Specialty committee for their input on guidelines, and they report back to the board at the February meeting with some rough guidelines on such policy or the statement that they do not think any policy is feasible at this time.

14.7. General Order: Jack Dean move, and Lynne Anderson-Powell seconded that:

“Whereas it appears that: 1. The status of the NCA seal as a copyright or trademark item is uncertain and board

members having different impressions of what the law is and how we enforce our rights. 2. The NCA seal has never been registered with federal authorities. 3. There should be some type of competitive bidding on having someone properly register

the NCA Seal. Now, therefore, I move that the board should come up with a plan to find qualified people and determine what they would charge for doing this as well as other associated costs. The motion passed unanimously. (The action was amended on October 17, 2019 by assigning a reporting date of December 5, 2019 -for the December 19, 2019 meeting. A partial report was received on March 26, 2020; update due for June 2020 meeting.)

NCA Charitable Trust 1st Vice President report September 9, 2020

The Charitable Trust Management Board (CTMB) met on Wednesday, September 9, 2020. During the meeting:

• Clyde Dunphy, Chair, reported: o That the Request for Proposals for our Morris Animal Foundation Donor-Inspired

Study for SAS will be released October 14, 2020 and will close on December 14, 2020.

o That he had received one inquiry regarding the Donor-Inspired Study for Newfoundland Forelimb Anomaly asking for assistance in contacting owners of affected puppies. This researcher is with the University of Florida. This Request for Proposals closes the end of September.

o That the Newfoundland Club of America Charitable Trust will be recognized as a Distinguished Donor by the AKC Canine Health Foundation in celebration of the 25th Anniversary of the AKC CHF. This recognizes our Donor-Advised Fund support of two grants with the CHF this year.

• Mary L Price, Treasurer, reported the following: o Updates on the balances and the Morgan Stanley accounts. o Several bequests to the NCA Charitable Trust are moving forward to final

distributions. o That several inquiries regarding estate planning and the Charitable Trust were

received after the first NewfCares: Research and Rescue newsletter was issued. o A person in Idaho is contacting Marc Saunders as she has Newf memorabilia to

sell to benefit the Trust. o There was some discussion on the proposed metrics to be uses for comparison

for the Morgan Stanley accounts. • NCA Rescue: Mary L reported the following:

o Rescue numbers are up, probably due to people going back to work and not having time for the dog.

o South Central recently took in 13 rescues, including two pregnant bitches from a producer in southern Indiana. It was agreed that the CTMB give preliminary verbal approval to South Central for a 50/50 50% grant for expenses when it is needed for these rescues per policy.

o The puppies from Raven’s litter have been placed and their placement fees covered the medical care expenses in excess of donated expenses.

o There are still a good number of dogs coming into Rescue from the Penn-Ohio area. They are getting placed quickly and the placement fees are coming in.

• NewfCare: Research and Rescue newsletter: o The launch went extremely well with over 500 emails going out. The next issue

will go out November 15th. o There was a big bump in donation form requests – the usual 5-6 requests to 23.

o OFA is reviewing the proposed changes and questions. There are 2 breed clubs ahead of ours and it will likely be the end of the year before completion. Plans are for release in 2021.

• Old Business: o Mary L Price reported that she had sent the second sales tax payment to the

state of Michigan on Trust revenues generated at the 2018 Natl. Specialty. • The Trust was informed about the postponement of the 2021 National Specialty from

May to October 24-31, 2021 in Frankenmuth, MI. • The next meeting will be Wednesday, October 7, 2020 at 8:00 pm.

Proposal by Health and Longevity, submitted for BOD consideration In February of this year, Health and Longevity voted in approval of updating the official position statement regarding submission of DNA to the CHIC DNA Repository, and the proposal was sent to the BOD with a request it be placed on the agenda. Given the events of this year, it is understandable that other pressing issues be given priority on the agenda. I am hoping, if space on the agenda permits, to resubmit this for your consideration. This proposed change is an attempt to address the following:

• Educating and encouraging ALL Newf owners to submit, not just breeders. There are a lot of pet owners out there whose dogs have various health issues, and many would be more than happy to submit if they knew about it.

• The recent information from Eddie Dzuik, stating that samples from the DNA database aren't of use to researchers unless they're updated when the dog has a change in health. Many people get blood taken on healthy, young dogs (at the National, say), and when a scientist inquires how many samples they have of Newfs with Bloat/Allergies/Cruciate... the OFA runs an internal query. If nobody sends in updates, the samples aren't flagged for those health issues, they just show up as healthy dogs. It'd also be nice to get info when a dog passes, a start on quantifying longevity.

• The updated statement also reflects the OFA's position, which can be read on the OFA website here.

It is of interest to note that looking at records on OFA for the entire Working Group (advance search, only records with DNA), Newfoundlands account for 1/7th of all submissions. That was a massive (and pleasant) surprise! As noted above, Mr. Dzuik has said that we are well represented in terms of DNA samples banked. We are underrepresented in those records being updated. This has the consequence of rendering the DNA virtually useless. When a scientist needs DNA samples, and sends an inquiry to OFA asking how many samples are available for Newfs with osteosarcoma, or Laryngeal Paralysis, or bloat, there are plenty of dogs in there who have had those issues. But because the owner did not update the record, OFA’s internal query shows only “healthy dogs”. When he started his study proposal for Forelimb Anomaly/Congenital Radial Head Luxation, my ex-husband (Dr. James Gilbert) wrote to Mr. Dzuik unbeknownst to me. Dr. Gilbert inquired as to how many samples were banked for Newfs with FLA/CHRL, AND how many for Newfs with SAS. The FLA/CHRL numbers were not surprising. The SAS samples banked shocked me. EIGHTEEN. That’s it, in all these years only 18 DNA samples for Newfs with SAS.

Changing our official position statement is ensuring a strong foundation to build upon. I hope to build upon this foundation with future proposals to H&L that include initiatives to increase

awareness and encourage participation, such as articles in Newf Tide, resources for both breeders and pet owners on newfdoghealth.org (how to submit, print out sheet to take to vet, how to update record, etc.). These can then be promoted via eNotes, email to regional clubs, and on H&L’s social media.

The position statement is broad, and can be supported with additional information via articles in Newf Tide, on newfdoghealth.org etc. Please see below for the existing text, and the updated (changes are highlighted). We also recognize the importance of updating a dog’s record if the dog has had any significant changes in health. This follow up is crucial for researchers looking to study specific disease.

Membership Applications and Newf Tide NCA By-laws, Article I, Section 3 … the applicant’s name shall be published in a club publication following initial Board approval, and any comments received by the Membership Chairman within 30 days of publication shall be forwarded to the Recording Secretary to be included in the material distributed to Board members prior to final consideration by the Board….. The Policy Manuel does not specifically address the publication of applicants, it just refers to the By-laws. The question has arisen concerning the, at times, lengthy period between the applications being submitted and their publication in Newf Tide. At times, this can approach 5-6 months depending on when the applications are received and the timing of Board meetings and publications deadlines for Newf Tide. With the combining of the 3rd and 4th Quarter 2020 issues, this wait could be even longer. It is frustrating for applicants to be forced to wait so long and does not lend to a positive view of the responsiveness of the NCA. A question was raised at a previous Board meeting of using the NCA e-notes, being an NCA publication, to publish the applications. This would certainly speed up the application process with e-notes being a monthly publication versus the Newf Tide’s quarterly status. Members could easily be approved within 2-3 months. However, the purpose of publishing in an NCA publication is so that ALL members have a chance to comment on the applicants. We do have a small number of households (approximately 26) that do not have a listed email address. There is also a larger number who have opted to not receive club notices electronically and probably would not be receiving NCA e-notes. I do not think we can disenfranchise those members from participating in the comment process. The only alternative that I can see would be that each of those members would need to be mailed the applicants’ information. This would lead to higher costs for the printing and mailing needed. As Membership Chair, I would gladly support any way that we can find to speed up the membership process. But we do need to address the issue of those members who do not receive electronic information from us. - Mary Lou Cuddy Membership Chair
