ATTEND OUR 2012 Biomass Boiler Workshops •Minneapolis,Minnesota,May10-11,2012 •Savannah,Georgia,September20-21,2012Since 2000, these workshops have been attended by some 750 representatives of numerous plants in the Pulp/Forest Products Industries, Independent Power Producers and Energy-from-Waste Industry.
Theworkshopsconsistofpresentationsaboutnewtechnologicaldevelopmentsandresultstoimprovetheoperatingperformance,wastefuelburningcapacity,efficiency,andfueleconomyofbiomass-firedboilers(mostlystoker-fired).Inaddition,theprogramwillincludetroubleshootingandproblemsolvingdiscussionsofchallengesthatattendeesbringtotheworkshop.Participantswillbenefitby:1)learningaboutthecurrentretrofittechnologyforbiomassboilersandassociatedequipment;2)seeinghowothermilloperationssolvetheirbiomassboilerareaproblems;and3)receivinginformationandsolutionstotheirspecificproblems.Atten-dancetotheworkshopisfreeofcharge;spaceislimited.

Recovery Boiler Capacity Upgrades and NOx Reduction
– Jansen Awarded UpgradesMill conversions to dissolving grade pulp production often necessitate recovery boiler combustion system modifications to increase the boiler’s solids burning capacity while at the same time reducing NOx emissions.
Inrecentyears,consumerproductmarkettrendsinthePulp&PaperIndustryareincreasinglyfavoringdissolvingpulpgradeproducts.Tomeetmarketdemandfortheseproducts,severalmillsareintheprocessof“retooling”thepulpinglinefromproducingconventionalkraftpulptodissolvinggradepulp.Typically,thischangeinproductleadstoincreasedquantitiesofblackliquordrysolids(BLDS)generatedwithpotentiallyhigherheatingvalues.Becauseofthehigherheatinputratetotherecoveryfurnaceandpotentialincreaseinfuelnitrogencontent,generationofNOxwouldbeexpectedtoincrease,therebyleadingtohigherstackemissionrates.
Toimprovetherecoveryboiler’sBLDSthroughputcapacityandoffsetpotentialincreasesinNOx,optimizationoftheexistingcombustionairdeliverysystemisneededandfurtherstagingofcombustionairsupplycanbeappliedbyaddingafourthlevelofair.Intheindustry,thisfourthlevelofairisnamedquaternaryair(QA)andhasbeenshowntoreduceNOxemissions.
Boiler MACT & CISWI Rulings – Another UpdateIn our previous Newsletter one year ago, we reported thattheEPAhadissued“final”BoilerMACTandCISWIrulingsinMarch2011afterafifteen(15)monthexten-sion request was denied by court order. These rulings, however,werenotconsideredfinalbytheEPAduetoanumber of unresolved issues and the acknowledgement that their formulation had been rushed. The rulings wereaccompaniedbyanoticethattheEPAintendedtoreconsider the rules.
TheEPAissuedaDelayNoticeinMay2011tosuspendtheeffectivedatesforBoilerMACTandCISWI.AnamendedsetofBoilerMACTandCISWIruleswerere-proposedinDecember2011andwasopenedupforcommentwiththeintentofbeingfinal-izedinApril2012.Shortlyafterreleasingtheseamendedrulings,acourtordervacatedtheDelayNotice,causingtheMarch2011rulingstobeputintoeffect.TheEPAthenissueda“noaction”letterthatassertedits“enforcementdiscretion”tonotholdindustrialboileroperatorstotheMarch2011rules.
Meanwhile,theEPAhascontinuedtoreviewindustrycommentsandavailabledatatoyetagainrevisetherulingsforafinaltime.The“final-final”rulingsareexpectedsome-timeinApril2012,aroundpresstimeofthisNewsletterissue.Whethertheserulingswillbeacceptedbythecourtorbebroughtunderfurtherchallengethroughlitigationremainstobeseen.

TheDecember2011re-proposedBoilerMACTrulingsincludedseveralchanges.Someofthemoreimportantchangesincluded:
• Workpracticestandardsinplaceofnumericallimitsfordioxins/furans.• Theadditionofmoreboilerdesignandfuelsubcategoriesthatcoverawiderrangeofconditions.Forexample,
thereisnowastokerboilersubcategoryforkiln-driedbiomass.• AlternativeuseofaCOCEMS(10-dayrollingaverage)inplaceofannualstacktests.• Revisionstosomeoftheemissionslimits.Forexample,COemissionsforexistingbiomassstokerboilerswas
raisedfrom490ppm,dry@3%O2,to790ppm,dry@3%O2,whentestedannually;althoughtheCOCEMSlimitwassetlowerat410ppm,dry@3%O2.
• PMCEMSisnolongerrequiredforbiomassunits.• TherequirementthatanO2trimsystembeinserviceforCOcontrolwhennotusingaCOCEMSwasadded.
TheCISWIrulingswerealsore-proposedinDecember2011.InadditiontolimitsforfilterablePM,CO,Hg,andHCl,likethosecontainedinBoilerMACT,theCISWIrulesalsohavelimitsforNOx,SO2,Cd,Pb,anddioxins/furans.ManybiomassboilersarefacedwiththepossibilityofbeingclassifiedasCISWIunitsbecausetheyfirealternativefuelsalongwithbiomass(suchasOCCrejectsorconstruction/demolishdebristhatcancontainplastics).
BesidestheconfusiongeneratedbythechangingBoilerMACTandCISWIrulingsandimplementationperiods,boilerowners/operatorshavebeenchallengedtounderstandtheirboilers’emissionsprofilesandcombustioncharacteristics.JANSENhasbeenassistingclientswithdetermininghowtheBoilerMACTandCISWIregulationswillimpacttheiroperationsandprovidesolutionsforunitsthatwouldexceedthenewlimits.

Atseveralmills,JansenwascontractedtoconductevaluationsofrecoveryboilerBLDSburningcapacityandasso-ciatedNOxgenerationbeforeandaftermakingthechangefromkrafttodissolvingpulp.Thisevaluationtypicallyconsistsofasitevisitforfirst-handcollectionofoperatingdata,followedbyprocessevaluationsandmassandheatbalancecalculations.AnimportantelementoftheevaluationprocessisComputationalFluidDynamics(CFD)modelingofthefurnacecombustionconditionswiththedifferentBLDSsupplyratesandheatingvalues.CFDmodelingistypicallyconductedforseveralconfigurationsofcombustionairsupplyandattheconclusion,apara-metricevaluationofkeyperformancefactorsprovidesvaluableinputtotheengineeringdesignoftheairsystemmodifications.Theendresultisanairsystemthatbestmeetstheclient’sneeds.
AnexampleofCFDmodelingresultsisshowninthesketchonpageone.ThefurnaceismodeledwithoutQA(ontheleft),thentwodifferentelevationsofQAaremodeled.ANOxreductionby27%ispredictedbythemodelsbetweennoQAandQAatahigherelevation(atright).
JansenhassuccessfullyCFDmodeledrecoveryandbiomassboileroperationforover20years.Themodelingisconductedin-housebyexperiencedJansenpersonnel,underthedirectionofDr.AllanWalsh.AttheannualRecoveryBoilerCommitteeConferenceoftheAmericanForest&PaperAssociation(AF&PA),heldinAtlantathisFebruary,Dr.Walshmadeapresentationtitled“AnImprovedMethodforModelingNOxEmissionsfromRecoveryBoilers”.ThepresentationevaluatedseveraldifferentNOxmodelingmechanismsandtheirrespectivecomplexitiesinpredictingNOxgenerationfromcombustionofblackliquorinrecoveryboilers.

ChangingoftheGuardatJansenSince September 2011, John La Fond is President
JohnF.LaFond,P.E.tookoverthepositionofPresidentfromEdward“Ned”C.Dye,P.E.,whohasbeeninthispositionsince1997.UnderNed’sleadership,thecompanyhasexperiencedsignificantgrowthandhassolidifieditsreputationintheevaluationandretrofittingofindustrialboilersintheforestproducts,waste-to-energy,independentpowerproducer,andotherindustries.
JohnreceivedhisundergraduatedegreeinMechanicalEngineeringfromStanfordUniversityandhisMaster’sdegreefromtheUniversityofCalifornia,Berkeley.Since1982,hehasworkedintheareasofcombustion,airpollutioncontrol,energyutilization,boilerdesign,boilerflowmodeling,andprojectmanagement.JohnhashadadistinguishedcareerwithJansensince1989,mostrecentlyasManagerofProcessTechnologies.

TheEnergy-from-Waste(E-f-W)industryconsistsoffacilitiesthatburnmunicipalsolidwaste(MSW),refusederivedfuel(RDF),constructiondebris(CD),andsometimesbiomassfuelsinordertodisposeofthesewaste materials. Typically, these facilities also convert the heat from waste
fuel combustion to produce steam and generate electrical power.
Inlastyear’sNewsletter(No.38,Spring2011),wereportedonJansenprovidingmechanicaldesignandequipmentsupplyforthecombustionsystemupgrade,includingOFA,ofsix RDF boilers in operation at three different E-f-WfacilitiesintheUS.Foracopyofthatnewsletterandarticle,visithttp://jansenboiler.com/publications/newsletters/.
Atfacility“B”inthearticle,afterthesuccessfulupgradeofoneRDFunit,two(2)additional,identicalRDFunitscontinuedtobeinoperationintheiroriginalconfiguration.Becauseofthesignificantoperationalimprovementsthatwereachievedbythefirstunit,theplantdecidedtohaveJansensupplythecombustionsystemupgradeofthesecondunitaswell.ThisupgradewasinstalledinMarchof2012.

Atseveralmills,JansenwascontractedtoconductevaluationsofrecoveryboilerBLDSburningcapacityandasso-ciatedNOxgenerationbeforeandaftermakingthechangefromkrafttodissolvingpulp.Thisevaluationtypicallyconsistsofasitevisitforfirst-handcollectionofoperatingdata,followedbyprocessevaluationsandmassandheatbalancecalculations.AnimportantelementoftheevaluationprocessisComputationalFluidDynamics(CFD)modelingofthefurnacecombustionconditionswiththedifferentBLDSsupplyratesandheatingvalues.CFDmodelingistypicallyconductedforseveralconfigurationsofcombustionairsupplyandattheconclusion,apara-metricevaluationofkeyperformancefactorsprovidesvaluableinputtotheengineeringdesignoftheairsystemmodifications.Theendresultisanairsystemthatbestmeetstheclient’sneeds.

Recovery Boiler Capacity Upgrades and NOx Reduction
– Jansen Awarded UpgradesMill conversions to dissolving grade pulp production often necessitate recovery boiler combustion system modifications to increase the boiler’s solids burning capacity while at the same time reducing NOx emissions. Recently, Jansen was awarded several of these capacity upgrade contracts.
Inrecentyears,consumerproductmarkettrendsinthePulp&PaperIndustryareincreasinglyfavoringdissolvingpulpgradeproducts.Tomeetmarketdemandfortheseproducts,severalmillsareintheprocessof“retooling”thepulpinglinefromproducingconventionalkraftpulptodissolvinggradepulp.Typically,thischangeinproductleadstoincreasedquantitiesofblackliquordrysolids(BLDS)generatedwithpotentiallyhigherheat-ingvalues.Becauseofthehigherheatinputratetotherecoveryfurnaceandpotentialincreaseinfuelni-trogencontent,generationofNOxwouldbeexpectedtoincrease,therebyleadingtohigherstackemissionrates.
Toimprovetherecoveryboiler’sBLDSthroughputcapacityandoffsetpo-tentialincreasesinNOx,optimizationoftheexistingcombustionairdeliverysystemisneededandfurtherstagingofcombustionairsupplycanbeappliedbyaddingafourthlevelofair.Intheindustry,thisfourthlevelofairisnamedquaternaryair(QA)andhasbeenshowntoreduceNOxemissions.
Boiler MACT & CISWI Rulings – Another UpdateIn our previous Newsletter one year ago, we reported thattheEPAhadissued“final”BoilerMACTandCISWIrulingsinMarch2011afterafifteen(15)monthexten-sion request was denied by court order. These rulings, however,werenotconsideredfinalbytheEPAduetoanumber of unresolved issues and the acknowledgement that their formulation had been rushed. The rulings wereaccompaniedbyanoticethattheEPAintendedtoreconsider the rules.
TheEPAissuedaDelayNoticeinMay2011tosuspendtheeffectivedatesforBoilerMACTandCISWI.AnamendedsetofBoilerMACTandCISWIruleswerere-proposedinDecember2011andwasopenedupforcommentwiththeintentofbeingfinal-izedinApril2012.Shortlyafterreleasingtheseamendedrulings,acourtordervacatedtheDelayNotice,causingtheMarch2011rulingstobeputintoeffect.TheEPAthenissueda“noaction”letterthatassertedits“enforcementdiscretion”tonotholdindustrialboileroperatorstotheMarch2011rules.
Meanwhile,theEPAhascontinuedtoreviewindustrycommentsandavailabledatatoyetagainrevisetherulingsforafinaltime.The“final-final”rulingsareexpectedsome-timeinApril2012,aroundpresstimeofthisNewsletterissue.Whethertheserulingswillbeacceptedbythecourtorbebroughtunderfurtherchallengethroughlitigationremainstobeseen.

TheDecember2011re-proposedBoilerMACTrulingsincludedseveralchanges.Someofthemoreimportantchangesincluded:

thereisnowastokerboilersubcategoryforkiln-driedbiomass.• AlternativeuseofaCOCEMS(10-dayrollingaverage)inplaceofannualstacktests.• Revisionstosomeoftheemissionslimits.Forexample,COemissionsforexistingbiomassstokerboilerswas
raisedfrom490ppm,dry@3%O2,to790ppm,dry@3%O2,whentestedannually;althoughtheCOCEMSlimitwassetlowerat410ppm,dry@3%O2.
• PMCEMSisnolongerrequiredforbiomassunits.• TherequirementthatanO2trimsystembeinserviceforCOcontrolwhennotusingaCOCEMSwasadded.
TheCISWIrulingswerealsore-proposedinDecember2011.InadditiontolimitsforfilterablePM,CO,Hg,andHCl,likethosecontainedinBoilerMACT,theCISWIrulesalsohavelimitsforNOx,SO2,Cd,Pb,anddioxins/furans.ManybiomassboilersarefacedwiththepossibilityofbeingclassifiedasCISWIunitsbecausetheyfirealternativefuelsalongwithbiomass(suchasOCCrejectsorconstruction/demolishdebristhatcancontainplastics).
BesidestheconfusiongeneratedbythechangingBoilerMACTandCISWIrulingsandimplementationperiods,boilerowners/operatorshavebeenchallengedtounderstandtheirboilers’emissionsprofilesandcombustioncharacteristics.JANSENhasbeenassistingclientswithdetermininghowtheBoilerMACTandCISWIregulationswillimpacttheiroperationsandprovidesolutionsforunitsthatwouldexceedthenewlimits.

Theworkshopsconsistofpresentationsaboutnewtechnologicaldevelopmentsandresultstoimprovetheoperatingperformance,wastefuelburningcapacity,efficiency,andfueleconomyofbiomass-firedboilers(mostlystoker-fired).Inaddition,theprogramwillincludetroubleshootingandproblemsolvingdiscussionsofchallengesthatattendeesbringtotheworkshop.Participantswillbenefitby:1)learningaboutthecurrentretrofittechnologyforbiomassboilersandassociatedequipment;2)seeinghowothermilloperationssolvetheirbiomassboilerareaproblems;and3)receivinginformationandsolutionstotheirspecificproblems.Atten-dancetotheworkshopisfreeofcharge;spaceislimited.

Recovery Boiler Capacity Upgrades and NOx Reduction
– Jansen Awarded UpgradesMill conversions to dissolving grade pulp production often necessitate recovery boiler combustion system modifications to increase the boiler’s solids burning capacity while at the same time reducing NOx emissions. Recently, Jansen was awarded several of these capacity upgrade contracts.
Inrecentyears,consumerproductmarkettrendsinthePulp&PaperIndustryareincreasinglyfavoringdissolvingpulpgradeproducts.Tomeetmarketdemandfortheseproducts,severalmillsareintheprocessof“retooling”thepulpinglinefromproducingconventionalkraftpulptodissolvinggradepulp.Typically,thischangeinproductleadstoincreasedquantitiesofblackliquordrysolids(BLDS)generatedwithpotentiallyhigherheat-ingvalues.Becauseofthehigherheatinputratetotherecoveryfurnaceandpotentialincreaseinfuelni-trogencontent,generationofNOxwouldbeexpectedtoincrease,therebyleadingtohigherstackemissionrates.
Toimprovetherecoveryboiler’sBLDSthroughputcapacityandoffsetpo-tentialincreasesinNOx,optimizationoftheexistingcombustionairdeliverysystemisneededandfurtherstagingofcombustionairsupplycanbeappliedbyaddingafourthlevelofair.Intheindustry,thisfourthlevelofairisnamedquaternaryair(QA)andhasbeenshowntoreduceNOxemissions.
