Editorial

“It is up to each one of us as Public Service employees to ensure that the laws and policies implemented by Government come to fruition”

The time of being insincere, in our personal and work lives ought to come to an end, if we

are to deal positively with the social ills facing our country. In this issue of WorxNews you

get to read about how the Department joined Public Service employees to denounce

gender-based violence. This, as Government has observed that although the Public

Service has a range of laws, policies, programmes and interventions in place across all

sectors, to address various forms of gender-based violence and the needs of vulnerable

groups; the implementation of these laws and policies is not effective.

We open our copy with the article on the handing-over, by Deputy Minister Noxolo Kiviet,

of the newly-built Bityi Magistrates Court in the Eastern Cape - which was thereafter

officially opened by Justice and Correctional Services Minister. We also bring you the story

about the Portfolio Committee on Public Works and Infrastructure's oversight visits to the

Department and its entities. This in an effort to change lives of the people for the better

across the country.

When you go through this issue of WorxNews, you will also read about Minister Patricia De

Lille's first meeting with the nine provincial MECs of Public Works – a gathering commonly

known as the MinMec. It is during this meeting where the Minister reminded the MECs

that the President relied on infrastructure to create jobs. Read more about this in this copy.

We also reveal how the Department is up to speed in reviewing its language policy. The

reviewed policy is earmarked for implementation in the 2020/2021 financial year.

To ensure that you're up to speed with some of the latest happenings in the Departmental

entities; also read about the Agrément South Africa celebrating 50 years of existence, as

well as a public lecture that was hosted by the Construction Industry Development Board

(cidb) and the Council for the Built Environment (CBE) in collaboration with the University

of Johannesburg (UJ). These are just some of the articles we have in store for you, our

reader, in this issue.

In a country that is busy responding to the triple challenges of poverty, unemployment and

inequality; many of us still find it 'normal and okay' to spend thousands of rands on a

mobile phone that has all the cool applications we hardly or never use – in order to

'appear' like people who can afford our chosen lifestyles. We 'talk' about our discontent

over the killing of women and children but 'look away' when we discover our own family

members are the perpetrators of gender-based violence.

In closing, the WorxNews team would like to thank all those officials who continue to

identify information and stories worth sharing about themselves, their units and

departmental projects. This ensures information flow within the Department.

Public Works and Infrastructure Deputy Minister Noxolo Kiviet, MP has urged community members to refrain from destroying public buildings which provide essential services in their communities. She was handing-over the newly-built Bityi Magistrates Court in the Eastern Cape to the Department of Justice and Correctional Services Minister Ronald Lamola on 25 October 2019.

The old Bityi Court was originally built in 1953 and was conducting court proceedings in a dilapidated building which was not conducive and user friendly as it lacked proper basic necessities such as ablution facilities, water supply and proper security measures, among others. The lack of proper building had led to an increase in the crime rate specifically domestic violence, Gender-Based Violence and stock theft. Some of the challenges with the old Court included instances wherein livestock used to roam in and around the building disturbing court proceedings, therefore resulting in serious backlog on the court's roll.

Given the above challenges, the Department resolved to demolish and rebuild the new court at the cost of R56 million. The reconstruction of the Court forms part of the DPWI's mandate to provide rural communities with world class infrastructure and enable the client department to access

essential services in Bityi and surrounding areas. It would also benefit the community in that area as court proceedings will now be conducted and heard in the new court as opposed to spending money travelling long distances to Mthatha Court. The court has been enhanced with the erection of two courts i.e Criminal and civil court, consisting of the children's equality court, children's room, magistrate and prosecutors' offices, children's witness room, administration offices, canteen cash hall, and prison cells.

She said “this forms part of President Ramaphosa's launch of the District Delivery Model which is designed to ensure the delivery of essential services to communities. The model aims to ensure that Government delivers essential infrastructure and avoid a situations in which Government only engages communities when there are challenges and service delivery protests”.

Accepting a symbolic key to the Magistrates Court, Justice and Correctional Services Minister Ronald Lamola used his speech to urge men to respect women's rights and to refrain from putting them through emotional and physical abuse.

delivered a vote of thanks on behalf of the community and said he appreciates Government's efforts to build proper infrastructure and provide essential services to rural communities. He voiced his support for the fight against crime by revealing that he had given his designated state issued police vehicle stationed at his residence to the Bityi Police station to help fight crime in the area.

Some of the dignitaries who graced the ceremony included iNkosi Phathekile Holomisa, Eastern Cape Judge President Justice Selby Mfanelo Mbenenge, Director of Public Prosecutions in Mthatha Advocate Barry Madolo and O.R. Tambo District Municipality Executive Mayor, Cllr Thokozile Sokhanyile, amongst others.

Some of the new court buildings amenities include the following: security installations (CCTV cameras, security alarms alert and door access control installations, security fencing), bulk water storage tanks, new standby generator, fire detectors, court recording equipment, court data, roads pathways and parking area. DPWI has contributed to the socio-economic imperatives of the community as 13 Small, Medium and Micro Enterprises (SMME's) were contracted to the project to the value of R 2 596 919. This has resulted in the creation of 45 work opportunities and 35 EPWP/ NYS beneficiaries.

Deputy Minister Kiviet urged the community to “value and protect the court as it was erected for their benefit as part of Government's promise to develop rural communities. She also referred to President Cyril Ramaphosa's comments in which he said “the mandate of Department of Public Works and Infrastructure should be expanded due to the fact that Government has now included infrastructure as one of the Departments' key priority areas”.

“The patience of the public is running out and we are prepared to operate under the theme 'Khawuleza' (which means hurry-up) to do our work.” These were the words of the Minister of Public Works and Infrastructure Patricia De Lille, MP - to the members of the Portfolio Committee on Public Works and Infrastructure, who met with the DPWI principals as well as senior officials from the Department's entities.

The DPWI entities are; the Independent Development Trust (IDT), Agrément South Africa (ASA), the Construction Industry Development Board (CIDB) and the Council for the Built Environment (CBE). The meeting, which was the first gathering between the Department and the Members of the Portfolio Committee under the sixth administration - was held at the Departmental headquarters in Pretoria.

Minister De Lille informed members of the Portfolio Committee that DPWI was not yet fully functional because her team was still in the planning phases of the process, aimed at ensuring that the 'infrastructure portfolio' gels with the public works brand. She said the department was still engaging among itself and consulting with the National Treasury on the new 'infrastructure portfolio'. The Minister said the department had begun, among others, to speedily pay its service providers and doing repairs at court buildings across the country. She revealed that some of the challenges facing the Department were under-expenditure in the Property Management Trading Entity (PMTE) and corruption. “But we are now busy with consequence management,” she added.

The Minister said while the department faced a lot of challenges, she was committed to ensuring that her team embraces the spirit of Batho Pele principles. “We have to be held responsible and our work also has to be evaluated,” said the Minister. She said her department was committed to working closely with the Portfolio Committee on Public Works and Infrastructure. DPWI Director-General Advocate Sam Vukela, who echoed the Minister's sentiments presented the role of the Department and the organogram during the meeting. Presentations regarding the various functions of the department, as well as the functions of the DPWI entities, were also made.

The members of the Portfolio Committee proceeded to visit DPWI entities, as well as various sites of the DPWI projects over a week-long period. The team began its projects tour at the Telkom Towers and the last tour was at a dolomitic Swartkop military base. The meeting and the visits to project sites were aimed at giving members of the Portfolio Committee a chance to gather first-hand knowledge on the work of the DPWI and that of its entities. It is the committee's duty to hold the Department and its entities to account. The chair of the Portfolio Committee Ms Nolitha Ntobongwana reminded attendees that the Committee had to monitor the progress of the Department and its entities, as well as provinces where public works was serving.

The minister of Public Works and Infrastructure Hon Patricia De Lille has encouraged the MEC's of Public Works to 'think out of the box' to ascertain what could be done to change the sector's image. She said the unemployment rate remained high and that the public works and infrastructure sector needed to be in the forefront of contributing toward the much needed change in that sphere.

She was speaking during her first meeting with the nine provincial MECs of Public Works – commonly known as the MinMec. She said things could no longer be done in a normal way when the situation at hand was abnormal. “The President relied on infrastructure to create jobs and if the sector continued with its disturbing corrupt tendencies in pricing for projects, it limits its scope and ability to expand on job creation,” explained Minister De Lille.

The minister spoke about the review of the past five years which was done by the DPW 5th administration and said that as the 6th

administration, they now had the opportunity to design the next five years which would be informed by the medium strategic framework, the annual performance report and overlaid with the 7 key priorities of government. “This would be a standing item on the MinMec agenda going forward, for progress monitoring and help in aligning all the Department's programmes so that a complete picture of the department's activities may be determined,” said Minister De Lille.

She further emphasised on how to utilise public land and buildings for public good and touched on the release of the land reform report that was commissioned by the advisory panel put together by the president's panel last year. The report deals with three issues namely land restitution, land redistribution and land tenure. It also advocates for land redistribution to be prioritised by DPWI nationally and that land be given to its rightful owners.

The reviewed policy is earmarked for implementa�on in the 2020/2021 financial year.

Furthermore, this is in compliance with the Cons�tu�onal direc�ve and Use of Official Languages Act 12 of 2012 that requires all government departments, en��es and state-owned companies to promote the use of official languages when dealing with internal and external clients.

Following on the successful consulta�ve mee�ngs in all 11 regional offices of the Department, with the guidance and support of the Pan South African Language Board (PanSALB) who are the custodians of languages in the country, the Department of Public Works and Infrastructure (DPWI) Language Unit is up to speed in reviewing its language policy.

DPWI MAKES ITS VOICE HEARD TO DENOUNCE THE SCOURGE OF GENDER-BASED VIOLENCE

In a pledge that the marchers delivered at the Union Buildings, Government Departments confirmed that, among many others, the Public Service was obligated to provide a safe, healthy and amicable working environment; that all employees and other persons who have dealings with the Public Service had the right to be treated with respect and dignity, and that sexual harassment was a form of sex discrimina�on that violated the rights of individuals and undermined the integrity of the employment rela�onship.

A representa�ve from the South African Police Service who was invited to share advice as police deal with reports of GBV and related killings; said everyone was affected by the scourge. The representa�ve also men�oned that GBV-related crimes were commi�ed anywhere by anyone rich or poor, black, white, young and old. He added that to fight the scourge could not be the sole responsibility of the police and urged everyone to take collec�ve responsibility. Before wrapping up the proceedings, HR Manager Don Manus asked everyone to light up candles and observe a moment of silence for those who have lost their lives through GBV and for the families mourning the loss of their loved ones.

Meanwhile, dozens of DPWI staff members based at Head Office and at the Pretoria Regional Office, joined scores of Public Service employees on 27 September 2019 in a march to the Union Buildings in Pretoria, to confirm that the Public Service stood firm against gender-based violence in the country.

The event led by the DPWI Bloemfontein Regional Office's Human Resource Manager Mr Don Manus was also a�ended by faith leaders and law enforcement officials. Leading the prayer session, Preacher Sipho Gcuku implored men to protect women and children; as it was mostly men who were responsible for GBV-related killings. According to the Crime Against Women in South Africa report by Sta�s�cs South Africa (StatsSA), the murder of women on the basis of their gender was five �mes higher in South Africa than the global average.

Bloemfontein Regional Office's Advocate Lethabo Shokane who was ac�ng Regional Manager at the �me, pleaded with men to treat women and children with respect. “We have no shame and regret to convene here to echo our voice to the cries of the na�on to say ENOUGH IS ENOUGH. It never crossed my mind that one day I will wake up to witness so much violence by men against women and children. Why are we becoming a lawless country,” bemoaned Advocate Shokane. He also urged a�endees to guard against the abuse and the killing of women and children in our communi�es. “As South African men we must take responsibility for our own ac�ons,” he said.

Staff members of the Department of Public Works and Infrastructure (DPWI) based at the Bloemfontein Regional Office in Free State, held a gathering to condemn Gender-Based Violence (GBV) and related killings that have occurred across the country, as well as pray for all the survivors of sexual crimes.

The DM said as Agrément South Africa draws inspira�on in the past 50 years, it must also seriously reflect on how in the next 50 years it will contribute in the fight against the most stubborn enemies “the terrible triple challenges”. She said that innova�on could act as an agent of reform in the construc�on industry through job crea�on, assis�ng in the crea�on of a green economy, reducing the effec�veness of monopolies that may occur in certain sectors of the industry, material beneficia�on and others.

Deputy Minister Kiviet proceeded to men�on that innova�on in general was a big part of what drives economic growth and development in any society through transforma�on, modernisa�on and revitalisa�on.

She said innova�on led to efficiency and that this has been proven in several countries around the world. “In the context of the built environment, this means reduce construc�on cost and construc�on �me,” said the DM. She said that Agrément SA had approved and cer�fied a number of significant innova�ons and technologies that have contributed towards the development of the country and its stature as a world class en�ty of Government.

Public Works and Infrastructure Deputy Minister Noxolo Kiviet, MP has used her keynote address at the Agrément South Africa's 50th anniversary – to request the Department's en�ty to reflect on how it can help fight the triple challenges of poverty, inequality and unemployment facing South Africa. The event held at the CSIR Interna�onal Conven�on Centre in Pretoria on 4 October 2019, also saw Agrément SA awarding 27 'fit-for-purpose' cer�ficates to innova�ve industry players.

Agrément South Africa tests and evaluates the 'fitness-for-purpose' of non-standardised construc�on products, materials and systems against performance-based criteria. In terms of cer�fica�on, the en�ty started by tes�ng and evalua�ng building systems, but has since expanded to building products and road construc�on products.

Addressing dozens of delegates from the construc�on industry who a�ended Agrément SA's 50-year anniversary, the Deputy Minister stated that while she fully appreciates the importance of the work of the en�ty; “we need to reflect briefly on the environment in which Agrément South Africa celebrates the 50 years of its existence.

“Agrément SA celebrates the anniversary in South Africa, in a South Africa that is challenged by the terrible triple challenges of poverty, unemployment and inequality. As his Excellency our President said in his State of the Na�on Address 'Our economy is not growing, not enough jobs have been created'. This is the concern that rises above all others. It affects everyone.”

Professor Khoshnevis said in the more immediate future, 3D Prin�ng in construc�on will extend its role further by popularising and refining its special applica�ons, such as printed molds or complex components. It will also keep pace with ever more complex and ambi�ous designs. Eventually the 3D prin�ng will become a common or even a standard feature in the fabrica�on process. The �meline and details remain uncertain, he said.

He said while there was a strong sense of an�cipa�on regarding 3D Prin�ng in construc�on, several issues needed to be resolved. “Like; how ready the market is, how ready the industry is, to embrace rather than to resist the crea�ve disrup�ve force that the 3D Prin�ng represents. How ready the technology itself is, and how companies should best leverage the technology and adapt to it. The 3D Prin�ng will also remodel and fit naturally in the construc�on and manufacturing industry. The momentum should con�nue, provided that the investment con�nue flowing as well,” concluded Professor Khoshnevis.

“Researchers have been inves�ga�ng and refining techniques for 3D Prin�ng (which is some�mes referred to as Addi�ve Manufacturing) in construc�on, for almost a decade now.” This is according to the University of Southern California (USC) Professor Behrokh Khoshnevis, who said several companies have emerged and several large established companies, not just construc�on firms but also manufacturers of building material, have started inves�ng on 3D Prin�ng, in earnest.

Professor Khoshnevis was the keynote speaker at a Public Lecture on “Addi�ve Manufacturing (3D Prin�ng) for fabrica�on and assembly applica�ons in the construc�on of human se�lements.” The Lecture, held in Midrand, Gauteng - in August 2019 was hosted by the Construc�on Industry Development Board (cidb) and the Council for the Built Environment (CBE) in collabora�on with the University of Johannesburg (UJ).

Chairing the Public Lecture, UJ Professor Didibhuku Thwala echoed Khoshvenis' sen�ments on the importance of 3D Prin�ng in the construc�on industry, a field in which technology was developing at a fast pace. The main aim of the Lecture was to highlight how the 3D Prin�ng is so important when it comes to construc�on. The Fourth Industrial Revolu�on (4IR) is here and not only for a few, but for everyone who is in the construc�on and manufacturing Industry. The 4IR describes the age of intelligence and encompasses technologies like ar�ficial intelligence, augmented reality, 3D prin�ng and cloud compu�ng.

The term 3D Prin�ng refers to the produc�on of physical objects layer by layer by an automated and usually computer controlled machine. The machine is mostly guided by digital 3D models,

either melts metals or powdered solids or ejects liquid or semiliquid materials. The technology provides for a wide range of applica�ons - from surgical implants to spare parts for cars, to lightweight structures for aerospace projects. Such versa�lity is due to three main factors, the variety of suitable materials like: (metals, ceramics, mortar and concrete) it's almost limitless freedom of design and the ability to fabricate complex shapes onsite or offsite inexpensively. Adding to those characteris�cs, the power of automated and produc�on comes up with a near perfect match for the construc�on industry.
